She was such a lovely, bubbly person, always smiling. It is a | :00:00. | :00:23.
shame. A real shame. Placed in special measures | :00:24. | :00:25.
because of serious problems - this private mental health hospital | :00:26. | :00:27.
has only been open a few months. With Christmas just around the | :00:28. | :00:40.
corner, I am at Chelmsford city with a racecourse celebrating. | :00:41. | :00:43.
And after yesterday's delay, the Queen and Prince Philip | :00:44. | :00:45.
arrive at Sandringham to start their Christmas break. | :00:46. | :00:56.
We start tonight with tributes for a mother and her 12-year-old | :00:57. | :00:59.
daughter who died in a house fire in Braintree. | :01:00. | :01:02.
The police and the fire service have launched a joint investigation. | :01:03. | :01:07.
Her teachers say Emilia Kordaszewska was a delightful, friendly | :01:08. | :01:11.
and positive student who was always smiling. | :01:12. | :01:14.
Two other women were in the house at the time, but managed to escape | :01:15. | :01:17.
The family is Polish and tonight, there will be a special mass | :01:18. | :01:23.
This tragedy has been felt very deeply in the Polish community here | :01:24. | :01:39.
in Braintree and 100 or so members have gathered here at the church | :01:40. | :01:50.
where a mass has just started for Alina and Emilia, a mother and | :01:51. | :01:54.
daughter who could not escape a fire that torso quickly through their | :01:55. | :01:59.
home. Flowers and candles for a mother and daughter who died in a | :02:00. | :02:03.
fire, placed by colleagues who worked alongside Alina Kordaszewska. | :02:04. | :02:11.
She was such a lovely, bubbly person, always smiling. A shame, a | :02:12. | :02:20.
real shame. I literally spoke with her a couple of days ago and I asked | :02:21. | :02:28.
how was she doing for Christmas. She said she was still far away, as we | :02:29. | :02:37.
mentioned, they have been taken far too soon, far too soon. The fire | :02:38. | :02:42.
began around 10:30pm last night and neighbours told me the house went up | :02:43. | :02:47.
very quickly. There is desperate to help beaten back. Just could see a | :02:48. | :02:54.
glow in the back, oh my God, the house is on fire. I husband tried to | :02:55. | :03:01.
help her. She was trying to break the window. It had literally come | :03:02. | :03:08.
through, iPhones the Fire Brigade and about ten minutes after, they | :03:09. | :03:15.
arrived. But it is very scary to watch. The roof was alight, it | :03:16. | :03:21.
really went quickly and it kept stopping and starting up again. It | :03:22. | :03:28.
is a tragedy. Very, very heartfelt sympathy goes out to them all. | :03:29. | :03:33.
Living down this road, it is heartbreaking that something could | :03:34. | :03:38.
happen so quickly. Within hours, a fundraising page had collected | :03:39. | :03:45.
thousands. The timing of this fire so close to Christmas has heightened | :03:46. | :03:50.
the sense of tragedy. Kept the house, there were prayers for Alina | :03:51. | :03:54.
and the media as the investigation goes on. Emilia's score have issued | :03:55. | :04:01.
a tribute to her. The headteacher has expressed an article surplus. | :04:02. | :04:09.
This news is all the more distressing so close to Christmas. | :04:10. | :04:13.
The Fire Service still have not said how big in this fire may have | :04:14. | :04:14.
started. A mental health hospital in Norfolk, | :04:15. | :04:17.
which has only been open a few months, has been placed in special | :04:18. | :04:20.
measures by inspectors and could be forced to close | :04:21. | :04:22.
if improvements aren't made. The Care Quality Commission found | :04:23. | :04:25.
a number of "serious problems" at Mundesley Hospital, | :04:26. | :04:29.
including "staff not up Beds at the private hospital | :04:30. | :04:32.
are often taken up by NHS patients if no provision can | :04:33. | :04:37.
be found elsewhere. Mundesley Hospital wants to become | :04:38. | :04:42.
a renowned centre of excellence. Its Victorian building is said | :04:43. | :04:45.
to be more like a hotel than a private hospital, | :04:46. | :04:49.
but the CQC has rated It was inspected after | :04:50. | :04:51.
Terence O'Shea from the Campaign to Save Mental Health Services | :04:52. | :04:57.
reported their concerns to both the local mental | :04:58. | :05:02.
health trust and the CQC. I think it is unusual that | :05:03. | :05:05.
you can register a 27-bed psychiatric hospital, | :05:06. | :05:08.
start admitting patients in February, only be inspected | :05:09. | :05:12.
in September and have action taken During all of that time, people have | :05:13. | :05:16.
been receiving what appears to be This hospital used to be home to | :05:17. | :05:22.
a drug and alcohol treatment centre. It has since been taken over | :05:23. | :05:29.
by Elijah Adeyemi and Lee Allison who suffered a breakdown | :05:30. | :05:32.
16 years ago. He wanted to change the way mental | :05:33. | :05:35.
health is viewed and treated, but the hospital has been criticised | :05:36. | :05:39.
for staff not completing Strangulation risk assessments had | :05:40. | :05:42.
also not been reviewed. Amongst the criticisms in this CQC | :05:43. | :05:48.
report was that the hospital never reported any serious incident | :05:49. | :05:52.
since it opened despite In one case, a detained | :05:53. | :05:55.
patient left the hospital, was absent without leave, | :05:56. | :06:00.
the police were involved, but the CQC wasn't informed | :06:01. | :06:03.
and the staff did not log it fully. In the last six months, | :06:04. | :06:09.
the local mental health trust has sent 171 patients here, | :06:10. | :06:12.
allowing them to be treated The trust says it has been | :06:13. | :06:15.
reassured they are safe. No-one was available | :06:16. | :06:24.
from the hospital to talk to us today, but in a statement, | :06:25. | :06:28.
it says they are undoubtedly disappointed to read the report, | :06:29. | :06:30.
but with their ongoing developments, they are in a much different place | :06:31. | :06:32.
now to what they were three months The CQC says it will carry out | :06:33. | :06:36.
further inspections, including unannounced visits, | :06:37. | :06:42.
to ensure the necessary The north Norfolk MP Norman Lamb | :06:43. | :06:45.
is a former health minister who has campaigned for better care | :06:46. | :06:55.
for mental health patients. Late this afternoon, | :06:56. | :06:58.
he gave me his reaction These are serious failings and the | :06:59. | :07:15.
CQC has acted decisively on them. I think it is important to note that | :07:16. | :07:19.
the CQC found that the quality of care given by staff was good and | :07:20. | :07:26.
that is important to know. It is a very interactive environment that | :07:27. | :07:30.
people are in when they are there, but they have to address these | :07:31. | :07:34.
failings. They are trying to do things differently. Do you applaud | :07:35. | :07:39.
that? Yes, the traditional mental health ward is often absolutely not | :07:40. | :07:45.
therapeutic in any and particularly when people are held for a long | :07:46. | :07:53.
time, and so treating people in a nice environment which can be | :07:54. | :07:57.
therapeutic I think is incredibly important. We have to be much better | :07:58. | :08:03.
at keeping people out of hospital, much better preventive care, | :08:04. | :08:08.
supporting people at home but if people do need hospital care, that | :08:09. | :08:13.
sort of environment is a good one. Do you think the NHS should stop | :08:14. | :08:19.
sending people that? There is a responsibility on the trust to | :08:20. | :08:21.
ensure they are satisfied that patients will be safe, because that | :08:22. | :08:27.
is one of the critical things, ligature points which increase the | :08:28. | :08:34.
risk of suicide. You cannot get more serious than that. They have to be | :08:35. | :08:39.
satisfied that patients are absolutely safe, received good care | :08:40. | :08:44.
and stand a chance of recovery because that is ultimately what the | :08:45. | :08:49.
system should be aimed at. Does it bother you that so much time goes by | :08:50. | :08:53.
from a inspection to the time we hear about this? There is sometimes | :08:54. | :09:00.
a delay. These inspections are quite substantial and quite robust. I have | :09:01. | :09:06.
more faith in the Care Quality Commission now and the work that | :09:07. | :09:14.
they do because -- we should be reassured the findings they reach | :09:15. | :09:19.
are substantial. As far as you are concerned, this centre can keep | :09:20. | :09:23.
going into the New Year but needs to be checked regularly? Monitored | :09:24. | :09:33.
closely and it is important the trust continues inspecting. | :09:34. | :09:36.
The Newmarket-based jockey Freddy Tylicki has been moved out | :09:37. | :09:38.
of hospital to a specialist spinal unit The 30-year-old fell | :09:39. | :09:41.
He's paralysed from the waist down after a four-horse pile-up | :09:42. | :09:46.
He tweeted: "I've been waiting on this day for a long time." | :09:47. | :09:52.
So far, ?330,000 has been raised to help fund his rehabilitation. | :09:53. | :09:59.
Figures obtained by Look East show the number of rough sleepers | :10:00. | :10:02.
in Essex, Suffolk and Norfolk has gone up by 68% over | :10:03. | :10:05.
There are now 300 people sleeping rough in the three counties. | :10:06. | :10:11.
The biggest increase is in King's Lynn, where the figure | :10:12. | :10:14.
On the longest night of the year, a special service at all Saints Church | :10:15. | :10:33.
for the homeless. If you were here last night. Family break-up and | :10:34. | :10:37.
unaffordable rents forced leaked onto the streets for seven months. | :10:38. | :10:43.
Now he has a room in a house run by a local charity. The trust ensures | :10:44. | :10:47.
that he and other rough sleepers have a home for up to two years. I | :10:48. | :10:53.
just felt like it was better off ending it but glad I stuck it | :10:54. | :10:58.
through. One false move, you are out on the streets and there is not a | :10:59. | :11:02.
lot you can do about it which is when a lot of people turn to alcohol | :11:03. | :11:07.
and drugs. Figures obtained that show that while Southend has the | :11:08. | :11:12.
highest number of rough sleepers, King's Lynn has seen the biggest | :11:13. | :11:20.
spike from five to 42. EU migrants make up 25%, 40% are under 25 but | :11:21. | :11:27.
37% are women. Wade not for the trust, to date making up hampers, | :11:28. | :11:33.
the numbers would be even higher. Two of the main reasons are mental | :11:34. | :11:37.
health, a reduction in services there and the other one, key one is | :11:38. | :11:45.
around relationship breakdown. That is a big problem. We found evidence | :11:46. | :11:50.
of rough sleepers in car parks and back streets but many find refuge | :11:51. | :11:55.
away from potential danger. At this site, I was due to meet a rough | :11:56. | :11:59.
sleeper but was told he was reluctant to be filmed. He did not | :12:00. | :12:06.
pick up the phone? He picked up but put it down. Among those finding | :12:07. | :12:11.
themselves homeless or military veterans, a chef and architect and | :12:12. | :12:18.
it is not just about lack of accommodation, mental health | :12:19. | :12:20.
problems, addiction, fear of domestic abuse all played their | :12:21. | :12:25.
part. Carla has chosen to live in a caravan. There is a lot of suffering | :12:26. | :12:30.
going on, there are disabled people sleeping under car parks, not enough | :12:31. | :12:39.
hospital beds, it is exasperating. The plight of rough sleepers is | :12:40. | :12:43.
raised at this time of year but those who help the homeless note | :12:44. | :12:47.
that in the wake of Christmas, many on the streets will again become | :12:48. | :12:49.
invisible. Still to come tonight: Alex will be | :12:50. | :12:56.
here with the Christmas Day weather. We're at the races in Chelmsford | :12:57. | :13:00.
as Great Leighs celebrates And the amazing voice of 14-year-old | :13:01. | :13:02.
Breeze Redwine with her version As I'm sure you're aware | :13:03. | :13:09.
there are just two more shopping days until Christmas and tonight | :13:10. | :13:33.
is the last late night Of course, some people deliberately | :13:34. | :13:37.
leave their shopping until the very last moment, | :13:38. | :13:41.
hoping to pick up Our business correspondent | :13:42. | :13:43.
Richard Bond is with shoppers Did you know that these days we do a | :13:44. | :14:03.
quarter of our Christmas shopping online, but actually it is now too | :14:04. | :14:07.
late to place orders that way with most retailers, so what can you do? | :14:08. | :14:13.
All you can do is shop in person which is what people here have the | :14:14. | :14:18.
option to do tonight. Mike has been in Milton Keynes. Christmas Day now | :14:19. | :14:27.
just around the corner. Only two shopping days to go. As the UK's | :14:28. | :14:34.
largest single story shopping centre, this year pattern. Started | :14:35. | :14:42.
with Black Friday, the majority of online shopping takes place then, it | :14:43. | :14:47.
follows into December. We see significant increases and we expect | :14:48. | :14:54.
about 80% of shoppers to shop in the last two weeks of this month. Today, | :14:55. | :15:00.
long lines outside some shops. What they are calling here the man-. | :15:01. | :15:05.
Last-minute shopping by men. I have a list here. Take everything off and | :15:06. | :15:13.
then I can go home. Last-minute trip. 200 shops, one million square | :15:14. | :15:23.
feet. This year some retailers really busy. Sometimes you cannot | :15:24. | :15:27.
move in the store and this week it has been that way. Sales slowing | :15:28. | :15:34.
down for others. It has been unusual this year. Over the last eight | :15:35. | :15:40.
years, there has been steady growth. This year it has gone backwards. | :15:41. | :15:45.
There are a lot of people about, however full four has been down. | :15:46. | :15:51.
More than 2 million shoppers are expected in the run-up to Christmas, | :15:52. | :15:57.
around 600,000 in the last week, 100,000 on Christmas eve alone. Have | :15:58. | :16:01.
you done most of the shopping online? Online. We are just getting | :16:02. | :16:12.
a view last bits now. Note online. -- loads online. I like looking | :16:13. | :16:20.
around, I love the atmosphere and the decorations. A perfect present | :16:21. | :16:26.
for retailers, a late surge in sales. In this centre, that would | :16:27. | :16:40.
make it a magical Christmas. Here, they monitor shopping numbers using | :16:41. | :16:45.
their cameras and last week, a year ago, there were 195,000 people here. | :16:46. | :16:54.
The same week this year, 208,000. Colin is general manager. More | :16:55. | :16:59.
shoppers, are they spending more? Definitely. All of the managers have | :17:00. | :17:04.
been very happy with Christmas this year. Our people deliberately | :17:05. | :17:08.
leaving their shop late in order to catch bargains? I think it is very | :17:09. | :17:15.
much a man thing. We all tend to leave it a little bit late. Many of | :17:16. | :17:20.
the ladies have been shopping early. Christmas this year probably started | :17:21. | :17:24.
in the middle of November and carried through. Christmas Eve for | :17:25. | :17:29.
the on a Saturday. What difference will that make? Last time this | :17:30. | :17:35.
happened was 2011 and then we had 45,000 visitors on that Saturday | :17:36. | :17:40.
alone. A lot of experts are predicting it will be panic | :17:41. | :17:47.
Saturday. Thank you. The message from shopping centres like this is | :17:48. | :17:50.
if you have not done your shopping for Christmas this year, get a move | :17:51. | :17:52.
on but there is still time. As you have probably seen, | :17:53. | :17:55.
the Queen and Prince Philip have arrived at Sandringham in Norfolk | :17:56. | :17:57.
for their Christmas break. They should have travelled | :17:58. | :18:00.
yesterday, but they both They travelled by helicopter | :18:01. | :18:01.
and landed this afternoon. I spoke to the BBC's royal | :18:02. | :18:05.
correspondent Peter Hunt and put it him that there'd been quite | :18:06. | :18:07.
a change of plan. Very much so. The plan yesterday was | :18:08. | :18:22.
that the train would take the strain but as the Palace later revealed, | :18:23. | :18:25.
they have heavy colds so they could not go on the train, then this | :18:26. | :18:32.
afternoon, a helicopter whisked them away from London to Norfolk and now | :18:33. | :18:36.
they can start their delayed Christmas break at Sandringham. Has | :18:37. | :18:41.
the Palace given any update on their health? No. Once they are talking | :18:42. | :18:47.
about the Private health of these elderly monarchs, they believe they | :18:48. | :18:53.
are entitled to protect some of the information about them. It was | :18:54. | :18:58.
earlier this week that the Queen announced she would be stepping down | :18:59. | :19:03.
from some of her charity roles. How significant was that? What was | :19:04. | :19:09.
significant was that it reminded us that she is a 90-year-old head of | :19:10. | :19:15.
state who does not intend to resign, abdicate and so something has to | :19:16. | :19:19.
happen to insure her workload is eased and so that is why she has | :19:20. | :19:24.
given up these patronage is and you see she has not done any long-haul | :19:25. | :19:27.
travel outside of Europe in five years, and when she does invest a | :19:28. | :19:34.
chirpy 111 more of those are done by Prince William and Prince Charles. | :19:35. | :19:38.
What she will see is that she will continue to delegate some of her | :19:39. | :19:45.
duty is which she -- while she continues to reign. What more do we | :19:46. | :19:50.
know of her plans for Christmas at Sandringham? Christmas Day we will | :19:51. | :19:56.
be able to establish the nature of the recovery of the Queen and Prince | :19:57. | :20:01.
Philip. The Queen is normally driven to church and Prince Philip, he | :20:02. | :20:06.
always tended to favour walking the short distance to the church. Thank | :20:07. | :20:10.
you. I'm sure lots of you | :20:11. | :20:11.
remember the Great Leighs It opened in a blaze of publicity | :20:12. | :20:13.
and closed soon after. It re-opened a couple of years ago | :20:14. | :20:17.
as the Chelmsford City Racecourse and now it's celebrating | :20:18. | :20:23.
it's second birthday. And business at the new all-weather | :20:24. | :20:28.
circuit is booming. It's had more than 250,000 | :20:29. | :20:31.
racegoers, lots of fixtures and prize money has also | :20:32. | :20:34.
been going up. Tom Williams has spent | :20:35. | :20:36.
the day at the races. What a difference two years can | :20:37. | :20:48.
make. Chelmsford city racecourse today in all its glory. Still | :20:49. | :20:53.
looking shiny and new and a festive feel for its final fixture of the | :20:54. | :20:58.
year on its second anniversary. We have raced 120 times since we | :20:59. | :21:05.
opened. We also trade seven days a week. Christmas parties have gone | :21:06. | :21:09.
fantastic and the investment, we have put a lot of money into this. | :21:10. | :21:17.
It is an independent West Coast. They have transformed the venue | :21:18. | :21:21.
which now makes money on no -- non-race days. In two years, over a | :21:22. | :21:27.
quarter of a million people have gone racing. We have ?100,000 in | :21:28. | :21:36.
prize money today. It is superb. We have a champion jockey here, all the | :21:37. | :21:41.
trainers, the big training centre is good, the best racing surface in the | :21:42. | :21:46.
world. It is quite buzzing today, really busy. Everyone seems in well | :21:47. | :21:54.
festive spirit. We are here for a good laugh. What a lovely day. Great | :21:55. | :22:03.
please closed in January in 2009. It went into administration less than a | :22:04. | :22:08.
year after launching. It was a sorry sight. I'm not but now cherished | :22:09. | :22:20.
again. It is improving all the time. One or two problems with the service | :22:21. | :22:24.
because it had been dormant for a long time. But they have done a | :22:25. | :22:29.
great lot of work on it and it is much better now. First race and a | :22:30. | :22:35.
winner for this year 's champion jockey and by some distance. Best | :22:36. | :22:41.
start in a new job so great to get a winner. The racecourse has only been | :22:42. | :22:49.
open for two years. What is it like? A good track. The prize money is | :22:50. | :22:58.
critically important. We attract competitive racing and good horses. | :22:59. | :23:03.
They plan to build a new grandstand, grass track and on-site training | :23:04. | :23:07.
facilities to make Chelmsford not only one of the finest racecourses | :23:08. | :23:10.
in the country but in Europe also. Now the weather. If you are hoping | :23:11. | :23:29.
for a white Christmas, you will be disappointed. It will be | :23:30. | :23:33.
exceptionally mild and quite windy. Some cold weather today but | :23:34. | :23:38.
beautiful weather as well. A frosty start for many of us this morning. | :23:39. | :23:43.
Quite chilly out there at the moment with clear skies across much of the | :23:44. | :23:49.
reason -- region. High-pressure does mean we will be in for another | :23:50. | :23:54.
chilly night tonight. Right overnight with long, clear spells. | :23:55. | :23:58.
Temperatures for many getting down to freezing. We are expecting a | :23:59. | :24:06.
force to form and these are the sorts of temperatures we will record | :24:07. | :24:10.
in towns and cities. A chilly start tomorrow. The big feature of | :24:11. | :24:17.
tomorrow's whether his storm Barbra, heading to the north of Scotland. | :24:18. | :24:23.
What it will mean for us is it will get increasingly windy but it is | :24:24. | :24:28.
expected to stay dry through the day with that Wayne arriving later on. | :24:29. | :24:35.
Mist and fog. These winds whipping up from the south-west, so by the | :24:36. | :24:40.
afternoon, these are our average wind speeds. As this rain band comes | :24:41. | :24:47.
through, and those winds pick up even more, it will be through the | :24:48. | :24:55.
evening very windy. We could record gusts of around 40 mph. That rain | :24:56. | :25:01.
clears and we are into a dry forecast for Christmas Eve and for | :25:02. | :25:06.
Christmas Day, they get this push very mild air. We may set some | :25:07. | :25:12.
records for Christmas Day, but before then, Christmas eve is a | :25:13. | :25:16.
little chilly. Temperatures around eight Celsius and then into the | :25:17. | :25:23.
mid-teens for Christmas Day. He wins he is a little bit for Christmas Eve | :25:24. | :25:28.
but then pick up again for Christmas day. Next week some fine days and | :25:29. | :25:32.
cold nights. Tonight and tomorrow, | :25:33. | :25:35.
we're ending the programme Tomorrow, it's the choir | :25:36. | :25:37.
of Norwich Cathedral singing Ding Dong Merrily On High, | :25:38. | :25:40.
but tonight, something It's a song made famous | :25:41. | :25:42.
by Greg Lake, who died So here is 14-year-old | :25:43. | :25:46.

be snow at Christmas # They said there'll be peace | :25:55. | :26:07.
on earth # But instead it | :26:08. | :26:11.
just kept on raining # A veil of tears for | :26:12. | :26:16.
the virgin birth # The winter's light | :26:17. | :26:21.
and a distant choir # And that Christmas tree | :26:22. | :26:28.
smell # And their eyes full | :26:29. | :26:32.
of tinsel and fire # And I remember one | :26:33. | :26:38.
Christmas morning # And I looked to the sky | :26:39. | :26:59.
with excited eyes # 'Till I woke with a yawn | :27:00. | :27:04.
in the first light of dawn # And I saw him and | :27:05. | :27:07.
through his disguise # I wish you a hopeful | :27:08. | :27:13.
Christmas # I wish you a brave | :27:14. | :27:17.
new year # All anguish, pain | :27:18. | :27:22.
and sadness # Leave your heart, | :27:23. | :27:26.
let your road the clear # They said there'd | :27:27. | :27:30.
be snow at Christmas # They said there'd | :27:31. | :27:34.
be peace on earth Let's make this the best | :27:35. | :27:38.
Christmas ever. If it's going to be my last | :27:39. | :28:41.
Christmas, we might as well make it one to | :28:42. | :28:47.
remember. | :28:48. | :28:50. |
