21 miles, a six`lane bypass and no toll road. Today the governlent | :00:07. | :00:11.
announced its proposed new route for the A14. Hello and welcome to Look | :00:12. | :00:19.
East. In the programme tonight, we'll have local reaction and ask | :00:20. | :00:23.
the Roads Minister if this time the upgrade will actually happen. We | :00:24. | :00:30.
expect to be putting the first spades on the ground in 2016. The | :00:31. | :00:35.
government has troubled the roads budget and we have the monex to do | :00:36. | :00:39.
it. Also tonight, how to get a job ` the college course helping the | :00:40. | :00:41.
unemployed in Northamptonshhre. And captain, my captain! Almost 500 | :00:42. | :00:44.
games for Dan Lewington leading the MK Dons. | :00:45. | :00:54.
Good evening. Well, it's bedn promised, planned, scrapped and | :00:55. | :01:00.
promised again. Today the government announced its latest proposdd new | :01:01. | :01:05.
route for the A14. It would bypass Huntingdon with the aim of dnding | :01:06. | :01:08.
bottlenecks and delays and transforming what's become the | :01:09. | :01:15.
busiest road in the region. We'll bring you all the local reaction to | :01:16. | :01:19.
the plan. And a promise frol the Roads Minister about when work is | :01:20. | :01:22.
actually due to start. First though let's go live to Mike Cartwright. | :01:23. | :01:25.
And Mike, you're actually standing where the new route could bd. Yes, | :01:26. | :01:37.
the new route will pretty mtch follow the old told route. Ht will | :01:38. | :01:42.
come out of that cutting, follow that hedge line and then out across | :01:43. | :01:48.
the valley, across the East Coast mainline. Detailed plans were | :01:49. | :01:53.
released today and our reporter has taken a look. Sitting in a traffic | :01:54. | :02:00.
jam, it can feel as though xour journey is taking for ever, a bit | :02:01. | :02:06.
like the plans to upgrade and improve the congested A14. So what | :02:07. | :02:11.
is being proposed now? A14 north of Cambridge between Milton and curtain | :02:12. | :02:16.
would be widened, from two lanes each side to three lanes. They would | :02:17. | :02:22.
also be improvements at the interchange where two of thd busiest | :02:23. | :02:28.
roads marriage, the A14 and the M 11. From there, the existing A1 | :02:29. | :02:36.
would also be widened. Then comes the biggest part of the project | :02:37. | :02:39.
This is where the new stretch of the road would start the year at the | :02:40. | :02:45.
Cambridge services. Instead of and lorries using the current fraud | :02:46. | :02:51.
they would be diverted onto the new road with three lanes, to bd built | :02:52. | :02:57.
on those fields over there. We did a consultation last xear | :02:58. | :03:17.
that was a consultation on options. We had a tolling scheme then, but | :03:18. | :03:24.
that has now been removed. We have statutory consultations before we | :03:25. | :03:27.
make our submission to the planning permission to get legal powdrs to | :03:28. | :03:32.
construct the road. And while in Huntingdon, the crumbling vhaduct | :03:33. | :03:37.
would be knocked down, leavhng the old A14 as an access road. Hf this | :03:38. | :03:48.
sounds familiar, it is. The route is pretty much the same one th`t has | :03:49. | :03:52.
been talked about since the 199 s, so is this just an ex`part of the | :03:53. | :03:57.
stop`start that has been thd journey of the A14 upgrade. The A14 is an | :03:58. | :04:04.
incredibly imported rose and it needs this upgrade. If it goes | :04:05. | :04:10.
according to plan, work on this ?1.5 billion project is due to start | :04:11. | :04:16.
towards the end of 2016. Mike, today marks the start of a | :04:17. | :04:19.
10`week public consultation. What are people saying so far? Speaking | :04:20. | :04:30.
to business leaders, they are urging people to get involved in this | :04:31. | :04:34.
consultation, to put pressure on the government to make sure this time | :04:35. | :04:39.
this happens. These plans whll be shown in more than 20 venues. People | :04:40. | :04:44.
ask, what is the point of going to see them, this is a done de`l? But | :04:45. | :04:49.
the highways agency is says this is your chance to have your sax. They | :04:50. | :04:55.
say the upgrade will happen this time. For the next ten weeks, people | :04:56. | :05:01.
looking at the plans in village halls, leisure centres and | :05:02. | :05:05.
libraries. In Huntingdon, not everyone is convinced it will be | :05:06. | :05:09.
built. They have talked abott it so many times and nothing ever happens. | :05:10. | :05:13.
I would like to think it will happen, but I very much doubt it. | :05:14. | :05:19.
The more people talk about ht, the more that the government should do | :05:20. | :05:30.
something about it. On the lap as the farm that his love's hole. I | :05:31. | :05:41.
don't know what to say about it It will uproot everything and xour farm | :05:42. | :05:44.
would be worth so much monex if you wanted to sell it. Some in | :05:45. | :05:50.
surrounding villages are worried the road will reduced Sorrento house | :05:51. | :05:54.
prices. This estate agent s`ys it is more likely it will make thdm rise. | :05:55. | :06:05.
It can cause concern, but mostly and predominantly, I would suggdst to | :06:06. | :06:13.
you that house prices will benefit. Once the project is completdd, | :06:14. | :06:15.
people can see what it is lhke and it brings on the benefits of easier | :06:16. | :06:21.
access to Cambridge. Road improvements have been given the | :06:22. | :06:25.
go`ahead and scrapped beford. Business leaders warn the s`me | :06:26. | :06:29.
mistake cannot happen again. We need to make sure we get everyond to | :06:30. | :06:34.
response to the consultation in the same way, to show they despdrately | :06:35. | :06:39.
need the road and make sure that whoever is in power after the | :06:40. | :06:43.
election in 2015 knows and understands the depth of fedling. | :06:44. | :06:49.
The earliest work could beghn is 2016, two years at least living with | :06:50. | :06:57.
the old A14. Since the scrapping of the toll road, a big pot of cash has | :06:58. | :07:00.
come from government to pay for this. The rest will come from local | :07:01. | :07:07.
authorities along the way. There is a growing confidence that this will | :07:08. | :07:12.
happen, but people in the street say they will believe it when they see | :07:13. | :07:17.
it. Earlier I spoke to the Roads Minister Robert Goodwill and put it | :07:18. | :07:21.
to him that when it comes to A1 improvements... Well, we've been | :07:22. | :07:27.
here before. Yes, we had a previous consultation. At that point, we made | :07:28. | :07:34.
the very important decision to ditch the tolling system. Now people will | :07:35. | :07:38.
not have to pay. It was the only programme in the country whdre we | :07:39. | :07:43.
were proposing that, but now we have more money from the Chancellor, so | :07:44. | :07:47.
we can build this without a tolling system, which will alleviatd | :07:48. | :07:56.
congestion problems. Are yot convinced the money is therd? David | :07:57. | :08:00.
Cameron said, if we need new roads, we will simply have to pay for them | :08:01. | :08:05.
and he was referring to tolling systems. We have actually tripled | :08:06. | :08:12.
the roads budget, which means we can go ahead with big schemes lhke this, | :08:13. | :08:17.
which are in big boost to local economy, and local people whll have | :08:18. | :08:22.
the pressure and abbreviated on the existing road, which will still be | :08:23. | :08:27.
available for local people. Let s talk about time frames. The | :08:28. | :08:31.
improvement of the A14 has been rumbling on for years. We wdre | :08:32. | :08:34.
discussing preferred routes at the previous government put forward in | :08:35. | :08:41.
2009. Five years on, we're still discussing a preferred routd. It is | :08:42. | :08:47.
really going to happen this time. We are consulting on the boot `t the | :08:48. | :08:52.
moment and we expect me bridging the first spades in the ground hn 2 16. | :08:53. | :08:57.
The government have tripled the roads budget and we have thd money | :08:58. | :09:02.
to do it. You sound confident, but we have spoken to people today who | :09:03. | :09:08.
are not, and you cannot blale them, because there is a general dlection | :09:09. | :09:13.
next year, so you can't givd any guarantees. We have laid out our | :09:14. | :09:18.
plans for after the election. I can understand people being concerned, | :09:19. | :09:24.
because Tony Blair, when he came in in 1997, he declared a moratorium on | :09:25. | :09:33.
road projects. We do understand the importance of interest at Church in | :09:34. | :09:38.
shooting we have a modern economy, capable of withstanding the talent | :09:39. | :09:42.
is of the 21st`century. The work will get underway in the sulmer of | :09:43. | :09:48.
2016. I might even still be the minister then to go and makd sure it | :09:49. | :09:51.
happens. Thank you very much indeed. Thank you. Other news and | :09:52. | :09:58.
staff working at the Weetabhx factory in Northamptonshire are | :09:59. | :10:00.
being consulted over possible cuts to pay and working hours. There are | :10:01. | :10:04.
concerns there could be a 10% wage cut for some workers and a wage | :10:05. | :10:07.
freeze for others. Weetabix employs 1,800 people locally. | :10:08. | :10:23.
Staff at Weetabix could facd cuts to pay and working hours. Discount | :10:24. | :10:30.
stores have risen in popularity and one of us are choosing supermarket | :10:31. | :10:36.
own brands. It is a very modern problem for an historic firl. | :10:37. | :10:40.
Founded in the 1930s, familx owned until a decade ago, in the last | :10:41. | :10:45.
couple of years, a Chinese company what a 60% stake in the firl, which | :10:46. | :10:50.
has led to moves conquer new markets. But no Weetabix has | :10:51. | :10:54.
confirmed it has been consulting the staff over proposals on pay and | :10:55. | :11:00.
shifts, but wouldn't go into details. The trade union sed | :11:01. | :11:06.
discussions are ongoing. We have been contacted by someone who claims | :11:07. | :11:12.
to work here at the factory. They say there is industrial unrdst here | :11:13. | :11:17.
over proposals which would result in a 10% wage cut and that all this is | :11:18. | :11:21.
happening while the Chinese owned company is making a profit. One | :11:22. | :11:27.
national newspaper today is reporting the firm is trying to | :11:28. | :11:32.
avoid compulsory redundancids. Police searching for a misshng | :11:33. | :11:35.
teenager from Milton Keynes have handed the investigation ovdr to the | :11:36. | :11:38.
Major Crime team. 16`year`old Cailey`Anne Payne vanished from | :11:39. | :11:43.
Fishermead 12 days ago. She has not been in contact with her falily | :11:44. | :11:47.
since then. Now a squad of specially trained officers will investigate | :11:48. | :11:50.
her disappearance. Two men accused over the st`bbing of | :11:51. | :11:54.
four men at a Bedfordshire barn party have had their cases dropped. | :11:55. | :11:58.
The Crown Prosecution Service told a court it was offering no evhdence | :11:59. | :12:01.
against Bailey Bowen and Li`m Daniels after the party at Begwary | :12:02. | :12:06.
last October. Both men had been charged with conspiracy to cause GBH | :12:07. | :12:09.
with intent and affray, but those charges were dropped. | :12:10. | :12:23.
Plans for a waste incinerator in King's Lynn are no more. Norfolk | :12:24. | :12:28.
County councillors voted thhs afternoon to terminate the contract, | :12:29. | :12:31.
saying it did not represent value for money. Issue has dominated | :12:32. | :12:37.
political life in the countx for the last three years. It will cost the | :12:38. | :12:41.
local authority ?30 million to pull out of bed deal, that is about 200 | :12:42. | :12:49.
per household. Today protesters came to County Hall to celebrate. The | :12:50. | :12:54.
public gallery packed half `n hour before the meeting began. I think it | :12:55. | :12:59.
is a very important day, it is very big issue for King's Lynn and West | :13:00. | :13:04.
Norfolk. This chimney would've been pumping 20 tonnes of materi`l into | :13:05. | :13:07.
the atmosphere every hour. The council is gathered for a mdeting | :13:08. | :13:13.
which they you would have f`r reaching consequences, the speeches | :13:14. | :13:21.
impassioned. It is time to remove this dark cloud that hangs over that | :13:22. | :13:27.
community. This is the wrong project in the wrong place at the wrong | :13:28. | :13:33.
time. We have had a lot of hll informed mass hysteria from small | :13:34. | :13:37.
groups of highly those of hhghly those effortless minorities, who | :13:38. | :13:40.
basically do not want anythhng they could not understand in thehr | :13:41. | :13:47.
backyard. The reason for pulling out now is because the Environmdnt | :13:48. | :13:52.
Secretary still hasn't decided whether or not to grant planning | :13:53. | :13:55.
permission and won't see whdn he will. The council says the delay | :13:56. | :14:02.
adds ?140,000 a day and by the summer, it will no longer offer | :14:03. | :14:08.
value for money. We inheritdd this contract, but we would have stuck to | :14:09. | :14:15.
it and the Minister's delay in giving a decision meant it was no | :14:16. | :14:20.
longer viable. The Conservatives say it still meant by you for money and | :14:21. | :14:24.
the council has jumped too soon It was premature to make a dechsion | :14:25. | :14:30.
today, because we know it h`s cost the council ?30 million tod`y, which | :14:31. | :14:36.
is why I voted against it. The leader of the Liberal Democrats said | :14:37. | :14:46.
it was a long and tortuous journey. This story is not over yet. | :14:47. | :14:54.
anything I put any stamp of authority into the games. Ever since | :14:55. | :15:02.
fixtures were published, thdy were to decide if it was Premier or | :15:03. | :15:05.
championship football next season. It was a fortnight ago todax that | :15:06. | :15:18.
the town of Corby was left reeling at the news that 900 jobs wdre going | :15:19. | :15:22.
at Solway Foods. Since then there have been a series of job f`irs to | :15:23. | :15:26.
help those people now out of work. But Northamptonshire alreadx has | :15:27. | :15:29.
some of the highest rates of unemployment in the region. Corby | :15:30. | :15:32.
itself at 11.5%, Wellingborough with 9% and Northampton at 8.4%. All of | :15:33. | :15:37.
them as you can see well above the national average of 7.7%. The local | :15:38. | :15:42.
college is trying to do somdthing about those figures and is now | :15:43. | :15:45.
offering a course which teaches people how to get a job. Nehl | :15:46. | :15:49.
Bradford has been to meet some students. | :15:50. | :16:00.
This is a college course of the difference. As well as a promise of | :16:01. | :16:05.
a qualification, students are guaranteed a job interview. It is a | :16:06. | :16:09.
big opportunity for this 21`year`old, who has been unemployed | :16:10. | :16:14.
for four months. After some last`minute preparation, her big | :16:15. | :16:19.
moment has finally arrived. I am quite nervous. I have not done it | :16:20. | :16:22.
for quite awhile, but the course is help me build up confidence. Touch | :16:23. | :16:30.
wood, everything will be all right. Best of luck. Thank you. Lewis, who | :16:31. | :16:40.
is 23, has also benefited from the course, run by Northampton College. | :16:41. | :16:44.
Today he is hoping a successful interview will secure a job with a | :16:45. | :16:50.
local company. The company has helped develop the course whth the | :16:51. | :16:54.
College and the job centre. We get the opportunity to work with them | :16:55. | :16:59.
over an extended period. Thd build`up self`esteem and fedl more | :17:00. | :17:03.
confident when they come to interview, because they fully | :17:04. | :17:08.
understand what we're asking for. Whatever the outcome of the | :17:09. | :17:10.
interview, Lewis says the h`s been useful. You get experience `nd | :17:11. | :17:17.
qualifications and it shows employers who are willing to do what | :17:18. | :17:22.
is necessary to get into thd job. Back in the interview room, | :17:23. | :17:26.
Chantelle has been putting her learning into practice. Aftdr more | :17:27. | :17:30.
than half an hour, her nervds have been well and truly tested. How did | :17:31. | :17:37.
it go? It was nerve wracking. I do confident you did the best xou | :17:38. | :17:40.
could? Hopefully, I feel quhte confident in myself. Job offer or | :17:41. | :17:48.
not, Northampton College saxs courses like this are a success for | :17:49. | :17:53.
all concerned. A lot of people have that problem with either getting the | :17:54. | :17:58.
interviewer once they get to interview, getting the job, and we | :17:59. | :18:03.
can help them develop those skills, again, working with a real company | :18:04. | :18:09.
to look at bespoke skills and development needed to get into that | :18:10. | :18:13.
sector. The college is now looking for other local companies to work | :18:14. | :18:18.
with. Chantelle, Lewis and the rest of the students face an anxhous few | :18:19. | :18:24.
days as they wait for news. Football now and let's look ahead to | :18:25. | :18:28.
what's going to be a crucial week for Luton and MK Dons, both still | :18:29. | :18:32.
chasing promotion. The Dons are in the running for a play`off place in | :18:33. | :18:36.
League One following their weekend win at Coventry. The team w`s | :18:37. | :18:40.
captained once again by Dean Lewington, who's fast appro`ching | :18:41. | :18:51.
500 games for the Dons. It hs rare to find a player who has st`yed | :18:52. | :18:56.
loyal to one club. Dean Lewhngton has played 500 times for MK Dons. It | :18:57. | :19:06.
is a lot of games, it doesn't feel like it is that many. It fedls like | :19:07. | :19:11.
yesterday I was making my ddbut I'm surprised it has got to that many. | :19:12. | :19:16.
He is the longest serving player in our region, a relic of the club s | :19:17. | :19:23.
Wimbledon days. I was struggling to get into the team and you worry | :19:24. | :19:38.
about where your career is going. A lot of the other players got | :19:39. | :19:41.
released edit given opportunity for young boys to come in. He wdars his | :19:42. | :19:49.
heart on his sleeve is, but off the pitch, he is a great man in the | :19:50. | :19:52.
dressing room, he gets the lads going. He is a top man and he is | :19:53. | :19:59.
good to be around. Respected by his team`mates, Dean Lewington's trusty | :20:00. | :20:03.
left foot is also feared by his rivals, but not on this occ`sion. It | :20:04. | :20:07.
was left one of the younger statesman to the business. There is | :20:08. | :20:12.
little chance he will remain in MK Dons allows on this evidencd for a | :20:13. | :20:25.
decade. Dons needed to keep going for their play`off chances. A | :20:26. | :20:29.
masterstroke with the much travelled striker settling the game whth a | :20:30. | :20:33.
touch of class. Captain and manager happy, job done. He is an | :20:34. | :20:39.
unbelievable man. He could've gone to three times, but he staydd here | :20:40. | :20:47.
because the football club mdans so much to him. Peterborough losing in | :20:48. | :20:53.
sixth place means the gap is just six points and nobody 's booking | :20:54. | :20:57.
their summer holidays just xet. Jonathan joins me now. So a crucial | :20:58. | :21:02.
week for MK Dons. But it's `lso going to be an interesting week for | :21:03. | :21:08.
Norwich City, isn't it? The team now have a new manager. Last night, the | :21:09. | :21:22.
manager was sacked after a liserable run of six defeats and repl`ced by | :21:23. | :21:27.
Neal Adams. Norwich are still five points above the relegation zone, | :21:28. | :21:30.
but many fans wanted to see a change, particularly with four games | :21:31. | :21:38.
against Liverpool, Manchestdr United and other teams. Adams said he is | :21:39. | :21:45.
not daunted and the club sahd they had to make that decision. We didn't | :21:46. | :21:51.
have much choice, because four points from six games is relegation | :21:52. | :21:57.
territory, so we had to do something about it. That needs to be | :21:58. | :22:02.
addressed. The battle to st`y in the Premier league is a worth about ?100 | :22:03. | :22:11.
million. For Luton town, it is the state is that really matters and | :22:12. | :22:13.
they could end their non`le`gue exile this week. If they win | :22:14. | :22:20.
tomorrow night and Cambridgd lose against Woking on Thursday, then | :22:21. | :22:25.
they are up. 40 points they have had to deduct over the years and that is | :22:26. | :22:31.
for financial irregularities and administration. If they did go up, | :22:32. | :22:37.
they will be very happy indded. You can see more about Norwich `nd MK | :22:38. | :22:47.

That's BBC One tonight at the slightly later time of 11.24pm. Now, | :22:54. | :22:57.
it's 40 years since every town in Britain was given a postcodd. The | :22:58. | :23:00.
very first postcodes were jtst a single letter, introduced in London | :23:01. | :23:03.
more than 150 years ago. Today, there are nearly two million of them | :23:04. | :23:07.
covering the whole country. And now Norwich has been recognised for its | :23:08. | :23:10.
role as a pioneer of the modern postcode. | :23:11. | :23:12.
The plaque says it all. Norwich was the test`bed of present`day | :23:13. | :23:16.
postcodes. They were trialldd in Norfolk and Norwich, becausd Norwich | :23:17. | :23:22.
had an avant`garde postmastdr and he had machines put in here. The | :23:23. | :23:26.
technology was first developed in the late 1950s. It made the sorting | :23:27. | :23:39.
of male 20 times faster. That machine was one of the first to | :23:40. | :23:43.
come to Norwich. It was one of the first to prove that machines could | :23:44. | :23:48.
sort mail. 82`year`old Brian was one of the first post meant to try out | :23:49. | :23:54.
the machines. We had many ydars to get people to use the postcodes but | :23:55. | :24:01.
now it is somewhere about 90%. That is of the postcode has been extended | :24:02. | :24:11.
to other fields. I got here by putting the postcode into mx sat now | :24:12. | :24:15.
have. When you ring up about something, the first thing they ask | :24:16. | :24:22.
for is your postcode. Sometimes insurance premiums go up | :24:23. | :24:27.
when your postcode changes. Nobody has moved, no houses have moved but | :24:28. | :24:32.
we are in a high`risk area because we belong to Felixstowe. Thdy can go | :24:33. | :24:41.
wrong. Some deliveries go to the wrong place, including this | :24:42. | :24:46.
scaffolding. I have had a l`rge television turn and somebodx's | :24:47. | :24:51.
personal documents. As with postcodes, so with life, thhngs | :24:52. | :24:57.
don't always go according to plan. Let's have a look at the we`ther now | :24:58. | :24:59.
with Dan Holley. It has been quite mild, bec`use we | :25:00. | :25:13.
are in between the warm and cold fronts. Our attention is mahnly | :25:14. | :25:21.
focused on this narrow band of heavy rain starting to push in across the | :25:22. | :25:27.
Midlands. That will continud to move its wheat used words over the next | :25:28. | :25:31.
couple of hours. Heavy bursts of rain, gusty winds, some thunder The | :25:32. | :25:37.
odd shower coming later in the night, but a predominantly trier | :25:38. | :25:43.
enter the night. Temperaturds quite chilly, four or five degrees, but | :25:44. | :25:47.
the strength of the wind should keep us mainly frost free. High pressure | :25:48. | :25:58.
building, but a cute showers around, especially the mornhng. Some | :25:59. | :26:03.
sunny spells, patchy cloud coming and going. A lot of dry weather | :26:04. | :26:10.
around. The winds will still be quite strong. Temperatures on the | :26:11. | :26:17.
monitor, maybe 12 or 13 degrees average for this time of ye`r. It | :26:18. | :26:21.
will feel fresher than it h`s done over the last few days. Largely | :26:22. | :26:33.
clear skies overnight on Tudsday and Wednesday. Predominantly settled, | :26:34. | :26:40.
not a lot changing. This cold fronts eventually bringing some patchy rain | :26:41. | :26:43.
later in the day on Thursdax and first thing Friday morning. Once | :26:44. | :26:49.
that has gone through, it starts to brighten up again. A lot of dry | :26:50. | :26:55.
weather around and that staxs the same on Saturday. Some chilly nights | :26:56. | :27:01.
with perhaps frost over the next few days. | :27:02. | :27:08.
That's all from us. We'll bd back with an update at 10.25. Until then | :27:09. | :27:11.
have a very good evening. Goodbye. | :27:12. | :27:14. |
