First tonight, one of our largest

hospitals appeals directly

to patients for money.

The Norfolk and Norwich

University Hospital is asking

for charitable donations

on its appointment letters.

Patients are being asked

to donate to "provide

the highest quality service".

Like all our hospitals,

the N & N has a large deficit,

but it's the only one in Norfolk,

Suffolk and Essex to appeal

for money in this way and it's been

branded unacceptable.

This is Belinda with an appointment

letter from the Norfolk

and Norwich University Hospital.

When she received it recently,

Belinda was surprised to see

a paragraph asking her to make

a donation for the

hospital's charity.

The appeal says, "With restrictions

on public funding, voluntary

donations can make a difference

in supporting additional

medical equipment..."

I appreciate the NHS is short

of funds and I know that they do get

a lot of money from fundraising,

often when people have

0:01:360:01:39

had their treatment,

but I think to actually get a letter

0:01:390:01:42

saying that they are short of money

and for high-quality treatment,

0:01:420:01:45

could you consider making a donation

when you haven't even been

0:01:450:01:48

to the hospital yet, I think is just

totally inappropriate.

The hospital has a Just Giving page

and people have donated

money to its charity.

Last year, the charity raised

just over £1 million,

but the appeal for funds on every

outpatient letter is

now raising eyebrows.

I think many people will be asking

themselves this question -

today, we are putting at the bottom

of patient letters a begging bowl,

This is a slippery slope that

we're headed towards.

We did an unscientific straw poll

in Norwich city centre.

I don't think that should be

on an official letter.

We shouldn't have to rely

on donations for our health service.

If the government isn't

going to provide that money,

then I suppose they have to get

it from somewhere.

The hospital has turned

down our request for an interview,

but in a statement, a spokesperson

told us, "Donations

to the charity make a difference

and we are incredibly grateful

for the support we receive."

A short while ago, I spoke

to the former Health Minister

and Lib Dem MP for North Norfolk

and asked him for his reaction.

You have to put yourself in the

place of perhaps an elderly person

who might feel anxious that if they

don't contribute that need these

some adverse consequences and it

applies a moral pressure on people

that I don't feel comfortable with.

I understand why they see the need

to raise extra resources but we are

proud of our NHS, the tax funded

service, it needs to remain that way

and there is a fear that this is a

slippery slope.

You're saying that

even though you understand the

pressure on the hospital, this is

the wrong way to go about raising

funds.

Yes, I have no difficulty

with them having fundraising events

and when people have been through

hospital when the pressure is off,

when my father in law died, my

mother-in-law wanted to make a

contribution because of the care he

received, we should encourage that

but I don't want people to feel

undue pressure. The budget hasn't

sorted out the problems of the NHS

and I wish the government would get

on with this.

today they wouldn't give us an

chief executive. He is a reasonable

man and I will put the keys to him

that I totally understand the value

it's inappropriate to have it on a

letter inviting people to outpatient

appointments.
