Hello and welcome to Look East with Susie and me.

:00:11.:00:19.

In the programme tonight: A year after a fire in Essex which killed a

:00:19.:00:23.

mother and five young children, their father tell us he needs to

:00:23.:00:26.

know who was responsible. I hope someone will come forward and

:00:26.:00:33.

help my family and the community to come to terms with this terrible

:00:33.:00:38.

episode. We do not want anything else to happen again.

:00:38.:00:41.

Hours of delays for hundreds of commuters as the Main Line to London

:00:41.:00:45.

closes during the morning rush hour. I have been on the station for two

:00:45.:00:49.

hours and I am going home because I cannot get into my work.

:00:49.:00:53.

Bikes stolen in broad daylight by police officers — they say nobody

:00:53.:00:57.

tried to stop them. And Prince Philip is on top form as

:00:57.:01:01.

he makes a solo outing in the region.

:01:01.:01:14.

Good evening. A father who's lost his entire family in a suspected

:01:14.:01:18.

arson attack on his home has today appealed for anybody with

:01:18.:01:20.

information to help bring the killers to justice. Tonight for the

:01:20.:01:24.

first time he has spoken personally to BBC Look East.

:01:25.:01:28.

The fire ripped through the downstairs of the terrace in Harlow

:01:28.:01:33.

last October. Dr Sabah Usmani and her five young children were killed.

:01:33.:01:36.

Their father, Dr Abdul Shakoor, was the only survivor. The police

:01:36.:01:38.

launched a murder investigation, their biggest to date. Nearly a year

:01:38.:01:46.

on, no—one has been charged. In a moment we'll hear from Dr Shakoor

:01:46.:01:53.

after this report from Jenny Kirk. It is the stuff of nightmares. To

:01:53.:01:58.

watch your house burn and find out that your wife and three of your

:01:58.:02:01.

children have died in that fire, but more tragedy was to follow. Dr

:02:02.:02:05.

Abdul Shakoor's remaining sons died soon after and his remaining

:02:05.:02:12.

daughter, days later. Another asked few minutes I have found out there

:02:12.:02:17.

have been more deaths. There is no easy way to break this news. Her

:02:17.:02:23.

burns were too extreme for her three—year—old body to cope with.

:02:23.:02:29.

The site of a burnt out house and the sex hearses carrying six Kovtun

:02:29.:02:34.

is brought the community to grieve. Friday prayers that evening was open

:02:34.:02:47.

to all. —— six hearses. How can that man cope with losing all of his

:02:47.:02:52.

family. Police believe the fire started after it was targeted by

:02:52.:02:57.

burglars. There were appeals on Crimewatch but despite the arrests

:02:57.:03:01.

and a £10,000 reward, no one has been charged with the murders. The

:03:01.:03:06.

friends remember them on benches on a local school. The children are

:03:06.:03:13.

known as Hira, Sohaib, Muneeb, Rayyan and Maheen and they are

:03:13.:03:16.

sheltered by the canopy of their mother.

:03:16.:03:19.

Earlier I went to see Dr Shakoor and I began by asking him what the past

:03:19.:03:26.

year had been like for him. The last year was very tough.

:03:26.:03:40.

Obviously one year has almost passed but the memories of that tragic

:03:40.:03:44.

night are still very fresh in my mind. That had separated my family

:03:44.:03:53.

from me. The bad because of the calamity was enormous. The strong

:03:53.:04:02.

belief and faith is that at and faith that I have an Abba has given

:04:02.:04:12.

me great solace. —— a la. The faith that I have in God has given me

:04:12.:04:16.

great strength but I still suffer from flashbacks. You mention the

:04:16.:04:22.

memories of the children, can you tell us more about the children, one

:04:22.:04:26.

of them would have been five this month. Yes, she was a beautiful

:04:26.:04:43.

daughter. Everyone loved her. She also used to bring a smile to

:04:43.:04:54.

everyone. She always had a smile. We were always thankful to God that he

:04:54.:05:05.

had blisters —— blessed us. How helpful has the support of the local

:05:05.:05:10.

community and the memorial for the children at the school been for you?

:05:10.:05:17.

The support has been amazing, especially the Princess Alexandra

:05:17.:05:21.

Hospital. They helped us right from the beginning. They have given

:05:21.:05:34.

ongoing support to me. It is such a beautiful memorial that has been

:05:34.:05:38.

installed in the school. Five beautiful benches. The names of my

:05:38.:05:44.

five beautiful children are engraved on them. The whole team stood beside

:05:44.:05:55.

me during this difficult time and they have helped me to stand up

:05:55.:06:03.

basically. The community has been fantastic and my recovery. How

:06:03.:06:08.

difficult has it been for you that no one has yet been charged in

:06:08.:06:19.

relation to this claim? —— crime? My family has suffered a lot from what

:06:19.:06:24.

has gone on. My mother, my grandmother and other relatives.

:06:24.:06:29.

Their lives have all changed totally. We are all anxiously

:06:29.:06:43.

waiting to see the killers of these innocent people be brought to

:06:43.:06:47.

justice as soon as possible. If there is anyone out there who is

:06:47.:06:50.

watching this and knows something that happened that night, what would

:06:50.:06:56.

you say to them? I hope and I believe that someone will definitely

:06:56.:07:02.

come forward. To help me, my family and the whole community so that we

:07:02.:07:07.

can get closure and can come to terms with this episode. We do not

:07:07.:07:14.

want anything like this to happen again. We want all families in that

:07:14.:07:21.

United to be safe. —— in the community. Justice must prevail.

:07:21.:07:30.

This is regardless of our relations. Regardless of any

:07:30.:07:40.

bindings and associations. It is important that children feel safe on

:07:40.:07:44.

the streets and in their homes. Thank you for talking to me, Dr

:07:44.:07:49.

Abdul Shakoor. The train company, Greater Anglia,

:07:49.:07:52.

has apologised today after one of our busiest lines into London was

:07:52.:07:55.

closed during the morning rush hour. Hundreds of passengers in Norfolk,

:07:55.:07:58.

Suffolk and Essex were left stranded. Gareth George is in

:07:58.:08:07.

Colchester now. Here at Colchester station commuters

:08:07.:08:12.

who struggled down to London this morning are now struggling back. It

:08:12.:08:16.

has been a very, very frustrating day for them. Signal problems very

:08:16.:08:22.

early this morning meant trains from Norwich to London could only get as

:08:22.:08:26.

far as Chelmsford. At one point, Greater Anglia, the rail operator

:08:26.:08:33.

advised passengers not to travel. A packed platform at Colchester

:08:33.:08:38.

station with commuters trying to get into London. Some gave up and went

:08:38.:08:42.

home. What will your work think about the fact you have had to take

:08:42.:08:49.

the day off? They probably won't be too impressed because I was meant to

:08:49.:08:56.

be at a meeting at 12 o'clock. We try to get on a train at 8:30am but

:08:56.:09:01.

it was totally packed. I have given up and I am going home. I cannot get

:09:01.:09:11.

into London, so I am going home. I am very restricted but it is one of

:09:11.:09:16.

those things that happens. This is the train station at what, a

:09:16.:09:20.

commuter town in Essex but at the height of the rush hour this morning

:09:20.:09:25.

passengers were advised not to travel and Greater Anglia said

:09:25.:09:28.

replacement buses were difficult to find because they were taking

:09:28.:09:32.

children to school. Network Rail said the delays were due to a

:09:32.:09:35.

problem with signals in the Chelmsford area but it was repaired

:09:35.:09:39.

at 1130 and the line was running back to normal at 1:30pm. Getting

:09:39.:09:44.

the branch line is fully open took longer. Greater Anglia apologise to

:09:44.:09:49.

passengers. For many commuters, what should have been a busy morning at

:09:49.:09:53.

work was spent standing on a platform. To be fair to Greater

:09:53.:10:00.

Anglia this would be frustrating to them. It is Network Rail who is

:10:00.:10:06.

responsible and they have apologised to passengers. For the latest

:10:06.:10:11.

information, tune into your local radio stations tomorrow morning.

:10:11.:10:15.

Norfolk County Council has decided to continue its contract with a home

:10:15.:10:18.

care provider, despite numerous complaints. Last month the BBC

:10:18.:10:20.

highlighted problems with Care UK after it took over services for

:10:21.:10:24.

vulnerable people in Broadland. The company has been told it could still

:10:24.:10:27.

lose the contract, but it insists its service is getting better.

:10:27.:10:36.

Roger Hadlee has cerebral palsy but has lived independently for the last

:10:36.:10:40.

15 years with the help of carers who visit him every day. He was one of

:10:40.:10:46.

100 people who complained about the service winnable council switch

:10:46.:10:50.

providers to kill UK. Last month the company was told it had to improve.

:10:50.:10:58.

First of all the hard on time and we have regular carers. —— carers UK.

:10:58.:11:05.

It now works superbly and that is great. I am able to maintain my

:11:05.:11:12.

lifestyle. Roger Israel bees that the care he gets is back to normal,

:11:12.:11:17.

but not all of the 100 people who complained to Broadland District

:11:17.:11:20.

Council are happy with the changes that have been made. Out of 270

:11:21.:11:26.

clients, nearly one quarter have opted not to continue using the

:11:27.:11:30.

services. The council is concerned about the company's reliance on

:11:30.:11:36.

agency staff. We have outlined in the areas upon which they must

:11:36.:11:41.

improve. Because the contract was provided that if we had to get a

:11:41.:11:45.

service from a more expensive swords, be to charge them the

:11:45.:11:48.

difference from what we would have paid to them and what we have had to

:11:48.:11:56.

be, so we have invoked that. In response Care UK said...

:11:56.:12:05.

Broadland District Council says it will continue to monitor the

:12:05.:12:13.

situation. A former world champion speedway

:12:13.:12:17.

rider has been charged with rape and other sexual offences.

:12:17.:12:19.

Michael Lee is co—promoter of the Mildenhall Fen Tigers speedway team.

:12:19.:12:27.

The charges relate to two women and are alleged to have taken place

:12:27.:12:30.

between June 2008 and December 2012. Michael Lee is due in court later

:12:30.:12:34.

this month. During his racing career he rode for King's Lynn and was

:12:34.:12:37.

individual world champion in 1980. He left the sport six years later

:12:37.:12:41.

and in 1997 was jailed for three years for possessing and supplying

:12:41.:12:42.

cannabis. Bosses at a factory in Suffolk say

:12:42.:12:46.

they'll decide whether it will close by the end of the month. More than

:12:46.:12:50.

600 people work at the 2 Sisters chicken plant at Haughley. Workers

:12:50.:12:53.

say they are being kept in the dark about their futures.

:12:54.:12:56.

Colin Webb has been implied by this factory for 28 years and worked his

:12:56.:12:58.

way up to becoming a maintenance engineer. He and his wife Karen had

:12:58.:13:01.

planned to get married next year but the uncertainty is getting to them.

:13:01.:13:04.

If you are doing a job well and you have a future, that is good. But

:13:04.:13:07.

when you do not know you have a future, it is difficult to stay

:13:07.:13:12.

motivated. How difficult will it be for both of you when you still work

:13:12.:13:17.

there? It will be difficult come Christmas. What will people do? The

:13:17.:13:23.

factory is one of the biggest producers of food in the country.

:13:23.:13:27.

The company says the building is ageing but it has five other sites

:13:27.:13:31.

in the East and it is hoped that some workers can be redeployed. If

:13:31.:13:36.

the redundancies go ahead, other tell the jobs, where they have sites

:13:36.:13:43.

in South Norfolk Council of luck, can they be rotated, that is the

:13:43.:13:48.

question? The Scottish Parliament has offered a firm Breivik sleigh ——

:13:48.:13:55.

recently bought over by the 2 Sisters company a good source to

:13:55.:14:05.

locate two. Why would you move the factory from Suffolk to Cambuslang?

:14:05.:14:16.

Any statement, the 2 Sisters Food Group told us the consultation here

:14:16.:14:19.

has nothing to do with acquisition of the site in Scotland and they

:14:20.:14:23.

will meet with unions in the coming weeks and update workers once that

:14:23.:14:28.

process has finished. Colin says he is concerned that after 50 years the

:14:28.:14:31.

factory is now being overlooked and the future of its workers ignored.

:14:31.:14:45.

Still to come on Look East tonight: Chris Bell will be here with your

:14:45.:14:49.

weather and news of a cold snap on the way.

:14:49.:14:52.

And who was the Duke so pleased to see on a visit to this region?

:14:52.:15:00.

One in ten of us get on a bike at least once a week and in some parts

:15:00.:15:04.

of the region it's almost half of us. So, of course, there are more

:15:04.:15:07.

bikes on the road and more opportunities for them to be stolen.

:15:07.:15:11.

The latest figures show that more than 26,000 bikes were stolen in

:15:11.:15:21.

this region over the last year. The biggest number were taken from

:15:21.:15:23.

Cambridgeshire, which is why the police have decided to try something

:15:23.:15:27.

a bit different. Cambridge city centre and a bike

:15:27.:15:31.

thief appears to be busy at work using a bolt cutter he breaks the

:15:31.:15:37.

lock. This is actually a lock—up stage by Cambridge police. The

:15:37.:15:41.

officer is wearing plain clothes and with a cutter in his hand he rides

:15:41.:15:45.

away through a busy street and not one person reported it. I think

:15:45.:15:51.

Google raleigh on others to do it for them. They watch the theft

:15:51.:15:55.

occurring and we think someone else will contact the police. We would

:15:55.:16:01.

contact —— we would urge people to contact the police and we will

:16:01.:16:06.

assist you. As part of a push to stop the thefts, they were at the

:16:06.:16:11.

student fair trying to help students to keep their bikes said. The

:16:11.:16:20.

campaign has been timed to coincide with Freshers' Week when hundreds of

:16:20.:16:25.

new students arrive in Cambridge and will be buying new bikes like

:16:25.:16:30.

these, in some cases spending more than £2500 on the bike itself but

:16:30.:16:35.

not buying a decent enough lock to keep it safe. Across East angler,

:16:35.:16:40.

Cambridgeshire was the worst area for bike theft.

:16:40.:16:46.

Here are this this this text... —— statistics...

:16:46.:16:55.

Some locks are said to be no better than using a piece of ribbon to

:16:55.:17:01.

secure your bike, but with no industry standard to gauge people,

:17:01.:17:12.

how do cyclists choose a lot? I suppose if it looked newer and

:17:12.:17:19.

stronger, I would take that one. Cambridgeshire Police said more

:17:20.:17:23.

bikes are stolen in October than any other month and we hope this

:17:23.:17:25.

campaign will make life more difficult for the thieves.

:17:25.:17:30.

There was a time when you had to go to a dusty museum or an art gallery

:17:30.:17:34.

if you wanted to see great paintings. Do they not have good

:17:34.:17:43.

cleaners? ! But now a BBC project is trying to change all that for

:17:43.:17:46.

children at schools across the country. It's called Your Paintings

:17:46.:17:50.

and means that instead of going to see art, the art goes to see the

:17:50.:17:54.

pupils. Today, one of them was at the Benjamin Britten High in

:17:54.:17:57.

Lowestoft. Kevin Burch was there too.

:17:57.:18:05.

There was a real buzz of Benjamin Britten High to the, so what could

:18:05.:18:10.

create such clamour? Grand Theft Auto IV? No, they all wanted to see

:18:10.:18:20.

this painting called That Conjurer. It is worth £14 million and is one

:18:20.:18:23.

of several that is being taken into schools. The students can get closer

:18:23.:18:32.

to it and see the detail rather than going to an old dusty gallery.

:18:32.:18:38.

Slowly a story builds and in this case it is about how people can be

:18:38.:18:44.

naive and be deceived. It is one of the early works by one of the

:18:44.:18:48.

founders of the Pre—Raphaelite brotherhood. In terms of security we

:18:48.:18:57.

have two members of staff here and we brought it over using a van

:18:57.:19:06.

driven by proper art transporters and the van is secure. It has

:19:06.:19:12.

environmental controls and all sorts of things. You know, it is pretty

:19:12.:19:21.

safe where it is for the day. Normally the painting is kept at the

:19:21.:19:25.

museum but this is every opportunity for the children and after studying

:19:25.:19:29.

at the start to sketch their own images on the theme of the Conjurer.

:19:29.:19:41.

I am not sure what I should be drawing. It is a good idea to

:19:41.:19:49.

inspire younger people to get into art. I will let you carry on. I have

:19:49.:19:59.

to say, it has been fantastic. I think a lot of people worry about

:19:59.:20:04.

going to art galleries and the fuel that art is not for them. By

:20:04.:20:12.

bringing a piece of really important art to a school where children are

:20:13.:20:16.

in their own environments, they are used to it, it will stimulate the

:20:16.:20:24.

curiosity without making them feel like they should be quiet, or they

:20:25.:20:28.

should not ask questions, or they are in a beard or unusual

:20:28.:20:31.

environment. This is one of a string of schools that will play host to

:20:31.:20:36.

great pieces of work. The idea seems to be clever and captivating.

:20:36.:20:46.

The headteacher is to blame, he thinks they are dusty!

:20:46.:20:51.

And you can find out more about the project online at bbc.co.uk/your

:20:51.:20:56.

paintings. It is just two months since the Duke

:20:56.:20:59.

of Edinburgh resumed his public engagements following his operation

:20:59.:21:02.

and spell in hospital in June. Today he was in Norfolk, touring a new

:21:02.:21:06.

care complex in the market town of Aylsham. The £14 million development

:21:06.:21:10.

has been described as a model for the future care of the elderly.

:21:10.:21:19.

He was clearly in good form at the age of 92. During his visit to the

:21:19.:21:25.

one with one of the people that the Duke met was older than him. He was

:21:25.:21:30.

escorted by a retired pharmacist who was the founder of the Aylsham care

:21:30.:21:34.

trust 22 years ago. The volunteers at its new centre are like a big

:21:34.:21:39.

society in action. The Duke liked what he saw. The Broadlands School

:21:39.:21:49.

Of Dance added to the festivities. They said Michael 's care complex

:21:49.:21:54.

also includes a care home and pharmacy. He visited Giving Lane

:21:54.:22:02.

View which has 30 apartments. It is promoting independent living backed

:22:02.:22:13.

up by 24 hour in his care. I told him that we were living in flats but

:22:13.:22:18.

we had our own sense of independence. It is the best of both

:22:18.:22:26.

worlds, really. Do you think he was impressed by what he saw? Yes, he

:22:26.:22:39.

was genuinely interested. Ted and Barbara presented the Duke with a

:22:39.:22:43.

patchwork wall hanging adorned with words of us from all the tenants.

:22:43.:22:48.

They are present to his new great—grandson Prince George. We

:22:48.:22:55.

have put the initials of Kate and William and George on to patchwork.

:22:55.:23:02.

Always tell them that you love them. The royal visit to mark the bringing

:23:02.:23:06.

together of so many different amenities made it an emotional day

:23:06.:23:16.

for rice. It was the highlight of my life. I have tried to make a few

:23:16.:23:28.

lives better. Quite a few lives, hopefully.

:23:28.:23:34.

He is now 87 and this centre has been his vision for almost 30 years.

:23:34.:23:39.

Today the visit of the Duke marked a dream fulfilled.

:23:39.:23:52.

The cold weather is set to return. A series of cold fronts are working

:23:52.:24:00.

their way towards us. The first came through to the —— today slowly, and

:24:00.:24:09.

some cloud with that cold front. Throughout this evening it will

:24:10.:24:14.

continue to make its journey southwards and eastwards. There

:24:14.:24:16.

could be some light patches of rain. Most of the night will be dry

:24:16.:24:24.

but there are cloudy skies. Temperatures were the cloud breaks

:24:24.:24:29.

will dip to nine or 10 Celsius. Mostly it will be 11 or 12 Celsius

:24:29.:24:35.

with a light breeze. A pretty mild night coming up and that will be the

:24:35.:24:41.

last mild night for a while. This cold front will move in and bring

:24:41.:24:45.

some of the colder here tomorrow. You can see the blue the chart

:24:45.:24:49.

indicating that colder here. It will start to feel colder as we get into

:24:49.:24:56.

the afternoon. Mainly dry but some sunny intervals to. Some scattered

:24:56.:25:00.

showers will move on from the North and West towards the late afternoon.

:25:00.:25:06.
