In the programme tonight, topping out the region's newest hospital,

:00:00.:00:00.

but what about the pressure on existing services.

:00:00.:00:10.

The truth is, we're looking after more than 1 million people over the

:00:11.:00:27.

age of 75 than we barely a decade ago.

:00:28.:00:28.

Peterborough's Sikh community preparing for one

:00:29.:00:30.

A brand new drama for Luton, as the Arts Council pumps

:00:31.:00:34.

in ?2 million to develop the local arts scene.

:00:35.:00:40.

And as we say goodbye to thd red telephone boxes, a find out the

:00:41.:00:47.

weird and wonderful ways yot have been keeping them open for business.

:00:48.:00:50.

First tonight, the region's newest hospital is taking

:00:51.:00:52.

All this week on Look East we have been looking at the day-to-day

:00:53.:00:56.

issues which place increasing pressure on our hospitals.

:00:57.:00:58.

Often, a combination of too many people heading unnecessarilx

:00:59.:01:00.

to hospital A departments, plus so called bed blocking,

:01:01.:01:02.

when it is difficult to discharge medically-healthy patients.

:01:03.:01:04.

But today, the new Papworth Hospital was topped out -

:01:05.:01:06.

the latest stage in the devdlopment of a brand new 300-bed facility

:01:07.:01:09.

Here is our health reporter, Nikki Fox.

:01:10.:01:22.

These cranes helping create a global centre of excellence.

:01:23.:01:28.

The future of the NHS - specialist centres centralised

:01:29.:01:33.

on one site, where the best in the country will collaborate

:01:34.:01:37.

All our patients have got more diseases than they used to.

:01:38.:01:40.

They are getting more complex diseases.

:01:41.:01:47.

So for future patients, we need to make sure we have educathon

:01:48.:01:49.

It will be built alongside the new hospital

:01:50.:01:59.

and that will allow us to provide tomorrow's medicine today.

:02:00.:02:02.

The old Papworth hospital d`tes back to the First World War.

:02:03.:02:04.

The village was a sanctuary for patients to be treated

:02:05.:02:06.

In 1979, surgeons there performed the UK's first

:02:07.:02:09.

Its international reputation was born.

:02:10.:02:13.

Today, the final concrete slab sealing the roof was set in place.

:02:14.:02:17.

It will make life easier for the doctors and nurses

:02:18.:02:20.

and make it even better for providing care.

:02:21.:02:26.

The fact that it is next door to Addenbrookes, that

:02:27.:02:28.

will be two-pronged approach to patient care.

:02:29.:02:30.

It will be absolutely second to none.

:02:31.:02:31.

This, the first look at the skeleton of the new building.

:02:32.:02:34.

The majority of those are all single rooms.

:02:35.:02:37.

So, for infection control ptrposes, and for privacy and

:02:38.:02:39.

dignity, absolutely the right way to go.

:02:40.:02:41.

And controlling these environments and

:02:42.:02:42.

making them very special for patients.

:02:43.:02:47.

Is that a mistake, given the way demand is growing?

:02:48.:02:52.

No, at the moment we have open wards.

:02:53.:02:54.

We have to keep men and womdn in different locations.

:02:55.:02:56.

With the single rooms, you can keep your occupancy up

:02:57.:02:59.

because you're not having to worry about the gender specifics.

:03:00.:03:01.

Equally, we have to close w`rd areas for infection control purposes.

:03:02.:03:11.

The initial cost to replace the old Papworth, ?165 millhon,

:03:12.:03:14.

Some think it may lack the tranquility of the past.

:03:15.:03:23.

But a new place for restful recovery.

:03:24.:03:25.

But it will be an international heart

:03:26.:03:27.

Others say it will provide ` lasting legacy for the future.

:03:28.:03:39.

The Health Secretary Jeremy Hunt has been visiting the region today.

:03:40.:03:41.

After a visit to Hinchingbrooke Hospital in Huntingdon,

:03:42.:03:44.

he went to a mental health facility in Cambridge.

:03:45.:03:47.

As we have heard on Look East this week, dealing with patients

:03:48.:03:50.

with mental health issues is one factor putting pressure

:03:51.:03:52.

Our political reporter Tom Barton went to meet the Health Secretary.

:03:53.:04:09.

For the Health Secretary, the chance to hear from those to use mdntal

:04:10.:04:14.

health services in Cambridgdshire and to hear from plans to t`ke the

:04:15.:04:22.

pressure of accident and emdrgency departments, by providing specialist

:04:23.:04:28.

help. I asked him prior it had taken him six years to address thd

:04:29.:04:32.

problem. We have made important progress. We asked in 1400 people

:04:33.:04:38.

with mental illness conditions every single day, compared to six years

:04:39.:04:42.

ago. But the truth is that hs so much more we can do. One of the

:04:43.:04:48.

things we need to do is to be able to promise every NHS patient that we

:04:49.:04:52.

will be there for you in a lental health crisis. This week, wd have

:04:53.:04:57.

about the crisis in accident and emergency. There is no wintdr

:04:58.:05:06.

pressure. When finished herd all year round. Are we funding hospitals

:05:07.:05:15.

enough to keep up with the lan? We are dealing with more than 0 million

:05:16.:05:21.

people over the age of 75 and beware on decade ago. Doctors and nurses

:05:22.:05:26.

have never worked so hard. There has to be more services within the

:05:27.:05:37.

community. When you look at the finances, they are expecting two in

:05:38.:05:42.

?300 million in deficit in this region. The funding we put hn which

:05:43.:05:56.

was an extra ?4 billion this year, it is what they ask for. It is not

:05:57.:06:03.

enough for hospital. It is what they asked for. We need to balance all

:06:04.:06:09.

the resources. Demand has gone up hugely, more than was antichpated.

:06:10.:06:15.

But there are lots of things we can do. And we're trying to do those

:06:16.:06:21.

successfully to help servicds. What you cannot fault is the incredible

:06:22.:06:28.

stuff on the front line. We know that they will continue to give a

:06:29.:06:33.

really good service to all those needing it. This unit in Calbridge

:06:34.:06:38.

is designed to support thosd facing a mental health crisis, but services

:06:39.:06:42.

like this can only go so far to solving the problems facing the

:06:43.:06:49.

waiter National Health Servhce. -- wader.

:06:50.:06:51.

Nikki Fox joins me now in the studio.

:06:52.:06:53.

So, on the one hand, millions of pounds being spdnt

:06:54.:06:56.

on a new hospital, while local hospitals struggle to cope

:06:57.:06:58.

This is because pub worth h`s not been financed primarily by the

:06:59.:07:12.

government. The private company pays for the building of the hospital and

:07:13.:07:21.

the hospital then pays about rent for 30 years. Other hospitals in the

:07:22.:07:26.

region desperately need rebtilding, but the government are reluctant to

:07:27.:07:29.

approve any of these new schemes because in early deals like the one

:07:30.:07:33.

at Peterborough were such b`d value for money.

:07:34.:07:35.

Is the future, that we will have more specialist services together

:07:36.:07:38.

Very much so. / services cotld be centralised, which has alre`dy

:07:39.:07:49.

happened in London. That has improved outcomes. It also saves

:07:50.:07:58.

money. There is also? Already over the maternity unit at Bedford

:07:59.:08:05.

Hospital. People may have to travel farther for the clear, but NHS

:08:06.:08:08.

England says it may improve outcomes.

:08:09.:08:11.

And the Sunday Politics show for the East will be taking a closer

:08:12.:08:14.

look at the financial deficits our hospitals

:08:15.:08:16.

A woman who started a new lhfe in the Fens says her love story

:08:17.:08:22.

Alex Chapman married a farmdr here four years ago and had a baby.

:08:23.:08:26.

But the Home Office is now insisting she must return

:08:27.:08:28.

For more than a year, she h`s been trying to avoid deportation.

:08:29.:08:37.

She is a farm girl from New Zealand who met her husband Will

:08:38.:08:40.

They have a five-month-old baby, Olivia.

:08:41.:08:44.

Alex's 2.5 year visa expired last December.

:08:45.:08:57.

It was a shock when, just after Christmas last ydar, they

:08:58.:09:00.

heard that her application to remain here was refused.

:09:01.:09:02.

She works at the office of W R Chapman Son, and son a

:09:03.:09:06.

The Home Office were not satisfied about her

:09:07.:09:09.

income or convinced it would be a serious hardship for the couple

:09:10.:09:11.

An appeal has dragged on for a year, with her passport being withheld by

:09:12.:09:16.

the Home Office and the couple remained in limbo.

:09:17.:09:19.

It is a bit distressing, obviously, the position

:09:20.:09:20.

Alex and I, plus our daughtdr, would like to go over to

:09:21.:09:26.

New Zealand to meet the rest of her family at Christmas.

:09:27.:09:31.

We are struggling to do that, at the moment.

:09:32.:09:34.

Also, we would like to see her elderly grandparents, as thdy

:09:35.:09:37.

These seem to open the doors for other people, but they seem they do

:09:38.:09:55.

not want us to be here. I al not taking anything from the government.

:09:56.:09:59.

I have always worked. You do feel you do not want you here at all Do

:10:00.:10:08.

you get upset about this. Yds, I do often. Hopefully, it will gdt sorted

:10:09.:10:16.

out. She plays an important role within the company. The company has

:10:17.:10:27.

?2.8 million turnover, and ht employs up to 35 people. Thdy have

:10:28.:10:32.

almost spent ?5,000 in legal fees and it will cost thousands lore to

beat represented at an appe`l hearing scheduled for Febru`ry. Last

:10:39.:10:45.

year, they lost their baby Daisy after just 17 years -- thesd of

:10:46.:10:47.

life. Next tonight, the community helping

:10:48.:10:54.

the homeless in Peterborough. For Sikhs, this weekend sees

:10:55.:10:56.

the festival of Bandi Chor Divass. As part of the celebrations,

:10:57.:10:59.

they are preparing traditional food and emergency supply bags,

:11:00.:11:01.

which will be offered to holeless This three-day festival

:11:02.:11:04.

:11:05.:11:12.

traditional food is prepared and then offered to others

:11:13.:11:16.

in the community. That is one of the main staple

:11:17.:11:22.

curries we have got over here. We have got a rice

:11:23.:11:28.

pudding over here. That is what we will be

:11:29.:11:30.

serving to the homeless. On Sunday, the fresh

:11:31.:11:33.

food will be prepared and it will be distributed

:11:34.:11:42.

to the homeless by ourselves We will set the tables and give

:11:43.:11:59.

these foods for the homeless and the needy. We hope more people out there

:12:00.:12:05.

follow into this. This year is slightly different. Offering

:12:06.:12:13.

traditional food, winter supplies with hats and scarves will `lso be

:12:14.:12:20.

handed out. We wanted to expand the scheme, to maybe incorporatd the

:12:21.:12:23.

likes of blankets and hot clothing. We try and make it better every

:12:24.:12:28.

year. It is greatly appreci`ted and gives us a warm feeling that we can

:12:29.:12:34.

help people less fortunate than ourselves in the society. It is also

:12:35.:12:41.

part of the worldwide kitchdn programme, which means it whll

:12:42.:12:46.

continue to offer food to homeless people through the winter every

:12:47.:12:47.

month. The company which developed

:12:48.:12:48.

the world's longest aircraft, the Airlander 10, says

:12:49.:12:50.

it is on schedule to fly ag`in in the early part of 2017,

:12:51.:12:53.

after it was damaged by a hdavy landing during its second

:12:54.:12:55.

test flight in August. Hybrid Air Vehicles said thd damage

was confined to the external structure of the cockpit

youths took to the streets on the Marsh Farm Estate, attacking

many buildings indiscriminately But on Saturday night,

:15:09.:15:13.

there was a rave on the outskirts of the town which, many belheve

:15:14.:15:16.

calmed the troubles. Luton has been targeted

:15:17.:15:20.

to receive nearly ?2.2 millhon of Arts Council England funding

:15:21.:15:22.

because of its low levels This project, run by Revoluton Arts,

:15:23.:15:24.

is part of that. We talk about the health

:15:25.:15:29.

service, very important. We talk about schools,

:15:30.:15:31.

very important. But the social fabric,

the way that we kind of connect Well, arts is the best kind

:15:36.:15:37.

of instrument that we have for that, for coming together,

:15:38.:15:44.

reflecting on who we are. And for the young actors involved,

:15:45.:15:47.

it's been a chance to engagd with both local

:15:48.:15:50.

history and the arts. So I used to live on Marsh Farm

:15:51.:15:51.

for a bit, and no one ever And it's just a new thing

to the younger generation, H guess. The fact that I'm hearing

:15:56.:16:01.

this and seeing the play and being involved in it,

:16:02.:16:03.

I feel that I am actually a part of the history,

:16:04.:16:06.

and part of the next generation And I'm proud to say that

:16:07.:16:09.

I am a Marsh Farmer. I think Luton is a really exciting

:16:10.:16:11.

place to be at the moment. There's a lot of creative pdople

in the town and inspiration The play will be performed over

the weekend on the Marsh Farm estate Tickets can be reserved

:16:18.:16:21.

and you can pay what you thhnk the performance is worth,

:16:22.:16:25.

or what you can afford. Let's move on to sport,

:16:26.:16:34.

and there are plenty of eye, catching fixtures in the football,

:16:35.:16:39.

with Norwich and Brighton mdeting each other in a top of the table

:16:40.:16:48.

clash in the Championship. And the chairman of Northampton

:16:49.:16:50.

Saints comes out fighting as the storm clouds gather over

:16:51.:16:52.

Franklin's Gardens. It is a critical game from

:16:53.:16:59.

Northampton against Gloucestershire in the premiership. They were the

:17:00.:17:06.

premiership championship -- champions a few years ago. Now there

:17:07.:17:11.

is disarray amongst the club and the fancier. They hope for a ch`nge in

:17:12.:17:15.

fortunes. But today the chahrman has come out fighting. He has come out

:17:16.:17:25.

in support of the managerial team and believes they can save the

:17:26.:17:27.

Saints. I do not think there is a specific

:17:28.:17:28.

area where it has gone wrong. We had a tough start in fixtures at

:17:29.:17:31.

the beginning of the season. But, you know, in sport,

:17:32.:17:35.

there are highs and lows in sport. I have been involved here shnce 1988

:17:36.:17:37.

and we have had fantastic successes but we have had

:17:38.:17:40.

the low moments as well. And we want to win every wedk,

:17:41.:17:43.

but in sport, in a very competitive league, like the Aviva Premhership,

:17:44.:17:46.

it is not always possible. What are the players

:17:47.:17:48.

saying to you the moment? Everyone I have spoken to this week

:17:49.:17:51.

wants to put good that And so they want to bounce back very

:17:52.:17:58.

positively tonight in the g`me. I have spoken to the fitness guys,

:17:59.:18:03.

the coaches, everyone is up for it. So we just have to hope we get

:18:04.:18:06.

the right result. I know you have spoken

:18:07.:18:09.

with Jim recently. He is obviously upset about the way

:18:10.:18:11.

that things have gone latelx. Are you confident that he

:18:12.:18:17.

can turn this around? Because inevitably, after tdn years,

:18:18.:18:23.

it is understandable that pdrhaps that message to the players get

:18:24.:18:25.

a little bit stale at times. Is he still your man for thd job,

:18:26.:18:28.

and Dorian West as well? I have total confidence

:18:29.:18:31.

in them and total faith. Again, if you look at sporthng

:18:32.:18:37.

analogies, you look at the Wengers of this world and the Fergusons

:18:38.:18:43.

they were successful over mtch So, because you're there for a long

:18:44.:18:45.

period doesn't mean that is wrong. It can be quite the reverse.

:18:46.:18:50.

It can lead to successful pdriods. I am not worried

:18:51.:18:53.

at the moment, no. Don't get me wrong, I want

:18:54.:18:55.

us to be successful. I have been here since 1988,

:18:56.:18:59.

involved in here since then. We want to be successful but I do

:19:00.:19:04.

have that faith in the coaching team We have a fantastic squad of

:19:05.:19:08.

players, but it is just the nature. It is a team that has to gel

:19:09.:19:12.

on the day and sometimes it does I am hopeful and confident

:19:13.:19:16.

it will gel tonight. Tony, thank you very much

And I get that buyers and energy from the fans.

It is a top six clash with Notts County tomorrow. If Jones w`s in

:22:03.:22:03.

On Wednesday this week, we reported plans by BT to review

:22:04.:22:06.

the future of dozens of red telephone boxes across the region.

:22:07.:22:10.

That report had many of you seeing red.

:22:11.:22:17.

And, well, reaching for the telephone.

:22:18.:22:19.

They included Look East viewers from West Row in Suffolk.

:22:20.:22:26.

You would have thought it h`d just come off the production mind.

:22:27.:22:30.

Shiny and new, but no telephone inside.

:22:31.:22:51.

Just how on earth did this get in your back garden?

:22:52.:22:56.

It came all the way from Exdter on the back of a trailer.

:22:57.:22:59.

And, Paul, what would it look like when you got it?

:23:00.:23:02.

Weeds growing in it, the paint was all off, rust...

:23:03.:23:05.

It is not going to stay here in your back

:23:06.:23:10.

I have to admit, this is a fantastic idea, both of you.

:23:11.:23:17.

But let me just use my modern-day smartphones to show you this idea.

:23:18.:23:20.

Over in Cambridgeshire, they have transformed their little

:23:21.:23:22.

We went round the village to see what people really wanted.

:23:23.:23:27.

And it turned out that it was a book store.

:23:28.:23:29.

So, we have completely revalped the telephone box into a sm`ll book

:23:30.:23:32.

Since the library has been in operation, it

:23:33.:23:35.

Virtually every day. And certainly by the childrdn.

:23:36.:23:39.

It really is an asset to the village, I think.

:23:40.:23:43.

Now, earlier this week on the programme, we asked

:23:44.:23:46.

you to e-mail us to tell us what you think BT should

:23:47.:24:00.

He says, my suggestion is to convert them into multi-network points,

:24:01.:24:07.

where anyone with a mobile phone can make an emergency call.

:24:08.:24:09.

Dee says, they could make the boxes into Wi-Fi hotspots.

:24:10.:24:12.

And Diane thinks that they would make a great homeless sheltdr.

:24:13.:24:18.

But what do you do if you c`n't afford one but you would

:24:19.:24:21.

like to keep a traditional red phone box?

:24:22.:24:23.

This 90-day consultation me`ns that people can get in touch

:24:24.:24:27.

with their local councils, and some people might

:24:28.:24:29.

want to remove the boxes, some people might want to kdep them.

:24:30.:24:32.

Or they can adopt them from us for just ?1.

:24:33.:24:34.

And the deadline for this is the end of January.

:24:35.:24:37.

Whether you want to adopt one or dig deep and buy one yourself,

:24:38.:24:41.

it is your chance to save a piece of local history.

:24:42.:24:46.

Did she say thank you? She just hung up!

:24:47.:24:55.

We should say thank you to `ll of you who got in touch. A lot of you

:24:56.:24:59.

still think they should be tsed as phone boxes.

:25:00.:25:03.

We like the book store idea. Fantastic. I have to say th`nk you

:25:04.:25:08.

as well because we have had lots of fantastic weather Watchers pictures.

:25:09.:25:12.

Sadly can assure a few of them. This is the sun rising in Essex today.

:25:13.:25:15.

And Mark snapped this one on a morning walk. And finally, lilky

:25:16.:25:26.

skies over Milton Keynes today. They all showed blue sky, these pictures,

:25:27.:25:29.

but there was a lot of ) today generally. You can see this in the

:25:30.:25:34.

picture. Some breaks in Indha. Despite the cloud, temperattres were

:25:35.:25:38.

degrees above average. Tonight, staying mild and quite a lot of

:25:50.:25:52.

cloud feeding them from the north. Clear skies at times. Underneath

:25:53.:25:57.

that, we see patchy mist and fog developing. Temperatures for many of

:25:58.:26:00.

us staying in double figures. It is a mild night, and it should be

:26:01.:26:05.

around five Celsius at this time of year. We might see beyond a domain

:26:06.:26:09.

services in riddles bots, btt it is very mild with light and variable

:26:10.:26:14.

winds. Tomorrow, high presstre is in charge but quite a lot of cloud got

:26:15.:26:18.

up in this circulation. Any mist and fog might take a little while to

:26:19.:26:20.

clear up tomorrow morning and then generally quite cloudy skies. But

:26:21.:26:24.

like today, hopefully the cloud fins and breaks to allow brightndss and

:26:25.:26:29.

sunshine through. Temperatures, at best, for many of us, ranging from

:26:30.:26:35.

14-16dC. Will we get sunshine and brightness coming through, like

:26:36.:26:39.

today, you could see around 17 and 18 Celsius. We hold onto whhte winds

:26:40.:26:41.

tomorrow between the south-west and tomorrow between the south-west and

:26:42.:26:45.

the south-east. So then, into Saturday evening, and into Saturday

:26:46.:26:51.

night, it will stay dry. Ag`in, we will see some mist and fog

:26:52.:26:54.

reforming. That means on Sunday again, mist and fog rostering. High

:26:55.:26:59.

pressure still in charge on Sunday. So once the mist and fog has gone,

:27:00.:27:03.

it should be fine and dry again with sunny spells. With the wind settling

:27:04.:27:07.

to the south-east, bringing in dry area from the continent, I think the

:27:08.:27:10.

better chance of the code breaking on Sunday, allowing decent sunny

:27:11.:27:16.

spells. It is a repeat performance on Monday. Another mild Halloween.

:27:17.:27:22.

The third in a row. On Tuesday, dry and bright start was the fog is gone

:27:23.:27:25.

but later, thicker cloud and outbreaks of rain pushing down from

:27:26.:27:29.

the North. It is likely to be light and patchy and once it is gone, much

:27:30.:27:33.

colder conditions following in behind. Don't forget, the clocks

:27:34.:27:34.

change at the weekend. I have only just spotted those

:27:35.:27:41.

ghouls at the end. That is `ll from Oz. Have a good weekend. Goodbye.

:27:42.:27:54.

It took us once to get through the novel Anna Karenina.

:27:55.:28:00.

It was used to help my friend with depression,

and finishing as we went to sleep at night.

tapping each letter through the wall that divided our cells

as we served life sentences in solitary confinement.

We promise to encourage others to dream big

:28:18.:28:26.

Why do you want to go to Great Britain?

:28:27.:28:28.

Because it is Great Britain, you see? Great.
