Hello and welcome to the Look East late news. | :00:00. | :00:00.
Jobs at risk in the troubled children's services department | :00:00. | :00:08.
The price war between budget airlines at Stansted | :00:09. | :00:13.
And following the warmest day of the year so far, what do the next few | :00:14. | :00:28.
days have in store? I will be here with your local forecast. | :00:29. | :00:32.
A union is warning that up to 80 jobs could be at risk | :00:33. | :00:37.
at Norfolk County Council's children's services department. | :00:38. | :00:40.
The news comes just hours before the latest interim | :00:41. | :00:43.
In the past, the department has come under intense criticism. | :00:44. | :00:48.
Katherine Nash is outside county hall in Norwich now. | :00:49. | :00:58.
There has been no confirmation from Norfolk County Council as to the | :00:59. | :01:05.
number of those possible redundancies within children's | :01:06. | :01:10.
services, but what we do know is that education services could be | :01:11. | :01:14.
restructured as Italy's to save ?4 million due to a cut in funding from | :01:15. | :01:19.
central government. Those financial pressures come at a time when there | :01:20. | :01:24.
are pressures to make improvements following a string of poor Ofsted | :01:25. | :01:25.
reports. Norfolk children's services has been | :01:26. | :01:27.
in and out of the headlines. Repeatedly judged by Ofsted | :01:28. | :01:30.
as inadequate, it has struggled There have been complaints | :01:31. | :01:32.
from foster carers, MPs have called for change and there have been | :01:33. | :01:37.
a number of people in charge. Matt Dunkley is director of | :01:38. | :01:41.
children's services at the moment. Moving from a similar | :01:42. | :01:44.
post in east Sussex, he took up the role on an interim | :01:45. | :01:48.
basis in February. He is the fifth person | :01:49. | :01:52.
to take control since 2013. Today, news of possible job losses | :01:53. | :01:55.
within the department A surprise to Jonathan Dunning, | :01:56. | :01:58.
a union representative, concerned that up to 80 jobs | :01:59. | :02:04.
could go because of a loss We knew nothing about this until one | :02:05. | :02:06.
of our members told us and it's a 4 million scale of cuts, | :02:07. | :02:13.
so it is very, very significant, so for us not to be aware of it | :02:14. | :02:16.
in advance is pretty shocking. We still don't fully understand why | :02:17. | :02:19.
the savings have to be made. Millions of pounds, time and effort | :02:20. | :02:22.
have been invested in Norfolk children's services to try | :02:23. | :02:25.
and raise standards. Tomorrow, Ofsted will report back | :02:26. | :02:29.
on its latest attempts to make improvements within a department | :02:30. | :02:32.
which in the past has How significant is this report | :02:33. | :02:36.
from Ofsted tomorrow? It is a good indication of the | :02:37. | :02:55.
department's performance since its last inspection. We understand the | :02:56. | :02:59.
results of the report will not change that waiting of inadequate, | :03:00. | :03:04.
but it will demonstrate whether the improvement measures have started to | :03:05. | :03:09.
make a difference and we will not know the details until that report | :03:10. | :03:12.
is released first thing tomorrow morning. | :03:13. | :03:13.
Next tonight, a warning about the deepening crisis | :03:14. | :03:15.
The British Medical Association says the NHS is at breaking point. | :03:16. | :03:21.
The situation in our region is among the worst in the country. | :03:22. | :03:24.
In Mid Essex, for example, there was a 12% drop in the number | :03:25. | :03:27.
of GPs in just over a year - that's a loss of 27 | :03:28. | :03:31.
So in Essex, doctors are going into schools to try | :03:32. | :03:38.
and encourage students to choose a career as a GP. | :03:39. | :03:44.
This morning, Dr Siddiqui swapped his patients for pupils. | :03:45. | :03:48.
I am really honoured to be talking to you today about a career | :03:49. | :03:51.
Talking to over 20 sixth-form children in Raleigh, | :03:52. | :03:57.
he tried to tempt them into a career as a GP. | :03:58. | :04:00.
Nationally there is an issue in terms of recruitment of GPs | :04:01. | :04:07.
and the GPs locally wanted to do something locally to promote general | :04:08. | :04:10.
practice as a career to our young students, | :04:11. | :04:12.
Since the NHS was formed in 1948, general practice has been the first | :04:13. | :04:17.
port of call for people who become ill. | :04:18. | :04:20.
While surgeries have modernised, the principal has stayed the same. | :04:21. | :04:24.
But in Essex, surgeries like this one are struggling to find doctors | :04:25. | :04:28.
to fill them and figures show the amount of GPs in | :04:29. | :04:31.
This problem is made worse by a growing ageing population | :04:32. | :04:38.
Doctors fear that if the recruitment crisis is not solved soon, | :04:39. | :04:44.
it could start to affect the level of care they provide. | :04:45. | :04:50.
Dr Siddiqui didn't shy away from the realities of the profession. | :04:51. | :04:54.
It is tough and there is a lot of training | :04:55. | :04:56.
that is involved and very long hours and a long working week. | :04:57. | :05:00.
Are GPs talking young students out of becoming GPs? | :05:01. | :05:03.
I sincerely hope that is not the case and that is not | :05:04. | :05:06.
the experience I have had in particular. | :05:07. | :05:08.
I can see all the different specialities I could go | :05:09. | :05:11.
into because I haven't completely made my mind up. | :05:12. | :05:14.
With training to work in his profession taking over | :05:15. | :05:22.
a decade, this will not stop the gradual decline quickly. | :05:23. | :05:26.
Health bosses say they already have problems recruiting and this | :05:27. | :05:28.
could cause bigger problems for people trying | :05:29. | :05:31.
We asked the Department of Health for an interview but they declined. | :05:32. | :05:39.
In a statement they said: "We remain committed to an extra 5,000 doctors | :05:40. | :05:44.
Meanwhile, the Chief Executive of Stansted has today defended | :05:45. | :06:06.
after a protest by 17 people that meant flights had to be diverted | :06:07. | :06:10.
The group was campaigning against the deportation of people | :06:11. | :06:13.
The nine women and eight men have been charged and released on bail. | :06:14. | :06:18.
They'll appear before magistrates next month. | :06:19. | :06:22.
Where the breach actually happened was in a part of the campus, | :06:23. | :06:26.
the airport campus, which wasn't in our main, critical | :06:27. | :06:28.
part, so it was well away from the terminals. | :06:29. | :06:31.
It was in an area, as I say, it was contained very quickly, | :06:32. | :06:34.
it was within 100 metres of the fence line. | :06:35. | :06:38.
I will point out it was a criminal act and the people involved, | :06:39. | :06:41.
17 people, have been charged with criminal activity. | :06:42. | :06:47.
The price war between budget airlines at Stansted | :06:48. | :06:50.
Another low-cost carrier has arrived offering more than a million seats | :06:51. | :06:55.
Jet2 is aiming to challenge the dominance of Ryanair and easyJet. | :06:56. | :07:04.
Stansted's newest airline intends to give bigger rivals | :07:05. | :07:10.
Manchester-based Jet2 will fly to 27 tourist destinations. | :07:11. | :07:17.
There is a lack of package holiday products and flight only products | :07:18. | :07:21.
We did a lot of research and our product is very much in demand. | :07:22. | :07:28.
We have an award-winning tour operator, award-winning airline | :07:29. | :07:33.
and we thought our product would be very successful in the east | :07:34. | :07:35.
of England and the north and east of London. | :07:36. | :07:38.
All Jet2 flights will be in brand-new Boeing 737 800s | :07:39. | :07:43.
The company has created more than 250 new jobs at Stansted. | :07:44. | :07:51.
It is a big change moving south from our predominantly | :07:52. | :07:54.
northern bases of Leeds, Bradford, Manchester | :07:55. | :07:57.
Now we've opened up today in Stansted and Birmingham. | :07:58. | :08:02.
Jet2 will be competing head-on with Ryanair and easyJet on key | :08:03. | :08:06.
I like to travel, always looking for the cheapest price, | :08:07. | :08:14.
so if it gets cheaper, it would be perfect. | :08:15. | :08:18.
The more accommodation there is the better. | :08:19. | :08:22.
The same with the buses, the same with the trains. | :08:23. | :08:24.
Jet2's arrival will upset the established order at Stansted. | :08:25. | :08:27.
For years of Ryanair has been the number one airline | :08:28. | :08:30.
here with easyJet second, but Jet2 wants to replace | :08:31. | :08:35.
Its arrival is a big vote of confidence in Stansted | :08:36. | :08:41.
at an uncertain time for the airline industry. | :08:42. | :08:45.
Ryanair and easyJet have seen off challenges before, | :08:46. | :08:48.
but with bookings going well, Jet2 can see only blue skies ahead. | :08:49. | :08:58.
Well, earlier I asked Richard if he was surprised by Jet2's move. | :08:59. | :09:03.
I think it's a very bold move indeed by Jet2. | :09:04. | :09:06.
At this point in the economic cycle, they will be hoping | :09:07. | :09:08.
that the recovery keeps going for many more years. | :09:09. | :09:11.
Of course the whole airline sector is much affected by uncertainty | :09:12. | :09:15.
at this time after the referendum, more than other sectors really, | :09:16. | :09:20.
and of course they are pitting themselves against a couple | :09:21. | :09:22.
of really entrenched, cash-rich rivals in easyJet and Ryanair. | :09:23. | :09:26.
What impact do you think this will have on the growth of Stansted? | :09:27. | :09:30.
Stansted has put on a spurt going from 17 million passengers | :09:31. | :09:35.
a year to 24 million in just four years. | :09:36. | :09:39.
I suppose this does confirm Stansted as a leisure, an overwhelmingly | :09:40. | :09:43.
80% of its flights are leisure, only 20% business. | :09:44. | :09:50.
They have wanted to boost business, but every time they get | :09:51. | :09:53.
a new customer coming along, it seems to be focused | :09:54. | :09:55.
Coming up now the weather with Julie, but from | :09:56. | :10:06.
Overnight tonight we are expecting a few showers to move on through but | :10:07. | :10:18.
there will be a lot of dry weather and after a very warm day, | :10:19. | :10:23.
temperatures tonight will not flaunt lower than ten or 11 Celsius. | :10:24. | :10:29.
Tomorrow a different day on the cards. We have this cold front | :10:30. | :10:34.
pushing in from the West. That will introduce thicker cloud and | :10:35. | :10:41.
outbreaks of rain. It will still be very warm, highs of around 17 | :10:42. | :10:46.
Celsius but not quite as warm as today where some parts reached 21 | :10:47. | :10:52.
Celsius. The main area of rain leaves away, but for many of us it | :10:53. | :10:59.
will be a dry and to Friday. Here is the outlook: Some | :11:00. | :11:01.
time of year. The chance of a shower on Saturday. Sunday will be dry. | :11:02. | :11:08.
Hello, it will cool off over the next few days but that's not | :11:09. | :11:16.
unusual, given how warm it was today. This was London. We just had | :11:17. | :11:22.
the warmest March day since 2012, 20 two Celsius in the | :11:23. | :11:24. |
