Service is still failing to get to 999 calls quickly enough. But in | :01:04. | :01:08. | |
other areas, it does seem to be making progress. | :01:09. | :01:11. | |
This latest assessment comes from the regulator the Care Quality | :01:12. | :01:15. | |
Commission. Inspectors made a surprise visit over four days in | :01:16. | :01:20. | |
December. The good news, complaints are down and staff sickness is down | :01:21. | :01:24. | |
too. But the Trust is still failing on the crucial question of ambulance | :01:25. | :01:28. | |
response times. In a moment, the director of patient safety. But | :01:29. | :01:30. | |
first, this from our Chief Reporter Kim Riley. | :01:31. | :01:34. | |
The Trust handles more than 900,000 999 calls a year. Across six | :01:35. | :01:39. | |
counties and 7500 square miles. The unannounced inspection last month | :01:40. | :01:41. | |
found significant improvements in a number of areas. And after | :01:42. | :01:44. | |
interviewing patients, there is praise for the care received from | :01:45. | :01:46. | |
ambulance crews and call handlers. But the Trust is found wanting in | :01:47. | :01:54. | |
two key areas. Ambulance response times to life`threatening 999 calls. | :01:55. | :01:59. | |
And staffing. Ambulance trusts must aim to respond to at least 75% of | :02:00. | :02:02. | |
emergency life`threatening calls within eight minutes. And where a | :02:03. | :02:08. | |
solo paramedic is first on the scene, at least 95% of calls should | :02:09. | :02:12. | |
see an ambulance arriving within 90 minutes. `` 19 minutes. Latest | :02:13. | :02:20. | |
figures show that, across the board, the Trust has met neither standard. | :02:21. | :02:23. | |
But there is big regional variations. In Luton and Cambridge, | :02:24. | :02:26. | |
the Trust is exceeding these targets. And in some parts of | :02:27. | :02:28. | |
Norfolk and Essex consistently failing. | :02:29. | :02:31. | |
MPs from across the region have led calls for improvements to the | :02:32. | :02:36. | |
service. Yesterday came the surprise resignation of the interim chairman | :02:37. | :02:40. | |
Dr Geoff Harris. Much faith is now being placed in the new Chief | :02:41. | :02:43. | |
Executive, Dr Anthony Marsh. I'm impressed. At his rigour, vigour and | :02:44. | :02:48. | |
enthusiasm. He's an experienced chief executive, covering rural | :02:49. | :02:54. | |
areas in the past. I really appreciate the way he is focusing on | :02:55. | :02:57. | |
recruiting paramedics, not emergency care assistants. I think that's the | :02:58. | :03:01. | |
right direction. And I really want to give him time and support. But he | :03:02. | :03:05. | |
knows that the pace of change needs to be stepped up. And I think he | :03:06. | :03:10. | |
will do that for us. The report says the Trust could need over 500 | :03:11. | :03:13. | |
additional paramedics by the year 2016. And that is a tall order. It | :03:14. | :03:18. | |
also quotes a review identifying substantial shortfalls between the | :03:19. | :03:21. | |
resources of the Trust and what it actually needs to meet national | :03:22. | :03:26. | |
standards. John Martin is the acting director | :03:27. | :03:29. | |
of patient safety and clinical standards for the ambulance trust. | :03:30. | :03:36. | |
Within the last hour, I asked him about the service in country areas | :03:37. | :03:40. | |
in Norfolk and ethics, which the report says is still a cause for | :03:41. | :03:49. | |
concern. `` Essex. They noted we were making improvements. We still | :03:50. | :03:52. | |
need more staff, carrying on recruiting to meet those response | :03:53. | :03:59. | |
times. The truth is you cannot find fully trained staff and it is going | :04:00. | :04:04. | |
to be some time before you get enough all stop we started a big | :04:05. | :04:11. | |
campaign to recruit 400. That is ongoing and they will be in the next | :04:12. | :04:16. | |
few months. You say you have increased the number of trained | :04:17. | :04:24. | |
paramedics. Four. That is net increase. But we have student | :04:25. | :04:27. | |
paramedics that have become filled paramedics. `` full. The report says | :04:28. | :04:36. | |
you need more money and more staff. Money is scarce. Staff even scarcer. | :04:37. | :04:46. | |
We will it come from? We need more money and have raised that as a | :04:47. | :04:49. | |
concern via the critical capacity review last year. We made it clear | :04:50. | :04:56. | |
we need to recruit for vacancies. On top of that, we need more money and | :04:57. | :05:00. | |
it will be needed to be provided to provide the same service we need. If | :05:01. | :05:07. | |
you do not get more money, and it is looking unlikely, accusing you are | :05:08. | :05:13. | |
not providing a safe service? The service is getting safer, but | :05:14. | :05:18. | |
response times not always where we want them to be. We need to fill | :05:19. | :05:23. | |
vacancies, which is what we are doing, pushing hard to do that, and | :05:24. | :05:27. | |
on top of that, we will need more staff. Can I check that, getting | :05:28. | :05:38. | |

getting two more patients than we were doing when they previously | :05:42. | :05:48. | |

sort of 2007. The development here of 150 units would normally have | :06:55. | :06:58. | |
taken about three or four years. If the sales rate continues as it is, | :06:59. | :07:02. | |
then we expect this site to be built in around 12 months. House`builders | :07:03. | :07:05. | |
are recruiting again. Many more trades people will be needed. A | :07:06. | :07:10. | |
skills report out today says 25,000 construction jobs are to be created | :07:11. | :07:14. | |
in the East over the next five years. And there will be plenty for | :07:15. | :07:18. | |
new recruits to do. Last year, only 11,000 new homes were built in the | :07:19. | :07:22. | |
region. It is reckoned we need between 20000 and 25,000 homes per | :07:23. | :07:30. | |
year just to keep up with demand. But it is not just house`building | :07:31. | :07:34. | |
that is driving demand for workers. Investment in new infrastructure and | :07:35. | :07:36. | |
commercial premises will also be important. House`building is a key | :07:37. | :07:41. | |
sector, without doubt, fuelling growth as we speak at this moment. | :07:42. | :07:46. | |
But also, the industrial and infrastructure sectors are going to | :07:47. | :07:49. | |
be key for recovery nationally and particularly in the East, with major | :07:50. | :07:52. | |
infrastructure projects such as the A11 and A14. The industry is | :07:53. | :07:59. | |

dredgers in action. A Broads Authority dredger removing | :10:53. | :10:55. | |
silt from the River Chet. The authority spends ?1 million per year | :10:56. | :10:59. | |
on dredging in order to keep the rivers clear for navigation. It's | :11:00. | :11:02. | |
like painting the Forth Bridge. We dredge out 50,000 cubic metres of | :11:03. | :11:08. | |
silt every year. From work that we did with Cranfield University, we | :11:09. | :11:11. | |
know we get about 24,000 metres of silt coming in every year. Either | :11:12. | :11:14. | |
from bank erosion or from head waters. The Somerset Levels. | :11:15. | :11:21. | |
25 square miles. Flooded. The Environment Agency is pumping | :11:22. | :11:24. | |
water back into the river system. But for many who live there, it's | :11:25. | :11:28. | |
too little too late. Why wasn't this done ages ago? Why have you only | :11:29. | :11:34. | |
started doing this now? An angry reception for the | :11:35. | :11:37. | |
Environment Secretary on Monday. But when it comes to flood defence, how | :11:38. | :11:40. | |
much difference does dredging actually make? On the Broads, it | :11:41. | :11:45. | |
does help. But it's only a small part of the picture. Here, the | :11:46. | :11:50. | |
Environment Agency has spent over ?100 million in the last 13 years on | :11:51. | :11:55. | |
a variety of schemes. On the Chet, the agency is currently working on | :11:56. | :12:01. | |
the river banks. It's removing a lot of the old piles, which have clearly | :12:02. | :12:04. | |
failed from a flood defence perspective. But also create a | :12:05. | :12:08. | |
navigation hazard as well. So it is helping out on that front and it is | :12:09. | :12:14. | |
reinstating the banks. Both building them up to the correct level. But | :12:15. | :12:18. | |
also profiling them that, should flood water ever top them, they do | :12:19. | :12:22. | |
not get damaged in such a way we cannot quickly repair them. For some | :12:23. | :12:26. | |
river users, for businesses which rely on tourism, there can never be | :12:27. | :12:30. | |
enough dredging. But when it comes to flood defence, the authorities | :12:31. | :12:31. | |
insist it is not the only answer. Depending on your point of view, | :12:32. | :12:48. | |
they are either a blight on the landscape or an important way of | :12:49. | :12:51. | |
generating clean electricity. But some people believe we are getting | :12:52. | :12:57. | |
too many solar farms too quickly? Tonight one of our MPs will tell the | :12:58. | :13:01. | |
House of Commons that the planning controls on solar farms aren't | :13:02. | :13:04. | |
strict enough. There are currently 14 working solar farms in the | :13:05. | :13:09. | |
region. With a further 23 either planned or being built. The latest | :13:10. | :13:12. | |
row concerns plans on the Suffolk`Essex border. | :13:13. | :13:19. | |
To the west of Sudbury lies some of the least populated and arguably | :13:20. | :13:23. | |
most beautiful countryside in Essex. And it's here that there are plans | :13:24. | :13:27. | |
to build three solar farms across 300 acres of land. It is idyllic and | :13:28. | :13:32. | |
very rural. And these solar farms, very large solar farms, just don't | :13:33. | :13:39. | |
fit in with the character. But they don't make any noise and will be | :13:40. | :13:44. | |
hidden by bushes. Are they really that bad? They are hidden to a | :13:45. | :13:47. | |
certain extent. Generally speaking, it sort of spoils the ambience and | :13:48. | :13:51. | |
character of the area. That is problem. This is where one of the | :13:52. | :13:58. | |
farms could be built. The landowner didn't want to be interviewed. But | :13:59. | :14:02. | |
he told me it would be surrounded by bushes. Sheep will graze the land. | :14:03. | :14:07. | |
Solar farms have become a contentious issue across the region. | :14:08. | :14:10. | |
We filmed this altercation near Thetford a couple of once ago. | :14:11. | :14:15. | |
Farmers can earn five times more this way than through conventional | :14:16. | :14:18. | |
agriculture. But one MP says they've grown so fast, there are very few | :14:19. | :14:22. | |
planning controls in place. If you want to build a tiny garage on your | :14:23. | :14:27. | |
house in this area, you have to have a full environmental impact report. | :14:28. | :14:33. | |
You can have a 300 acre farm of solar panels and don't need any | :14:34. | :14:36. | |
environmental impact report at all. So there does not seem to be a good | :14:37. | :14:43. | |
balance. Tonight in Parliament, he'll call for solar farms not to be | :14:44. | :14:46. | |
built near areas of outstanding natural beauty. Or prime | :14:47. | :14:50. | |
agricultural land. But those who build them say there are already | :14:51. | :14:53. | |
enough controls in place. And all applications are carefully | :14:54. | :14:58. | |
scrutinised. I don't know how they are going to make it tougher. At the | :14:59. | :15:03. | |
end of the day, the national policy planning framework sets out a | :15:04. | :15:06. | |
sustainable future for us and how we develop all types of technologies | :15:07. | :15:09. | |
and developments. Obviously, these developments are assessed vigorously | :15:10. | :15:11. | |
by the local authorities. The government has cut the subsidy for | :15:12. | :15:15. | |
solar power, but is reluctant to legislate further. It says this is a | :15:16. | :15:18. | |
clean and quick way to generate power. Mr Newmark agrees. He just | :15:19. | :15:22. | |
wants people to think more carefully where solar farms go. | :15:23. | :15:28. | |
