Souter was described as a "predatory paedophile", the Jimmy Savile of | :01:12. | :01:17. | |
Norfolk. Having been convicted on 19 counts of sex abuse, the judge today | :01:18. | :01:20. | |
described his defence as pathetic and told him he had blighted the | :01:21. | :01:25. | |
lives of the children he abused. Our chief reporter Kim Riley was in | :01:26. | :01:34. | |
court. He was a dominant predator who used | :01:35. | :01:39. | |
his local celebrity status to abuse victims he had carefully groomed. On | :01:40. | :01:42. | |
the face of it, a pillar of the community. He used to be a venture | :01:43. | :01:46. | |
Scout leader, a mental or too vulnerable young boys. Today, six of | :01:47. | :01:51. | |
his victims watched in court as he stood before the judge. The judge | :01:52. | :01:55. | |
told Souter he was guilty of an appalling catalogue of abuse. These | :01:56. | :01:57. | |
were breaches of trust of the grossest kind. He said the already | :01:58. | :02:03. | |
damaged childhood are some of your victims was destroyed, and their | :02:04. | :02:07. | |
lives blighted. The evidence against you was overwhelming, and the jury | :02:08. | :02:11. | |
rightly rejected your pathetic attempts to blame the victims and | :02:12. | :02:17. | |
others. It would be much better, much easier, if he actually now just | :02:18. | :02:23. | |
put his hands up and said, firstly, sorry to his victims and admitted | :02:24. | :02:27. | |
his part in it all. I think he was the only person in that courtroom | :02:28. | :02:29. | |
who believed he was innocent will stop I would have been happier with | :02:30. | :02:32. | |
a shorter sentence with an admission of guilt. I think it would bring | :02:33. | :02:38. | |
closure to this much better than seeing him rotting in prison or just | :02:39. | :02:42. | |
banning his appeal or revenge. Do you hate him? No, I don't, | :02:43. | :02:48. | |
strangely. It was all so long ago. I was very young, very innocent, very | :02:49. | :02:55. | |
naive, and he just played the whole thing for such a long time. The one | :02:56. | :02:59. | |
thing I did do was protect my own children from him. A Norfolk `based | :03:00. | :03:04. | |

came forward to give evidence in court. Myself, the staff, all the | :03:08. | :03:14. | |
volunteers who work here, we cannot overstate the courage and bravery of | :03:15. | :03:17. | |
people who came forward. The stigma around this issue means many people | :03:18. | :03:21. | |
bury it and it takes enormous courage to face the demons, and to | :03:22. | :03:24. | |
open up to other people as well about what you are going through. | :03:25. | :03:29. | |
The courage of these people is absolutely enormous. The judge said | :03:30. | :03:34. | |
images found on Souter's computer showed a continuous session with | :03:35. | :03:37. | |
young boys. He praised the work of the police team who had finally | :03:38. | :03:40. | |
brought in to justice. His defence barrister put it: A distinguished | :03:41. | :03:46. | |
career had in some respects come to nothing. His client, still | :03:47. | :03:49. | |
protesting his innocence, would face the bulk of his final years behind | :03:50. | :03:52. | |
prison walls. After the sentencing, I spoke to | :03:53. | :03:55. | |
Detective Inspector Paul Brown and asked him for his reaction. It sends | :03:56. | :04:06. | |
out a very clear message. What would have perhaps been nicer is if Mr | :04:07. | :04:10. | |
Souter had admitted his guilt in some way, but something forward to | :04:11. | :04:18. | |
the victims of his crimes, to lessen the burden, perhaps, on them. He has | :04:19. | :04:23. | |
not. Because there was no admission of guilt, and there was no emotion | :04:24. | :04:28. | |
today either, what they? Not at all. I certainly watched him of the | :04:29. | :04:31. | |
sentence was read out, and I did not see any form of emotion at all. And | :04:32. | :04:36. | |
do you think there could be more victims? At the moment, we have | :04:37. | :04:41. | |
since the sentencing had a number of phone calls with information that we | :04:42. | :04:44. | |
will clearly follow up on all stop that is really important to say. And | :04:45. | :04:50. | |
that is important information, and there are victims you still need to | :04:51. | :04:56. | |
talk to, what could that potentially mean for Souter? Any future action | :04:57. | :05:02. | |
would be very much down to our conversations with the Crown | :05:03. | :05:06. | |
Prosecution Service. Recently, the guidance and the guidelines around | :05:07. | :05:09. | |
prosecuting these cases has changed, and that is really important, and we | :05:10. | :05:14. | |
will work within them. That partnership to wean us and the Crown | :05:15. | :05:17. | |

the new guidelines, because do they not put the onus on the allegations | :05:22. | :05:26. | |

That is significant, it really is. Actually looking at what is the | :05:32. | :05:36. | |
offence rather than what is the background of a victim, I am not | :05:37. | :05:39. | |
going to prejudge people, and I am not going to prejudge people, and | :05:40. | :05:42. | |
I'm talking in a general sense, but the effect of these offences on | :05:43. | :05:46. | |
people can be enormous and life changing. There may well be people | :05:47. | :05:52. | |
whose lives have changed, not necessarily for the better, and they | :05:53. | :05:56. | |
might worry that those features might make us be less inclined to | :05:57. | :06:01. | |
look fairly upon it, and the answer to that is, not true at all. Come | :06:02. | :06:07. | |
forward and tell us. We are looking at the offence rather than what the | :06:08. | :06:11. | |
individual has in their background. The judge mentioned on several | :06:12. | :06:16. | |
occasions the courage of those witnesses that have come forward. | :06:17. | :06:19. | |
What would you like to say about them? I think we all owe them, and | :06:20. | :06:28. | |
witnesses like them, a debt of gratitude, and if people do not come | :06:29. | :06:33. | |
forward and have that courage to support things right from the very | :06:34. | :06:37. | |
beginning and give their story, right the way through to standing | :06:38. | :06:40. | |
potentially in front of a court and talking about things that have | :06:41. | :06:42. | |
happened a month without people willing to do that, the whole of the | :06:43. | :06:48. | |
public protection universe would fall flat on its face. And you can't | :06:49. | :06:53. | |
do your job. Not in the slightest. Thank you very much. | :06:54. | :06:57. | |
The prospect of a 60% cut to youth services in Essex led to a protest | :06:58. | :07:01. | |
outside County Hall today. The union believe the jobs of 170 youth | :07:02. | :07:04. | |
workers could be at risk, but the council says savings need to be | :07:05. | :07:12. | |
made. Save our youth ! Essex County | :07:13. | :07:16. | |
Council say they want to hear the views of young people, and today | :07:17. | :07:20. | |
they did, as youngsters opposed to cuts to the council's youth service | :07:21. | :07:24. | |
marched on County Hall in Chelmsford. It should be a positive | :07:25. | :07:30. | |
impact. They should finally get people to understand why we are | :07:31. | :07:34. | |
here. We won't be able to get any training or volunteering | :07:35. | :07:36. | |
opportunities. They will all disappear. That leaves us with | :07:37. | :07:39. | |
nothing. They provided our youth services, and now they are cutting | :07:40. | :07:44. | |
it, and we have to go back to the streets. I do not think that is | :07:45. | :07:48. | |
there. About Norfolk and Suffolk county councils have already made | :07:49. | :07:51. | |
significant cuts to their youth services, so in some ways, Essex is | :07:52. | :07:56. | |
just catching up. But, three years ago, the budget here in Essex was | :07:57. | :08:02. | |
cut from ?12 million to ?5 million. These cuts will see that reduced | :08:03. | :08:07. | |
again to just ?2 million. It is places like Harlow Youth Hub by | :08:08. | :08:15. | |
campaigners say are at risk. There are 28 centres like this in Essex, | :08:16. | :08:18. | |
used by 5000 young people for all kinds of support. Youth workers are | :08:19. | :08:24. | |
like lifelines to young people. When young people have been let down by | :08:25. | :08:28. | |
school, or their parents, and where they have nowhere else to turn, that | :08:29. | :08:32. | |
youth worker can be that right role model might get them back on the | :08:33. | :08:36. | |
right track. But the Conservative run council say the cuts are | :08:37. | :08:41. | |
unavoidable. We are looking at the reduction in our budgets across the | :08:42. | :08:45. | |
board over the next few years of in XS of ?215 million. That doesn't | :08:46. | :08:49. | |
come from everywhere, and we need to make sure that no one single service | :08:50. | :08:54. | |
bears the brunt of everything. We still have potholes to fill, and | :08:55. | :08:57. | |
elderly people, and vulnerable people to look after. We are the | :08:58. | :09:05. | |
future ! The council consultation closes in three weeks, but the row | :09:06. | :09:08. | |
over the proposed cuts is likely to continue. | :09:09. | :09:11. | |
University staff have walked out in a bitter row over money. It's | :09:12. | :09:14. | |
affected lectures, and has been condemned by the employers. The | :09:15. | :09:17. | |
three unions involved say it's just the start of a campaign for better | :09:18. | :09:26. | |
pay. Lecturers, cleaners, ground staff. | :09:27. | :09:31. | |
All were on the picket line is today the University of Essex. All angry | :09:32. | :09:35. | |
at a 1% pay increase they say is a pay cut in real terms. Education, | :09:36. | :09:40. | |

it is really civilised. They are not closing this will come as you can | :10:16. | :10:21. | |
see, we are here. One of our lecturers is part of the union, but | :10:22. | :10:24. | |
still she has taught us today. I thought it was brilliant. At the UDA | :10:25. | :10:31. | |
in Norwich, more protests. We have been promised a 1% pay increase, | :10:32. | :10:36. | |
which is insufficient, really. We have been in negotiations with the | :10:37. | :10:41. | |
university already, and that is where they've stopped. It is not | :10:42. | :10:46. | |
enough. They represent 13% cut since 2008. In Cambridge, the unions held | :10:47. | :10:50. | |
a regional rally. The body that sets higher education pay, though, | :10:51. | :10:54. | |
condemned today's strike. It dismissed its impact, calling it | :10:55. | :11:01. | |
minimal. We have made it clear that 1% is the maximum affordability for | :11:02. | :11:05. | |
institutions if they are to remain sustainable in a competitive and | :11:06. | :11:07. | |
challenging environment. We hope that the unions will return to the | :11:08. | :11:11. | |
table and recognise they have a very good offer. The University of Essex | :11:12. | :11:15. | |
day there were little destruction. Some cancelled lectures will be | :11:16. | :11:19. | |
rescheduled, but the three unions behind today's strike one will be | :11:20. | :11:22. | |

Hubball sent us this report. They feed up to 60 homeless people | :12:08. | :12:10. | |
every day from this unit, and what happened was, on Tuesday night, | :12:11. | :12:13. | |
thieves broke in and stole two handbags, and from one of those | :12:14. | :12:17. | |
bags, they managed to get the keys, and they later came back and help | :12:18. | :12:20. | |
themselves. These shelves were absolutely full of food to be fed to | :12:21. | :12:25. | |
the homeless and needy in the area. As you can see, a big gap on this | :12:26. | :12:29. | |
shelf. They took a number of tins of corn beef and June, but the most | :12:30. | :12:34. | |
serious theft happened just through here. This is the area where the | :12:35. | :12:39. | |
soup is heated up, and what they have done is, they have taken three | :12:40. | :12:44. | |
of the Hobbs, so for the 150 volunteers who work for this | :12:45. | :12:48. | |
charity, it has been absolutely devastating. If you come over here | :12:49. | :12:52. | |

volunteers. What is their reaction to this? Devastated. I think you're | :12:57. | :13:01. | |

of a new life. Transported at a steady 10 degrees, so their new home | :14:28. | :14:34. | |
is not a shock to the system. The fish are transported on pure oxygen, | :14:35. | :14:37. | |

kind, but I'm very proud of the way she keeps a smile on their face and | :20:09. | :20:11. | |
she takes it. I don't think I could take the criticism that well. And | :20:12. | :20:16. | |

afterwards, upset by it all? No, she doesn't mention it at all. She just | :20:21. | :20:25. | |
carries on. It makes it more determined and come back the next | :20:26. | :20:28. | |
week and rectify anything they have mentioned that needs rectifying. It | :20:29. | :20:32. | |
just makes you stronger. Tell me a little bit about how hard she is | :20:33. | :20:35. | |
working at this. She is dancing all the hours she can. She thinks she is | :20:36. | :20:41. | |
wasting time I actually being asleep or eating, and she has lost a lot of | :20:42. | :20:45. | |
weight. And she has got blisters all over her feet, and I Inc you know | :20:46. | :20:51. | |
that she has got a back problem, so she is in pain, but she is going to | :20:52. | :20:54. | |
dance through that pain, and she is very determined to do her very best. | :20:55. | :20:59. | |

acquaintances. She has her own fan club, Pasha has his own fan club, I | :21:09. | :21:13. | |

online. She has had lovely Twitter comments from people like Liz Hurley | :21:22. | :21:25. | |
and Sarah Milligan and other sorts of people. Everybody says it is one | :21:26. | :21:29. | |

changed a? Well, for one, she absolutely loves dancing now. She | :21:34. | :21:37. | |
has never dance in her life will stop I only saw the dance at their | :21:38. | :21:40. | |
wedding, and that was the first time I have seen it on the dance floor. I | :21:41. | :21:44. | |
think she wants to carry on dancing. Everybody seems to get the bug from | :21:45. | :21:48. | |
dance thing. I have always had the bug. I used to dance very many years | :21:49. | :21:53. | |
