Good evening. Tonight, flooding hits the region. At this village | :00:12. | :00:16.
was effectively cut off for most of the day. This is the band of rain | :00:16. | :00:21.
that did the damage. In some places more than two inches fell overnight. | :00:21. | :00:25.
The scandal of the women with dementia left in a bus overnight. | :00:25. | :00:31.
We speak to the council chief. Something has gone tragically wrong | :00:31. | :00:37.
here and we are working to make sure it can possibly happen again. | :00:37. | :00:42.
The stunning exhibition in the Fitzwilliam Museum. | :00:42. | :00:52.
:00:52. | :00:59. | ||
And the nature reserve, tonight a First tonight, more rain, more | :00:59. | :01:06.
flooding, more disruption. On Monday, Billericay was in the | :01:06. | :01:13.
spotlight. Only four-wheel drives could make it through. Later today, | :01:13. | :01:16.
residents of a camping site at Billing in Northampton were given | :01:16. | :01:23.
temporary accommodation. On Tuesday, flooding across the region. | :01:23. | :01:27.
Yesterday, those Belling residents were allowed home after two nights | :01:27. | :01:32.
camping in a leisure centre. Today, 15 flood warnings in place. Schools | :01:32. | :01:37.
are closed and roads are flooded. We start in Rattlesden near Bury St | :01:37. | :01:41.
Edmunds, where residents walk up to what they describe as the worst | :01:41. | :01:48.
flooding they had seen in 20 years. This village is just a few miles | :01:48. | :01:54.
from Stowmarket. This river usually flows as a small stream behind | :01:54. | :01:59.
these railings. It has broken its banks and flooded across the road. | :01:59. | :02:04.
12 hours ago, things were much more difficult for people. The level of | :02:04. | :02:10.
the what you would have been up to my chest. As you can see from the | :02:10. | :02:15.
pictures, the water level was extremely high. The water level | :02:15. | :02:18.
would have been so difficult that some cars actually got stuck in the | :02:18. | :02:24.
water. It is not just Rattlesden that has had problems. Alex Dunlop | :02:24. | :02:27.
has been looking elsewhere in the region. | :02:27. | :02:34.
The morning rush after the deluge the night before. His Ford in | :02:34. | :02:38.
Cambridgeshire is normally a trickle. Today it is four feet. | :02:38. | :02:48.
:02:48. | :02:49. | ||
Even aspire back to turn back. -- even the farmers. I am from the BBC. | :02:49. | :02:56.
I saw another cargo through so I thought I would try and get through. | :02:56. | :03:06.
:03:06. | :03:06. | ||
I got the electronics wet. Many people set up cameras. Only some | :03:06. | :03:15.
were guaranteed a safe passage. Emergency services had to deal with | :03:15. | :03:23.
hundreds of lot related incidents. Some minor roads there are still | :03:23. | :03:28.
impassable. People in Rattlesden walk up to a deluge on their | :03:28. | :03:36.
doorsteps. With so much water coming down in such a short time, | :03:36. | :03:41.
the run-off from the land has been excessive and consequently we've | :03:41. | :03:48.
had flooding of land and very high river flows. The rest of the region | :03:48. | :03:58.
:03:58. | :04:02. | ||
has also been badly hit. Many of People have now been allowed back | :04:02. | :04:06.
to their holiday homes. But the weekend could be a washout, a | :04:06. | :04:11.
number of events being cancelled, including this historic Transport | :04:11. | :04:18.
Rally in Northamptonshire. Gutted is not strong enough a word. We | :04:18. | :04:22.
will be lucky if it gets back to anything reasonable for next year. | :04:22. | :04:26.
One local election day, had you cast your vote at this village hall, | :04:26. | :04:31.
you would be a floating voter. Some at least had fun. James Brown and | :04:31. | :04:39.
his friend made the most of an impromptu water park in Suffolk. | :04:39. | :04:43.
You can see from the debris where the water levels were earlier. | :04:43. | :04:48.
Residents did get some warning of what was happening. One lady down | :04:48. | :04:52.
the road in the next village told me she got a phone call from the | :04:52. | :04:55.
Environment Agency at the end telling her to put sandbags out. | :04:55. | :05:01.
The Environment Agency says most places are receding. They are | :05:01. | :05:09.
keeping a close eye. keeping a close eye. | :05:09. | :05:13.
Where did this lot of rain come from? It was a heavy band of | :05:13. | :05:17.
thundery rain that moved in overnight last night, tracking West | :05:17. | :05:22.
words. Hardest hit were parts of West -- were parts of Sussex and | :05:22. | :05:26.
Essex. What is next? I'll be back Essex. What is next? I'll be back | :05:26. | :05:32.
later with a full weather forecast. Thanks to everybody who send in | :05:32. | :05:36.
photos. We've shown as many as we can but there are lots more on her | :05:36. | :05:46.
:05:46. | :05:48. | ||
Facebook page. Please keep the photos coming. More on the women | :05:48. | :05:53.
with dementia left overnight for 14 hours on a bus in Luton. Today, the | :05:53. | :05:57.
borough council admitted something had gone seriously wrong. We will | :05:57. | :06:02.
hear from the chief executive in a moment. First, this update. Ho was | :06:02. | :06:07.
a woman with dementia forgotten for 14 hours? On Monday, after spending | :06:07. | :06:13.
a day at the day centre, the women, in her eighties, was picked up on a | :06:13. | :06:16.
council bus like this. She was supposed to be brought back here. | :06:17. | :06:22.
For whatever reason, she never made it. Instead she was left on the bus | :06:22. | :06:27.
and spent the whole night in the depot. She was only discovered the | :06:27. | :06:30.
next morning. What worried many people about this story is not only | :06:30. | :06:35.
was she left in the first instance but she never returned home. Why | :06:35. | :06:44.
was that missed? The council has launched an urgent investigation. | :06:44. | :06:49.
Sources close to the depot says all the drivers are devastated. The | :06:49. | :06:52.
woman's relatives had been told this will never happen again. The | :06:52. | :06:59.
woman herself the spine. But it could have been so different. | :06:59. | :07:02.
Luton Borough Council provides the bus and it also has commissions the | :07:02. | :07:08.
service from the care home where the woman lives. I spoke to the | :07:08. | :07:14.
chief executive, Trevor Holden. soon as I became aware what had | :07:14. | :07:17.
happened on Tuesday morning, I commissioned an internal | :07:17. | :07:21.
investigation to get to the bottom of why this has happened. We also | :07:21. | :07:26.
put into place immediately some additional procedures to make sure | :07:26. | :07:33.
this cannot happen again. The fact that this woman was last on this | :07:33. | :07:37.
bus or 14 hours must be that nobody actually reported her missing. | :07:37. | :07:41.
would appear to be the case. I don't want to pre-empt the enquiry | :07:41. | :07:45.
that we have commissioned. There is no getting away from the fact that | :07:45. | :07:49.
this is absolutely shocking, it is wrong, we have apologised to the | :07:49. | :07:54.
family and a working with the family to support them. This is an | :07:54. | :07:58.
isolated incident and actually the council provides a good level of | :07:58. | :08:02.
service to its residents. We're working to make sure that appears - | :08:02. | :08:06.
- absolutely this kind of thing cannot happen again. We were told | :08:06. | :08:09.
that one of the fact is that could be at play here is there have been | :08:09. | :08:15.
cuts to the bus service. There's no escort on all buses. There was | :08:15. | :08:19.
obviously no less good on this bus. When you caring for people with | :08:19. | :08:23.
dementia, surely those kind of things are vital. They have been | :08:23. | :08:28.
changes to the service, constant changes to the service, as local | :08:28. | :08:32.
government reacts to the budgetary pressures that thereunder. In terms | :08:32. | :08:37.
of Escort, it would be normal. What happened in this case is the | :08:37. | :08:41.
subject of the internal investigation I referred to. It | :08:41. | :08:46.
would be wrong to pre-empt what comes out of that. I don't mean to | :08:46. | :08:51.
be difficult. And try to clarify. Normally, on bus services like this, | :08:51. | :08:57.
are their escorts for people with dementia? It depends on the | :08:57. | :09:00.
requirements of the individuals who are being picked up and drop off. | :09:00. | :09:03.
Some of the people who use that I have transport might have a | :09:03. | :09:12.
physical disability so there will be a physical need to be an escort. | :09:12. | :09:17.
What I cannot do is give you an answer as to what happened in this | :09:17. | :09:23.
set of circumstances. Can you tell us how the lady is doing this | :09:23. | :09:27.
evening? To the best of my knowledge, the lady is doing well, | :09:27. | :09:31.
but we need to support her. We have got it seriously wrong and we need | :09:31. | :09:37.
to support the individual and her family. Trevor Holden, thank you | :09:37. | :09:42.
very much. One of the biggest food firms in | :09:42. | :09:47.
the region is being sold to a Chinese company. Weetabix, based at | :09:47. | :09:50.
Burton Latimer near Kettering, is currently owned by the American | :09:50. | :09:56.
company Lion Capital. Weetabix described it as good news because | :09:56. | :10:02.
it will help expansion. All these household names are made | :10:02. | :10:09.
here at Burton Latimer. Weetabix already exports products to 80 | :10:09. | :10:13.
countries. Today's deal aims to tap into even more foreign markets. | :10:13. | :10:17.
This is really about how we can take Weetabix around the world. | :10:17. | :10:21.
That is what the focus in. We arrange 80 markets worldwide and | :10:21. | :10:27.
with our new shareholders, this is a new opportunity for further | :10:27. | :10:33.
opportunity. With any change in ownership, attention shifts to job | :10:33. | :10:43.
:10:43. | :10:44. | ||
security. Weetabix employs about 1000 people across Northamptonshire. | :10:44. | :10:48.
Meetings have been taking place all day at Old sites. Staff have been | :10:48. | :10:52.
told what is takeover actually means for them. Despite | :10:52. | :10:58.
reassurances, the staff I have spoken to are still concerned. Do | :10:58. | :11:04.
they need to worry? The jobs are safe? We are very focused on taking | :11:04. | :11:10.
care of the UK business going forward. We believe this is a great | :11:10. | :11:15.
opportunity to grow the business, particularly internationally. | :11:15. | :11:21.
are the new owners? This is one of China's largest companies. Bright | :11:21. | :11:28.
Food. They had been buying famous brands and they say they are | :11:28. | :11:34.
committed to Weetabix. This historic brand is celebrating their | :11:34. | :11:38.
80th anniversary. They will be seeking reassurances about the | :11:38. | :11:48.
:11:48. | :11:49. | ||
long-term future of Weetabix. Later, more on the weather. And why | :11:49. | :11:56.
nesting is proving tricky at this nature reserve. | :11:56. | :12:00.
Security has been increased at the Fitzwilliam Museum in Cambridge in | :12:00. | :12:03.
the build up to an exhibition of priceless Chinese art. It comes | :12:03. | :12:09.
weeks after thieves stole Chinese jade from the museum. The treasures | :12:09. | :12:16.
on sale this weekend -- on show this weekend. | :12:16. | :12:20.
Treasures interlaced with pure gold. It once contained the body of a | :12:20. | :12:29.
king. Dated second century BC. It forms part of the exhibition at the | :12:29. | :12:34.
Fitzwilliam Museum, where security is tight for than ever. It is like | :12:34. | :12:39.
the Crown Jewels. This represents the material of the period which | :12:39. | :12:48.
defines Chinese culture most. This is the finest of it. With you | :12:48. | :12:51.
having this until November comes responsibility. I will use it you | :12:51. | :13:00.
read? -- how well you did it say? We have very good security. We | :13:00. | :13:07.
never speak about the security arrangements like all museums. | :13:07. | :13:14.
can be seen, the pure gold belt buckles, the terracotta, the most | :13:14. | :13:17.
it -- the most important exhibition ever to come out of China must be | :13:17. | :13:27.
protected in Cambridge 247. There is lots of safety equipment. | :13:27. | :13:36.
look? Yes. I'm very happy with it., three years of planning went into | :13:37. | :13:43.
the exhibition. There was never any question of a been cancelled. -- it | :13:44. | :13:48.
being cancelled. A man and teenager had been arrested in London. They | :13:48. | :13:51.
are being questioned in Peterborough. There is mounting | :13:52. | :13:55.
evidence that Chinese jade is being targeted by thieves and museums are | :13:55. | :14:01.
needing to respond to this. The jury in the trial of a former | :14:01. | :14:05.
bouncer from Essex accused of murdering his former partner has | :14:05. | :14:10.
been visiting the house where the bodies were found. David Oakes | :14:10. | :14:17.
denies killing Chrissie Chambers A man has been remanded in custody, | :14:17. | :14:22.
charged with the murder of a 25- year-old at the home of former | :14:22. | :14:29.
butter -- boxing champion Herbie Hide. The man is due to appear in | :14:29. | :14:32.
court in two weeks time. Aviva, the biggest insurance | :14:32. | :14:36.
company in the region, has become the latest big business to face a | :14:36. | :14:40.
backlash from investors over executive pay. At the annual | :14:40. | :14:44.
meeting today, more than half the shareholders voted against the | :14:44. | :14:48.
boardroom pay policy. Aviva says it will listen carefully to what | :14:48. | :14:52.
investors have to save. Aviva is one of the region's biggest | :14:52. | :14:57.
employers - 6,000 staff in Norwich alone. During the downturn, the | :14:57. | :15:01.
former Norwich Union has been pretty stable, but not all is well | :15:01. | :15:06.
at the insurer. Its investors are angry about the share price, which | :15:06. | :15:10.
has dropped, and about the pay of its directors, which they say only | :15:10. | :15:16.
ever goes up. The Chief Executive gets a basic 960,000 per year. He | :15:16. | :15:23.
was due for a rise of 46,000, taking him over 1 million. But, on | :15:23. | :15:29.
Monday, after protests, he agreed not to take the increase. Today, at | :15:29. | :15:36.
the AGM in London, shareholders voted against the board's pay | :15:36. | :15:43.
report. It has been seen as a humiliation for the board. | :15:43. | :15:46.
The owner of an animal rescue centre in Norfolk has been banned | :15:46. | :15:51.
from keeping seals for five years. 85-year-old Harold Nickerson was | :15:51. | :15:55.
found guilty of causing unnecessary suffering to a grey seal called | :15:55. | :16:02.
Hope. He was also given a conditional discharge for 12 months. | :16:02. | :16:05.
Train services have been affected by a second strike by drivers in a | :16:05. | :16:10.
week. East Midlands trains runs a service from Norwich to | :16:10. | :16:15.
Peterborough and the north-west. The drivers are in dispute over | :16:15. | :16:21.
changes to the pension scheme. Four beaches in the east have been | :16:21. | :16:24.
dropped from the Good Beach Guide because the water is too polluted. | :16:24. | :16:30.
The Marine Conservation Society released the annual list today. Two | :16:30. | :16:34.
beaches at Southwold and two at Southend reported that high levels | :16:34. | :16:41.
of bacteria. Southwold Beach, last year awarded | :16:41. | :16:45.
a gold standard for water quality. Although it is safe to swim here, | :16:45. | :16:48.
the Marine Conservation Society recommends that bathers go | :16:48. | :16:56.
elsewhere. Every year, water is taken from the tee -- from the sea | :16:57. | :17:01.
and tested. Depending on what the results are, the beach is given a | :17:01. | :17:07.
classification. South wall has only just past the UK's standard for | :17:07. | :17:11.
pollutants and bacteria. It is not certain why this was the case but | :17:11. | :17:15.
it is thought that rainfall could be to blame, or washing pollutants | :17:15. | :17:25.
:17:25. | :17:26. | ||
into the sea. We are asking for the lot to be | :17:26. | :17:35.
complied with. There are also saw - - socio-economic impact. People | :17:35. | :17:40.
will go to other beaches that a cleaner. Knowing that there are | :17:40. | :17:45.
potentially harmful chemicals or waste in the water, when you've got | :17:45. | :17:50.
two children, it is not good news. It would not put us off coming | :17:50. | :17:55.
again. Not at all. While for Mike beaches in the east | :17:55. | :18:00.
are dropped from the guide, four different beaches to join it. Water | :18:00. | :18:06.
quality in Great Yarmouth has improved since last year. They | :18:06. | :18:12.
joined the largest list of other -- the largest ever list of beaches | :18:12. | :18:15.
bridges by the Marine Conservation Society. They say that it is an | :18:15. | :18:25.
:18:25. | :18:26. | ||
indication of what a quality -- of water quality. | :18:26. | :18:29.
It has been election the across the region for many local councils | :18:29. | :18:37.
In the east, we will be broadcasting live from Harlow. My | :18:37. | :18:43.
card right is at the Latton Bush centre right now. | :18:43. | :18:50.
19 of our councils will be holding elections. There are 277 seats, 12 | :18:50. | :19:00.
:19:00. | :19:00. | ||
right here in Harlow. The polling stations opened at seven. This one | :19:01. | :19:05.
was in Norwich, voters going earned out all day. There have been | :19:05. | :19:09.
similar scenes right across the region. At 10pm the polling | :19:09. | :19:14.
stations will close and soon after, these ballot boxes will be coming | :19:14. | :19:18.
through the doors. They will be opened up and brought into the | :19:18. | :19:25.
counting hall. Later on, there will be an army of counters and a forest | :19:25. | :19:32.
of ballot papers. This is all the kit that they need to use. These | :19:32. | :19:42.
will protect their fingers. We will have an update at 10:30pm. Behind | :19:42. | :19:47.
be here are BBC colleagues. They will be having an election | :19:47. | :19:55.
programme. Tune into your local radio station, they will have all | :19:55. | :20:02.
the regional results between midnight and 4am. We will have all | :20:02. | :20:07.
the results tomorrow at a lunchtime programme and on our teatime | :20:07. | :20:13.
programme. If you know your badminton, you | :20:13. | :20:16.
probably know that the National Centre is based in Milton Keynes. | :20:16. | :20:20.
You might not know that the latest English school champions are from | :20:20. | :20:25.
Milton Keynes as well. A good opportunity, then, for the stars of | :20:25. | :20:29.
the future to get up close and personal with the stars of today. | :20:29. | :20:34.
Jonathan Park as tonight's Olympic Report. | :20:34. | :20:37.
There is plenty of talent on these courts. Some had been there and | :20:37. | :20:41.
done it, others are looking towards 2016. These lads are more likely to | :20:42. | :20:46.
peak around 2020. They are from Milton Keynes and they have just | :20:46. | :20:52.
become national champions. I think anybody having the opportunity to | :20:52. | :20:56.
have a national champion and being given the chance to train with the | :20:56. | :20:59.
English elite is absolutely wonderful. Winning the title was | :20:59. | :21:03.
fantastic. It is a bit special, coming down here and walking with | :21:03. | :21:07.
these guys. A 22,000 youngsters started on the road towards the | :21:07. | :21:11.
finals, but then they have form. Three times in the last four years | :21:11. | :21:17.
they have slashed their way to the title. The life of a full-time | :21:17. | :21:22.
badminton player is different to the life of a full-time student. | :21:22. | :21:26.
These people trained for 36 are so weak, all a bit different to | :21:26. | :21:36.

revising for your GCSEs. -- 36 hours. | :21:40. | :21:49.
Today's world rankings and have a this guy and his partner... | :21:49. | :21:56.
They have played each other three towns. Chris has come out on top. | :21:56. | :21:59.
It is a close call. The squad is officially announced | :21:59. | :22:03.
at the end of the month. Regardless of Roberts and featuring in London | :22:03. | :22:09.
before his retirement, he has inspired plenty of youngsters. | :22:09. | :22:15.
has gone on and played every big tournament and won. I have known | :22:15. | :22:18.
him from a young age because he has been involved in my training. He is | :22:18. | :22:22.
a great guy. There is excitement in badminton | :22:22. | :22:25.
circles about our long-term prospects. Many will still be | :22:25. | :22:30.
around in 2016. Britain's most played racket sport will always | :22:30. | :22:36.
have a steady stream of talent coming through. | :22:36. | :22:39.
Back to the flooding now, and another wrangle. At this time of | :22:39. | :22:47.
year the Ouse Washes is usually take -- home to grazing cattle. | :22:47. | :22:52.
After the recent downpours, the nesting season for birds at the | :22:52. | :22:56.
RSPB reserve is quite literally a washout. | :22:56. | :23:00.
At this time of year it should not look like this. The swans are | :23:00. | :23:04.
making themselves at home of grassland where some 2,500 beef | :23:04. | :23:09.
cattle would normally be grazing. Waders like redshanks and snipe | :23:09. | :23:13.
come to breed here. The internationally famous area is now | :23:13. | :23:18.
and it -- a massive inland sea, and 22 miles long and half-a-mile wide. | :23:18. | :23:24.
It has an absolute disaster area. We should be looking at -- it is an | :23:24. | :23:27.
absolute disaster area. We should be looking at pairs of ducks | :23:27. | :23:31.
breeding and, as you can see, there is very little wildlife at all. | :23:31. | :23:38.
would not normally be like this? not at all. We would be looking at | :23:38. | :23:44.
damp grassland, meadow fields with ditches and ponds and scrapes and a | :23:44. | :23:54.
cacophony of sound with birds swirling overhead. It is an | :23:54. | :23:57.
nationally and internationally important site for wildlife. | :23:57. | :24:01.
A at this pumping station they are shifting vast quantities of water | :24:01. | :24:08.
brought downstream from swollen rivers. 2.5 tonnes of water per | :24:08. | :24:15.
second are being brought into the area. One of the challenges we have | :24:15. | :24:22.
is that it is shared by birdlife and has an important function to | :24:22. | :24:32.
:24:32. | :24:36. | ||
protect property in the farmland of the area. It is not all bad news. | :24:36. | :24:40.
200 acres of arable land had been turned into a rare breeding ground | :24:40. | :24:45.
for birds. The breeding results are encouraging but, compared to the | :24:45. | :24:52.
traditional watches, a drop in the ocean. | :24:52. | :24:55.
Was that I actually a rare bird that we saw? | :24:56. | :24:58.
You are always on the lookout for one! | :24:58. | :25:08.
We have seen some pulses of rain across this front. The worst of | :25:08. | :25:13.
that was last night over night. Essex and Suffolk were the hardest | :25:13. | :25:21.
hit. Behind it, we did see one or two showers and there is still a | :25:21. | :25:26.
line of fairly heavy rain just to the north-west of the region. It is | :25:26. | :25:29.
not an entirely dry forecast for tonight. The good news is that the | :25:29. | :25:35.
worst of that heavy rain is done for the next few days. Some patchy | :25:35. | :25:45.
:25:45. | :25:48. | ||
rain possible overnight. It stays cloudy and frost-free. The winds | :25:48. | :25:55.
will be north-westerly and light. There is a risk of some patchy rain | :25:55. | :26:00.
through the morning tomorrow. One or two showers into the afternoon. | :26:00. | :26:10.
:26:10. | :26:13. | ||
Temperatures could climb during brighter spells. The northerly | :26:13. | :26:23.
:26:23. | :26:23. | ||
winds set the scene for some cooler air to come our way. Looking ahead, | :26:24. | :26:28.
it is all about a cold front. It will sweep across the country or | :26:28. | :26:38.
:26:38. | :26:38. | ||
one might Friday into Saturday. Much cooler air moves in. It will | :26:38. | :26:45.
be quite a bit colder. We will see the return of some frosty nights | :26:45. | :26:52.
but, on the flipside, it will be dry and brighter with some sunshine. | :26:52. | :26:56.
It is still pretty unsettled over the next five days. Cloudy | :26:56. | :26:59.
conditions tomorrow with patchy rain possible. Saturday looks like | :26:59. | :27:04.
the driest of the weekend. The chance of an isolated shower. A | :27:04. | :27:14.
