First tonight, the parents of a man who killed himself in prison | :01:05. | :01:07. | |
say they have been given an apology, at last, from the Justice Secretary, | :01:08. | :01:10. | |
Dean Saunders was mentally ill when he electrocuted himself | :01:11. | :01:14. | |
at Chelmsford Prison last January. A year later, the prison ombudsman | :01:15. | :01:19. | |
ruled he should have been treated in hospital. | :01:20. | :01:21. | |
Then, an inquest jury ruled both that there were serious failings | :01:22. | :01:27. | |
in both the mental health and prison systems. | :01:28. | :01:29. | |
Today, Dean's parents met the Justice Secretary | :01:30. | :01:31. | |
Robbie West reports from Westminster. | :01:32. | :01:44. | |
For the parents of Dean Saunders, today's meeting is what they wanted | :01:45. | :01:47. | |
since the day they found out their son was dead. | :01:48. | :01:55. | |
Before the meeting, the more wanting assurances that the prison system | :01:56. | :02:03. | |
would be reformed. I want to know why they have left this sort of. It | :02:04. | :02:17. | |
has been out of sight, out of mind. I want to not just going to be new | :02:18. | :02:20. | |
measures. Dean Saunders was | :02:21. | :02:26. | |
a stay-at-home dad. After a paranoid episode, | :02:27. | :02:28. | |
he attempted to take his own life. His father tried to stop him | :02:29. | :02:30. | |
and was injured in the process. Dean was arrested and processed | :02:31. | :02:33. | |
through the criminal justice system. Whilst in Chelmsford Prison, | :02:34. | :02:36. | |
he took his own life. The inquest discovered that neglect | :02:37. | :02:38. | |
contributed to his death. A jury said there were serious | :02:39. | :02:40. | |
failings in both mental health care The Justice Secretary announced | :02:41. | :02:43. | |
this week there will be up to a ?5,000 pay increase | :02:44. | :02:52. | |
for prison officers in London and the south-east, in an attempt | :02:53. | :02:54. | |
to boost numbers. Critics say that is | :02:55. | :02:56. | |
too little, too late. The parents went into the meeting | :02:57. | :03:09. | |
wanting more than money invested in the prison system. They wanted an | :03:10. | :03:12. | |
apology and an assurance that the mistakes which cost Dean Saunders | :03:13. | :03:24. | |
his life would not be repeated. She did apologise. When we detailed all | :03:25. | :03:29. | |
the feelings, she agreed. I want to see action. Anything that does | :03:30. | :03:38. | |
happiness come too late. But hopefully it will not happen to | :03:39. | :03:45. | |
anyone else's son. They hope the promises made in today's meeting | :03:46. | :03:50. | |
will change the prison system. Any other families going through the | :03:51. | :03:58. | |
same pain that they did. We wanted to contact the Justice Secretary on | :03:59. | :04:04. | |
this issue, but she declined. The family believe that if the promises | :04:05. | :04:08. | |
they were given at the meeting followed through and, it will | :04:09. | :04:10. | |
prevent a tragedy like this happening again. | :04:11. | :04:15. | |
Yesterday on this programme, we looked at the changes | :04:16. | :04:17. | |
to business rates which will be introduced in April. | :04:18. | :04:19. | |
In some places, where property prices and the cost of renting | :04:20. | :04:22. | |
are higher, there will be big increwases. | :04:23. | :04:23. | |
A managing director from Norfolk got in touch to say that | :04:24. | :04:26. | |
Our business correspondent Richard Bond reports from Reedham. | :04:27. | :04:29. | |

The company which founded them was formed by Dick Carey. | :04:42. | :04:43. | |
It employs 18 people in Reedham on the Norfolk Broads. | :04:44. | :04:45. | |

it did expect its business rates to rise. | :04:48. | :04:49. | |
But not to nearly ?9,000 a year, as they will shortly. | :04:50. | :04:55. | |
We were anticipating that they may double, | :04:56. | :04:57. | |
but they have actually gone up more than three times. | :04:58. | :05:00. | |
The government may be claiming that business rates in this | :05:01. | :05:02. | |
area are going down, but that is certainly | :05:03. | :05:04. | |
not our experience. And I very much doubt | :05:05. | :05:06. | |
it is the experience of many other small businesses. | :05:07. | :05:12. | |
The business is in Reedham, which in is the Broadland | :05:13. | :05:15. | |
According to the government, businesses here should | :05:16. | :05:17. | |
see an average reduction in the business rate of 6%, come April. | :05:18. | :05:21. | |
So, what is the experience of other local firms here? | :05:22. | :05:23. | |

We have been quite lucky here with the company. | :06:07. | :06:08. | |
But you look at other people and they are jumping up and | :06:09. | :06:13. | |
It is an unscientific survey of one village, | :06:14. | :06:16. | |
but in an area where business rates are supposed to be going down, | :06:17. | :06:19. | |
we could not find a single firm paying less. | :06:20. | :06:27. | |

Earlier this afternoon, I asked her about the confusion over | :06:30. | :06:32. | |
the business rate changes. What was she seeing on the ground? | :06:33. | :06:40. | |
It very much depends on the sector that you are in. | :06:41. | :06:43. | |
Retail has been hit very, very badly. | :06:44. | :06:44. | |
Specifically, as you featured on the programme last | :06:45. | :06:46. | |
night, a couple of places that have seen tremendous retail rent and | :06:47. | :06:49. | |
But does it mean, in places like Southwold, | :06:50. | :06:57. | |
small independent stores are going to be | :06:58. | :06:59. | |
When we looked at a number of companies | :07:00. | :07:10. | |
going in and paying large rents, at that | :07:11. | :07:12. | |
time, with the rates set, it would have an affect | :07:13. | :07:14. | |
on the rateable value for the rest of the town. | :07:15. | :07:28. | |
So should this all have been predictable for | :07:29. | :07:30. | |
those businesses? Should they have seen this coming? | :07:31. | :07:32. | |
I do not think individual businesses could have | :07:33. | :07:33. | |
known about this piece of information. | :07:34. | :07:35. | |
We certainly knew it because we valued premises. | :07:36. | :07:37. | |
We valued specific premises in Southwold and that | :07:38. | :07:39. | |
alerted us to the fact that rent and rates were going to go up | :07:40. | :07:42. | |
substantially in those particular areas. | :07:43. | :07:43. | |
But that was not common knowledge, no. | :07:44. | :07:52. | |
This has comes as a big shock to a lot of businesses. | :07:53. | :07:55. | |
What are they supposed to do about it? | :07:56. | :07:57. | |
Up until April 1st this year, they can check check that the | :07:58. | :08:01. | |
Check the floor areas, check the use of the premises is correct. | :08:02. | :08:05. | |
Check that all the basic facts are correct. | :08:06. | :08:07. | |
They can contact the valuation office and they will | :08:08. | :08:09. | |
hopefully take into account people's views and rectify the situation. | :08:10. | :08:11. | |

that within a period of time, they would stop pushing school | :11:30. | :11:32. | |
improvement from the centre of the county council and that it | :11:33. | :11:34. | |
would go back to the schools and they would be leading it themselves. | :11:35. | :11:37. | |
Of course, three or four years ago, we weren't in a position for schools | :11:38. | :11:41. | |
to feel strong enough to do that thing and now we are. | :11:42. | :11:49. | |
It is approximately ?3,000 a year to buy into. | :11:50. | :11:51. | |
You can also top up for extra things that you want. | :11:52. | :11:54. | |
We feel, as a school, that it is extremely | :11:55. | :11:56. | |
good value for money. We have got an awful lot out of it. | :11:57. | :11:59. | |

cruise because Brenda could not manage it. But thanks to the frame | :18:45. | :18:50. | |
