Hello and welcome to Friday's Look East.

:00:00.:00:00.

Millions of pounds for roads in Northamptonshire,

:00:00.:00:07.

with local supporters celebrating money for a new bypass

:00:08.:00:10.

It is the best part of 50 years that we have been trying to get something

:00:11.:00:19.

done about it. But will 500 new council

:00:20.:00:21.

houses make a difference As Cambridgeshire gears up

:00:22.:00:25.

for mayoral elections, we check out the powers

:00:26.:00:29.

and the limits of the mayor of Heidelberg - Cambridge's

:00:30.:00:32.

twin city in Germany. And we will be going back in time

:00:33.:00:42.

year that the Milton Keynes Museum, as work gets under way on to

:00:43.:00:53.

brand-new galleries. -- on two brand-new galleries.

:00:54.:00:55.

First tonight, another boost to this region's infrastructure

:00:56.:00:56.

as more money is announced for Northamptonshire's roads.

:00:57.:01:02.

?3.3 million will fund the widening of the A5 in the south

:01:03.:01:05.

It comes after yesterday's announcement of a share of

:01:06.:01:12.

And campaigners in the north of the county are cautiously hopeful

:01:13.:01:17.

that a new bypass may now be completed after years

:01:18.:01:19.

Stuart Ratcliffe is in Isham and joins us now.

:01:20.:01:27.

Just to give you an idea of geography, Isham is about halfway

:01:28.:01:35.

between getting in that direction and Wellingborough in that

:01:36.:01:39.

direction. Because it links to old Northamptonshire's biggest towns,

:01:40.:01:44.

this road is usually very busy. There has been a campaign for 50

:01:45.:01:49.

years to get a bypass but now that road could be closer than ever.

:01:50.:01:53.

The strength of feeling in this village is clear for all to see.

:01:54.:01:57.

Residents here say that this village has been blighted for far too long

:01:58.:02:02.

and the time has now come for a bypass.

:02:03.:02:04.

As part of that battle, Graham has been one of the

:02:05.:02:06.

campaigners who has recorded the traffic levels here.

:02:07.:02:10.

He has no doubt about the impact this road has on

:02:11.:02:13.

Sleep deprivation, just unpleasantness.

:02:14.:02:14.

Trying to get across this road is difficult.

:02:15.:02:23.

Trying to get out of the side roads is very difficult.

:02:24.:02:26.

Unless people actually stop, you just sit there for ages

:02:27.:02:28.

Today's announcement does not necessarily

:02:29.:02:38.

Today's announcement does not necessarily give the Isham bypass

:02:39.:02:40.

It has already been offered ?50 million.

:02:41.:02:45.

Today's announcement is a further ?10 million.

:02:46.:02:49.

The construction cost is estimated to be at least

:02:50.:02:51.

?38 million, so there is still a ?13 million shortfall and it is not

:02:52.:02:54.

entirely clear where that extra money will come from.

:02:55.:02:56.

Northants County Council is confident that the shortfall can be

:02:57.:03:02.

found. The county also received more good news today, with ?3.3 million

:03:03.:03:06.

being put towards a scheme to widen the notorious bottleneck on the A5.

:03:07.:03:14.

This area need some investment, especially where we allow the

:03:15.:03:20.

present time. Northamptonshire, as probably people now, we are lobbying

:03:21.:03:24.

to get more money for transport and things like that. That will come

:03:25.:03:28.

later on, but as far as I am concerned, yes, this is a great

:03:29.:03:32.

achievement. There has been a spate of infrastructure announcements this

:03:33.:03:37.

week. Money was promised to develop plans for Northampton's northern

:03:38.:03:43.

orbital road. Some have called on the Government to deliver more cash

:03:44.:03:48.

for more ambitious road projects. In times of austerity, wriggle room is

:03:49.:03:51.

limited and the Government says that these smaller schemes have the

:03:52.:03:53.

potential to make a big difference. Both today and yesterday's spending

:03:54.:03:57.

announcements are connected A short while ago, our political

:03:58.:03:59.

correspondent Andrew Sinclair told We were saying the other night that

:04:00.:04:13.

with Brexit looming, the Government is putting what little money it has

:04:14.:04:17.

in to developing the parts of the economy it believes have is -- has

:04:18.:04:24.

potential to grow. The likes of Milton Keynes is part of the

:04:25.:04:29.

Government's engine, which is keen to develop. Cambridge is getting

:04:30.:04:34.

money for infrastructure. This part of the region is in a good place.

:04:35.:04:39.

Very different to the far east of the region. Norfolk, Suffolk, Essex,

:04:40.:04:43.

we had a big road funding announcement today but many parts of

:04:44.:04:51.

the country like the North parts of England, we're getting something

:04:52.:04:55.

like 25- ?30 million to spend on congestion relief. Suffolk and Essex

:04:56.:05:02.

was bottom of the list by a very long way, in contrast. The

:05:03.:05:05.

Government is putting a lot of money and a lot of project but never the

:05:06.:05:09.

full amount. Are we being short-changed? That is only

:05:10.:05:13.

infrastructure is increasingly built these days. Because it is so

:05:14.:05:16.

expensive, the days that a Government could aptly put down an

:05:17.:05:20.

attire bypass are far disappearing. Now it is all part funding. The

:05:21.:05:27.

Government prisons are money, local councils put in money and altogether

:05:28.:05:34.

the project gets built. The Government amid those money into

:05:35.:05:36.

something beneficial the project will happen. That suggests that that

:05:37.:05:41.

bypass will go ahead pretty soon. A Cambridgeshire man has pleaded

:05:42.:05:45.

guilty to stabbing a man 28-year-old Andrew Hasler suffered

:05:46.:05:47.

multiple chest wounds and died At court today, Matthew Sharpe

:05:51.:05:55.

a 27-year-old woman The 40-year-old is due to be

:05:56.:05:58.

sentenced next week. A Cambridgeshire firm has been

:06:27.:06:33.

from the devolution deal between In 1980, there were 14,500 council

:06:34.:06:35.

houses in Cambridge, but that number has fallen

:06:36.:06:42.

to 7,000 this year. There are still around

2,000 people waiting And many more needing affordable

to use our right to buy receipts that we have,

:07:31.:07:35.

some ?20 million over that same period, which effectively gives us

:07:36.:07:39.

?90 million with which to build new, much-needed council

on the waiting list, There is a desperate need

:08:31.:08:32.

for housing within the city and the greater region and I believe

:08:33.:08:37.

that, actually, it It is not in the hundreds, 500s,

:08:38.:08:40.

it is in the thousands. Academics say councillors have moved

:08:41.:08:45.

quickly to benefit from devolution. Well, it is a real bold

:08:46.:08:47.

step and an early step. There is a housing strategy launched

:08:48.:08:52.

in the UK and Cambridge should City Council has taken a very early

:08:53.:09:02.

step, a leading step in providing So, this is really good news

:09:03.:09:05.

for the residents of Cambridge. New homes that for a while will easy

:09:09.:09:12.

Cambridgeshire's first Whoever wins, a range of new powers

:09:13.:09:16.

will lie in the hands It may well be brand new for us,

:09:17.:09:24.

but elsewhere in Europe, it's a form of local government

:09:25.:09:29.

that's been in place for decades. Our political reporter Tom Barton

:09:30.:09:32.

has been to Cambridge's twin city - Heidelberg in Germany -

:09:33.:09:36.

to find out about the powers and Home to an ancient university

:09:37.:09:40.

visited by millions It is easy to see why Heidelberg

:09:41.:09:49.

and Cambridge are twin cities. For now, though, there

:09:50.:09:54.

is one big difference. Key local decisions affecting

:09:55.:10:00.

the city and its surrounding area are taken by a directly elected

:10:01.:10:03.

Mayor. It is a very powerful position,

:10:04.:10:07.

and by having such a position, you really can change the city

:10:08.:10:14.

in this or in this direction. If you want an idea of the sorts

:10:15.:10:17.

of things an elected Mayor can It is a brand-new district

of new homes and high-tech office space that is being built

on derelict railway land. Building here has been pushed

:10:26.:10:29.

through by Heidelberg's elected Mayor and when it is finished,

:10:30.:10:32.

it should bring more than 7000 But there are also limits to

:10:33.:10:35.

what Heidelberg's Mayor can achieve. The current Mayor wanted

:10:36.:10:44.

to build an extension But local people objected,

:10:45.:10:46.

held a referendum and forced This local journalist says

:10:47.:10:52.

that shows how important it is to have checks and balances

:10:53.:11:05.

on the Mayor's power. I think it is very important

because the position of the Mayor He is the head of the

:11:09.:11:10.

city administration. It is a powerful complex,

:11:11.:11:13.

and he is the only one in Heidelberg So, what of the man

:11:14.:11:21.

who holds that power? At Heidelberg's City Hall,

:11:22.:11:28.

I met up with the current Mayor. He is very clear that the city

benefits from having Think about a position

:11:31.:11:38.

like my position, you can change. Otherwise, you have lots

:11:39.:11:50.

of political debate - Today, you have to react

:11:51.:11:52.

faster than in the past. While the idea of an elected Mayor

:11:53.:11:59.

might be new to Cambridge, it is a common form of local

:12:00.:12:03.

government elsewhere in Europe. And that means that whoever

:12:04.:12:06.

wins May's election, there is lots to be learned

from the experience And you can see more on that

in partnership with the museum and our builders, Willmott

:15:09.:15:12.

Dixon, very exciting. And in our 50th year as well,

:15:13.:15:14.

we are starting something that is a real ground-breaking attraction

:15:15.:15:17.

for Milton Keynes into the future. The project is costing ?7.2 million

:15:18.:15:29.

but only enough cash has been raised to complete the

:15:30.:15:32.

buildings themselves. We still need about a million,

:15:33.:15:33.

1.5 million to raise the whole standards throughout

:15:34.:15:36.

the museum and to complete the new Milton Keynes gallery

:15:37.:15:41.

and that is our unique story in a way and people could say,

:15:42.:15:43.

I think, that Milton Keynes has been the most successful

:15:44.:15:46.

new town in the country. This museum already

:15:47.:15:48.

manages to bring history But there will be even more

:15:49.:15:50.

to enjoy from April 2019. Kate Bradbrook, BBC Look East,

at the Milton Keynes Museum. A reminder us on breaking sports

:15:55.:16:07.

News tonight. The Norwich city double manager Alex Neil has been

:16:08.:16:11.

sacked, it follows a decision by the board. Robb, a press conference this

:16:12.:16:19.

morning. He looked as if he was full of plans for the future. He did. It

:16:20.:16:24.

is strange, he was talking about what he was going to do in the

:16:25.:16:27.

summer, the players he was going to keep and get rid of, the fact it was

:16:28.:16:30.

not going to be overnight that he was going to get this turned around.

:16:31.:16:36.

Four hours later, it comes up on the club's tweets that he has been

:16:37.:16:40.

sacked. Some would say it is a disrespectful way to treat a man who

:16:41.:16:44.

has taken the club to Wembley, he has struggled, with lots of fans

:16:45.:16:48.

want him to leave the club. The club have let him do the press and then

:16:49.:16:51.

suddenly said you are out. Do you think this was a late decision all

:16:52.:16:58.

he had no idea? For five weeks ago when the board came out with their

:16:59.:17:03.

unanimous support, and now they have agreed to get rid of Alex Neil. I

:17:04.:17:06.

think the last five matches or so, they have been on this run without a

:17:07.:17:10.

victory. Having just got back into play-off contention, it feels like a

:17:11.:17:16.

watershed moment and Tuesday, a one all draw against a lowly side in

:17:17.:17:19.

Bristol city, that was a defining point. As Rob said, it does seem a

:17:20.:17:24.

little bit unfair because they absolutely backed him and it seemed

:17:25.:17:28.

like hanging a hat on him to lead them forward.

:17:29.:17:31.

The thing is there will be a lot of fans who will be very pleased at

:17:32.:17:37.

this news. There will be. We will be back on canary call tomorrow night.

:17:38.:17:43.

There were lots of fans are the grad who wanted him to go. The timing is

:17:44.:17:47.

strange because the season is now over, it does not look like they

:17:48.:17:51.

will make the players, nine points off it. Had they done this the grey

:17:52.:17:55.

earlier this season, a new man could've in. Do they have somebody

:17:56.:18:03.

in mind to? I honestly don't know. The Roy Hodgson link is there,

:18:04.:18:09.

perhaps he's looking for a job. I can't see him coming down to the

:18:10.:18:12.

championship. Mark Warburton is a man who was sacked recently, he was

:18:13.:18:17.

interviewed before Alex Neil so he is on the radar. Gary is the other

:18:18.:18:22.

name, well-known to Cambridge United fans. They have nosedived since

:18:23.:18:30.

then. He's available, here's a good championship manager but it is just

:18:31.:18:32.

too late. This season could have been rescued but have left it. Thank

:18:33.:18:38.

you very much. There has been quite a reaction on

:18:39.:18:41.

twitter. Robbie has some of them now. There has been lots of reaction

:18:42.:18:49.

on social media. I have spoken to you in Roberts, the foremost Norwich

:18:50.:18:53.

city striker, he said he surprised the club has done it after today's

:18:54.:18:58.

press conference. When asked who we thought the replacement would be, he

:18:59.:19:03.

said he had no idea. Jake Humphreys has tweeted Alex Neil has gone. Fan

:19:04.:19:08.

sites, they treated today, finally the board have listened to the fans

:19:09.:19:13.

and made a smart decision to sack Neal. Let's move on. Other fancied

:19:14.:19:18.

the timing is strange again. The last two seconds when we have been

:19:19.:19:23.

down and out of the play-offs. Another fan said, another board

:19:24.:19:30.

decision to take -- taken too late after our season is over. Let's hope

:19:31.:19:34.

the next reason is better. Another fan said he would like to thank Alex

:19:35.:19:38.

Neil foreign or sums are six months but what followed was not up to

:19:39.:19:50.

standard. -- awesome. Are you surprised? I'm surprised by

:19:51.:19:57.

the timing of it. He said he was preparing for the summer. I'm

:19:58.:20:02.

surprised by that, I'm surprised at the timing, that is it happen now

:20:03.:20:07.

rather than it did before. He managed to turn things around for a

:20:08.:20:10.

couple of games but when this type of things happen, you will have

:20:11.:20:13.

another poor run at some point and another one has come again quite

:20:14.:20:17.

quickly. I think the board had no the decision to make than the one

:20:18.:20:20.

they did. Even though they banked him, they had gone very quiet but

:20:21.:20:26.

two weeks, we have not had much from inside the football club down but

:20:27.:20:29.

now they have made that big decision, the right decision in my

:20:30.:20:33.

opinion. They could not have gone into next season hoping that he was

:20:34.:20:36.

going to turn things around because one game in, to gain thing, if you

:20:37.:20:40.

don't get the right results, it starts again. They have made the

:20:41.:20:44.

right decision, perhaps a little bit too late.

:20:45.:20:47.

He was talking about spending a lot of money this summer, have they

:20:48.:20:51.

stopped him sue the right person spends the money? It is about that.

:20:52.:20:58.

It is easy to say that he wants changes in the summer but football

:20:59.:21:01.

has changed. It is not easy to get the players in and out any more.

:21:02.:21:06.

High earners who are not playing at the moment, however going to shift

:21:07.:21:10.

them on? The only way to get their reaction from a new group of players

:21:11.:21:13.

is from a new manager. To come in and take those new players build

:21:14.:21:17.

things slowly over the coming years. I think that is where they are going

:21:18.:21:20.

to go with it because there is no way he could gone into the summer,

:21:21.:21:24.

made whole the changes because it is not possible in football any more.

:21:25.:21:30.

He would you like to see coming? Darter who would you like to see

:21:31.:21:36.

come in? I don't think there are a lot of contenders that at the

:21:37.:21:41.

moment. Gary, I played with him at Leicester. A true kind of

:21:42.:21:47.

traditional pro. But then -- a defender. He is available on the

:21:48.:21:53.

market and stock is going up all the time. He will be snapped up before

:21:54.:21:58.

long. Perhaps he is someone that would fit the criteria of Norwich.

:21:59.:22:01.

Darren, we are very grateful for you joining us this evening.

:22:02.:22:07.

There is more coverage on that story on BBC radio Norfolk.

:22:08.:22:14.

A Chinese artist has flown nearly 6000 miles to transform

:22:15.:22:16.

Zhang Enli from Shanghai was given the commission to cover

:22:17.:22:20.

the wall which is part of the Firstsite arts complex.

:22:21.:22:22.

The wall is 150 yards long it's curved and white.

:22:23.:22:25.

A cherry picker in an art gallery, not all that unusual perhaps but

:22:26.:22:31.

when you are putting an artist in it and he's

:22:32.:22:33.

going to paint trees on the

:22:34.:22:35.

Zhang Enli is a superstar in China, think Banksy or Damien Hirst in

:22:36.:22:42.

He's here for an exhibition of his work at the Firstsite Gallery

:22:43.:22:52.

which includes this space painting of a forest.

:22:53.:22:54.

It's really exciting because normally we

:22:55.:22:55.

see the finished object, we see a painting on the wall

:22:56.:22:58.

and that comes in from Germany or somewhere

:22:59.:23:00.

fantastic but actually we have been able to see this whole work from

:23:01.:23:04.

start to finish growing in front of our eyes.

:23:05.:23:06.

It literally has grown all over the walls.

:23:07.:23:08.

Interviewing Zhang Enli isn't exactly a walk in the

:23:09.:23:10.

forest, he speaks very little English, his wife translates and

:23:11.:23:12.

together, they seem to be suggesting that the space painting was very

:23:13.:23:15.

Actually, the space painting, it's kind of like the oldest in a way,

:23:16.:23:32.

like the painting on the wall, like the older way

:23:33.:23:34.

It's really hard to give you a sense of the scale

:23:35.:23:40.

of this thing but it is

:23:41.:23:42.

140 metres long and it took Zhang Enli ten days to complete.

:23:43.:23:50.

There are other paintings in this exhibition

:23:51.:23:53.

but for me, the forest is the star of the show.

:23:54.:23:56.

He painted it in watercolour, at speed, with great

:23:57.:24:00.

There must've been an element of risk yeah, absolutely.

:24:01.:24:06.

Yes, totally, totally risky thing to do.

:24:07.:24:09.

But that is working with artists, you kind of put your faith in

:24:10.:24:13.

And we knew the direction that he would go in but you never know

:24:14.:24:18.

the finished result and I think that is really important actually

:24:19.:24:21.

The Zhang Enli exhibition is free and is on

:24:22.:24:24.

It is then that the forest will be painted over and

:24:25.:24:33.

Mike Liggins, BBC Look East, Colchester.

:24:34.:24:40.

They are going to paint over it! I am gutted, I think it looks great.

:24:41.:24:51.

They are going to paint over it. I think Mike was surprised at the

:24:52.:24:55.

cherry picker. We want to know what the weather is going to be like this

:24:56.:24:59.

weekend. Have you got good news for us?

:25:00.:25:08.

I will start with some pictures. The sunrise. I finally, I must confess I

:25:09.:25:20.

am envious of this view. This afternoon, there have been quite a

:25:21.:25:24.

lot of cloud Iran, the best of the breaks in the east. The thicker

:25:25.:25:27.

cloud in the west reduced a little bit of rain but for most of us, it

:25:28.:25:32.

has been a dry day. I think we will have a bit of rain overnight but for

:25:33.:25:35.

most of us it will be dry, quite cloudy and I think turning quite

:25:36.:25:41.

misty in places. Perhaps an odd bug patch as well an incredibly mild.

:25:42.:25:45.

Temperatures rising from about ten to seven Celsius. These are what we

:25:46.:25:52.

should see as high as in the day. The wind on the light side in the

:25:53.:25:56.

south. Tomorrow, this weather front stays up to the west. High pressure

:25:57.:26:01.

just hanging on in the east and it is not looking bad day. The Mr fog

:26:02.:26:05.

to start the day and then it should and then as drier air starts to feed

:26:06.:26:11.

from the south, it should help break the cloud up and we should see some

:26:12.:26:14.

decent sunny spells developing. Temperatures away from the coast,

:26:15.:26:20.

and onshore breeze, inland around 14 to 15 Celsius. In the best of the

:26:21.:26:24.

sunshine, we could see as high 18 Celsius. Light winds between the

:26:25.:26:29.

south-west and the south-east it will feel very pleasant in the

:26:30.:26:33.

sunshine. I think many of us will have some to finish the day before

:26:34.:26:37.

it gets dark. A very different story on Sunday. There's a huge amount of

:26:38.:26:42.

uncertainty as to how quickly these weather fronts are going to move on.

:26:43.:26:46.

That affects whether we are going to see the rain. At the moment, I think

:26:47.:26:51.

the further east you are, a fine and dry start. The further west, some

:26:52.:26:55.

wet weather and then the rain will spread eastwards and summer that

:26:56.:26:59.

could be on the heavy side. The west will eventually hopefully see some

:27:00.:27:02.

drier and brighter conditions. It is this a situation we are watching

:27:03.:27:06.

closely because it depends how quickly those weather fronts moving

:27:07.:27:11.

and move. That is the weekend, Saturday looking the better of the

:27:12.:27:14.

two days at the moment. The beginning of next week, Monday and

:27:15.:27:18.

Tuesday, high pressure in charge. Fine and dry with some sunny spells.

:27:19.:27:22.

A fresh appeal to things on Monday as the winds swing round to the

:27:23.:27:26.

north-west, dragging in Calder Atlanta again. Tuesday, the winds

:27:27.:27:31.

background to the south west so it's starting to climb again tempered a

:27:32.:27:40.

wise. Do the clocks change next weekend? It is usually late

:27:41.:27:55.

So, like, you get sponsored to swap clothes with somebody for a day.

:27:56.:27:58.

Yeah, yeah, yeah. OK, I don't get that. So, maybe...

:27:59.:28:00.

I don't get that. ..you wear your mother's clothes?

:28:01.:28:02.

I don't get it. What does she wear? No, no, she wears someone else's.

:28:03.:28:07.

OK, I don't get that, it's too complicated. Do another one.

:28:08.:28:11.

So, like, you get sponsored to let people lick stuff

:28:12.:28:13.

No, but, like, you get these flavoured... Cool, yeah.

:28:14.:28:17.

Not going to happen. Peanut butter. Do another one.
