Hello, and welcome to Look East. In the programme tonight: Another | :00:07. | :00:10.
hospital goes into special measures. This time it's the Queen Elizabeth | :00:11. | :00:21.
in King's Lynn. Whilst it is obviously worrying to go into | :00:22. | :00:25.
special measures, it is actually the same of the improvements we need | :00:26. | :00:31.
that we are open and transparent about what we need to tackle. | :00:32. | :00:34.
Also tonight: Racism in football ` Norwich manager Chris Hughton speaks | :00:35. | :00:36.
out. A 17`year battle ends in Sheringham | :00:37. | :00:39.
as Tesco finally opens its doors. And why wriggly worms mean healthy | :00:40. | :00:42.
soil. The school children getting to the bottom of "worm welfare". | :00:43. | :00:55.
First tonight, the Queen Elizabeth Hospital at King's Lynn has been put | :00:56. | :01:00.
into special measures. The trust chairman has stepped down and | :01:01. | :01:03.
experts from two top teaching hospitals in London are being | :01:04. | :01:06.
brought in. The news comes on the day new league tables were released | :01:07. | :01:09.
with the Queen Elizabeth in the bottom category, which means it will | :01:10. | :01:13.
be one of the first hospitals in the country to face a tough new | :01:14. | :01:16.
inspection regime early in the new year. Our first report tonight is | :01:17. | :01:25.
from Debbie Tubby. So how do the other hospitals in | :01:26. | :01:27.
this the Queen Elizabeth Hospital now | :01:28. | :01:41.
placed in special measures. Whilst it is worrying to go into special | :01:42. | :01:45.
measures, there is very good care taking place but there are also | :01:46. | :01:49.
material issues. A problem in the NHS for too long has that we have | :01:50. | :01:55.
covered up problems and now we are being open and transparent on areas | :01:56. | :02:00.
that need to be improved. Hospital was seen as one of the worst in the | :02:01. | :02:06.
country for not treating its A patients quickly enough. This | :02:07. | :02:13.
summer, the hospital received two highly critical reports from health | :02:14. | :02:18.
watchdogs saying that staffing levels were inadequate, waiting | :02:19. | :02:21.
times too long and financial performance not satisfactory. The | :02:22. | :02:25.
Care Quality Commission said that the hospital filled in five key | :02:26. | :02:29.
areas, including staffing and protecting patients from harm. It's | :02:30. | :02:35.
chairman has now written a letter to MPs saying that she is standing down | :02:36. | :02:41.
and has apologised. We are very sorry. But we are also running a | :02:42. | :02:46.
hospital which is safe on all of the measures that the board looks at. | :02:47. | :02:51.
Despite that, and a government injection of ?3.9 million, last | :02:52. | :02:56.
month the chief executive also announced her resignation. Unison is | :02:57. | :03:02.
disappointed by today's news. What our members will be interested in is | :03:03. | :03:05.
having some strong leadership for the future. If we can get changes | :03:06. | :03:11.
started out very quickly then I think that staff morale will | :03:12. | :03:19.
include. `` improved. The Queen Elizabeth has also been picked near | :03:20. | :03:28.
the bottom for performance. In some of them, it is because on surveys | :03:29. | :03:37.
about caring they have come out as high risk, or because of death | :03:38. | :03:41.
rates, it has come out is because of other safety incidents. It is | :03:42. | :03:46.
understood that experts will now be brought in to try to improve the | :03:47. | :03:49.
Queen Elizabeth, which could see further changes at board level. | :03:50. | :03:58.
So how do the other hospitals in this region stack up according to | :03:59. | :04:01.
the new rankings from the Care Quality Commission? Band One is the | :04:02. | :04:05.
category the NHS is most concerned about. | :04:06. | :04:06.
In that group, the Queen Elizabeth Hospital and Basildon Hospital, | :04:07. | :04:09.
which is already in special measures. They say the hospital is | :04:10. | :04:12.
already starting to turn things around. The feedback from patients | :04:13. | :04:19.
now is becoming much more positive rather than negative. We are | :04:20. | :04:23.
actively going out and engaging and listening to patients. As an | :04:24. | :04:30.
organisation we want to learn from mistakes, we want to learn and to | :04:31. | :04:36.
improve the care that we give to our patients and we are beginning to see | :04:37. | :04:38.
that happening. The next category is Band Two. | :04:39. | :04:42.
Colchester and Ipswich hospitals are in that band. Less of a worry for | :04:43. | :04:46.
the regulator would be the hospitals in Bands Three and Four. They | :04:47. | :04:49.
include the Broomfield Hospital, the Norfolk and Norwich, the James Paget | :04:50. | :04:52.
and the West Suffolk at Bury St Edmunds. | :04:53. | :04:59.
Finally the hospitals in the top two categories. Southend and the | :05:00. | :05:01.
Princess Alexandra Hospital are in Band Five. And Peterborough the only | :05:02. | :05:08.
one in the East in Band Six. As always, we want to hear from you if | :05:09. | :05:12.
you've got an experience, good or bad, involving your local hospital. | :05:13. | :05:15.
You can get in touch by phone, e`mail, or by social media. A bitter | :05:16. | :05:29.
row which has divided people in the seaside town of Sheringham in North | :05:30. | :05:32.
Norfolk for 17 years came to an end this morning when Tesco opened a new | :05:33. | :05:35.
supermarket. Campaigners have claimed it would | :05:36. | :05:38.
ruin the town, but Tesco have always argued that many people want them | :05:39. | :05:41.
there. Mike Liggins was up early to see the doors open. | :05:42. | :05:48.
Has the sun rose, the car park was empty and spotlessly clean. Trolleys | :05:49. | :05:53.
with all the fields working, shelves as neat and tidy as you will ever | :05:54. | :05:58.
see. The staff lined up and ready to offer a big hello to the first | :05:59. | :06:02.
customer. She was Pamela Henderson, who uses a mobility scooter and | :06:03. | :06:08.
finds shopping on the high Street fickle. I am looking forward to it | :06:09. | :06:13.
in here, personally, because we'll may have Sainsbury's and that is too | :06:14. | :06:24.
expensive. D1 to the multi`shot? It would not make a difference! For 20 | :06:25. | :06:29.
years the argument about a new supermarket for the town has gone on | :06:30. | :06:35.
and on. Tesco offered to build a new fire station and community centre, | :06:36. | :06:40.
and at eight o'clock this morning the new store opened. Tesco say that | :06:41. | :06:44.
despite some bitterness in the past it wants to be part of the | :06:45. | :06:48.
community. We want to reach out, be part of that community, listen to | :06:49. | :06:56.
the needs, we want to contribute to the community and we have donated | :06:57. | :07:04.
?25,000 so far to local good causes. But what will happen now? Most of | :07:05. | :07:12.
the traders I spoke to were pessimistic. We just have to get on | :07:13. | :07:17.
with it and do the best we can do. All of our local produce comes from | :07:18. | :07:23.
farms, Tesco cannot offer that. We should try to work together. They | :07:24. | :07:33.
will rely on their tours `` the two arrests as much as Tesco will. It is | :07:34. | :07:38.
in their interest to ensure that the businesses in the town are buoyant. | :07:39. | :07:47.
The Sheringham saga is over, although similar battles are being | :07:48. | :07:50.
fought elsewhere and even no opinions you are still divided. `` | :07:51. | :08:00.
even now. An independent report says Norfolk | :08:01. | :08:03.
County Council could face a bill of ?25 million if it doesn't go ahead | :08:04. | :08:07.
with an incinerator in King's Lynn. It comes after the Government | :08:08. | :08:10.
withdrew its grant of ?169 million last week. The Norwich manager Chris | :08:11. | :08:19.
Hughton has called for tougher penalties for football clubs who | :08:20. | :08:22.
allow racist chanting in their grounds. | :08:23. | :08:24.
He has been the subject of racist abuse himself online. The Manchester | :08:25. | :08:27.
City midfielder Yaya Toure is the latest player to be the target of | :08:28. | :08:30.
racist chanting during a European game in Russia. | :08:31. | :08:40.
The Champions League, UEFA's flagship competition. Television | :08:41. | :08:43.
audiences in their millions, big deals. But despite the profile, the | :08:44. | :08:52.
issue of racism will not go away. It's disgusting, that's the word. | :08:53. | :08:56.
It's horrible to come here and see what happening out there. It's still | :08:57. | :09:02.
happening. The fines are very easily paid, particularly by the bigger | :09:03. | :09:07.
clubs. Do we need harsher penalties? Yes, absolutely we do. The only way | :09:08. | :09:11.
that I think that you will see an about turn, or see things improve, | :09:12. | :09:15.
is when you do see harsher penalties. UEFA have a real big | :09:16. | :09:29.
opportunity now. You with the `` UEFA have stated that when a crowd | :09:30. | :09:33.
is involved a partial stadium closure would be the first step, | :09:34. | :09:40.
followed by a full is the enclosure. It is not nice. It happened to us | :09:41. | :09:48.
last year at Swansea. It was not nice, especially when it was your | :09:49. | :09:51.
team`mate and one of your friends. It is quite difficult. Forced the | :09:52. | :09:57.
issue is still more widespread in Europe, there is evidence of racist | :09:58. | :10:02.
abuse at home. Police are currently investigating new allegations that | :10:03. | :10:05.
the Norwich boss was a victim himself on a social media website. I | :10:06. | :10:12.
was disappointed, sad, angry, all of those motions, and it is not | :10:13. | :10:16.
something that I should have to deal with. I think it is time for some | :10:17. | :10:20.
severe action, some drastic action, to be honest. Playing behind closed | :10:21. | :10:25.
doors does not work and it is time to stop the teams from playing | :10:26. | :10:31.
altogether until the entity `` until they educate their fans. Although | :10:32. | :10:37.
the cloud still hangs over football, it is time for action. | :10:38. | :10:47.
Still to come tonight: We're live on the red carpet at the Sir Bobby | :10:48. | :10:51.
Breakthrough Ball. We'll be talking to the Norwich City majority | :10:52. | :11:05.
shareholder Delia Smith. Do we need another runway in the | :11:06. | :11:08.
South East of England. And where should it go? Two questions being | :11:09. | :11:11.
discussed by MPs at Westminster today. Final decisions won't be made | :11:12. | :11:15.
until after the next election. Our political correspondent Andrew | :11:16. | :11:17.
Sinclair has been monitoring the debate. | :11:18. | :11:22.
There one Particular Place that some MPs quite keen on? That place is | :11:23. | :11:31.
Boris Island. Many say that the scheme is said to be impractical and | :11:32. | :11:36.
very expensive. It could cost as much as ?70 billion. But in the | :11:37. | :11:41.
debate on whether Heathrow should be allowed to expand, there was quite a | :11:42. | :11:45.
lot of support for building a hub airport of the tens `` off the coast | :11:46. | :11:57.
of Essex on the Thames. There has not been a single objection raised. | :11:58. | :12:03.
Not cost, not sea`level, there is not a single objection that is a | :12:04. | :12:07.
show stopper. I do not believe the most is mystic forecast for the time | :12:08. | :12:11.
it would take, the expense it would take and so on. We lack imagination | :12:12. | :12:17.
in this country. We struggled over the Channel Tunnel, we struggled | :12:18. | :12:20.
over the real link to the Channel Tunnel. Why cant we realise that | :12:21. | :12:31.
London deserves a good airport. There were some MPs who thought | :12:32. | :12:37.
Boris Island was a good idea. Stansted Harvey got a mention. The | :12:38. | :12:41.
chairman of the Select Committee said that they had looked very | :12:42. | :12:46.
carefully at the idea of expanding Stansted but had decided that new | :12:47. | :12:49.
runways on their own will not provide a long`term solution to the | :12:50. | :12:54.
specific problem of hub capacity. It is a sign that the debate is ever so | :12:55. | :12:58.
slightly shifting away from Stansted. The demand now is to build | :12:59. | :13:03.
a hub airport, not just new runways, and it seems that Heathrow and Boris | :13:04. | :13:09.
Island either main contenders. A former solider who was badly | :13:10. | :13:12.
injured in Afghanistan has been helping to launch the Poppy Appeal | :13:13. | :13:16.
in this region today. Sam Jack, who lives in Stansted, was not expected | :13:17. | :13:20.
to survive when he was hit by a bullet. He says the Royal British | :13:21. | :13:23.
Legion helped him to get through it. This report from Gareth George. | :13:24. | :13:28.
Sam Jack's former commanding officer pins a poppy on his chest. He helped | :13:29. | :13:33.
to launch the Poppy Appeal today and is lucky to still be with us. During | :13:34. | :13:38.
the two are in Afghanistan he was hit by a ricocheted bullet fired | :13:39. | :13:49.
from comrades's gun. The next thing I remember is waking up in | :13:50. | :13:54.
Birmingham hospital. I took of a cushy to the head, it went into my | :13:55. | :14:00.
eye. It stops just a millimetre away from my brain. I am very lucky to be | :14:01. | :14:06.
alive. The British Legion helps all sorts of soldiers, old, still | :14:07. | :14:11.
serving, the help that they gave is second to none. It is really | :14:12. | :14:19.
encouraging. Sam was in a particularly grave condition when he | :14:20. | :14:22.
left at the Ghana standard was packaged up and put onto a plane. | :14:23. | :14:26.
The percentage of him surviving was actually pretty low `` when he left | :14:27. | :14:31.
Afghanistan. Dizzy and confident, smiling and happy as a real result | :14:32. | :14:37.
for us. He has received a lot of support from the Royal British | :14:38. | :14:40.
Legion. He is one of our key fundraisers and helps us to go round | :14:41. | :14:43.
and generate some of the funds for them. As well as remembering some | :14:44. | :14:49.
people who died in past conflicts, they are now helping service men and | :14:50. | :14:52.
women injured in Afghanistan and Iraq. They are young soldiers who | :14:53. | :15:00.
are predominantly involved in the actor will like to look forwards to. | :15:01. | :15:04.
The British Legion has a remit to book after not only the family but | :15:05. | :15:08.
also the dependents, the wife, children, but sometimes even the | :15:09. | :15:12.
parents, right the way through long time. It is hoped that stories like | :15:13. | :15:17.
Sam Jack's will help more people than ever before through this | :15:18. | :15:28.
year's Poppy Appeal. The widow of the former Ipswich Town | :15:29. | :15:32.
manager Sir Bobby Robson has been in Bury St Edmunds today opening new | :15:33. | :15:35.
cancer facilities at the St Edmundsbury Hospital. The Lady Elsie | :15:36. | :15:38.
Robson Unit is designed to provide better care for patients who might | :15:39. | :15:41.
be suffering from breast cancer. Tonight Lady Elsie will go to a | :15:42. | :15:44.
fundraising ball. More on that in a moment. But first Kevin Burch has | :15:45. | :15:49.
this report. Lady LCC is that she still has a | :15:50. | :16:02.
soft spot for Suffolk. `` Lady Elsie Roberts on. Last year she performed | :16:03. | :16:05.
the official opening after an upgrade in screening. Now things | :16:06. | :16:11.
have improved even more, the ?250,000 cost covered through a | :16:12. | :16:17.
legacy left to the friends of the hospital. What is different is that | :16:18. | :16:26.
it is especially built round the problems of patients with breast | :16:27. | :16:33.
problems. What we have done is integrated to facilities to allow | :16:34. | :16:39.
our patients to be seen seamlessly whilst all the time preserving their | :16:40. | :16:45.
dignity and privacy. Cancer seems to be touching so many people nowadays | :16:46. | :16:48.
but one thing that the trustees felt was that it was such a large amount | :16:49. | :16:51.
of money that we wanted to be able to fund something that we would not | :16:52. | :16:57.
necessarily normally be able to do. Sir Bobby Robson fought cancer five | :16:58. | :17:03.
times, but in 2009, 17 years after his first diagnosis, the long and | :17:04. | :17:08.
courageous battle finally ended. The legend was gone, but the legacy | :17:09. | :17:13.
lives on. Through moments like this. When I was asked if my name could be | :17:14. | :17:17.
attached to the special unit I was humbled. They are so dedicated, it | :17:18. | :17:28.
is wonderful. So much work goes on. Dedication and love, I think. Have | :17:29. | :17:36.
to put that in. I bet you thought you were not going to get | :17:37. | :17:41.
emotional, what happened? I know. I just saw it and thought, that's | :17:42. | :17:45.
main. I'm so happy to be associated with what they do here. It is not | :17:46. | :17:51.
just about bricks and mortar, they say, it is about the people who work | :17:52. | :17:55.
within the bricks and mortar, people who lead the `` who Lady Elsie | :17:56. | :18:10.
Roberts and described as wonderful. And Delia Smith is at the Apex | :18:11. | :18:18.
Theatre tonight. This is an example of football doing good, isn't it? | :18:19. | :18:22.
Indeed it is. It is great to see people arriving and giving support | :18:23. | :18:27.
to it. How well did you know Sir Bobby Robson? We have been living in | :18:28. | :18:36.
Suffolk for 42 years, so he and his brother owned our local newspaper | :18:37. | :18:41.
shop and his nephew played cricket with Michael at the local cricket | :18:42. | :18:45.
club. But also Sir Bobby Robson was very kind to Michael and me when we | :18:46. | :18:51.
became board members and give us a lot of help and guidance. He was a | :18:52. | :18:56.
great guy. Have you had a chance to speak to his widow today? I have | :18:57. | :19:01.
not. I have only just wait to her. We have kept in touch, we are very | :19:02. | :19:07.
good friends. This is very important, this work with screening | :19:08. | :19:13.
for breast cancer. It is incredibly important, and what this is about | :19:14. | :19:17.
tonight is that everybody can help, everybody can get something, because | :19:18. | :19:25.
the Serb be Auction and Ball is online `` Sir Bobby Robson option | :19:26. | :19:33.
and ball is online. What we are trying to do is to get everybody to | :19:34. | :19:36.
help out and come online and spend some money and raise more money for | :19:37. | :19:41.
the fund, which is doing such a good job. If I can drop the ball for a | :19:42. | :19:47.
second, you have been at Norwich City now for ten years or more as a | :19:48. | :19:50.
majority shareholder. How would you enjoying life? About 20 actually! I | :19:51. | :20:03.
was being nice! No, we are having lots of fun, we love it. Michael and | :20:04. | :20:08.
I are very passionate, as you well know, and we love every minute of | :20:09. | :20:12.
it. It is on a night like this and every body comes together that you | :20:13. | :20:19.
realise that whatever... On the surface, we're competitive, but all | :20:20. | :20:25.
football supporters support each other and it is nice to be here | :20:26. | :20:29.
tonight and to be doing that. Your chief executive said the other day | :20:30. | :20:33.
that he was embarrassed by how you the league. How do you feel about | :20:34. | :20:39.
it? I'm here tonight, Stewart, to talk about the Sir Bobby Robson | :20:40. | :20:46.
fundraising, not how I feel about the football. So, shall we talk | :20:47. | :20:51.
about that? Very good. You'll be spending lots of money bidding on | :20:52. | :20:58.
things tonight, will you? I'm sure we will, and I'm sure everybody | :20:59. | :21:02.
well. We are going to get a record amount of money. Because everybody | :21:03. | :21:05.
in this country, whoever they are, once together `` wants to give a | :21:06. | :21:12.
hand and help to fight cancer. Thank you for being with us. Goodbye. | :21:13. | :21:20.
Now a few fascinating facts about earthworms. They are blind, they | :21:21. | :21:24.
have a brain, and up to five hearts. And, of course, they are vital for | :21:25. | :21:27.
healthy soil and healthy crops. Now a project is underway to find out | :21:28. | :21:31.
more about worm welfare, because the worm needs your help. Anna Todd has | :21:32. | :21:34.
been digging with a group of schoolchildren from Peterborough. | :21:35. | :21:42.
Churning and twirling the soil, earthworms are like little tractors, | :21:43. | :21:47.
miniature plays the underground. But because they are so busy working day | :21:48. | :21:51.
and, it's hard to keep tabs on how they are doing. Which is why the Big | :21:52. | :22:05.
Worm Dig is so important. We need you to gather around a | :22:06. | :22:09.
little bit. See if you can find any worms. The names are all a bit Harry | :22:10. | :22:17.
Potter. The soil eater, the water dwellers. And the kids love them. | :22:18. | :22:22.
There are different to other animals, they have no legs. Remind | :22:23. | :22:26.
you know that they are all earthworms, but you do not know what | :22:27. | :22:29.
type of earthworms they are, so I like the surprise of it. Why are you | :22:30. | :22:34.
washing the worm? To see what they are like without the soil. It is a | :22:35. | :22:46.
soil litre. What does it do? Judging from its name I think it eats soil. | :22:47. | :22:56.
We have the worm camera ready, hopefully they will come to the | :22:57. | :23:02.
surface. So far we wait, and wait. Let's get down and dirty with some | :23:03. | :23:07.
worms of wisdom. They have no lungs, they breathe through their | :23:08. | :23:10.
skin. They are hermaphrodites, when they mate both worms have babies. | :23:11. | :23:28.
Without worms, truly greedy? `` we'll really be? We would be nowhere | :23:29. | :23:37.
for oils dumber `` we would be nowhere. It's worms that really | :23:38. | :23:43.
helped to break things down. I have to say, I'm not too keen, and I know | :23:44. | :23:47.
I'm not the only one, but we should all love worms, they bring life to | :23:48. | :23:57.
the land in more ways than one. I can hardly believe that, 2.5 | :23:58. | :24:02.
metres, for a worm! You can find out more about the project at | :24:03. | :24:13.
riverford.co.uk/bigwormdig. People will be sending me photographs of | :24:14. | :24:17.
worms that 2.5 metres long! I do not want them, but if anybody has seen | :24:18. | :24:20.
one we would love to hear from you. I do not mind creepy crawlies, but a | :24:21. | :24:31.
two metre long worm, they do not know. We have had light winds and | :24:32. | :24:37.
sunny skies, does not get better than that. | :24:38. | :24:39.
But there are changes on the way. You can see this area of cloud | :24:40. | :24:44.
moving and across the West Country. It will bring some windy conditions | :24:45. | :24:47.
and some rain across the region overnight tonight, but at the moment | :24:48. | :24:51.
we finish the day with clear skies and light winds. But those winds | :24:52. | :24:54.
will freshen overnight into the early hours of tomorrow morning. | :24:55. | :24:58.
There is not going to be a great deal of rain on that front, mainly | :24:59. | :25:02.
light and patchy. It will not really get here until the early hours of | :25:03. | :25:08.
tomorrow morning. Increasing amounts of cloud, this rain coming through | :25:09. | :25:11.
into the early hours, to or three o'clock. Tracking eastwards | :25:12. | :25:19.
overnight. Most of it will be late and patchy, but there may still be | :25:20. | :25:28.
the ought patchy burst. `` ought heavy burst. Moderate to fresh | :25:29. | :25:36.
breeze, it will be windy through tomorrow. First thing tomorrow | :25:37. | :25:39.
morning, some wet weather to clear, but it should get away quite | :25:40. | :25:42.
quickly. By mid to late morning most places will be dry. There will be a | :25:43. | :25:47.
bit of a legacy of cloud left behind, but quite a warm ear mass. | :25:48. | :25:51.
Temperatures may well claim to around 17 or 18 degrees. Still quite | :25:52. | :25:57.
breezy, but some sunny spells developing into the afternoon. | :25:58. | :26:01.
Looking ahead, Monday is a bit of a concern. A deepening area of low | :26:02. | :26:05.
pressure moving and off the Atlantic. What does that mean for | :26:06. | :26:10.
us? That had been some strong, possibly damaging winds. At the | :26:11. | :26:12.
moment there is some uncertainty about the tract and strength of the | :26:13. | :26:17.
low. This looks like the most certain track. We are to the | :26:18. | :26:21.
southern half of that and that could mean some strong winds are part of | :26:22. | :26:25.
the region. But we are quite a few days out, it still late Thursday. | :26:26. | :26:29.
Keep your eye on the forecast as the story unfolds. What about the | :26:30. | :26:36.
weekend? There is certainly an early warning for the wind. That is for | :26:37. | :26:41.
Sunday evening into Monday morning. It will continue to strengthen, it | :26:42. | :26:44.
certainly looks quite blustery by Sunday. For Saturday, quite a lot of | :26:45. | :26:49.
dry weather around. A strong south`westerly breeze with some | :26:50. | :26:53.
strong gust is. Some strong showers around for Sunday and some of those | :26:54. | :26:56.
could be on the heavy side. Keep your eye on the forecast for Monday, | :26:57. | :27:00.
because no doubt things will change, but it does look like we will `` | :27:01. | :27:06.
likely that we will see some wet and windy weather. | :27:07. | :27:10.
Thanks for your company. We'll see you tomorrow night. | :27:11. | :27:54.
This is Malcolm, who owns Iceland. He's the one | :27:55. | :27:56.
that's going to present us with the ten grand. When we win it. | :27:57. | :27:59. |
