The Justice Secretary apologise to the family of a man who killed | :00:12. | :00:31.
himself in Chelmsford prison. The effect of bird flu. And to the | :00:32. | :00:36.
simple wooden frame may be helping alleviate the suffering of people | :00:37. | :00:40.
with MS. First tonight, the parents of a man | :00:41. | :00:42.
who killed himself in prison say they have been given | :00:43. | :00:45.
an apology, at last, from Justice Secretary, | :00:46. | :00:47.
Elizabeth Truss. Dean Saunders was mentally ill | :00:48. | :00:49.
when he electrocuted himself An inquest jury ruled | :00:50. | :00:51.
that there were serious failings in both the mental health | :00:52. | :00:54.
and prison systems. For the family of Dean Saunders, | :00:55. | :00:56.
a meeting with the Secretary of State for Justice | :00:57. | :01:06.
is what they have wanted since the day they found | :01:07. | :01:08.
out their son had died in prison. Before the meeting, the parents said | :01:09. | :01:11.
they were seeking assurances, from Liz Truss that the prison | :01:12. | :01:13.
system would be reformed. I am angry it has not been | :01:14. | :01:18.
done many inquests ago. I want to know why they have | :01:19. | :01:20.
left it so long and just I want assuring that it is not just | :01:21. | :01:23.
going to be new measures put in, but that they are actually | :01:24. | :01:32.
going to be followed Dean Saunders was | :01:33. | :01:34.
a stay-at-home dad. After a paranoid episode, | :01:35. | :01:38.
he attempted to take his own life. His father tried to stop him | :01:39. | :01:41.
and was injured in the process. Dean was arrested and processed | :01:42. | :01:44.
through the criminal justice system. Whilst in Chelmsford Prison, | :01:45. | :01:46.
he took his own life. The inquest discovered that neglect | :01:47. | :01:53.
contributed to his death. A jury said there were serious | :01:54. | :01:55.
failings in both mental health care Mark and Donna Saunders went | :01:56. | :01:58.
into the meeting today wanting more than just money invested | :01:59. | :02:05.
into the prison system. They came out with an apology and | :02:06. | :02:07.
assurances that that the mistakes which led to his death | :02:08. | :02:10.
would not be repeated. When we detailed Dean's | :02:11. | :02:14.
case and pointed out all the failings, Liz Truss said, | :02:15. | :02:17.
"Yes, we agree." Now, we just need | :02:18. | :02:31.
to see the actions. We have made repeated | :02:32. | :02:34.
attempts to contact The family tell me | :02:35. | :02:36.
they were happy with the promises made | :02:37. | :02:40.
in today's meeting. They believe that if these promises | :02:41. | :02:42.
are followed through, it will improve the prison system, | :02:43. | :02:44.
especially for those with There has been an angry reaction | :02:45. | :02:46.
in North Norfolk over plans to withdraw beds | :02:47. | :03:00.
from two health units. Tonight the local MP, Norman Lamb, | :03:01. | :03:02.
claimed there had been He is seeking an urgent meeting | :03:03. | :03:04.
with the health commissioners. Our chief reporter Kim | :03:05. | :03:07.
Riley is in Cromer now. Yes, he believes the commissioning | :03:08. | :03:21.
group could be in breach of the duty by not consulting properly on this. | :03:22. | :03:28.
The long-term future of both the units has been unclear for some | :03:29. | :03:32.
time. Now they have served notice that the plan to cease funding bids | :03:33. | :03:40.
in both units in favour of a new model called supporting Kia. He says | :03:41. | :03:49.
people are having these changes foisted upon them. | :03:50. | :03:51.
I would have preferred for them to come to us to talk us | :03:52. | :03:54.
through what they are proposing, before suddenly announcing that | :03:55. | :03:57.
notice has been served on these beds. | :03:58. | :03:58.
I do not think it is the best way of doing it. | :03:59. | :04:01.
Critically, let's make sure we involve local people in | :04:02. | :04:05.
decisions about services which are really important to them. | :04:06. | :04:09.
What has the commissioning group had to say? | :04:10. | :04:16.
They have made it clear that they have no plans to close either of the | :04:17. | :04:25.
units. They see they want them to be a saving focal point of the | :04:26. | :04:30.
community within a joined up health care system. There is a feeling | :04:31. | :04:37.
locally that these changes have been rushed through. | :04:38. | :04:43.
An expert in bird migration has told Look East today | :04:44. | :04:45.
that bird flu is something we are going to have | :04:46. | :04:48.
It is nearly three months since poultry flocks were shut indoors. | :04:49. | :04:51.
Next week, birds in some places will be allowed out, | :04:52. | :04:54.
while others in so-called high risk areas will have to stay inside. | :04:55. | :05:00.
It is an industry which has been in lockdown since December. | :05:01. | :05:03.
Thousands of birds potentially at risk from | :05:04. | :05:04.
the potentially deadly strain of bird flu carried by wild birds. | :05:05. | :05:07.
If poultry has to stay indoors beyond the end of this month, | :05:08. | :05:10.
many producers fear they will lose their free-range status. | :05:11. | :05:12.
Last week, confirmation of the first case in the region | :05:13. | :05:18.
on a farm near Redgrave in Suffolk. 23,000 chickens were culled. | :05:19. | :05:23.
Government vets believe that farms closest to bodies of water, | :05:24. | :05:26.
like this one, remain at the greatest risk from bird flu. | :05:27. | :05:28.
Well, this estuary attracts large numbers of wild birds. | :05:29. | :05:35.
The ministry believe ducks are one of the most important carriers | :05:36. | :05:45.
From the end of this month, the government says it will take | :05:46. | :05:52.
Subject to certain conditions, birds in the white areas on this map | :05:53. | :05:56.
But those on the red areas, close to bodies of water, | :05:57. | :06:01.
will have to remain indoors, as will birds in the protection | :06:02. | :06:04.
and surveillance zone around the Redgrave outbreak. | :06:05. | :06:11.
But many farmers are unconvinced by the new guidance, | :06:12. | :06:13.
arguing there is no science behind the new advice and that no | :06:14. | :06:16.
Dr Andy Musgrove is from the British Trust for Ornithology. | :06:17. | :06:26.
I asked him which wild birds are the most likely carriers. | :06:27. | :06:32.
The general assumption is that migrating water birds have played | :06:33. | :06:35.
The difficult point about this is that many of | :06:36. | :06:42.
these migrating birds are unlikely to go anywhere near a poultry farm. | :06:43. | :06:46.
So, there may be something else moving between the water birds | :06:47. | :06:49.
Do you have any view on this patchwork of restrictions, | :06:50. | :07:01.
because if wild birds are playing a part in the spread of bird flu, | :07:02. | :07:04.
The patchwork that you refer to has been created by | :07:05. | :07:16.
the team at Defra, based on information about where high | :07:17. | :07:19.
concentrations of wild migrating water birds are. | :07:20. | :07:20.
Of course, that does not mean there is an absolute chance | :07:21. | :07:23.
of infection within the zones and an absolute zero | :07:24. | :07:25.
Do you think this is something we're going to | :07:26. | :07:39.
Bird flu except is simply going to be something | :07:40. | :07:42.
which happens within nature in this country? | :07:43. | :07:49.
Farming has always had to deal with interaction | :07:50. | :07:51.
So, to some extent, bird flu will come and go in the | :07:52. | :07:55.
level of importance on the strength of the virus and its effect, but | :07:56. | :07:58.
yes, I expect it will be with us for quite some time to come. | :07:59. | :08:09.
A simple wooden frame that allows people with multiple | :08:10. | :08:14.
sclerosis to stand up is being tested in this region. | :08:15. | :08:16.
It costs just a few hundred pounds, but some people say it has | :08:17. | :08:19.
At the moment, the frame is not available on the NHS. | :08:20. | :08:23.
So, a physiotherapist from Norfolk is setting up a national trial | :08:24. | :08:26.
Our health reporter Nikki Fox visited one patient, | :08:27. | :08:29.
A simple wooden frame, but one which is making a real | :08:30. | :08:41.
difference to the lives of Brenda and Rick. | :08:42. | :08:42.
She was diagnosed with MS six years into the marriage. | :08:43. | :08:45.
Last year, she could not walk, but the addition of | :08:46. | :08:49.
this wooden frame has made all their change. | :08:50. | :08:50.
I am able to feel my body again, not just been slumped in a chair. | :08:51. | :08:54.
It has made me feel a normal person again. | :08:55. | :09:07.
The frames cost ?500 and are used in the NHS | :09:08. | :09:10.
But for them to be made available to MS sufferers, they have | :09:11. | :09:17.
That is why a clinician is doing a project involving 70 sufferers | :09:18. | :09:24.
We want to use interventions which have been effective. | :09:25. | :09:43.
The only way we can do that is to conduct this random trial. | :09:44. | :09:48.
The couple travelled a lot in the marriage. | :09:49. | :09:52.
Last year, they had to cancel a cruise because Brenda could | :09:53. | :10:00.
But thanks to the frame improving her muscle strength, the | :10:01. | :10:06.
Coming up now, the weather with Alex. | :10:07. | :10:17.
But from the rest of the late team, goodnight. | :10:18. | :10:22.
Good evening. Cloud Across much of the region. Should stay dry, but | :10:23. | :10:32.
there could be the odd spot of rain to the West. Temperatures in double | :10:33. | :10:39.
figures by the start of tomorrow morning. Already a mild start. It | :10:40. | :10:46.
will stay that way during the day, despite the rain and the cloud. This | :10:47. | :10:55.
band of rain could get stuck, so it could be rather wet through most of | :10:56. | :10:58.
the day if you are in the middle of that. The National weather coming | :10:59. | :11:01.
up, the day, particularly up towards the | :11:02. | :11:04.
evening rush hour. It calms down on the Outlook toward the end of the | :11:05. | :11:06.
week and then milder again from the wheel them. More on storm Doris now | :11:07. | :11:08.
with Matt Taylor. | :11:09. | :11:11. |
