climbed to four. A potential superstar is sold at the Newmarket | :00:47. | :00:48. | |
sales. Campaigners in Suffolk are claiming | :00:49. | :01:03. | |
a victory tonight after a controversial plan to charge drivers | :01:04. | :01:04. | |
to use the A14 was thrown out. Government ministers have been under | :01:05. | :01:11. | |
pressure for weeks over the proposal to introduce a toll road to pay for | :01:12. | :01:14. | |
urgent improvements in Cambridgeshire. The official | :01:15. | :01:20. | |
announcement is expected tomorrow. Today's climb`down follows weeks of | :01:21. | :01:23. | |
pressure and lobbying from MPs and business groups. Our own recent | :01:24. | :01:27. | |
reports have been pointing to a change of heart. And today, a leaked | :01:28. | :01:31. | |
report in the Financial Times put things beyond doubt. The tolling | :01:32. | :01:35. | |
plan is controversial because the A14 corridor is the main link | :01:36. | :01:39. | |
between the Midlands and the port of Felixstowe. Some described it as a | :01:40. | :01:46. | |
tax on Suffolk. The route is used by 40% of the UK's container trade. So | :01:47. | :01:51. | |
how did it come about? Thirteen years ago, Tony Blair's government | :01:52. | :01:54. | |
announced a new A14 would be built between Cambridge and Huntingdon. | :01:55. | :01:59. | |
But in 2010, the newly`elected Coalition scrapped it saying there | :02:00. | :02:05. | |
wasn't enough money. In September this year, the Government announced | :02:06. | :02:09. | |
a ?1.5 billion scheme to upgrade the route. It would run for 12 miles | :02:10. | :02:13. | |
between Ellington and the Cambridge services near Boxworth. Cars would | :02:14. | :02:19. | |
have been charged between ?1 and ?1.50. Lorries, ?3. So let's start | :02:20. | :02:24. | |
with Richard Daniel, and the campaign in Suffolk to stop the | :02:25. | :02:32. | |
toll. In a huge warehouse outside Bury Saint Edmunds, goods exported | :02:33. | :02:37. | |
through Felixstowe are sorted and stored. Almost everything goes on | :02:38. | :02:42. | |
the A14 to the Midlands and the North. No surprise that they were | :02:43. | :02:48. | |
opposed to the toll. What this company and many across Suffolk | :02:49. | :02:51. | |
argued was that the toll amounted to attacks, `` a tax. It would have put | :02:52. | :03:00. | |
them at a disadvantage. Any upgrade will be a benefit, but as soon as | :03:01. | :03:04. | |
you start paying for that by way of a toll, you are taxing us as users | :03:05. | :03:10. | |
of the A14, which makes us less competitive against rivals. Within | :03:11. | :03:16. | |
weeks of the announcement, the backlash began. There was concern it | :03:17. | :03:21. | |
would hit the port of Felixstowe and the thousands of jobs that depend on | :03:22. | :03:26. | |
it. Jobs like these, where they were sourcing fruit. It is also one of | :03:27. | :03:33. | |
the region's largest hauliers, and it would have meant a bill of six | :03:34. | :03:39. | |
figures. We have approximately 300 loads in and out of this site, that | :03:40. | :03:44. | |
doubles at Christmas, at least 300`401 cost, we would have to pay. | :03:45. | :03:53. | |
At this truckstop, relief that the government has had a change of | :03:54. | :03:58. | |
heart. Fantastic. Common sense. We pay enough on the roads. We would've | :03:59. | :04:04. | |
had to stop and pay, it would have been even worse. It is bad enough. | :04:05. | :04:10. | |
In order to have new infrastructure we needed to find ways of funding | :04:11. | :04:15. | |
it. In this instance, this was not the right way to go. We made it | :04:16. | :04:19. | |
plain to the Prime Minister and explained. They understood the | :04:20. | :04:23. | |
argument and have taken it on board. Not everybody is happy. The new road | :04:24. | :04:28. | |
will pass a few metres from this woman's home. She fears it will mean | :04:29. | :04:34. | |
more vehicles. We won't be able to sleep at night, there will be more | :04:35. | :04:39. | |
accidents, because they will just go mad like they always do, full. In | :04:40. | :04:46. | |
Suffolk there is relief that this has been scrapped. Let's hear from | :04:47. | :04:54. | |
our business correspondent Richard Bond. We've heard from the hauliers, | :04:55. | :04:57. | |
but what's been the reaction from wider business community? Much | :04:58. | :05:00. | |
relief ` the perception is we're going to get a new road for free, | :05:01. | :05:04. | |
even though it won't be because we as taxpayers will have to pay for | :05:05. | :05:08. | |
it. But business has been on an interesting journey with this road. | :05:09. | :05:12. | |
When the original scheme was scrapped after the 2010 election, | :05:13. | :05:15. | |
the CBI suggested tolling as a way of reviving this very important road | :05:16. | :05:21. | |
project at a time of austerity. The government took up that idea. They | :05:22. | :05:28. | |
expected the region to be grateful for that. What it got was a backlash | :05:29. | :05:34. | |
from the business community. Because nobody wants a toll road? Indeed | :05:35. | :05:42. | |
not. One of the problems in this country is that toll roads are so | :05:43. | :05:46. | |
unusual. In France, there are loads of them, they cover thousands of | :05:47. | :05:50. | |
miles. Possibly a region over there would feel left out if they did not | :05:51. | :05:53. | |
have it. In Britain it is the opposite. There would be an | :05:54. | :05:59. | |
attitude, why would we have to pay to use it when most regions don't? | :06:00. | :06:05. | |
How big a player was Felixstowe in all of this? It was not happy with | :06:06. | :06:12. | |
this proposal, it obviously faces competition from London Gateway in | :06:13. | :06:19. | |
Essex. Had it gone ahead, hauliers using Felixstowe would have faced | :06:20. | :06:26. | |
the toll. That would have been unfair. 30,000 jobs depend on | :06:27. | :06:30. | |
Felixstowe, that might have had an influence. Thank you. The official | :06:31. | :06:33. | |
announcement tomorrow represents a big victory for campaigners who | :06:34. | :06:37. | |
argued that a toll road on the A14 in Cambridgeshire would effectively | :06:38. | :06:40. | |
be a tax on drivers in Suffolk. That campaign was co`ordinated by the | :06:41. | :06:43. | |
Suffolk Chamber of Commerce. Its spokesman, Stephen Britt, is in | :06:44. | :06:51. | |
Felixstowe now. Isn't this really a case be careful what you wish for? A | :06:52. | :06:58. | |
small toll is one thing but congestion will cost a lot more. | :06:59. | :07:04. | |

campaign, fronted by the Suffolk Chamber of Commerce, involving local | :07:18. | :07:22. | |
businesses, local MPs and other business voices in the county, we | :07:23. | :07:31. | |
are really pleased. I understand you are pleased. Just to go back to my | :07:32. | :07:38. | |
question, wouldn't it be cheaper to pay a small toll land to sit for | :07:39. | :07:41. | |
hours in traffic because we haven't got a good enough road? Doing it on | :07:42. | :07:50. | |
this one small bit of the UK road network would be totally unfair. If | :07:51. | :07:54. | |
the government wants to try it, they should do a programme across the | :07:55. | :07:58. | |
country. Some people would say that if you use it you should pay for it, | :07:59. | :08:02. | |
and you should not need to if you don't use it. That applies to every | :08:03. | :08:07. | |
road in the country, so that argument does not really apply. Have | :08:08. | :08:12. | |

None whatsoever. We woke up this morning to see the news in all the | :08:21. | :08:27. | |
various broadcast, and it was a surprise to all of us. I don't think | :08:28. | :08:32. | |
even our local MPs were aware of what was being announced by Danny | :08:33. | :08:37. | |

executive found no fault with the school or the teachers. They said | :11:36. | :11:38. | |
they have carried out a comprehensive review of all health | :11:39. | :11:43. | |

Harlow, and the traffic is often busy. Getting in and out of the tone | :12:21. | :12:23. | |
can be frustrating. You only need one accident or breakdown going on | :12:24. | :12:31. | |
the M11, or one accident on the end 25, and it becomes gridlocked. That | :12:32. | :12:36. | |
is frustrating for companies like this. Lorries are often stuck in the | :12:37. | :12:43. | |
traffic jams. Anything that would improve the logistics of getting in | :12:44. | :12:46. | |
and out of Harlow would improve the business and we think it would | :12:47. | :12:50. | |
improve the town. Planners did not help matters when it was built, | :12:51. | :12:55. | |
thinking the M11 would go to the west of the tone, that is where they | :12:56. | :13:00. | |
booed the industrial estates. The M11 actually went East. Today, plans | :13:01. | :13:06. | |
for a new junction went on display. The MP says it will transform the | :13:07. | :13:12. | |
economy. Surveys suggest there would be about 5000 new jobs created, | :13:13. | :13:16. | |
because more companies would come into Harlow, and existing companies | :13:17. | :13:22. | |
would expand. Because any new junction would be on the same side | :13:23. | :13:26. | |
of tone, it seems some of the constituents need some convincing. | :13:27. | :13:30. | |
It may solve it or help it for five years but then it will be like the | :13:31. | :13:37. | |

country ` put their lives on the line. Most were dropped by parachute | :14:26. | :14:28. | |
on moonlit nights behind enemy lines. Lots of them were captured. | :14:29. | :14:31. | |

locals knew what happened there. It was so secret that even the | :14:58. | :14:59. | |
villagers did not know what happened there. They knew that planes went in | :15:00. | :15:05. | |
and out but did not know why. It has since become a farm and closed down. | :15:06. | :15:13. | |
75 female agents flew, dropped behind enemy lines to take part in a | :15:14. | :15:18. | |
variety of missions. Among them was this woman, who signed up to the | :15:19. | :15:23. | |
special operations executive, to get her own back after her husband was | :15:24. | :15:30. | |
killed in action. She was captured in France, after a battle. She | :15:31. | :15:37. | |
killed at least one soldier and wounded others. Those who work for | :15:38. | :15:43. | |
the special operations executive only felt able to share their | :15:44. | :15:46. | |
secrets decades later. My mother thought I worked for the Ministry of | :15:47. | :15:53. | |
fish. She died at almost 80 without ever knowing the truth. We were | :15:54. | :15:57. | |
under the official secrets act and it was not until 2000 when the files | :15:58. | :16:02. | |
were open to the public and she was allowed to talk. Most of us were | :16:03. | :16:08. | |
dead by then. This was one of four in Gidman is for his Royal high. He | :16:09. | :16:13. | |

find netball is a team sport, the camaraderie in netball is second to | :17:32. | :17:39. | |
none. She gets her hands dirty, she has a range of skills. | :17:40. | :17:45. | |
She is the heart and soul. We would not have a franchise, compete | :17:46. | :17:52. | |
nationally, if it was not for her. This region did not have a netball | :17:53. | :17:56. | |
team in the top division before Gloria Keech stepped in. Though they | :17:57. | :18:01. | |
have won league titles, produced England players, and regularly | :18:02. | :18:06. | |

improved as quickly as possible. This road has been delayed too long | :23:20. | :23:23. | |
in the past. I am determined it goes ahead. At first it was only the | :23:24. | :23:27. | |
local Liberal Democrats who were opposed to the idea. But the line | :23:28. | :23:32. | |
from the government was clear. Charging motorists was the only way | :23:33. | :23:36. | |
to afford it. S I cannot be more plain. When you live in difficult | :23:37. | :23:41. | |
economic circumstances, you want roads to be built. Singling out the | :23:42. | :23:52. | |
A14 seems arbitrary and unfair. It was the involvement of MPs from | :23:53. | :23:55. | |
Suffolk which changed the dynamic. They called for debates and they | :23:56. | :23:59. | |
lobbied the Prime Minister. The chancellor visited the region. | :24:00. | :24:04. | |
Wherever he went he was at about the A14. Suddenly, it became clear that | :24:05. | :24:08. | |
the government was having to rethink. I hear loud and clear there | :24:09. | :24:11. | |
are a lot of people worried about the tolls. I will take that very | :24:12. | :24:17. | |
seriously. A lot of people will be pleased that the plans have been | :24:18. | :24:21. | |
dropped. The question now, what goes on in its place? That is a very good | :24:22. | :24:26. | |
question. What will be in the place? We will get the details. You | :24:27. | :24:32. | |
