The fly-tippers' avalanche knocked over two of the hives, | :02:12. | :02:13. | |
hundreds of thousands of bees have died. | :02:14. | :02:15. | |

In terms of the business impact, huge. | :02:18. | :02:20. | |
You know, as I say, up to a third of what we took last year from honey | :02:21. | :02:24. | |
This is the second time in the last seven months fly-tippers have | :02:25. | :02:41. | |
targeted this patch of land close to Wat Tyler | :02:42. | :02:46. | |
targeted this patch of land close to Wat Tyler Country Park in Basildon. | :02:47. | :02:49. | |
Last month, waste was dumped near a church near Lane and in Essex. | :02:50. | :02:53. | |
An organisation that supports rule communities says | :02:54. | :02:55. | |
it is seeing more and more cases of industrial fly-tipping. | :02:56. | :02:57. | |
We've seen quite a lot of this over the last few months in Essex. | :02:58. | :03:01. | |
Which is extremely disappointing for us. | :03:02. | :03:02. | |
Unfortunately, what we are seen at the moment is the dumping | :03:03. | :03:05. | |
of industrial waste on an industrial scale. | :03:06. | :03:08. | |
So, loads which blight on the landscape, damaging | :03:09. | :03:10. | |
the clean-up here will cost around ?20,000. | :03:11. | :03:19. | |
As attempts to trace whoever was responsible go on, | :03:20. | :03:23. | |
everything possible has been done to try and keep the land secure | :03:24. | :03:30. | |
in case the fly-tippers strike again. | :03:31. | :03:32. | |
Phil Turner is the leader of Basildon Council. | :03:33. | :03:34. | |
I asked him what can be done to stop the fly-tippers. | :03:35. | :03:37. | |
But we also require people to be vigilant and make note of who comes | :03:38. | :03:44. | |
It doesn't mean to say that people are living close by. | :03:45. | :03:55. | |
If you see anything suspicious, we want to know about that. | :03:56. | :03:57. | |
Obviously, in this case, it's been very distressing | :03:58. | :03:59. | |
for the beekeeper but, also, we're talking about asbestos, | :04:00. | :04:01. | |
human waste, there is a danger element here, as well. | :04:02. | :04:04. | |
Yes. It's absolutely outrageous. | :04:05. | :04:13. | |
Any fly-tipping causes anxiety but, on such a commercial scale, | :04:14. | :04:16. | |
when it's affecting people like beekeepers, then you have | :04:17. | :04:20. | |
to stop and ask yourself why is it that people insist on doing this. | :04:21. | :04:23. | |
And it really comes down to the fact that there are quite a lot of taxes | :04:24. | :04:27. | |
And we have seen an increase in fly-tipping, especially in Essex. | :04:28. | :04:33. | |
I drive through the countryside every day, every week and you'll see | :04:34. | :04:44. | |
Not on this scale but you'll see what looks like garden waste, | :04:45. | :04:51. | |
what looks like kitchens being cleared out, | :04:52. | :04:55. | |
It isn't just coming from one area or another. | :04:56. | :05:00. | |
Obviously, the council is going to try and do its own bit | :05:01. | :05:03. | |
of enforcement but are you confident that the police are able to catch | :05:04. | :05:06. | |
We work very closely with the police and we have a great relationship. | :05:07. | :05:12. | |
And we need extra surveillance now that deals with the perpetrators | :05:13. | :05:17. | |
I feel that, again, the law needs strengthening. | :05:18. | :05:25. | |
If we find that people are doing such large | :05:26. | :05:28. | |
scale dumping we need to, perhaps, look at the proceeds | :05:29. | :05:32. | |
of crime laws that actually sees their vehicles and, | :05:33. | :05:39. | |
We've heard that this is going to cost ?20,000 to clear up. | :05:40. | :05:44. | |

A head teacher has released CCTV pictures | :05:47. | :06:00. | |
of vandals wrecking a garden in Norwich, | :06:01. | :06:02. | |

destroying Summer Grant's Memorial garden. They throw plans on the | :06:42. | :06:48. | |
ground and one boy chucks a tyre at the trellis. I felt completely sick, | :06:49. | :06:52. | |
if I am honest. The thought that somebody could come to our school | :06:53. | :06:57. | |

in tragic circumstances was just horrifying. Seven-year-old Summer | :07:02. | :07:06. | |
Grant died last year when the bouncy castle she was playing on blue away | :07:07. | :07:13. | |
in the wind. She loved flowers and the garden was created in her | :07:14. | :07:17. | |
memory. It has now been repaired but many parents at the school are | :07:18. | :07:23. | |
angry. I think it is horrible. I can't we understand how you can do | :07:24. | :07:28. | |
something like this. We all knew her. She was a beautiful little | :07:29. | :07:34. | |
girl. I have spoken to Summer Grant's mother and she is very | :07:35. | :07:41. | |
upset. She describes the attack as utterly pointless. Local people and | :07:42. | :07:44. | |
businesses have donated plants and flowers to help get the manorial | :07:45. | :07:48. | |
garden back to its best. People have been amazing. Out of this horrible | :07:49. | :07:54. | |
thing something really lovely has come because the community has | :07:55. | :07:58. | |
rallied around. A parent yesterday went to work and asked what they | :07:59. | :08:02. | |
could do. They said what they could try and get from other places and | :08:03. | :08:08. | |
got an amazing collection of plants and compost. Norfolk police are | :08:09. | :08:16. | |
investigating and the CCTV will provide big clues. Summer Grant's | :08:17. | :08:19. | |
family are still mourning her death and didn't deserve this. | :08:20. | :08:27. | |
It's been revealed today that Essex Police are investigating | :08:28. | :08:29. | |
a number of deaths at a mental health unit in Chelmsford. | :08:30. | :08:32. | |
The inquiries centre on the Linden Centre. | :08:33. | :08:34. | |
The confirmation came on the day an inquest jury decided | :08:35. | :08:40. | |
there were serious failings in the case of a 30 year-old man | :08:41. | :08:43. | |
For Richard Wade's family it has been a two-year ordeal. They now | :08:44. | :08:55. | |
know the state which should have protected him failed him. In May | :08:56. | :09:01. | |
2015, Richard, an accountant began to suffer delusions, he became | :09:02. | :09:05. | |
anxious and talked of throwing himself off a bridge. By his own | :09:06. | :09:09. | |
volition he was admitted to the Linden Centre for treatment. Both he | :09:10. | :09:14. | |
and we thought it to be a place of safety. It proved to be not so. | :09:15. | :09:21. | |
Barely 12 hours after admission, he sustained injuries from which he | :09:22. | :09:25. | |
never recovered. The inquest heard Richard Wade was found on the floor | :09:26. | :09:29. | |
of a shower room with a dressing gown cord around his neck. We heard | :09:30. | :09:37. | |
evidence from assistant consultant psychiatrist Doctor Michael Isaacs | :09:38. | :09:41. | |
who said he should not have had the chord with him. He had been | :09:42. | :09:45. | |
incorrectly considered a low suicide risk. While Richard Wade had taken | :09:46. | :09:52. | |
his own life, Joe was found he had been failed by health professionals. | :09:53. | :10:00. | |
Family members of other people were also harmed at the centre. They | :10:01. | :10:05. | |
welcomed the news that the number of deaths is now under investigation. | :10:06. | :10:12. | |
They are looking at 20 deaths at the centre. Something isn't right. It's | :10:13. | :10:16. | |

There's a lot of coverage for the big parties. It's hard for us. We've | :14:29. | :14:33. | |
been given a lower billing by broadcasters in this election. It | :14:34. | :14:37. | |
was inevitable that we were to be struggling. If those people were | :14:38. | :14:43. | |
taking about the general election in the local elections, they will be | :14:44. | :14:46. | |
thinking about it in the general election, where they? We have got | :14:47. | :14:54. | |
our place in the leaders debate, plays on question Time, a lot more | :14:55. | :14:58. | |
media coverage. We've had to fight very hard to get our voice heard but | :14:59. | :15:02. | |
in the latter part of the general election campaign there will be much | :15:03. | :15:07. | |
more of a Green presents so people will see what we are standing for | :15:08. | :15:11. | |

Council and yet parts of it are still among the most polluted parts | :15:23. | :15:27. | |
of the country. Nothing has been achieved. We haven't controlled the | :15:28. | :15:32. | |
council so we are not able to put forward our policies but we are able | :15:33. | :15:36. | |
to shout very loudly when the policies of labour are not | :15:37. | :15:39. | |
delivering for local people. Labour seem to be stealing a lot of your | :15:40. | :15:45. | |
policies to shout loudly against you. Take care pollution. Labour | :15:46. | :15:53. | |
aren't making the right choices. You can't save you will tackle air | :15:54. | :15:57. | |
pollution and expand roads and airports. You have to make the right | :15:58. | :16:03. | |
choices around air pollution. We are very principled. We don't | :16:04. | :16:08. | |
compromise. This is the second most Brexit friendly area in the whole | :16:09. | :16:12. | |
country and you are saying that you will look again at Brexit and the | :16:13. | :16:16. | |
deal we get. That is not going to play well with a lot of people here. | :16:17. | :16:24. | |
People in my family voted Leave. People in our party voted Leave. It | :16:25. | :16:30. | |
is the biggest decision that will affect our kids futures for decades | :16:31. | :16:35. | |
