:00:00.:00:07.

Hello and welcome to Look East. In the programme tonight,

:00:08.:00:09.

Dean Saunders killed himself in jail after being let down

:00:10.:00:12.

Tonight, the Justice Secretary Liz Truss apologises

:00:13.:00:14.

When we detailed Dean's case and pointed out

:00:15.:00:24.

all the failings, Liz Truss said, "Yes, we agree."

:00:25.:00:33.

Rising standards in Norfolk's schools.

:00:34.:00:34.

How this wooden frame appears to be changing some people's lives.

:00:35.:00:49.

And I am here in Northampton, where a multi-million

:00:50.:00:51.

pound redevelopment of the museum has begun.

:00:52.:01:04.

First tonight, the parents of a man who killed himself in prison

:01:05.:01:07.

say they have been given an apology, at last, from the Justice Secretary,

:01:08.:01:10.

Dean Saunders was mentally ill when he electrocuted himself

:01:11.:01:14.

at Chelmsford Prison last January. A year later, the prison ombudsman

:01:15.:01:19.

ruled he should have been treated in hospital.

:01:20.:01:21.

Then, an inquest jury ruled both that there were serious failings

:01:22.:01:27.

in both the mental health and prison systems.

:01:28.:01:29.

Today, Dean's parents met the Justice Secretary

:01:30.:01:31.

Robbie West reports from Westminster.

:01:32.:01:44.

For the parents of Dean Saunders, today's meeting is what they wanted

:01:45.:01:47.

since the day they found out their son was dead.

:01:48.:01:55.

Before the meeting, the more wanting assurances that the prison system

:01:56.:02:03.

would be reformed. I want to know why they have left this sort of. It

:02:04.:02:17.

has been out of sight, out of mind. I want to not just going to be new

:02:18.:02:20.

measures. Dean Saunders was

:02:21.:02:26.

a stay-at-home dad. After a paranoid episode,

:02:27.:02:28.

he attempted to take his own life. His father tried to stop him

:02:29.:02:30.

and was injured in the process. Dean was arrested and processed

:02:31.:02:33.

through the criminal justice system. Whilst in Chelmsford Prison,

:02:34.:02:36.

he took his own life. The inquest discovered that neglect

:02:37.:02:38.

contributed to his death. A jury said there were serious

:02:39.:02:40.

failings in both mental health care The Justice Secretary announced

:02:41.:02:43.

this week there will be up to a ?5,000 pay increase

:02:44.:02:52.

for prison officers in London and the south-east, in an attempt

:02:53.:02:54.

to boost numbers. Critics say that is

:02:55.:02:56.

too little, too late. The parents went into the meeting

:02:57.:03:09.

wanting more than money invested in the prison system. They wanted an

:03:10.:03:12.

apology and an assurance that the mistakes which cost Dean Saunders

:03:13.:03:24.

his life would not be repeated. She did apologise. When we detailed all

:03:25.:03:29.

the feelings, she agreed. I want to see action. Anything that does

:03:30.:03:38.

happiness come too late. But hopefully it will not happen to

:03:39.:03:45.

anyone else's son. They hope the promises made in today's meeting

:03:46.:03:50.

will change the prison system. Any other families going through the

:03:51.:03:58.

same pain that they did. We wanted to contact the Justice Secretary on

:03:59.:04:04.

this issue, but she declined. The family believe that if the promises

:04:05.:04:08.

they were given at the meeting followed through and, it will

:04:09.:04:10.

prevent a tragedy like this happening again.

:04:11.:04:15.

Yesterday on this programme, we looked at the changes

:04:16.:04:17.

to business rates which will be introduced in April.

:04:18.:04:19.

In some places, where property prices and the cost of renting

:04:20.:04:22.

are higher, there will be big increwases.

:04:23.:04:23.

A managing director from Norfolk got in touch to say that

:04:24.:04:26.

Our business correspondent Richard Bond reports from Reedham.

:04:27.:04:29.

Handy for the blind and the partially sighted.

:04:30.:04:41.

The company which founded them was formed by Dick Carey.

:04:42.:04:43.

It employs 18 people in Reedham on the Norfolk Broads.

:04:44.:04:45.

Having recently moved into larger premises,

:04:46.:04:47.

it did expect its business rates to rise.

:04:48.:04:49.

But not to nearly ?9,000 a year, as they will shortly.

:04:50.:04:55.

We were anticipating that they may double,

:04:56.:04:57.

but they have actually gone up more than three times.

:04:58.:05:00.

The government may be claiming that business rates in this

:05:01.:05:02.

area are going down, but that is certainly

:05:03.:05:04.

not our experience. And I very much doubt

:05:05.:05:06.

it is the experience of many other small businesses.

:05:07.:05:12.

The business is in Reedham, which in is the Broadland

:05:13.:05:15.

According to the government, businesses here should

:05:16.:05:17.

see an average reduction in the business rate of 6%, come April.

:05:18.:05:21.

So, what is the experience of other local firms here?

:05:22.:05:23.

The Humpty Dumpty microbrewery in Reedham them supplies

:05:24.:05:34.

The Humpty Dumpty microbrewery in Reedham supplies

:05:35.:05:36.

It employs ten staff and will see a modest rise in its business rates.

:05:37.:05:42.

We are currently paying ?2,870 in business rates.

:05:43.:05:44.

Based on the valuations, I think it is going to

:05:45.:05:47.

go up by a modest amount, to maybe ?2,900.

:05:48.:05:49.

Reedham Ferry is a collection of businesses, including

:05:50.:05:55.

a pub and restaurant, touring park and a car

:05:56.:05:57.

It is another village business to see another small rise in

:05:58.:06:00.

The cost for them is going up from ?17,000 a year to ?18,000.

:06:01.:06:06.

We have been quite lucky here with the company.

:06:07.:06:08.

But you look at other people and they are jumping up and

:06:09.:06:13.

It is an unscientific survey of one village,

:06:14.:06:16.

but in an area where business rates are supposed to be going down,

:06:17.:06:19.

we could not find a single firm paying less.

:06:20.:06:27.

Jackie Crisp is from Roche Chartered Surveyors in Norwich.

:06:28.:06:29.

Earlier this afternoon, I asked her about the confusion over

:06:30.:06:32.

the business rate changes. What was she seeing on the ground?

:06:33.:06:40.

It very much depends on the sector that you are in.

:06:41.:06:43.

Retail has been hit very, very badly.

:06:44.:06:44.

Specifically, as you featured on the programme last

:06:45.:06:46.

night, a couple of places that have seen tremendous retail rent and

:06:47.:06:49.

But does it mean, in places like Southwold,

:06:50.:06:57.

small independent stores are going to be

:06:58.:06:59.

When we looked at a number of companies

:07:00.:07:10.

going in and paying large rents, at that

:07:11.:07:12.

time, with the rates set, it would have an affect

:07:13.:07:14.

on the rateable value for the rest of the town.

:07:15.:07:28.

So should this all have been predictable for

:07:29.:07:30.

those businesses? Should they have seen this coming?

:07:31.:07:32.

I do not think individual businesses could have

:07:33.:07:33.

known about this piece of information.

:07:34.:07:35.

We certainly knew it because we valued premises.

:07:36.:07:37.

We valued specific premises in Southwold and that

:07:38.:07:39.

alerted us to the fact that rent and rates were going to go up

:07:40.:07:42.

substantially in those particular areas.

:07:43.:07:43.

But that was not common knowledge, no.

:07:44.:07:52.

This has comes as a big shock to a lot of businesses.

:07:53.:07:55.

What are they supposed to do about it?

:07:56.:07:57.

Up until April 1st this year, they can check check that the

:07:58.:08:01.

Check the floor areas, check the use of the premises is correct.

:08:02.:08:05.

Check that all the basic facts are correct.

:08:06.:08:07.

They can contact the valuation office and they will

:08:08.:08:09.

hopefully take into account people's views and rectify the situation.

:08:10.:08:11.

After April 1st, you can actualy challenge the value

:08:12.:08:13.

If you cannot agree with that valuation, valuation, you

:08:14.:08:17.

Does this always happen when that there is a

:08:18.:08:32.

restructuring and a look again at the business rates?

:08:33.:08:35.

The last time this happened was in 2010.

:08:36.:08:37.

We are seven years down the line and that is what has

:08:38.:08:40.

created the majority of the problems, yes.

:08:41.:08:46.

The Buttermarket shopping centre in Ipswich has been sold

:08:47.:08:48.

It was bought by The National Grid Pension Fund.

:08:49.:08:51.

The previous owners bought it two years ago for just over ?9 million.

:08:52.:09:03.

Beccles Hospital has reopened to in-patients today,

:09:04.:09:12.

A meeting has been held tonight about the closure of two clinical

:09:13.:09:23.

groups. A petition against the closure has 3000 signatures.

:09:24.:09:26.

Beccles Hospital has reopened to in-patients today,

:09:27.:09:27.

to help tackle the problem of bed blocking at the

:09:28.:09:30.

?1.5 million pounds has been spent on the refurbishment of

:09:31.:09:33.

There are still 20 beds, but there are more

:09:34.:09:36.

The focus is on rehabilitation and getting people back home.

:09:37.:09:40.

It has been designed to be dementia-friendly.

:09:41.:09:43.

including therapists and social workers.

:09:44.:09:46.

Before this, the hospital took referrals from GPs.

:09:47.:09:48.

Now, it will take them from the Paget.

:09:49.:09:50.

Schools in Norfolk are getting better,

:09:51.:09:51.

according to new figures released by the council.

:09:52.:09:53.

For years, they have been criticised for

:09:54.:09:55.

But now the percentage of schools classed as either good

:09:56.:09:58.

or outstanding has reached 89%, which is equal to

:09:59.:10:00.

I need someone to be the decimal point.

:10:01.:10:06.

A year four mathematics class at this Scarning

:10:07.:10:08.

Once rated as "requires improvement", Scarning is now rated

:10:09.:10:17.

It has been helped by the school improvement

:10:18.:10:19.

I think, as a school, it's given us a lot of direction and

:10:20.:10:27.

focus and it's allowed us to tailor things to suit the school,

:10:28.:10:30.

which we have then been able to feed back to the staff,

:10:31.:10:32.

which has then had a direct impact on children.

:10:33.:10:36.

Better To Best provides schools with help from anything, ranging from

:10:37.:10:39.

preparing for a visit from Ofsted to a piece of work on school values,

:10:40.:10:42.

which year six at the school have been looking at.

:10:43.:10:49.

Whenever we are stuck in lessons, the teachers

:10:50.:10:54.

We have got this box that we put tokens into, so when people

:10:55.:11:05.

are helpful and friendly to each other, they get a prize.

:11:06.:11:07.

It was the former head of Ofsted, Sir Michael Wilshaw,

:11:08.:11:10.

who came to Norfolk and gave headteachers a good telling off.

:11:11.:11:12.

And it worked. Because schools here

:11:13.:11:14.

are now improving. Today, headteachers

:11:15.:11:15.

were at the launch of the new Viscount Nelson Education Network,

:11:16.:11:18.

a not-for-profit organisation which will now run the programme.

:11:19.:11:27.

The idea always was from Norfolk County Council,

:11:28.:11:29.

that within a period of time, they would stop pushing school

:11:30.:11:32.

improvement from the centre of the county council and that it

:11:33.:11:34.

would go back to the schools and they would be leading it themselves.

:11:35.:11:37.

Of course, three or four years ago, we weren't in a position for schools

:11:38.:11:41.

to feel strong enough to do that thing and now we are.

:11:42.:11:49.

It is approximately ?3,000 a year to buy into.

:11:50.:11:51.

You can also top up for extra things that you want.

:11:52.:11:54.

We feel, as a school, that it is extremely

:11:55.:11:56.

good value for money. We have got an awful lot out of it.

:11:57.:11:59.

240 schools across Norfolk are now part of the

:12:00.:12:01.

Better To Best programme. At Scarning and elsewhere,

:12:02.:12:04.

across Norfolk, they are proud of the improvements they have made.

:12:05.:12:07.

But also remain aware that there is much more to do.

:12:08.:12:26.

Still to come tonight, Alex will be here with news

:12:27.:12:29.

And "the train that floats in the sky".

:12:30.:12:32.

Rare pictures of a space-age railway with a test track in the Fens.

:12:33.:12:44.

It is nearly three months now since free range poultry flocks

:12:45.:12:47.

were shut indoors, to try to prevent the spread of bird flu.

:12:48.:12:50.

Next week, birds in some places will be allowed out,

:12:51.:12:52.

while others in so-called high risk areas will have to stay inside.

:12:53.:12:58.

Today, an expert in bird migration told Look East

:12:59.:13:00.

that the risk of bird flu could continue all through the summer.

:13:01.:13:03.

But first, our environment reporter Richard Daniel reports.

:13:04.:13:13.

It is an industry which has been in lockdown since December. Thousands

:13:14.:13:21.

of prods potentially at risk from the strain of bird flu kept indoors.

:13:22.:13:33.

If they had to stay indoors, many producers fear they will lose a lot

:13:34.:13:44.

of stock. It is not going away. Last week, confirmation of the first case

:13:45.:13:49.

in the region. Some vets believe that firearms closest to the water

:13:50.:13:57.

remain at the greatest risk. Why is that? It attracts many whale barbs.

:13:58.:14:09.

Politically, ducks. They believed docs are one of the most important

:14:10.:14:15.

characters -- carriers. From the end of the month, certain to certain

:14:16.:14:26.

conditions, barbs will be allowed out once again if they are in the

:14:27.:14:31.

wake area on this map. Those on the red areas will have to remain

:14:32.:14:36.

indoors. But many farmers are unconvinced. They see that no media

:14:37.:14:45.

is completely safe. -- area. Dr Andy Musgrove is from

:14:46.:14:50.

the British Trust for Ornithology. Late this afternoon,

:14:51.:14:53.

I asked him which wild birds Most of the whale barbs that have

:14:54.:15:05.

been found to have it in the United Kingdom have been water-based barbs,

:15:06.:15:16.

like ducks, geese and swans. But that is maybe because only larger

:15:17.:15:19.

birds are more likely to be detected. So it is not likely to be

:15:20.:15:29.

songbirds, the smaller ones? That is not thought likely. He did not give

:15:30.:15:38.

phone carrying disease. It is mostly thought to be more prevalent in

:15:39.:15:46.

water birds. These are large barbs which are congregating in large

:15:47.:15:55.

numbers. These other situations in which evaders can multiply. A lot of

:15:56.:16:04.

things going to change over the next few years? It is a disease which has

:16:05.:16:16.

been with us for many years. It is simply that the strain of it has

:16:17.:16:19.

changed, in the same way as the strain of the likes of influenza

:16:20.:16:26.

virus changes. It is not going to go be any time soon. People treat

:16:27.:16:33.

industry is really going to have to think about what this means. Thank

:16:34.:16:37.

you very much for joining us. A simple wooden frame that allows

:16:38.:16:41.

people with multiple It costs just a few hundred pounds,

:16:42.:16:43.

but some people say it has At the moment, the frame is not

:16:44.:16:49.

available on the NHS. So, a physiotherapist from Norfolk

:16:50.:16:53.

is setting up a national trial Our health reporter Nikki Fox

:16:54.:16:55.

visited one patient, A simple frame, but one which is

:16:56.:17:17.

read a real difference to Linda and Robert. She was diagnosed with MS

:17:18.:17:24.

six years into the marriage. That was 30 years ago. Last year, she

:17:25.:17:30.

could not walk, but the addition of this wooden frame has made all their

:17:31.:17:39.

change. I am able to feel my body again, not just been swamped in a

:17:40.:17:43.

cheer. You do not realise what you lose. It has made me feel a normal

:17:44.:17:54.

person again. The frames cost ?500 and are used in the national rail

:17:55.:17:58.

service for patients with spinal problems. But for them to be made

:17:59.:18:05.

available to MS sufferers, they have to be proven to be effective. That

:18:06.:18:14.

is why a clinician is doing a project involving 70 sufferers of

:18:15.:18:23.

MS. We want to use interventions which have been effective. The only

:18:24.:18:28.

way we can do that is to conduct a random trial. The couple travelled a

:18:29.:18:40.

lot in the marriage. The weather was so bad. Last year, the council do

:18:41.:18:44.

cruise because Brenda could not manage it. But thanks to the frame

:18:45.:18:50.

improving muscle strength, the cruisers once again on the cards. It

:18:51.:18:55.

is amazing the difference between this time last year. She has a

:18:56.:19:02.

totally different person. Just a simple piece of equipment like that

:19:03.:19:07.

can do so much. The trial still needs more volunteers. If results

:19:08.:19:19.

show the difference is noticeable, they could be available for

:19:20.:19:24.

sufferers of MS on the national Health Service.

:19:25.:19:27.

When Northampton Borough Council decided to sell an Egyptian

:19:28.:19:29.

statue called Sekhemka, the story made headlines

:19:30.:19:31.

They may have made ?8 million, but they had broken the golden rule

:19:32.:19:35.

of museums - never sell off your prize exhibits.

:19:36.:19:37.

But the council ploughed on regardless

:19:38.:19:38.

and is reinvesting a lot of the money

:19:39.:19:40.

to build an extension to its museum and art gallery.

:19:41.:19:43.

While the work is carried out, the museum is being packed up,

:19:44.:19:45.

to keep everything safe. This from Louise Hubball.

:19:46.:19:51.

Packing away more than 12,000 shoes. These include Queen Victoria 's

:19:52.:20:01.

shoes from 1840. In more recent additions from the film Kinky Boots.

:20:02.:20:14.

The museum is about to go on a ?14 million refurbishment programme. It

:20:15.:20:20.

will of the new extension. This piece will be larger and brighter

:20:21.:20:27.

and more of a journey through time. It is how the council raise the

:20:28.:20:31.

money to pay for it which was controversial. It sure -- sold off a

:20:32.:20:40.

4000 -year-old Egyptian statue, attracting widespread condemnation.

:20:41.:20:43.

They lost the arts Council accreditation in process. How far

:20:44.:20:48.

has the reputation of the museum been damaged? It has been. We are

:20:49.:20:55.

trying to improve the relationship again. Obviously, that what we're

:20:56.:21:00.

doing, they Babel CBI reinvesting the money. It will be a real asset

:21:01.:21:08.

for the tone. Everyone is focused on getting the museum packed up so the

:21:09.:21:17.

extension work can begin. The Stone Age and Roman section is top of the

:21:18.:21:21.

list for being catalogued. I have got the number. Coming along with

:21:22.:21:34.

Adam is his support worker, I get to support his rule being involved with

:21:35.:21:40.

the objects and the history of Northampton. They are looking for

:21:41.:21:43.

more volunteers to help with the move. It is expected to reopen to

:21:53.:21:55.

The Swinging Sixties were an age of change.

:21:56.:21:57.

The Hovertrain was dubbed "the train that floats in the sky" -

:21:58.:22:07.

a space-age passenger vehicle that would eventually take people

:22:08.:22:10.

It was tested in the Fens until the government withdrew funding.

:22:11.:22:19.

Now, archaeologists at Cambridge University have made

:22:20.:22:21.

a film about this very strange project.

:22:22.:22:31.

It is a little rough around the edges, but that is a certain majesty

:22:32.:22:42.

about the Hovertrain. It was hot news in the 1960s. It was tested on

:22:43.:22:57.

he may track on the Fens. Built in the swinging 60s. There was a great

:22:58.:23:04.

advances in technology. The idea was gay did land transport, which was

:23:05.:23:11.

going to be the future. The vision was that the Hovertrain would run

:23:12.:23:20.

alongside the normal railway. See separate routes had been calculated.

:23:21.:23:29.

150 people were working on the project, some of them the best

:23:30.:23:37.
