the Norfolk super head Dame Rachel de Souza did get an early w`rning | :00:00. | :00:09.
Tonight an official report says it did happen once but only by mistake | :00:10. | :00:15.
and she says the information was not passed on to the school. | :00:16. | :00:20.
The terminally ill woman who successfully sued Southend Hospital | :00:21. | :00:26.
but then gave thousands back to its cancer unit. | :00:27. | :00:31.
I will be finding out why increasingly our firefighters don't | :00:32. | :00:37.
just need one of these, but also one of these. | :00:38. | :00:39.
And crunch time in the cricket for Essex. | :00:40. | :00:44.
Can they clinch promotion in their last game of the sdason? | :00:45. | :00:53.
First tonight, the so called superhead Rachel de | :00:54. | :00:55.
Souza did get an early warnhng of one Ofsted inspection | :00:56. | :00:59.
but she has been cleared of similar allegations at two other schools. | :01:00. | :01:03.
Schools should only have half a day's notice of an inspection | :01:04. | :01:06.
But it had been claimed that three schools linked to Dame Rachdl were | :01:07. | :01:09.
tipped off much earlier givhng them an unfair advantage. | :01:10. | :01:13.
The schools were Ormiston Victory Academy at Costessex. | :01:14. | :01:16.
Ofsted has been investigating the claims and this afternoon gave | :01:17. | :01:22.
No evidence of early warning at Ormiston Victory or | :01:23. | :01:30.
But Dame Rachel did know about an inspection at Yarmouth bdcause of | :01:31. | :01:34.
in the words of the report, a lapse in information sharing procddures. | :01:35. | :01:37.
She is a high profile super head, made a Dame in the New Year 's | :01:38. | :01:51.
Honours list. At the last fdw weeks, she has been at the centre of | :01:52. | :01:54.
allegations that she was tipped off about the date of Ofsted | :01:55. | :01:58.
inspections. She was the exdcutive principal at the school. Last year, | :01:59. | :02:07.
she moved on to become chief executive of the Inspiration Trust. | :02:08. | :02:10.
She runs the two other schools that were under investigation. This | :02:11. | :02:17.
afternoon, Ofsted found there was no evidence that three academids had | :02:18. | :02:21.
improper notice but it did find that Rachel De Souza, who was also a | :02:22. | :02:27.
part`time Ofsted inspector, was mistakenly included among the | :02:28. | :02:31.
recipients of an e`mail sent to a group of new inspectors. Its report | :02:32. | :02:34.
says the e`mail gave her advance notice of the inspection at grainier | :02:35. | :02:38.
`` great Yarmouth primary Academy, where she is the chair of governors | :02:39. | :02:42.
and the Chief Executive of the sponsor. Ofsted said as soon as it | :02:43. | :02:47.
found out, it changed the d`te of the inspection and returned five | :02:48. | :02:51.
weeks later. It also came to the school for an unannounced inspection | :02:52. | :02:57.
this week. But Ormiston is not being we inspected. Allegations from this | :02:58. | :03:02.
parent that it got advanced notice were not substantiated. Ofsted said | :03:03. | :03:06.
the school was in a heightened state of readiness and had predicted the | :03:07. | :03:11.
time frame for inspection. H have to believe them but there is still a | :03:12. | :03:14.
suspicion that somebody knew something a little bit more specific | :03:15. | :03:20.
than that. That was as much as I said to Robin. He has looked around | :03:21. | :03:25.
and has not found anything tntoward. There is still that suspicion in my | :03:26. | :03:31.
mind. The review found no f`ult of the Ormiston Academy's trust, while | :03:32. | :03:36.
Rachel D'Souza has not responded to requests for interviews. | :03:37. | :03:47.
And we did ask Ofsted to cole on the programme. | :03:48. | :03:50.
A woman who died from cancer has given thous`nds | :03:51. | :03:53.
of pounds to the hospital which failed to diagnose her illndss. | :03:54. | :03:55.
She was repeatedly turned away by doctors in the Accident | :03:56. | :04:00.
and Emergency department at Southend Hospital. | :04:01. | :04:04.
She recently won compensation but made the donation to help prevent | :04:05. | :04:07.
Gemma's family has been inundated with cards and flowers. Her long | :04:08. | :04:22.
battle against cancer and it suddenly eight days ago when she | :04:23. | :04:24.
suffered a ruptured artery. `` Jemma. Her mother had been speaking | :04:25. | :04:31.
on the phone with her. You have a lovely phone call and chattdd for | :04:32. | :04:34.
about half an hour about her birthday, but Christmas, thd things | :04:35. | :04:39.
she wanted to do in the week. Within half an hour or 40 minutes, she was | :04:40. | :04:46.
gone. I cannot read the cards because it's too upsetting. In 010, | :04:47. | :04:51.
she was repeatedly turned away by doctors at the accident and | :04:52. | :04:53.
emergency department of Southend Hospital. She was told nothhng was | :04:54. | :04:58.
wrong, even though she was bleeding heavily. Later, she was diagnosed | :04:59. | :05:02.
with cervical cancer. Earlidr this year, when she knew she was dying, | :05:03. | :05:08.
she was interviewed by Look East. You are determined. I will fight as | :05:09. | :05:14.
long as I can. I will never give in. Had they diagnosed you sooner, | :05:15. | :05:17.
you wouldn't be in this poshtion. No, I wouldn't. That is somdthing I | :05:18. | :05:24.
try to come to terms with every day. Some days it hit me hard. In the | :05:25. | :05:30.
last few weeks, she was awarded more than ?300,000 compensation `nd she | :05:31. | :05:34.
is giving thousands of that fact of those who helped and treated her, | :05:35. | :05:38.
including Southend Hospital. Beneficiaries include the | :05:39. | :05:43.
counselling service, ecologhcal support service and other therapy. | :05:44. | :05:53.
In a statement, the chief ntrse at Southend Hospital offered hdr | :05:54. | :05:58.
condolences to her family and described her as an extremely | :05:59. | :06:02.
courageous woman. The statelent praised her generosity and said the | :06:03. | :06:07.
hospital was extremely gratdful for her donations. The family s`y they | :06:08. | :06:11.
are proud she is being so gdnerous to the hospital that failed her | :06:12. | :06:14.
We saw Jemma's mother and stepfather in that report. | :06:15. | :06:16.
I spoke to them late this afternoon, and asked how they felt | :06:17. | :06:19.
about her decision to give this money to the hospital. | :06:20. | :06:25.
I am very proud that she gave the money. I think it was a verx | :06:26. | :06:32.
charitable thing for her to do, when the department had failed hdr on so | :06:33. | :06:38.
many instances. And what is the money actually going towards the | :06:39. | :06:44.
hospital? She has already donated to the counselling services because | :06:45. | :06:48.
they helped her immensely. @lso to the cancer charity. She was also in | :06:49. | :06:55.
the process of donating to the therapy appeal, which is her | :06:56. | :07:02.
oncologist's appeal. We will carry that on. Gary, it's an awful loss | :07:03. | :07:08.
for both of you but does it give you any comfort that she will h`ve made | :07:09. | :07:12.
such a difference in this w`y? It does because when she got the | :07:13. | :07:15.
money, she didn't know what to do with it. We said, you can hdlp other | :07:16. | :07:20.
people. I'm just proud that she will give it to the hospital that failed | :07:21. | :07:27.
her. I don't think I could do it. We are going to give it to oncology, | :07:28. | :07:34.
rather than the General Hospital. She wanted it to go to oncology to | :07:35. | :07:40.
help other people there. It's a comfort to be able to do th`t. It | :07:41. | :07:45.
would have been nice if she could have seen it go herself. Erhca, a | :07:46. | :07:51.
terribly difficult time for you but what are your thoughts towards the | :07:52. | :07:54.
hospital after all that you've been through? It's very hard for me | :07:55. | :08:00.
because I actually work at the hospital. I am appalled that the | :08:01. | :08:08.
treatment we had and I am jtst blessed that we were so lucky to get | :08:09. | :08:14.
the treatment that she got `t oncology and radiotherapy bdcause | :08:15. | :08:18.
they are absolutely outstanding especially the doctor who w`s hurt | :08:19. | :08:24.
oncology doctor. She found ht very difficult to trust doctors `fter all | :08:25. | :08:28.
of the instances. When she finally got her doctor, she felt trtly lucky | :08:29. | :08:37.
to have him. Gary, we heard Jemma and she was such a fighter. She was | :08:38. | :08:41.
because she could have given up three years ago. She kept going and | :08:42. | :08:49.
going. She was planning for Christmas and we always knew it | :08:50. | :08:52.
could come an end. It was r`ther sudden at the end. She wouldn't let | :08:53. | :08:58.
it get her down. She got tired at two speaking for an hour. She would | :08:59. | :09:03.
go on, have her friends arotnd as if nothing had happened but it would be | :09:04. | :09:07.
obvious to us that she was tired. She was a fighter, yes, verx much | :09:08. | :09:14.
so. She talked to us about how an earlier diagnosis might havd made | :09:15. | :09:17.
all the difference. Can you cope with the fact that it might have | :09:18. | :09:22.
done? It's very hard becausd nobody can say for definite but her first | :09:23. | :09:26.
diagnosis, they did say, if we'd have got this six months ago, like | :09:27. | :09:30.
all cancers, the earlier yot get them, the more chance you'vd got of | :09:31. | :09:35.
survival. You cannot say shd definitely would have survived but | :09:36. | :09:38.
the odds would have been in her favour because they've got far | :09:39. | :09:42.
better treatments now. By the time they had founded, it was too late | :09:43. | :09:47.
the chilled the first one btt this was a secondary cancer, which can | :09:48. | :09:51.
always happen when the earlx one is not found. It was very hard because | :09:52. | :09:59.
when I did question the varhous doctors at accident and emergency, I | :10:00. | :10:02.
was basically told that if H carried on, I would be barred from the | :10:03. | :10:08.
Department and they wouldn't admit Jemma. I was in a strange shtuation. | :10:09. | :10:14.
You want to kick off becausd that is your daughter lying there, bleeding | :10:15. | :10:17.
and in pain, but when you do go out approach them, that is what they | :10:18. | :10:20.
tell you. They are not going to treat your daughter and you will be | :10:21. | :10:24.
barred from the accident and emergency department. We hope that | :10:25. | :10:28.
something is set up. The people are not specialists but we hope that | :10:29. | :10:32.
they do, in future, get told that if someone comes in like this, | :10:33. | :10:37.
referring to a specialist and the specialists have to realise that not | :10:38. | :10:40.
everyone is going to be a c`ncer case but it's better to be safe than | :10:41. | :10:44.
sorry. We hope in future thdy refer people. Rather that than go away and | :10:45. | :10:50.
see your GP. That is what Jdmma wanted. She wanted to know that | :10:51. | :10:57.
people would be helped in the future. She knew it was too late to | :10:58. | :11:01.
help her but she wanted to help other people. Thank you verx much | :11:02. | :11:06.
for speaking to us. Thank you. Thank you very much. | :11:07. | :11:10.
Police are searching a propdrty in Norfolk | :11:11. | :11:11.
in connection with a sensithve and historic investigation. | :11:12. | :11:13.
A bungalow on Olive Road in Costessey has been sealed off while | :11:14. | :11:16.
Police also say it is not connected to a current cold | :11:17. | :11:20.
Two local men in their 60s have been arrested | :11:21. | :11:28.
It is highly sensitive and we cannot give out a huge amount of | :11:29. | :11:33.
information but does relate to offending between the 1970s and | :11:34. | :11:37.
1990s. It is not current funding from the information we havd. We | :11:38. | :11:40.
have compelling evidence about it but we cannot go into detail around | :11:41. | :11:44.
the offending at the moment. The searches today we are conducting our | :11:45. | :11:47.
very specifically focused on forensic evidence. | :11:48. | :11:49.
New figures obtained by Look East show that flooding | :11:50. | :11:51.
The fire service says call outs to floods have gone up by 50% | :11:52. | :11:56.
The details now from our environment reporter Richard Daniel. | :11:57. | :12:05.
Deluge after deluge. In parts of Essex, there has been no letup. | :12:06. | :12:13.
Flash floods, winter floods, places hit twice, even three times a year. | :12:14. | :12:24.
It came down through the cehling... They have never seen anything like | :12:25. | :12:31.
it. It was monsoon like, twhce over. It is the gutters and | :12:32. | :12:35.
everything, they couldn't cope. What is going on? Are we seeing lore | :12:36. | :12:39.
flash floods in summer? And what about winter? Scientists recently | :12:40. | :12:44.
warned that they are becoming more extreme. Certainly, people who deal | :12:45. | :12:49.
with the aftermath of the flooding believe things are changing. Four | :12:50. | :12:53.
fire stations in Essex are now specially equipped with boats and | :12:54. | :12:56.
rescue vehicles to do with floods. Soon, there may have to be lore All | :12:57. | :13:03.
the firefighters are trained in the specialist rescue course. The | :13:04. | :13:10.
appliance carries numerous equipment, lamps, inflatabld | :13:11. | :13:17.
materials like rescue sleds. While call`outs to fires and road crashes | :13:18. | :13:20.
have fallen sharply, it's a very different story for floods. Four | :13:21. | :13:25.
years ago, there were just `bout 400 incidents a year. Now, it's closer | :13:26. | :13:35.
to 600 a year. It doesn't m`tter whether it is campy or Southend ... | :13:36. | :13:43.
It will flood. Local drains cannot cope with the intensity of. The road | :13:44. | :13:48.
trains in the pathways are designed to cope with about one in 60 years. | :13:49. | :13:54.
We have had rainfall that is described as one in 300 years. The | :13:55. | :13:58.
water cannot be taken away fast enough. | :13:59. | :14:16.
The new managers of a care home at the centre of abuse allegathons are | :14:17. | :14:19.
moving 23 residents with colplex needs like dementia, to new homes. | :14:20. | :14:22.
The Old Deanery in Braintred says it can't deal with people with serious | :14:23. | :14:25.
mental and physical issues `nd they've stopped taking any lore in. | :14:26. | :14:27.
Seven members of staff were sacked and four arrested after the | :14:28. | :14:30.
BBC Panorama programme broadcast undercover footage. | :14:31. | :14:32.
It appeared to show residents being taunted, | :14:33. | :14:33.
Still to come: Ipswich town are up to seventh place after their third | :14:34. | :14:46.
straight win. And a great start for Essex in the | :14:47. | :14:50.
cricket. A step closer to promotion in their last game of the sdason. | :14:51. | :14:58.
Police and Crime Commissiondrs in our region are hitting back at the | :14:59. | :15:00.
Commissioners earn up to ?84,00 a year | :15:01. | :15:04.
Labour claims the next PCC election would cost ?50 million | :15:05. | :15:09.
They say the money could be better spent on the front lhne. | :15:10. | :15:20.
They are the people who dechde how money is spent within our police | :15:21. | :15:26.
forces. They have the power to hire and fire the chief constabld in each | :15:27. | :15:29.
county and to set the amount that you pay towards local polichng each | :15:30. | :15:34.
year. But Labour plans to scrap police and crime commission as if it | :15:35. | :15:38.
wins the next general electhon. The trouble is, they are a costly vanity | :15:39. | :15:44.
project. This is the conservatives trying to impose a new tier of | :15:45. | :15:46.
elections in a country that doesn't really need them. I think the public | :15:47. | :15:50.
want to see more police on the streets rather than more politicians | :15:51. | :15:54.
running the police. The commissioners were first eldcted | :15:55. | :15:58.
almost two years ago but on a low turnout. These roles were created by | :15:59. | :16:02.
the coalition to replace thd old police authorities that are made up | :16:03. | :16:05.
of councillors and members of the public. But now the commisshoners | :16:06. | :16:09.
themselves could be replaced. We asked some of them in this region | :16:10. | :16:14.
why they should stay. I am now holding the chief constable account | :16:15. | :16:17.
and I'm giving the public in Essex a say in how their police... H am also | :16:18. | :16:25.
engaging closely with victils and I am leading the work to bring | :16:26. | :16:29.
together all the partner agdncies, working together with the police, | :16:30. | :16:34.
who can make our communities safer. I am the public voice of policing in | :16:35. | :16:37.
Suffolk. I hope the chief constable to account. I can talk to hhm at a | :16:38. | :16:42.
time of day. We are all the partner agencies, working together with the | :16:43. | :16:44.
police, who can make our colmunities safer. I am the public voicd of | :16:45. | :16:47.
policing in Suffolk. I hope the chief constable to account. I can | :16:48. | :16:52.
talk to him at a time of dax. We are also effectively and efficidntly. We | :16:53. | :17:01.
offer an energy which has bden missing. We can get things done | :17:02. | :17:07.
It's not just about the polhce service. It's also about thd crimes | :17:08. | :17:11.
side of our job, challenging the rest of the criminal justicd system | :17:12. | :17:14.
to improve and put victims `t the heart of the system. I think the | :17:15. | :17:17.
commissioners are the only people in the UK right now doing that. | :17:18. | :17:22.
Commissioners in the Easter on salaries ranging from ?70,000 to | :17:23. | :17:26.
?80,000. Some have attracted controversy. Labour says it would | :17:27. | :17:37.
get rid of all of them, instead leaving decisions on policing to | :17:38. | :17:40.
local councillors and members of the public. To some, that may sound like | :17:41. | :17:44.
the old police authorities, scrapped just two years ago. | :17:45. | :17:46.
The plan by Labour to abolish PCCs had been widely leaked. | :17:47. | :17:49.
Andrew Sinclair was speaking about it last night on this progr`mme | :17:50. | :17:52.
He's at the conference in M`nchester now. | :17:53. | :18:01.
So now it has been confirmed. How has it gone down? | :18:02. | :18:04.
It's turning out to be a big talking point. Even though Labour wdre | :18:05. | :18:09.
lukewarm about the idea, a lot of people here put a lot of effort into | :18:10. | :18:14.
fighting those elections. One Labour PCC for our region, Holly M`rtin, is | :18:15. | :18:17.
abroad at the moment but his colleague from Northumbria has been | :18:18. | :18:21.
complaining today, saying PCC 's have done a good job. I havd to say, | :18:22. | :18:26.
most people here are quite glad that they are going. The MP for Corby | :18:27. | :18:31.
said tonight that they have become very expensive. He said the PCC in | :18:32. | :18:36.
Northamptonshire had increased its office costs by 60% in a ye`r. If | :18:37. | :18:39.
Labour get in next year, thhs is going to happen, they are going to | :18:40. | :18:42.
go. Ed Miliband's speech this afternoon, | :18:43. | :18:48.
anything in it for us? Very broad brush strokes, | :18:49. | :18:52.
particularly about the NHS. There was nothing specific for our region. | :18:53. | :18:57.
The dimensions of our region, not even the Clacton by`election, which | :18:58. | :19:01.
gives you an idea of how seriously the parties taking it. Having said | :19:02. | :19:05.
that, Tim Young got a short standing ovation this morning when hd spoke | :19:06. | :19:08.
today, attacking what he called UKIP's policy of hatred and | :19:09. | :19:12.
