Hello and welcome to the Look East late news.

:00:07.:00:08.

A special mass has been held in Braintree this evening

:00:09.:00:11.

after a mother and daughter die in a house fire.

:00:12.:00:14.

Placed in special measures because of serious problems.

:00:15.:00:17.

This private mental health hospital has only been open a few months.

:00:18.:00:22.

And we report on the big increase in the number of rough sleepers

:00:23.:00:25.

More than a hundred people have attended a special mass in Braintree

:00:26.:00:40.

tonight after a mother and daughter died in a house fire.

:00:41.:00:45.

11-year-old Emilia Korda-Ceska has been described as

:00:46.:00:47.

Our reporter Katherine Nash is at the scene now.

:00:48.:01:01.

It is still unclear as to how this fire started. Specialist teams have

:01:02.:01:12.

been going in and out of this property just behind me all day

:01:13.:01:15.

trying to establish what happened here. Emergency services were called

:01:16.:01:17.

at around ten -- 1040 5pm yesterday. at around ten -- 1040 5pm yesterday.

:01:18.:01:29.

Two people were inside. They have been named locally as part of a

:01:30.:01:36.

Polish family. Alina worked for a telecoms firm here in Braintree and

:01:37.:01:46.

Amelia was approved pull -- a pupil at the high school. Not far from

:01:47.:01:49.

here a special service was held. It was a chance for local people to

:01:50.:01:53.

reflect on events for the last 24 hours.

:01:54.:01:58.

Members of the community arriving at church tonight to pay respects. Mass

:01:59.:02:04.

tonight dedicated to the mother and daughter who died in a house fire.

:02:05.:02:09.

Led by Father Keita, it was a chance for those who knew them to say

:02:10.:02:15.

goodbye. We pray for the family, for those who passed away, and try to

:02:16.:02:26.

remember them and dedicating to God. On South Street, flowers and candles

:02:27.:02:31.

were placed at the scene by colleagues who had worked alongside

:02:32.:02:35.

her for years. She was such a lovely person. Always smiling. A shame.

:02:36.:02:45.

Really a shame. I spoke with a couple of days ago and asked a

:02:46.:02:50.

simple question, how are you doing with the preparation for Christmas?

:02:51.:02:57.

She said, yes, I am still far away. So, yes. As we mentioned, they have

:02:58.:03:06.

been taken far too soon. The fire began at around 10:30pm yesterday.

:03:07.:03:10.

Neighbours say it tore through the house at speed. Some tried to help

:03:11.:03:18.

but were beaten back by flames. We thought, oh, my God, the house is on

:03:19.:03:23.

fire? My husband ran downstairs to try to get a hammer to try to break

:03:24.:03:30.

down the window. By the time we got there, it has literally come

:03:31.:03:34.

through. The whole roof was alight. It really went quickly. It kept

:03:35.:03:41.

stopping in starting up again. A fundraising page has been setup to

:03:42.:03:45.

help the family. Already thousands of pounds have been raised. Tonight

:03:46.:03:50.

at the Catholic Church in Braintree, days before Christmas, the time to

:03:51.:03:53.

remember the mother and daughter who lost lives in the fire.

:03:54.:03:59.

Since we have been standing outside the has a number of people have

:04:00.:04:06.

arrived to lay flowers and light candles. Police teams are expected

:04:07.:04:10.

to stay here at the scene throughout the night and are working very

:04:11.:04:14.

closely with the Fire Service. It is a joint investigation as they try to

:04:15.:04:17.

establish exactly what caused this fatal fire.

:04:18.:04:21.

which has only been open a few months,

:04:22.:04:24.

has been placed in special measures by inspectors

:04:25.:04:26.

and could be forced to close if improvements aren't made.

:04:27.:04:29.

The Care Quality Commission found a number of "serious problems"

:04:30.:04:32.

at Mundesley Hospital including "staff not up

:04:33.:04:34.

Beds at the private hospital are often taken up by NHS

:04:35.:04:41.

patients if no provision can be found elsewhere.

:04:42.:04:47.

Mundesley Hospital wants to become a renowned centre of excellence.

:04:48.:04:50.

Its Victorian building is said to be more like a hotel

:04:51.:04:52.

than a private hospital, but the CQC has rated

:04:53.:04:54.

It was inspected after Terence O'Shea from the Campaign

:04:55.:05:02.

to Save Mental Health Services reported their concerns

:05:03.:05:04.

to both the local mental health trust and the CQC.

:05:05.:05:10.

I think it is unusual that you can register a 27-bed

:05:11.:05:13.

psychiatric hospital, start admitting patients

:05:14.:05:15.

in February, only be inspected in September and have action taken

:05:16.:05:20.

During all of that time, people have been receiving what appears to be

:05:21.:05:26.

This hospital used to be home to a drug and alcohol treatment centre.

:05:27.:05:32.

It has since been taken over by Elijah Adeyemi and Lee Allison,

:05:33.:05:37.

who suffered a breakdown 16 years ago.

:05:38.:05:40.

He wanted to change the way mental health is viewed and treated,

:05:41.:05:43.

but the hospital has been criticised for staff not completing

:05:44.:05:46.

Strangulation risk assessments had also not been reviewed.

:05:47.:05:52.

Amongst the criticisms in this CQC report was that the hospital never

:05:53.:05:56.

reported any serious incident since it opened, despite

:05:57.:05:59.

In one case, a detained patient left the hospital,

:06:00.:06:03.

was absent without leave, the police were involved,

:06:04.:06:07.

but the CQC wasn't informed and the staff did not log it fully.

:06:08.:06:23.

These are serious failings. The sea QC has acted decisively on them. The

:06:24.:06:30.

sea QC found the quality of care given by staff was good but they

:06:31.:06:34.

have to address these failings. In the last six months,

:06:35.:06:36.

the local mental health trust has sent 171 patients here,

:06:37.:06:39.

allowing them to be treated The trust says it has been

:06:40.:06:41.

reassured they are safe. No-one was available

:06:42.:06:47.

from the hospital to talk to us today but, in a statement,

:06:48.:06:49.

it says they are undoubtedly With their ongoing developments,

:06:50.:06:52.

they are in a much different place now to what they were three months

:06:53.:06:57.

ago when the inspection took place. The CQC says it will carry out

:06:58.:07:03.

further inspections, including unannounced visits,

:07:04.:07:05.

to ensure the necessary Figures obtained by Look East show

:07:06.:07:06.

the number of rough sleepers in Essex, Suffolk and Norfolk

:07:07.:07:17.

Has gone up by 68% over There are now 300 people sleeping

:07:18.:07:21.

rough in the three counties. The biggest increase

:07:22.:07:26.

is in King's Lynn, where the figure has

:07:27.:07:29.

gone up from 5 to 42. On the longest night

:07:30.:07:31.

:07:55.:07:59.

other rough sleepers I just felt like it was better off

:08:00.:08:01.

ending it but glad I stuck One false move, you are out

:08:02.:08:08.

on the streets and there is not a lot you can do about it

:08:09.:08:12.

which is when a lot of people turn That is to take away the loneliness

:08:13.:08:15.

and depression they feel. Figures obtained that show that

:08:16.:08:25.

while Southend has the highest number of rough sleepers,

:08:26.:08:27.

King's Lynn has seen the biggest EU migrants make up 25%,

:08:28.:08:30.

40% are under 25 but Wade not for the trust,

to date making up hampers, We found evidence of rough

:08:34.:08:44.

sleepers in car parks and back streets but many find refuge

:08:45.:08:52.

away from potential danger. At this site, I was

:08:53.:08:54.

due to meet a rough sleeper but was told

:08:55.:08:57.

he was reluctant to be filmed. Among those finding themselves

:08:58.:08:59.

homeless or military veterans, a chef and architect

:09:00.:09:04.

and it is not just about lack of accommodation, mental health

:09:05.:09:08.

problems, addiction, fear of domestic abuse all

:09:09.:09:10.

played their part. Carla has chosen

:09:11.:09:14.

to live in a caravan. There is a lot of suffering

:09:15.:09:17.

going on, there are disabled people sleeping under car parks,

:09:18.:09:20.

not enough hospital beds, The plight of rough sleepers

:09:21.:09:22.

is raised at this time of year but those who help the homeless note

:09:23.:09:31.

that in the wake of Christmas, many on the streets will

:09:32.:09:38.

again become invisible. The Queen and Prince Philip

:09:39.:09:46.

have finally arrived at Sandringham in Norfolk

:09:47.:09:51.

for their Christmas break. They travelled by helicopter

:09:52.:09:53.

and landed this afternoon. The couple cancelled their planned

:09:54.:09:56.

departure yesterday, It is hoped they will still attend

:09:57.:09:57.

the local church service Coming up now, the weather with Alex

:09:58.:10:02.

and how it's looking But from the rest of the late team,

:10:03.:10:08.

goodnight. It will be a windy Christmas weekend

:10:09.:10:21.

and mild for Christmas Day. Cold at the moment with clear skies across

:10:22.:10:26.

much of the region. To night, temperatures may drop below

:10:27.:10:31.

freezing. One or to missed and frog patches -- mist and fog patches as

:10:32.:10:36.

we get through to tomorrow morning. Storm Barbara will pass in the north

:10:37.:10:40.

of Scotland which will mean strong winds for us in the ease. Quite a

:10:41.:10:45.

lot of clout during the day. These winds will freshen. We could record

:10:46.:10:52.

gusts of 40 miles an hour for the temperatures up to about ten, 11.

:10:53.:10:56.

Rain band will produce scored we winds. Expect a blustery night

:10:57.:10:59.

tomorrow night. itself, it's not white, but it's

:11:00.:11:02.

warm. Temperatures could reach 15. I suppose you could say today was

:11:03.:11:15.

the calm before the storm. A winter chill, plenty of sunshine, but more

:11:16.:11:18.

wintry showers in Scotland, more snow over the higher ground. Some of

:11:19.:11:22.

this snow will melt for a time tomorrow because there is wind and

:11:23.:11:26.

rain coming in from the Atlantic. So we'll leave the Highlands behind,

:11:27.:11:30.

head out and look at the cloud here, this tell-tale hook of cloud,

:11:31.:11:34.

signifies a storm is developing, this is Storm Barbara, of course, it

:11:35.:11:39.

is a deep and deepening area of low pressure, rushing towards the

:11:40.:11:41.

north-west of Scotland. Steppingening the winds and bringing

:11:42.:11:45.

rain into the north-west by tomorrow morning. Ahead of it fairly quiet.

:11:46.:11:49.

Already the showers in the north less wintry. Fewer and clearer

:11:50.:11:53.

skies, across England and Wales for a time,

:11:54.:11:54.
