for charitable donations

Patients are being asked
to donate to "provide | 0:00:51 | 0:00:55 | |
the highest quality service". | 0:00:55 | 0:00:56 | |
Like all our hospitals,
the N & N has a large deficit, | 0:00:56 | 0:00:59 | |
but it's the only one in Norfolk,
Suffolk and Essex to appeal | 0:00:59 | 0:01:02 | |
for money in this way and it's been
branded unacceptable. | 0:01:02 | 0:01:06 | |
This is Belinda with an appointment
letter from the Norfolk | 0:01:06 | 0:01:08 | |

When she received it recently,
Belinda was surprised to see | 0:01:11 | 0:01:14 | |
a paragraph asking her to make
a donation for the | 0:01:14 | 0:01:17 | |
hospital's charity. | 0:01:17 | 0:01:20 | |
The appeal says, "With restrictions
on public funding, voluntary | 0:01:20 | 0:01:23 | |
donations can make a difference
in supporting additional | 0:01:23 | 0:01:26 | |
medical equipment..." | 0:01:26 | 0:01:28 | |
I appreciate the NHS is short
of funds and I know that they do get | 0:01:32 | 0:01:36 | |
a lot of money from fundraising,
often when people have | 0:01:36 | 0:01:39 | |
had their treatment,
but I think to actually get a letter | 0:01:39 | 0:01:42 | |
saying that they are short of money
and for high-quality treatment, | 0:01:42 | 0:01:45 | |
could you consider making a donation
when you haven't even been | 0:01:45 | 0:01:48 | |
to the hospital yet, I think is just
totally inappropriate. | 0:01:48 | 0:01:50 | |
The hospital has a Just Giving page
and people have donated | 0:01:50 | 0:01:53 | |
money to its charity. | 0:01:53 | 0:01:56 | |
Last year, the charity raised
just over £1 million, | 0:01:56 | 0:01:58 | |
but the appeal for funds on every
outpatient letter is | 0:01:58 | 0:02:02 | |

I think many people will be asking

today, we are putting at the bottom

funds for basic hospital | 0:02:16 | 0:02:17 | |

Today, it's an ask, but tomorrow,
I think some people might think | 0:02:19 | 0:02:22 | |
it will be a demand. | 0:02:22 | 0:02:23 | |
This is a slippery slope that
we're headed towards. | 0:02:23 | 0:02:25 | |
What do the public

We did an unscientific straw poll
in Norwich city centre. | 0:02:27 | 0:02:31 | |
I don't think that should be
on an official letter. | 0:02:31 | 0:02:35 | |
We shouldn't have to rely
on donations for our health service. | 0:02:35 | 0:02:38 | |
If the government isn't
going to provide that money, | 0:02:38 | 0:02:40 | |
then I suppose they have to get

The hospital has turned
down our request for an interview, | 0:02:42 | 0:02:45 | |
but in a statement, a spokesperson
told us, "Donations | 0:02:45 | 0:02:49 | |
to the charity make a difference
and we are incredibly grateful | 0:02:49 | 0:02:52 | |
for the support we receive." | 0:02:52 | 0:02:59 | |
A short while ago, I spoke
to the former Health Minister | 0:02:59 | 0:03:01 | |
and Lib Dem MP for North Norfolk
and asked him for his reaction. | 0:03:01 | 0:03:11 | |
You have to put yourself in the
place of perhaps an elderly person | 0:03:11 | 0:03:16 | |
who might feel anxious that if they
don't contribute that need these | 0:03:16 | 0:03:21 | |
some adverse consequences and it
applies a moral pressure on people | 0:03:21 | 0:03:26 | |
that I don't feel comfortable with.
I understand why they see the need | 0:03:26 | 0:03:32 | |
to raise extra resources but we are
proud of our NHS, the tax funded | 0:03:32 | 0:03:37 | |
service, it needs to remain that way
and there is a fear that this is a | 0:03:37 | 0:03:42 | |
slippery slope. You're saying that
even though you understand the | 0:03:42 | 0:03:46 | |
pressure on the hospital, this is
the wrong way to go about raising | 0:03:46 | 0:03:50 | |
funds. Yes, I have no difficulty
with them having fundraising events | 0:03:50 | 0:03:59 | |
and when people have been through
hospital when the pressure is off, | 0:03:59 | 0:04:06 | |
when my father in law died, my
mother-in-law wanted to make a | 0:04:06 | 0:04:11 | |
contribution because of the care he
received, we should encourage that | 0:04:11 | 0:04:15 | |
but I don't want people to feel
undue pressure. The budget hasn't | 0:04:15 | 0:04:20 | |
sorted out the problems of the NHS
and I wish the government would get | 0:04:20 | 0:04:24 | |
on with this. In the meantime are
you going to be speaking directly to | 0:04:24 | 0:04:30 | |
the hospital about this because
today they wouldn't give us an | 0:04:30 | 0:04:33 | |
interview? I will raise it with the
chief executive. He is a reasonable | 0:04:33 | 0:04:39 | |
man and I will put the keys to him
that I totally understand the value | 0:04:39 | 0:04:46 | |
of charitable giving, but I think
it's inappropriate to have it on a | 0:04:46 | 0:04:51 | |
letter inviting people to outpatient
