Hello and welcome to the Look East late news. | :00:00. | :00:00.
The chief fire officer of Essex is dismissed | :00:07. | :00:12.
despite a report which found no evidence of misconduct. | :00:13. | :00:14.
Hundreds spill on to the streets to remember a teenager killed | :00:15. | :00:19.
And the risk of a frost tonight with further wintry showers. Join us | :00:20. | :00:28.
later with all the details. The chief fire officer of Essex | :00:29. | :00:33.
has been sacked today David Johnson was suspended two | :00:34. | :00:38.
years ago, a suspension that has A previous report seemed to show no | :00:39. | :00:42.
evidence of misconduct. After two years of being suspended | :00:43. | :00:51.
from his position of chief fire officer on full pay, | :00:52. | :00:58.
David Johnson has today been sacked. It was only last year | :00:59. | :01:04.
there was criticism over how much time and money the Fire Service | :01:05. | :01:07.
was spending investigating The cost of a fully | :01:08. | :01:09.
crewed fire appliance I'm guessing that is about | :01:10. | :01:14.
the region they have spent on this. You could have funded a fire | :01:15. | :01:21.
appliance to protect the communities of Essex somewhere for the same | :01:22. | :01:25.
money that they have pretty much wasted on prevaricating and not | :01:26. | :01:29.
carrying out the investigation in what should've been | :01:30. | :01:31.
a timely fashion. Among the allegations, | :01:32. | :01:33.
David Johnson was accused of booking luxury instead of budget | :01:34. | :01:37.
accommodation for a conference, and failing to give enough notice | :01:38. | :01:39.
to book annual leave. In January this year, | :01:40. | :01:42.
the BBC contained a confidential report which appeared to clear him | :01:43. | :01:46.
of any wrongdoing. Over the last two years, | :01:47. | :01:50.
the fire authority has been reluctant to comment, | :01:51. | :01:53.
saying it didn't want to hinder Tonight, the Fire Officers | :01:54. | :01:55.
Association says it is disappointed both with how long David Johnson's | :01:56. | :02:03.
case has taken and with its outcome. We do not actually know and it seems | :02:04. | :02:19.
the one else knows, they will not tell us. The report in January | :02:20. | :02:22.
showed Mr Johnson faced 11 allegations at the time but there | :02:23. | :02:26.
was no evidence at the time also of misconduct or gross misconduct. | :02:27. | :02:31.
Since then, there has been a disciplinary process. Tonight, the | :02:32. | :02:34.
chairman of the Essex fire for the take, Anthony Hedley, has said that | :02:35. | :02:40.
process was very robust. -- the Essex Fire authority. The statement | :02:41. | :02:45.
says David Johnson has been dismissed with immediate effect, but | :02:46. | :02:46.
no reason for the sacking. Any news from Mr Johnson | :02:47. | :02:48.
regarding his sacking? He has not said anything, but his | :02:49. | :02:58.
spokesman said he has had confirmation of the dismissal. His | :02:59. | :03:04.
next action is to go for legal action. | :03:05. | :03:07.
Next tonight, an alleged computer hacker from Suffolk has been given | :03:08. | :03:09.
permission to appeal against his extradition | :03:10. | :03:11.
Lauri Love, who's 32 and has Asperger's syndrome, | :03:12. | :03:14.
is accused of stealing top-secret data from US agencies. | :03:15. | :03:18.
There have been many lows along the way for | :03:19. | :03:22.
Lauri Love in this protracted battle against extradition. | :03:23. | :03:25.
This was one of them last September, their argument failing | :03:26. | :03:28.
I could feel the disappointment and frustration... | :03:29. | :03:33.
After Home Secretary Amber Rudd's signature gave approval | :03:34. | :03:40.
Lauri Love's legal team wasted no time in lodging | :03:41. | :03:45.
an appeal to the High Court, and today they learned it would be | :03:46. | :03:49.
And tonight at the family home, he told me it was a positive moment. | :03:50. | :03:54.
They said this case raises issues of great importance, | :03:55. | :04:01.
and furthermore they have allowed Liberty to intervene, | :04:02. | :04:03.
It is not just about my future but it is about the general | :04:04. | :04:07.
principle that the UK law should be sufficient to prosecute crimes | :04:08. | :04:10.
He is accused of hacking the computers of top-level | :04:11. | :04:17.
organisations such as the Federal Reserve, the FBI, and Nasa. | :04:18. | :04:19.
It is alleged it happened in 2012 and 2013. | :04:20. | :04:22.
If convicted, the potential jail term could run | :04:23. | :04:25.
There are various grounds in relation to Lauri's appeal, | :04:26. | :04:29.
and he has been granted permission on all of the grounds. | :04:30. | :04:34.
Certainly one of them is his Asperger's. | :04:35. | :04:38.
But most in particular to Asperger's around how he would be treated | :04:39. | :04:42.
While he believes extradition to the States would be wholly wrong, | :04:43. | :04:49.
In fact, he says he would welcome it as long as it is on UK soil, | :04:50. | :04:56.
so he could put his case won several. | :04:57. | :05:05.
Hundreds of people spilled onto the streets of a small market | :05:06. | :05:08.
town in Norfolk today for the funeral of a teenager killed | :05:09. | :05:11.
Kyle Warren, who was 17, died with Billy Hines | :05:12. | :05:14.
and Dominic O'Neill when the car they were in came off the road | :05:15. | :05:17.
Today, a convoy of lorries carried his coffin to the church. | :05:18. | :05:26.
At 11am, the town of Harleston came to a standstill, | :05:27. | :05:29.
as father and son made one last journey together. | :05:30. | :05:34.
Followed by a convoy of lorries from his haulage company, | :05:35. | :05:36.
Daniel Warren took his 17-year-old son's coffin to St John | :05:37. | :05:39.
The Banger Racer theme tune played as his coffin was carried inside. | :05:40. | :05:51.
The church is currently full of some of Kyle's friends and family, | :05:52. | :06:03.
of course, but if you look behind me, 70, 80 people have | :06:04. | :06:06.
decided to stand outside the church to not only listen to the service | :06:07. | :06:09.
but to listen to some of Kyle's favourite tracks. | :06:10. | :06:16.
Kyle died with two of his friends, 16-year-old Billy Hines | :06:17. | :06:19.
and 18-year-old Dominic O'Neill, when the Black Ford KA | :06:20. | :06:21.
they were travelling in came off the road and hit a tree | :06:22. | :06:24.
As a former Archbishop Sancroft High School student, | :06:25. | :06:37.
it is not just friends and family who will miss him. | :06:38. | :06:40.
We have only 370 students, so it is really like a big family. | :06:41. | :06:45.
So when we lose three, we lose a big part of our community. | :06:46. | :06:48.
Today, a fitting send-off for a student, friend, brother, and son. | :06:49. | :06:54.
Leigh Milner reporting from Kyle Warren's funeral. | :06:55. | :07:00.
Election news now, and before the general election | :07:01. | :07:02.
on June the 8th, we've got the County Council | :07:03. | :07:04.
Simon Dedman has the first in a series of reports on what these | :07:05. | :07:10.
Essex County Council's new rules on subsidised school buses mean that | :07:11. | :07:24.
you have to live over three miles from the nearest secondary | :07:25. | :07:27.
They could still take the bus but Mum would have | :07:28. | :07:33.
Why do they have to make these changes? | :07:34. | :07:37.
I think it is to make money for them. | :07:38. | :07:39.
The County Council say it is to save money in this era | :07:40. | :07:46.
But then they have raised the council tax but we still have | :07:47. | :07:50.
I will be looking at whose policies will be talking | :07:51. | :07:54.
The reality is we provide free transport to the nearest school. | :07:55. | :08:05.
If you choose to go to a different school, that is your choice. | :08:06. | :08:09.
But as with all choice, there are consequences. | :08:10. | :08:13.
We believe that all school transport ought to be funded | :08:14. | :08:19.
by the County Council, because in rural areas, | :08:20. | :08:21.
You cannot help where the school places happen to be. | :08:22. | :08:33.
We would reinstate free school transport to catchment schools | :08:34. | :08:35.
but we want to go for than that and actually bring in free bus | :08:36. | :08:39.
And we want to see the cycling strategy implemented | :08:40. | :08:44.
so that we have a holistic policy on transport to schools. | :08:45. | :08:50.
Ukip doesn't actually have a policy as far as school | :08:51. | :08:53.
We have a policy as far as grammar schools are concerned, | :08:54. | :08:57.
but my own personal take on it is that no child should be | :08:58. | :09:00.
disadvantaged in their education by virtue of the fact that they live | :09:01. | :09:04.
too far from school to be able to get there reasonably on their own. | :09:05. | :09:14.
We want to make it much more easy and accessible forbearance | :09:15. | :09:17.
to get their children to school safely. | :09:18. | :09:25.
That means both having the public transport, | :09:26. | :09:27.
the buses and trains available when they need them, | :09:28. | :09:29.
but also making safe walking and cycling routes. | :09:30. | :09:35.
Particularly in rural areas, it is simply not safe. | :09:36. | :09:37.
Over the past four years, the Conservative administration | :09:38. | :09:39.
is effectively said, ask not what Essex County | :09:40. | :09:41.
Council can do for you, but what you can do for yourself. | :09:42. | :09:44.
In return, it has offered one of the lowest council tax rates | :09:45. | :09:47.
But they have had to make half a billion pounds worth of savings | :09:48. | :09:55.
and those savings have led to cuts, including to school | :09:56. | :09:57.
Voters like Lisa are weighing up the quality of County Council | :09:58. | :10:01.
In just over a week, it is make your mind up time. | :10:02. | :10:05.
Coming up now, the weather with Alex. | :10:06. | :10:13.
Good evening. The wintry flavour to weather continues in the next few | :10:14. | :10:19.
days. We have wintry showers across the region at the moment. Reports of | :10:20. | :10:23.
some hailstones and sleet mixed in. You could wake up to a dusting of | :10:24. | :10:28.
snow first thing tomorrow morning. With clear spells as well, we will | :10:29. | :10:30.
record temperatures down to freezing, if not below. Widespread | :10:31. | :10:36.
frost and the risk of icy patches to start tomorrow. A similar pattern | :10:37. | :10:41.
through tomorrow. There is a keen north-westerly wind and this weather | :10:42. | :10:43.
feature is close by, bringing showers in from the North Sea. It | :10:44. | :10:49.
will be quite widespread through the day and sunshine in between. A risk | :10:50. | :10:57.
of sleet and hailstones. In the northerly wind, it will feel | :10:58. | :10:59.
bitterly cold. The national weather is coming up but here is the | :11:00. | :11:01.
outlook. On Thursday, slightly Good evening. Another cold night | :11:02. | :11:12.
lies ahead after what was a chilly day for swathes of the UK. This is | :11:13. | :11:18.
the Highlands of Scotland. 25th of April and lying | :11:19. | :11:19. |
