less a week for Council funded care than they do for private. Some | :07:29. | :07:31. | |

Farmers say fly-tipping in Essex has reached unprecedented levels. | :07:36. | :07:36. | |
In the last six months there have been more than 120 cases | :07:37. | :07:39. | |
where entire lorry loads have been dumped in fields. | :07:40. | :07:42. | |
Landowners say the criminal gangs responsible must be stopped. | :07:43. | :07:50. | |

nothing will happen except you have got to clear it up and pay the bill. | :08:13. | :08:18. | |

so far. The Essex fly-tipping group has been formed for this reason with | :08:47. | :08:51. | |
the aim to prove intelligence between landowners, police and | :08:52. | :08:56. | |
councils and then target distributable with contractors to | :08:57. | :09:01. | |
catch responsible. This is, full waste, a lot has been | :09:02. | :09:06. | |
semi-processed, so great has been in the waste system and then the | :09:07. | :09:13. | |
worthless waste is left such the plastic and plasterboard coming out | :09:14. | :09:17. | |
onto farmland. This is very organised, they know what they are | :09:18. | :09:21. | |
doing and are making money by avoiding the final land that | :09:22. | :09:25. | |
charges. The Government today announced plans to make flight it | :09:26. | :09:29. | |
was clear up waste. Cold comfort for the victims of industrial scale | :09:30. | :09:34. | |
fly-tipping. They say punitive fines, long prison sentences and the | :09:35. | :09:39. | |
seizing assets are the only thing that will stop this fly-tipping | :09:40. | :09:40. | |
epidemics. South Norfolk Council has | :09:41. | :09:44. | |
successfully prosecuted a business owner in Norwich for not | :09:45. | :09:46. | |

someone to remove it, but it was found dumped | :09:49. | :09:53. | |
in a layby in Wymondham. David Fergus, from the council, | :09:54. | :09:56. | |
told me why the business itself Well, all residents and businesses | :09:57. | :09:58. | |
have a duty of care to make sure their waste is appropriate | :09:59. | :10:05. | |
collected, managed and ultimately disposed | :10:06. | :10:06. | |

common-sense checks to make sure the person they give their waste to does | :10:09. | :10:10. | |
actually have a waste carrier's licence, which is something they can | :10:11. | :10:16. | |
check with the Environment Agency. They also need to ask | :10:17. | :10:21. | |
the question about where and make some reasonable | :10:22. | :10:25. | |
enquiries about that. And that applies to both | :10:26. | :10:30. | |
the residents, people at homes, Do you think people understand | :10:31. | :10:33. | |
their responsibilities I think most people | :10:34. | :10:35. | |
are quite responsible in terms of this, but there | :10:36. | :10:48. | |
are a number of people who either see a deal | :10:49. | :10:53. | |
and think it is a cheaper option | :10:54. | :11:01. | |
without realising the risk they pose to themselves in terms | :11:02. | :11:04. | |
of fly-tipping, or alternatively in | :11:05. | :11:05. | |
terms of prosecution. We are doing quite a new awareness | :11:06. | :11:07. | |
campaign here to raise awareness for all the residents | :11:08. | :11:10. | |
and businesses locally. In that particular case, | :11:11. | :11:12. | |
how did you trace it back We receive around 689 reports | :11:13. | :11:15. | |
of fly-tipping and we conducted and 94 active | :11:16. | :11:18. | |
investigations, and in each case we conduct an investigation | :11:19. | :11:20. | |
we will actually go through and examine | :11:21. | :11:22. | |
the material that has been deposited | :11:23. | :11:23. | |
and look for those who can So when we went through | :11:24. | :11:25. | |
the material that had been deposited | :11:26. | :11:28. | |
we were able to track it back very clearly | :11:29. | :11:30. | |
to the business, and attributed to him | :11:31. | :11:32. | |
and therefore identify he We have heard about | :11:33. | :11:34. | |

Annie, and how are her family coping now? Obviously it is incredibly | :20:30. | :20:34. | |
difficult, to lose anyone but Annie was this incredibly brave character, | :20:35. | :20:41. | |
just the most gentle person you will ever meet. She had these two | :20:42. | :20:46. | |
beautiful young children who sadly will probably live the rest of their | :20:47. | :20:50. | |
lives never really remembering their mother and that is the biggest | :20:51. | :20:55. | |
sadness of all. Congratulations to both of you. What we have both done | :20:56. | :20:59. | |
