The farmers calling for tougher action on flytipping.

:00:00.:00:21.

The new racing season starts in Newmarket next season.

:00:22.:00:27.

And we're talking about statues -

:00:28.:00:28.

First tonight, the council in the High Court to argue its case

:00:29.:00:42.

against what it says could become Dale Farm mark two.

:00:43.:00:44.

Evicting 400 travellers from the Dale Farm site in 2011 cost

:00:45.:00:49.

Basildon council more than ?4 million.

:00:50.:00:54.

This second site at Hovefields is just two miles away.

:00:55.:00:58.

Councillors say that once again it's the travellers who are in the wrong.

:00:59.:01:02.

And they say they want to nip the problem in the bud.

:01:03.:01:05.

Today they took their fight to the High Court.

:01:06.:01:08.

Once again, Basildon Borough Council and travellers are embroiled in

:01:09.:01:19.

legal disputes and there is a lot at stake this

:01:20.:01:25.

legal disputes and there is a lot at stake here at the High Court.

:01:26.:01:28.

The council accuses the travellers of

:01:29.:01:30.

being in contempt because it says they have continued to make changes

:01:31.:01:33.

to a number of pitches, despite court rulings banning them from

:01:34.:01:36.

The travellers deny it but if found to be in contempt their

:01:37.:01:39.

lawyer has told me they could potentially face prison sentences.

:01:40.:01:42.

And these are the pitches today's hearing was

:01:43.:01:46.

about in an area called Silver Lodge kennels.

:01:47.:01:48.

The council says touring caravans have been replaced by

:01:49.:01:50.

mobile homes and a shed with toilets inside is being built,

:01:51.:01:52.

Hovefields's neighbours have told us they are worried about what is

:01:53.:01:56.

Work has continued over the last three or four weeks despite

:01:57.:02:01.

This dispute has brought back unpleasant memories.

:02:02.:02:17.

Hovefields is less than two miles from Dale Farm, once the largest

:02:18.:02:24.

Years of legal wrangling lead to a costly and

:02:25.:02:32.

Now, six years on, Basildon Council and

:02:33.:02:34.

travellers once again faced each other across a courtroom.

:02:35.:02:38.

The travellers urged the judge to authorise the changes they have

:02:39.:02:47.

made, there are lawyer said taking action would have a devastating

:02:48.:02:52.

impact on the lives of the 12 children, including two newborn

:02:53.:02:56.

babies who live on those five pitches and Mr Clarke said traveller

:02:57.:03:01.

and Gypsy culture is under threat and said the European Court of Human

:03:02.:03:05.

Rights technology they need protection. More evidence will be

:03:06.:03:09.

heard tomorrow and there are echoes of the argument in the build-up to

:03:10.:03:14.

that Dale Farm eviction. The council saying planning law simply must be

:03:15.:03:20.

enforced and traveller groups saying they not enough pitches for them.

:03:21.:03:24.

The Home Secretary Amber Rudd came to Norfolk today

:03:25.:03:26.

to campaign for Conservative candidates

:03:27.:03:27.

in the forthcoming local council elections.

:03:28.:03:29.

A new report says care homes in this region

:03:30.:03:40.

have the highest number of staff vacancies

:03:41.:03:41.

So how would the different political parties

:03:42.:03:47.

deal with what's widely seen as a care crisis?

:03:48.:03:49.

On one of the Tories' big hitters lending a hand to fellow party

:03:50.:04:01.

members. Among the main challenges facing councils and how to look

:04:02.:04:05.

after our own elderly population. The care sector struggling to retain

:04:06.:04:10.

staff, our region has the second-highest staff vacancy rate

:04:11.:04:16.

after London, nearly 8%. Nationally more than 300,000 adult social care

:04:17.:04:24.

workers left their jobs in 2015-16. That is equivalent to name hundred

:04:25.:04:28.

and 28 people every day. One of the things we're doing is making sure we

:04:29.:04:34.

have an increasing number of apprenticeships and last year 87,000

:04:35.:04:40.

started an adult social care, 37,000 up on the previous year. It is very

:04:41.:04:45.

important area and hear on now for an nationally and we are also

:04:46.:04:52.

putting another ?2 billion in up to 2020. Norfolk County Council have

:04:53.:04:57.

funded this video to try and get more young people into a cabbie in

:04:58.:05:03.

the sector. A career in adult social care give you more satisfaction than

:05:04.:05:08.

you might think. -- young people into a career. There has always been

:05:09.:05:14.

an issue about you pay staff the minimum wage, how rotten hours and

:05:15.:05:23.

terms and conditions and expected top class service and we can see it

:05:24.:05:28.

does not happen, in any industry. We are trying to get some of the money

:05:29.:05:34.

that goes into overseas aid and bring it back into the system so we

:05:35.:05:39.

can use it for our social services, but adult social care and children.

:05:40.:05:44.

The Liberal Democrats are looking at a dedicated NHS and care tax so we

:05:45.:05:49.

know exactly where the money is going to it would show on your

:05:50.:05:54.

payslip and would be informed by an independent assessment of how much

:05:55.:05:57.

they need. Voting for the local council

:05:58.:06:00.

elections will take place on May the 4th.

:06:01.:06:03.

Our Health Reporter Nikki Fox is with me now.

:06:04.:06:05.

Nikki, why is the East so badly off when it comes to not

:06:06.:06:08.

Partly because there are quite a fewer retirement areas in this

:06:09.:06:17.

region that need more carers but those tend to be the edges that are

:06:18.:06:23.

more affluent sort then in turn carers can't afford to live there.

:06:24.:06:28.

Some independent carers are saying although Brexit hasn't necessarily

:06:29.:06:32.

meant lots of Eastern European workers have suddenly left, what it

:06:33.:06:36.

has meant is fewer people are coming here to work in the first place

:06:37.:06:41.

which is having a small impact and also in love what they have done

:06:42.:06:46.

quite a lot to recruit staff, as you so in that report. -- and also in

:06:47.:06:49.

Norfolk. If you offered more to what any supermarket then

:06:50.:07:04.

money can talk. Councils do not have much money so

:07:05.:07:06.

presumably they cannot be a lot. Suffolk County Council admits has

:07:07.:07:08.

not increased its fees for five years and for the first time Essex

:07:09.:07:11.

County Council is facing legal action of the amount it pays to care

:07:12.:07:15.

companies, it is being taken to court by the body representing two

:07:16.:07:19.

organisations and that is because some care homes receive around ?160

:07:20.:07:28.

less a week for Council funded care than they do for private. Some

:07:29.:07:31.

people say that is grossly unfair. Thank you.

:07:32.:07:35.

Farmers say fly-tipping in Essex has reached unprecedented levels.

:07:36.:07:36.

In the last six months there have been more than 120 cases

:07:37.:07:39.

where entire lorry loads have been dumped in fields.

:07:40.:07:42.

Landowners say the criminal gangs responsible must be stopped.

:07:43.:07:50.

A field of the A12, the spoiled and building waste. A lot of paperwork

:07:51.:07:58.

in here from schools and private houses, mainly in Romford. It will

:07:59.:08:03.

cost the land owner of thousands. And if he does not leave risks

:08:04.:08:08.

ending up in court. The main annoyance is it is now yours and

:08:09.:08:12.

nothing will happen except you have got to clear it up and pay the bill.

:08:13.:08:18.

Nearby another field and the same story. Cowpox cup and two more lorry

:08:19.:08:26.

loads of waste. We feel as if -- had locks cut. We feel as though we are

:08:27.:08:32.

the dumping ground for society and because it is on private property

:08:33.:08:38.

the enforcement agencies seek it is our responsibility. Inspector

:08:39.:08:41.

Clouseau could have discovered done this. But not a single prosecution

:08:42.:08:46.

so far. The Essex fly-tipping group has been formed for this reason with

:08:47.:08:51.

the aim to prove intelligence between landowners, police and

:08:52.:08:56.

councils and then target distributable with contractors to

:08:57.:09:01.

catch responsible. This is, full waste, a lot has been

:09:02.:09:06.

semi-processed, so great has been in the waste system and then the

:09:07.:09:13.

worthless waste is left such the plastic and plasterboard coming out

:09:14.:09:17.

onto farmland. This is very organised, they know what they are

:09:18.:09:21.

doing and are making money by avoiding the final land that

:09:22.:09:25.

charges. The Government today announced plans to make flight it

:09:26.:09:29.

was clear up waste. Cold comfort for the victims of industrial scale

:09:30.:09:34.

fly-tipping. They say punitive fines, long prison sentences and the

:09:35.:09:39.

seizing assets are the only thing that will stop this fly-tipping

:09:40.:09:40.

epidemics. South Norfolk Council has

:09:41.:09:44.

successfully prosecuted a business owner in Norwich for not

:09:45.:09:46.

ensuring his waste was He said he'd paid

:09:47.:09:48.

someone to remove it, but it was found dumped

:09:49.:09:53.

in a layby in Wymondham. David Fergus, from the council,

:09:54.:09:56.

told me why the business itself Well, all residents and businesses

:09:57.:09:58.

have a duty of care to make sure their waste is appropriate

:09:59.:10:05.

collected, managed and ultimately disposed

:10:06.:10:06.

they should really apply some

:10:07.:10:08.

common-sense checks to make sure the person they give their waste to does

:10:09.:10:10.

actually have a waste carrier's licence, which is something they can

:10:11.:10:16.

check with the Environment Agency. They also need to ask

:10:17.:10:21.

the question about where and make some reasonable

:10:22.:10:25.

enquiries about that. And that applies to both

:10:26.:10:30.

the residents, people at homes, Do you think people understand

:10:31.:10:33.

their responsibilities I think most people

:10:34.:10:35.

are quite responsible in terms of this, but there

:10:36.:10:48.

are a number of people who either see a deal

:10:49.:10:53.

and think it is a cheaper option

:10:54.:11:01.

without realising the risk they pose to themselves in terms

:11:02.:11:04.

of fly-tipping, or alternatively in

:11:05.:11:05.

terms of prosecution. We are doing quite a new awareness

:11:06.:11:07.

campaign here to raise awareness for all the residents

:11:08.:11:10.

and businesses locally. In that particular case,

:11:11.:11:12.

how did you trace it back We receive around 689 reports

:11:13.:11:15.

of fly-tipping and we conducted and 94 active

:11:16.:11:18.

investigations, and in each case we conduct an investigation

:11:19.:11:20.

we will actually go through and examine

:11:21.:11:22.

the material that has been deposited

:11:23.:11:23.

and look for those who can So when we went through

on an How big the problem do

:11:39.:11:39.

you think it has become? Nationally it is a huge problem

:11:40.:11:47.

because at the price of disposing of waste gets

:11:48.:11:50.

higher and higher there professional criminals who are

:11:51.:11:54.

engaged in these illegal practices and sometimes people are seduced

:11:55.:11:58.

by people offering a very cheap I guess our message

:11:59.:12:01.

would be that if it is a very cheap option then

:12:02.:12:09.

you should be quite careful it is actually a compliant option

for disposing of your waste because ultimately you will expose yourself

to fixed penalty and prosecution. The Suffolk singer Ed Sheeran

the tourist trails, talking statues. I often wondered how John Bunyan

:13:00.:13:06.

would speak. Now we move. -- now we know.

:13:07.:13:10.

Have you heard of the racehorse Eminent?

:13:11.:13:12.

Maybe not, but in Newmarket there's a buzz in the air ahead

:13:13.:13:14.

Because Eminent is the son of Frankel, one of the most

:13:15.:13:19.

successful racehorses of all time. It's now four and a half

:13:20.:13:21.

years since Frankel was retired to stud unbeaten.

:13:22.:13:23.

And this season some of his fillies and colts will compete

:13:24.:13:26.

in the Classics for the first time, starting next month

:13:27.:13:28.

Tom Williams has been to see Eminent in training.

:13:29.:13:32.

As with all the fame comes a great expectation.

:13:33.:13:36.

All eyes on Eminent, centre of attention

:13:37.:13:37.

The first offspring for the unbeaten wonder-horse Frankel.

:13:38.:13:46.

Not a trainer around that wouldn't want to work with a mini-Frankel.

:13:47.:13:55.

It is a real privilege to do this, and knowing that he has got ability.

:13:56.:13:58.

The way that he won his maiden was fantastic and everything he has

:13:59.:14:01.

done for us since has lived up to that.

:14:02.:14:04.

How much pressure is on your shoulders, having

:14:05.:14:07.

Luckily he doesn't know about it too much, so that's all right.

:14:08.:14:17.

That's why he is yawning and he is quite happy, but for me

:14:18.:14:21.

This is a great hope for us to be able to put the yard on the map

:14:22.:14:26.

and hopefully he will live up to everything we expect of him.

:14:27.:14:29.

Frankel is widely regarded as the greatest ever racehorse,

:14:30.:14:32.

unbeaten in 14 outings, a Guineas winner, ending

:14:33.:14:34.

an illustrious career with victory on British Champions Day.

:14:35.:14:42.

Eminent has started his career well with a debut win at Newmarket,

:14:43.:14:45.

suggesting Frankel's foals are growing into

:14:46.:14:48.

We had the first crop of two-year-olds last

:14:49.:14:56.

year and the question was whether they would train on.

:14:57.:14:59.

Often the horses are precocious and they don't travel through,

:15:00.:15:08.

but it's had one or two winners this season already so clearly...

:15:09.:15:11.

And the way you look at the horse, Eminent here looks fantastic.

:15:12.:15:14.

Eminent will race at Newmarket's Craven meeting next week.

:15:15.:15:19.

A traditional trial for his Guineas, where he will hope to follow

:15:20.:15:22.

Frankel demolished the field that they in that famous race that

:15:23.:15:29.

And we're probably going to be blessed with a very strong

:15:30.:15:35.

And Frankel could be represented by at least three colts.

:15:36.:15:38.

Unfortunately, you know, if we just had the only one,

:15:39.:15:45.

but there are a lot of other good ones, so he is obviously proving

:15:46.:15:49.

He's a bright hope, and Eminent wants to prove

:15:50.:15:52.

Two friends from Suffolk have just returned home after walking

:15:53.:15:56.

a quarter of the way around the world.

:15:57.:15:58.

Henry Dunham and Sam Crimp set off in May and walked 6500 miles

:15:59.:16:01.

to cross their finishing line in Kathmandu in Nepal.

:16:02.:16:03.

Henry's sister Annie, from Framlingham, died a year ago,

:16:04.:16:06.

after being diagnosed with a brain tumour.

:16:07.:16:07.

The pair have now raised more than ?14,000 for charity, including

:16:08.:16:10.

We'll speak to them in a moment, but first this from Kim Riley.

:16:11.:16:24.

Arrive in Istanbul and head towards Ankara.

:16:25.:16:26.

Planning their big adventure around the kitchen table last May.

:16:27.:16:28.

The trek was Hendry and Sam's contribution

:16:29.:16:30.

to Annie's Challenge, a

:16:31.:16:31.

charity set up in tribute to Annie Hughes' love of life.

:16:32.:16:34.

difficulties, married and had two young children.

:16:35.:16:40.

She lived eight months after her diagnosis.

:16:41.:16:42.

Here supporting early fundraising efforts.

:16:43.:16:44.

She was just 29 when she died, leaving behind her husband,

:16:45.:16:56.

David, and children Lilly and Noah. She was the inspiration that drove

:16:57.:16:59.

They walked beneath blue skies, sheltered from torrential rain.

:17:00.:17:03.

I would have to say being stuck up in

:17:04.:17:07.

the mountains in Romania was very gruelling, for two or three days.

:17:08.:17:13.

Among the places they had taken refuge, a shepard's hut.

:17:14.:17:18.

Later they were arrested by Turkish police for

:17:19.:17:22.

They saw some amazing sites - the view

:17:23.:17:26.

from Mount Sandakphu in the Himalayas.

:17:27.:17:31.

Finally, on the 27th of March, after some 13 million steps,

:17:32.:17:37.

a reception committee of friends and relatives

:17:38.:17:43.

As the banner said - Kathman-done-it.

:17:44.:17:47.

Did you have any idea what you were taking an? Short answer no. We went

:17:48.:18:02.

to the gym a lot and were well-trained but nothing can prepare

:18:03.:18:08.

you that. How much weight did you lose because presumably food was

:18:09.:18:13.

scarce. We did not have the best diet. Bread and jam most nights. We

:18:14.:18:21.

both lost around eight kilograms. You had to take a detour at one

:18:22.:18:28.

point? In India we did. There is a separatist group who can cause quite

:18:29.:18:33.

a bit of mischief and we got two thirds of the way along and tall by

:18:34.:18:39.

our security friend we had to take a very sudden detour so we got a train

:18:40.:18:45.

to Calcutta and then continued our route down to Kathmandu. I know you

:18:46.:18:50.

had helped along the way but what is interesting in the richer companies

:18:51.:18:55.

never be helping -- richer countries know that they helped you, only in

:18:56.:19:01.

the poorer countries. I think it is empathy with the see a struggling

:19:02.:19:09.

and the wanted to help us out. What I do not want to say anything bad

:19:10.:19:14.

about Germans or Austrians! But we found a little but they were not so

:19:15.:19:19.

keen to help. Did you have any very low points you thought you could not

:19:20.:19:24.

continue? There were certainly low point but we never once a vocally

:19:25.:19:29.

said we should give up. In Turkey the political situation once more

:19:30.:19:34.

caused ranks between us and the locals and it was also raining the

:19:35.:19:39.

whole time we were there. -- had caused some banks. But the contest

:19:40.:19:46.

he flew after that. There is a very serious side to this and told me

:19:47.:19:52.

some interesting facts about the brain tumours. The sad thing about

:19:53.:19:56.

brain tumours as it is often referred to as the young person's

:19:57.:20:01.

can serve as it kills more people under 40 than any other cancer. But

:20:02.:20:10.

there is a very little funding for it, it received 1% of Government

:20:11.:20:20.

funding which is why people like us and the charity we support try to

:20:21.:20:23.

make a difference. And you did this all because of

:20:24.:20:29.

Annie, and how are her family coping now? Obviously it is incredibly

:20:30.:20:34.

difficult, to lose anyone but Annie was this incredibly brave character,

:20:35.:20:41.

just the most gentle person you will ever meet. She had these two

:20:42.:20:46.

beautiful young children who sadly will probably live the rest of their

:20:47.:20:50.

lives never really remembering their mother and that is the biggest

:20:51.:20:55.

sadness of all. Congratulations to both of you. What we have both done

:20:56.:20:59.

is amazing and I'm sure she would be very proud of you.

:21:00.:21:02.

Tourist bosses are always looking for new ways

:21:03.:21:04.

And today an idea which has already proved popular

:21:05.:21:08.

in Chicago and Berlin, has been unveiled in Bedford.

:21:09.:21:10.

Basically, it involves a mobile phone,

:21:11.:21:12.

and some history lessons about the great and the good of Bedford.

:21:13.:21:17.

Louise Hubball has been to hear for herself.

:21:18.:21:29.

In Bedford you do not have to go far before you find a statue.

:21:30.:21:32.

And now these figures from the town's history can

:21:33.:21:38.

Simply scan the sign with your smartphone

:21:39.:21:48.

and there is a message from this famous Puritan preacher.

:21:49.:21:51.

John Bunyan here, one-time sinner and bestselling author of

:21:52.:21:53.

Born of humble origin in the year of our Lord 1628.

:21:54.:21:58.

Other familiar faces on the tour include jazz

:21:59.:22:00.

musician Glenn Miller, who performed here during the Second World War.

:22:01.:22:02.

Now, you don't happen to know where I can find

:22:03.:22:05.

Across the river, the imposing knight on top of the war memorial

:22:06.:22:09.

Most people stroll past with their ice cream, cans of drink,

:22:10.:22:13.

I imagine him rather lonely up there.

:22:14.:22:16.

He is also an all-purpose medieval warrior, so I thought of him

:22:17.:22:19.

as perhaps angry at the First World War being fought by millions of

:22:20.:22:22.

He wants war fought by professionals like

:22:23.:22:24.

And the speech for John Howard, the famous prison reformer

:22:25.:22:32.

from the 1700s, has been written by inmates from Bedford

:22:33.:22:39.

prison working alongside a local theatre groups.

:22:40.:22:42.

I ask you to remember the sweetness of

:22:43.:22:44.

freedom and the relief of forgiveness.

:22:45.:22:51.

The team behind project are keen to get the

:22:52.:22:53.

They really engaged with the project and were

:22:54.:22:58.

excited to be part of it and talk about the fact once they were out of

:22:59.:23:06.

prison they would be able to come and hear the statues talk and know

:23:07.:23:09.

for the John Howard statue they were part of the project.

:23:10.:23:12.

The reflections of Bedford sculpture is voiced by the comedian

:23:13.:23:14.

You've checked out my lacy underparts, right?

:23:15.:23:18.

I represent the lace makers of Bedford as well as

:23:19.:23:20.

The project, produced by Sing London, has already had

:23:21.:23:24.

So Sing London have taken the project from

:23:25.:23:26.

Chicago to Berlin, to Manchester, Leeds and now here in Bedford.

:23:27.:23:35.

We are hoping it will put our statues on the map and also local

:23:36.:23:38.

people will engage more in the history of their town and these

:23:39.:23:41.

So next time you take a stroll through Bedford it

:23:42.:23:44.

is worth seeing what the statues have to say.

:23:45.:23:49.

That is a very good idea. The weather with Alex. Thinking

:23:50.:24:01.

about the Easter weekend, it will be a bit cooler by the weekend and the

:24:02.:24:07.

chance of some rain. We have had above average temperatures and some

:24:08.:24:14.

more fine weather today. Some lovely sunshine here on the beach and

:24:15.:24:20.

another photograph looking at Northamptonshire, glorious. The

:24:21.:24:24.

satellite image shows a lot of sunshine today and this weather

:24:25.:24:27.

system coming down from the north is pushing cloud in our direction so

:24:28.:24:35.

although the deep end is fine with some sunshine, the evening and night

:24:36.:24:39.

will see cloud increase from the north-west which could eventually

:24:40.:24:43.

produce some rain by the end of the night. With more close than must

:24:44.:24:49.

lead it will be more mild and temperatures tomorrow morning around

:24:50.:24:54.

seven Celsius. Tomorrow starts with the few of rain and this weather

:24:55.:24:59.

system coming and Andy cold front bringing some fresh and conditions

:25:00.:25:08.

expected -- expected to be more blustery. It should brighten up on

:25:09.:25:13.

the whole of the Day looks much cloudier than today. Quite a

:25:14.:25:23.

blustery wind in from the west. As we get into the afternoon it will

:25:24.:25:27.

cloud over once more from the north-west and although it will not

:25:28.:25:32.

amount to very much there could be some spots of rain here and there

:25:33.:25:39.

but some will miss that entirely. Slightly fresher conditions behind

:25:40.:25:44.

that cold front and clearer skies meaning a chilly start to Thursday.

:25:45.:25:50.

Some uncertainty for Easter weekend depending on the behaviour of this

:25:51.:25:54.

weather system. Fresher for Easter weekend and the chance of some rain

:25:55.:26:01.

but a brightly on Thursday, killing a lot fresher, chance of an isolated

:26:02.:26:07.

shower in western counties -- feeling a lot fresher. On Friday at

:26:08.:26:12.

the risk of one or two showers but largely dry. Cooler and fresher on

:26:13.:26:18.

Saturday with some sunshine and the risk of some rain over Easter

:26:19.:26:23.

weekend. I will have an updated picture tomorrow.

:26:24.:26:28.

Colder and possibly wetter than last weekend.

:26:29.:26:29.

That is all. Goodbye. There have never been

:26:30.:27:36.

so many people in work - that's what the Government

:27:37.:27:38.

keeps telling us.
