Ambulance Service. In April he produced a damning report into the | :01:00. | :01:02. | |
Ambulance Service here. Latest figures show the service is still | :01:03. | :01:05. | |
failing to meet its three main targets for response times. Mr Marsh | :01:06. | :01:09. | |
will replace Andrew Morgan who was brought in as the interim Chief | :01:10. | :01:29. | |
Executive a year ago. In June, a report was published linking what | :01:30. | :01:35. | |
the trust needed to do to improve. Now the man paid that report is good | :01:36. | :01:40. | |
to be the new Chief Executive. I know the area well. I am determined | :01:41. | :01:47. | |
to share my ambition with the ambition of the front line staff and | :01:48. | :01:52. | |
the managers to deliver an excellent service. The most recent NHS figures | :01:53. | :01:59. | |
show the east of an annual in`service is still failing to meet | :02:00. | :02:05. | |
all three key response times. It is this performance that has put the | :02:06. | :02:07. | |
current Chief Executive under pressure. I have been an NHS for | :02:08. | :02:23. | |
3132 years. `` 31 or 32. I have become addicted to this trust. The | :02:24. | :02:29. | |
union says that staff need a stable management structure. It is not | :02:30. | :02:34. | |
known if the chief executive will be permanent. They will continue to | :02:35. | :02:38. | |
head up another service. That is something that this representative | :02:39. | :02:43. | |
is worried about. He is coming in from the West Midlands. He can | :02:44. | :02:55. | |
devote all of his time to us. `` can't. The east of England Ambulance | :02:56. | :03:02. | |
Service have said they will not comment until further notice. But | :03:03. | :03:06. | |
what does the appointment mean for patients? During his time in the | :03:07. | :03:10. | |
West Midlands, Doctor Marsh has it is not easy running an Ambulance | :03:11. | :03:28. | |
Service. Especially if you're in charge of two trust. | :03:29. | :03:40. | |
Therese Coffey is the MP for Suffolk Coastal. She's long been critical of | :03:41. | :03:45. | |
the way the Ambulance Service has been run. And I started by asking | :03:46. | :03:49. | |
her if she thought they had the right man this time. I think they | :03:50. | :03:52. | |
have. Anthony Marsh is a proven professional. I was impressed with | :03:53. | :03:55. | |
his communication for the report he did earlier this year. I hope he'll | :03:56. | :04:05. | |
be able to deliver it. If you look at his record in the West Midlands | :04:06. | :04:09. | |
he's still failing to meet three key targets. I don't deny that not | :04:10. | :04:21. | |
everything is perfect. But in comparison, the East of England has | :04:22. | :04:24. | |
been way behind. In his report, he was very critical of the recruitment | :04:25. | :04:28. | |
plans for the East of England Ambulance Service. He'll have the | :04:29. | :04:39. | |
same problems? I think he will. I have some slight disappointment in | :04:40. | :04:53. | |
addressing that. We can't magic paramedics out of nowhere. I'd like | :04:54. | :04:56. | |
to see more avenues for training. We've got lots of interim people on | :04:57. | :05:04. | |
the board. That can't be right? I don't know how the operational side | :05:05. | :05:08. | |
will work. I'm hoping to hear more about that. But it is important to | :05:09. | :05:14. | |
do more to ensure we have a permanent director of operations. | :05:15. | :05:21. | |
And we need to encourage everybody to allow innovation from the bottom. | :05:22. | :05:27. | |
That sounds to me like more upheaval. We've had enough, haven't | :05:28. | :05:37. | |
we? I'm not sure it is. It's about having a culture that respects | :05:38. | :05:43. | |
people. This happens on companies around the country ` where people on | :05:44. | :05:46. | |
the factory line often have better ideas than the people at the top on | :05:47. | :05:50. | |
how to make improvements locally. It's about ensuring we have a | :05:51. | :05:53. | |
culture that listens and challenges. But ultimately the patient must come | :05:54. | :06:00. | |
first. We need to keep that focus. I'm confident Dr Marsh will make | :06:01. | :06:14. | |

statements from managers alleged to have fiddled cancer waiting times at | :06:18. | :06:20. | |
Colchester Hospital. Three separate inquiries are underway over claims | :06:21. | :06:22. | |
some managers pressured staff into changing the figures to meet | :06:23. | :06:25. | |
government targets. These are the faces of the people who knew what | :06:26. | :06:28. | |
was going on with cancer waiting times. Two years ago the chief | :06:29. | :06:31. | |
executive Dr Gordon Coutts was warned about fiddling, then last | :06:32. | :06:34. | |
year executive director Mike Baker's flawed investigation led to more | :06:35. | :06:43. | |
allegation. He's since resigned. That inquiry was supported by | :06:44. | :06:46. | |
another executive ` HR director Rob Bowman. He's also left the Trust. | :06:47. | :06:49. | |
This is the manager they investigated ` associate director of | :06:50. | :06:51. | |
cancer, Mark Jarman`Howe. He's also moved jobs. Below him, head of | :06:52. | :06:55. | |
cancer Rachel West has been sent home on long`term leave. They're all | :06:56. | :06:58. | |
facing questioning about what they knew or did. Last week, Mike Baker | :06:59. | :07:07. | |
revealed to Look East that his departure was more than simply | :07:08. | :07:10. | |
retirement. Were you part of a wider cover up? No. The things I looked at | :07:11. | :07:16. | |
did not indicate anything had been done wrongly by the manager. | :07:17. | :07:20. | |
Clearly, I'm not trained to undersand the impact they would have | :07:21. | :07:25. | |
on the patients. But the transactions I looked at were | :07:26. | :07:27. | |
actually retrospective to the treatment the patients had had. Mark | :07:28. | :07:31. | |
Jarman`Howe, now the CEO of the St Helena Hospice, told us it wasn't | :07:32. | :07:34. | |
appropriate to comment while investigations were ongoing. In a | :07:35. | :07:37. | |
statement he added... Rachel West told us she wasn't | :07:38. | :07:57. | |
interested in talking. Mr Bowman didn't want to prejudice inquiries. | :07:58. | :08:07. | |
All investigations are ongoing. No wrongdoing has been found or | :08:08. | :08:10. | |
admitted. The Trust says it will take disciplinary action over | :08:11. | :08:12. | |
anything improper. Volunteer firefighters from across | :08:13. | :08:15. | |
the country have arrived in a village in Norfolk to help with the | :08:16. | :08:18. | |
clear up after the tidal surge ten days ago. They will be in Walcott | :08:19. | :08:23. | |
for a week and a half and say they are already making great progress. | :08:24. | :08:26. | |
They spent the last ten days clearing up in Walcott and there's | :08:27. | :08:34. | |
still a lot to do. The waves struck a mile of this coastline ` battering | :08:35. | :08:37. | |
through the sea defences and far exceeding the Environment Agency's | :08:38. | :08:40. | |
worst case scenarios. As a result, five families are still homeless. | :08:41. | :08:43. | |
Ten of these homes will have to be demolished. Many more are | :08:44. | :08:47. | |
uninhabitable. Two feet of water poured through this bungalow, | :08:48. | :08:50. | |
knocking down her garden wall, damanging her conservatories and | :08:51. | :08:53. | |
even washing the sign from the local shop into her garden. If my bungalow | :08:54. | :09:01. | |
could be rebuilt on faith and help... It's been incredible. | :09:02. | :09:07. | |
Neighbours... Friends... Nothing is too much trouble. Today she wasn't | :09:08. | :09:17. | |
alone either. Members of a charity ` made up of firefighters and Dylan | :09:18. | :09:22. | |
the rescue dog ` were there to help. We've done everything. The coastal | :09:23. | :09:27. | |
wall. Conservatories. Priority jobs, mainly. But then smaller ones that | :09:28. | :09:36. | |
might make people smile. Teams of volunteers from the councils, | :09:37. | :09:39. | |
emergency services and even the gas terminal have all chipped in. | :09:40. | :09:43. | |
They're making 60 cups of tea to keep them going. There's a big to do | :09:44. | :09:51. | |
list but they are getting through it. These floods have brought out | :09:52. | :09:55. | |
the worst in people ` the tourists who come to stare and the looters | :09:56. | :09:58. | |
who've stolen those few salvageable possessions. But they've also | :09:59. | :10:02. | |
brought out the best. Men and women ` hundreds of miles from home ` | :10:03. | :10:11. | |
trying to make life here easier. Pauline Porter is the chair of the | :10:12. | :10:14. | |
Parish Council in Walcott. She's been leading efforts to get the | :10:15. | :10:18. | |
village back on its feet. Extraordinary to see all that work | :10:19. | :10:23. | |
being done by volunteers. How long till it's all repaired? I think you | :10:24. | :10:31. | |
should be as long as the year before everything is repealed. You're | :10:32. | :10:39. | |
personally affected ` what are you thoughts on how defended Walcott is | :10:40. | :10:50. | |
from the sea? `` your thoughts. We have thought for something more | :10:51. | :10:55. | |
could be done. But as usual it is all down to finance. Do you accept | :10:56. | :11:02. | |
that not everywhere can be saved over the years? We have to accept | :11:03. | :11:16. | |

future? `` are you feeling? People are concentrating their efforts on | :11:27. | :11:33. | |

guys have been brilliant. Everybody has. They just can't do enough for | :11:47. | :11:55. | |

wishes of others cannot be allowed to do so indefinitely. If councils | :15:50. | :15:55. | |
cannot agree to with each other on how to expand and Labour will make a | :15:56. | :15:58. | |
decision for them. Rather than wield the state, the government is trying | :15:59. | :16:04. | |
to play the councils. Today it has announced millions of pounds of | :16:05. | :16:08. | |
extra funding. The minister behind this team, at the headquarters of an | :16:09. | :16:15. | |
estate agency, says that is the way to get things moving. The government | :16:16. | :16:20. | |
has put the number of things in place. They are trying to get things | :16:21. | :16:26. | |
moving. We all want to see the supply increase. We want to get the | :16:27. | :16:31. | |
market confidence going again. All of the main parties know how key and | :16:32. | :16:43. | |
