Good evening and welcome to BBC Look North.

:00:00.:00:07.

Councillors say no to an eldcted mayor and halt plans for more

:00:08.:00:11.

?2 million a year just to running their's office.

:00:12.:00:18.

That isn't justifiable, especially when you

:00:19.:00:20.

One of Gainsborough's biggest employers is moving

:00:21.:00:25.

its headquarters to Holland because of uncertainty

:00:26.:00:28.

What many businesses now want from the Government is some clarhty on

:00:29.:00:34.

what trade with Europe will look like when the UK leaves the

:00:35.:00:37.

An international hunt for a new Chief Constable,

:00:38.:00:41.

A surprisingly high number of people can't recognise one of the `rea s

:00:42.:00:50.

I don't know. Is it in Scotland And world the sun shine this wedkend,

:00:51.:01:14.

Plans to create a directly-dlected mayor for Lincolnshire

:01:15.:01:19.

are in tatters tonight after county councillors voted unanimously

:01:20.:01:21.

The so-called devolution de`l for Greater Lincolnshire wotld have

:01:22.:01:30.

brought new powers and more money to the area from London.

:01:31.:01:35.

But the majority of the county's politicians say they don't

:01:36.:01:37.

want an elected mayor, something the Government insists

:01:38.:01:40.

More from our political editor Tim Iredale.

:01:41.:01:53.

It's worth ?450 million over the next few years and will bring extra

:01:54.:01:58.

money for things like housing, transport, training and flight

:01:59.:02:03.

prevention. That did the cotnty s devolution dream be over?

:02:04.:02:05.

It is a disappointment because we are all against the mayor

:02:06.:02:08.

but we are and I am particularly passionate about, first of `ll,

:02:09.:02:10.

more devolution, less powers in central government,

:02:11.:02:12.

more powers to local councils and local government.

:02:13.:02:18.

The greater Lincolnshire de`l would bring together Lincolnshire as a

:02:19.:02:24.

whole, but it's the idea of a directly elected mayor when a new

:02:25.:02:27.

combined authority that is the problem. People were rightlx very

:02:28.:02:33.

concerned about the creation of a new layer of Government, so we are

:02:34.:02:37.

severely short of funds at the moment. What is the point? Dffect of

:02:38.:02:43.

the matter is, the deal that was on offer was not devolution, it was a

:02:44.:02:47.

dog 's breakfast is one of ly colleagues described it. Many big

:02:48.:02:54.

city areas including Manchester Sheffield have accepted deals

:02:55.:02:57.

excess. Some Lincolnshire councillors were reluctantlx

:02:58.:03:01.

appeared to accept the offer. Think it is a massive opportunity for a

:03:02.:03:06.

place that is to move forward, to use a horrible phrase.

:03:07.:03:09.

Unfortunately, we might now be taking a step backwards. Do voters

:03:10.:03:14.

in Lincoln want an elected layor? I don't mean we should, because it's

:03:15.:03:18.

paying someone else. Even though we get money back, we are still paying

:03:19.:03:23.

somebody and what will he do? Add a link we need to pay out extra money

:03:24.:03:27.

for another America. I think we are all right as we are. If it selected,

:03:28.:03:32.

I suppose it's a good thing if people have chosen that person based

:03:33.:03:35.

on their values and what thdy plan to do with the county. Senior

:03:36.:03:41.

Lincolnshire councillors will now go back to the Government asked for

:03:42.:03:44.

more powers without the need for an elected mayor. But Theresa Lay the

:03:45.:03:49.

Acme has also indicated that no merit means there is no deal.

:03:50.:03:55.

Joining me now is the leader of county council. Why as a cotncillors

:03:56.:04:07.

vote down the plans? Everybody was in favour of the devolution concept

:04:08.:04:11.

and the concept of having a greater Lincolnshire partnership. I think

:04:12.:04:14.

the biggest problem was the issue of the directly elected mayor `nd the

:04:15.:04:18.

consultation results were not in favour of the directly elected

:04:19.:04:23.

mayor. I think the majority of the councillors came to the view that it

:04:24.:04:27.

wasn't worth it, particularly as it were still some issues to bd

:04:28.:04:30.

resolved around the actual powers of the mayor and also the devolution

:04:31.:04:37.

needed to be beefed up a bit. Has Lincolnshire missed out aftdr the

:04:38.:04:42.

news and this boat? If councillors choose to walk away from having

:04:43.:04:46.

billions pounds of extra funding and significant powers and more money

:04:47.:04:50.

and power is to come, that hs a decision they will have six when the

:04:51.:04:54.

voters. I have to correct M`rtin, the consultation that was undertaken

:04:55.:04:59.

said very clearly that people across greater Lincolnshire, the

:05:00.:05:01.

overwhelming majority support devolution, so we need to ddliver on

:05:02.:05:05.

what the public want from us, which has power is taken away frol this

:05:06.:05:10.

place year and given to loc`l people. The county council signed up

:05:11.:05:14.

to the deal, which included an elected mayor and it is frustrating

:05:15.:05:18.

just as we were about to get the money and power that they mhght be

:05:19.:05:23.

about a wok away from it. It is very sad for the area. Wires onlx people

:05:24.:05:29.

against the elected mayor? Need to who is a clear result from these

:05:30.:05:33.

consultation and the result was that the people of Lincolnshire `lthough

:05:34.:05:37.

supportive of devolution and the greater Lincolnshire concept, were

:05:38.:05:40.

not in favour of the mayor `nd it was a lot of... That is not true. It

:05:41.:05:49.

is true. Was 48% and 46%, is there was no majority either way. My area

:05:50.:05:54.

was in favour of a mayor. I am talking about the whole are`. Doc

interacting me, but only to have a say. -- stop interrupting md. In my

:06:01.:06:15.

mind it was a direct sponsors. There were a lot of comments and frankly I

:06:16.:06:18.

can find anybody in favour of it. Sorry. Let me just as you, wires and

:06:19.:06:24.

people against it? Other ardas are quite happy about it. You jtst heard

:06:25.:06:29.

what was possibly gone down the tubes because of this. The hssue is

:06:30.:06:34.

and we did consult with the public, I think you were in favour of

:06:35.:06:38.

Brexit, one of the issues wd have as politicians at that sometimds we are

:06:39.:06:44.

criticised. We had a thorough, comprehensive consultation to every

:06:45.:06:48.

household in the county and the clear result came back and we did

:06:49.:06:53.

sign the deal, but it was stbject to consultation. Just briefly, why is

:06:54.:06:58.

the Government so insistent on having a mirror? Why can thdy have

:06:59.:07:02.

the deal without the mayor? Just briefly. Is about accountabhlity to

:07:03.:07:07.

the public. These are the shngle politician across the area who was

:07:08.:07:12.

elected on a geography. Nond of us are accountable for that whole

:07:13.:07:18.

geography, so if you're going to deliver of pounds of money to local

:07:19.:07:23.

people than I think that local residents have a right to hold

:07:24.:07:26.

somebody to account for how they make those decisions and thdre is no

:07:27.:07:29.

one who does that at the molent and that is why we insist on it and that

:07:30.:07:32.

is why so many areas are powering ahead with this. It is so s`d. No

:07:33.:07:37.

cutes thank you. Would you like more devolved power?

:07:38.:07:58.

Would you like a mirror frol Lincolnshire? Would this be a missed

:07:59.:08:02.

opportunity or are you pleased that we voted against it? Get in touch.

A man has died and two people have been seriously injured

Violent crime has risen sharply in East Yorkshire and Lincolnshire

:08:23.:08:25.

It's up by 24% in the Humberside force area,

which has also seen an incrdase of almost a third in robberx.

Violent crime is up by 21% in Lincolnshire,

:08:33.:08:34.

but overall crime has risen by just 1%.

:08:35.:08:36.

the rise in violent crime c`n be partly explained by more dolestic

:09:16.:09:18.

Our business correspondent Sarah Corker is in Gainsborough

:09:19.:09:20.

What are the reasons for the company's decision?

:09:21.:09:22.

They say they want their headquarters to be within the

the headline for the next 24 hours. It's more of the same. A fahrly

static situation. Variable `mounts of cloud with sunshine around. A bit

of high pressure means it whll be a nice day tomorrow. The north east is

pulling back in over the wedkend. That could well drag in a ftturist

two shower showing up on thd radar picture, but a fairly quiet evening

:14:58.:15:03.

and a quiet night to come. Degrees well continued to ease in coastal

:15:04.:15:08.

areas. Showers drifting into Norfolk on the eastern side of Lincolnshire.

:15:09.:15:13.

Many of us will become brighter Inland with decent clear periods the

:15:14.:15:21.

:15:42.:15:45.

small chance of catching an afternoon shower. Let's havd a look

:15:46.:15:49.

at the top temperatures. Highs across East Yorkshire of 12 or 3

:15:50.:15:57.

degrees. 55 Fahrenheit. The degree across Lincolnshire and into

:15:58.:15:59.

Norfolk. Looking a little bht further ahead, the northeasterly

breeze picks up a little bit over the weekend. Variable cloud means

:16:05.:16:10.

fewer showers especially across the eastern parts of the area. The

:16:11.:16:13.

situation doesn't really ch`nge as we get into next week. That is the

:16:14.:16:19.

forecast. Talking about Marx is on the programme, regarding eldcted

:19:12.:19:17.

have a break, but I am still committed to my work.

:19:18.:19:18.

A few weeks ago, Lincolnshire Police started an international se`rch

:19:19.:19:23.

for a new Chief Constable, opening recruitment up to c`ndidates

:19:24.:19:26.

from the USA, Canada, Australia and New Zealand.

:19:27.:19:28.

Current Chief Neil Rhodes is to retire

:19:29.:19:29.

in February after 31 years on the force.

:19:30.:19:31.

He had expressed some concerns that the successful candidate

:19:32.:19:33.

Well, today it was revealed the international search had only

:19:34.:19:37.

brought forward two candidates for the role -

:19:38.:19:39.

I asked the Lincolnshire Police and Crime Commissioner Marc Jones

:19:40.:19:42.

Well, the last eight out of 11 Chief Constable recruitments have

:19:43.:19:54.

just been single applicant recruitments,

:19:55.:19:57.

Do you not think it's embarrassing that you advertise worldwidd and

:19:58.:20:02.

from Lincolnshire Police, you only get two people?

:20:03.:20:03.

Is this because the job is a poisoned chalice?

:20:04.:20:07.

It's just about getting the right candidate.

:20:08.:20:18.

Like I say, eight out of 11 of the last actual

:20:19.:20:21.

appointments were only from single applicant processors.

:20:22.:20:23.

But it's not been easy, has it, for past candidates,

:20:24.:20:31.

Is it just not attractive enough, is that

:20:32.:20:34.

Well, let's look at it this way we are the fourth lowest crhme

:20:35.:20:39.

Lincolnshire is in beautiful county to live and work

:20:40.:20:44.

There's certainly nothing wrong with Lincolnshire.

:20:45.:20:48.

You say that, but the NHS h`s difficulties hiring people

:20:49.:20:50.

as well, so there is a Lincolnshire factor.

:20:51.:20:52.

I'm interested to know why ` a real top job, running the police

:20:53.:20:55.

Well, like I say, it's a national problem.

:20:56.:20:58.

Lincolnshire is a great place to be, but when you've got nearly 80% of

:20:59.:21:03.

all Chief Constable appointlents only getting one applicant then it's

:21:04.:21:06.

something the Government need to address.

:21:07.:21:13.

Well, maybe having crime commissioners has made the job

:21:14.:21:15.

less attractive, because no one really knows who's in chargd.

:21:16.:21:18.

Well, I'd have to say, when only a couple of weeks ago you

:21:19.:21:24.

get national media campaigns talking about how much chiefs get

:21:25.:21:26.

paid and what a luxury package it is, it's not.

:21:27.:21:29.

How much of the salary in Lincolnshire?

:21:30.:21:32.

Well, you're looking at ?133,000 a year, which

:21:33.:21:37.

doesn't sound an insignific`nt amount of money.

:21:38.:21:39.

But when you think you could be a Deputy Chief

:21:40.:21:42.

Constable for not much less, why would you take that extra profile,

:21:43.:21:44.

So, are you saying that they need to pay more?

:21:45.:21:49.

That the discrepancy needs to be bigger between the assistant and

:21:50.:21:52.

Well, I certainly think it needs looking at in the round.

:21:53.:21:55.

constables of other countrids get paid significantly more than we pay

:21:56.:21:59.

it's a very demanding job and it certainly is

:22:00.:22:02.

compatible to jobs that pay a lot more.

:22:03.:22:04.

And just finally, the Home Office has said this afternoon,

:22:05.:22:07.

they've never had to step in in a circumstance that this before

:22:08.:22:17.

Do you think they might have the on

:22:18.:22:20.

Like I say, this has happened in the last

:22:21.:22:26.

eight out of 11 cases where there was only one applicant.

:22:27.:22:28.

I'm just going to make sure that we get

:22:29.:22:35.

Mr Jones, very good to talk to you tonight.

:22:36.:22:38.

If you do have views on that as well, get in touch.

:22:39.:22:50.

More than 8,000 people have turned out at the opening

:22:51.:22:53.

of a massive new shopping cdntre in Leeds this morning.

:22:54.:22:55.

Victoria Gate has been built at a cost of ?165 million,

:22:56.:22:58.

and has dozens of shops - including John Lewis.

:22:59.:23:04.

It's raised more than ?12 million for Children

:23:05.:23:06.

in Need, and this year The One Show's 'Rickshaw

:23:07.:23:08.

Challenge' will come to East Yorkshire and Lincolnshire.

:23:09.:23:10.

The event next month will fdature presenter Matt Baker and several

:23:11.:23:13.

children who have been helpdd by the charity.

:23:14.:23:14.

They will set off from Scotland before travelling down

:23:15.:23:17.

to Scarborough, Bridlington, Hull and Skegness before

:23:18.:23:18.

The Humber Bridge is one of the largest and most widdly used

:23:19.:23:34.

But new research suggests that only a tiny number of people arotnd

:23:35.:23:38.

the UK actually recognise it - with many living in the South unable

:23:39.:23:41.

to name it, and often mistaking it for San Francisco's Golden

:23:42.:23:44.

But worse than that, it's claimed only three out of ten

:23:45.:23:47.

people in Yorkshire can identify the structure.

:23:48.:23:49.

It's one of the most recognhsable landmarks in our area, or is it Not

:23:50.:24:09.

necessarily according to visitors in Europe today. Maybe it is in

:24:10.:24:14.

Americana, I am not really sure Seattle? I don't know. It's the San

:24:15.:24:22.

Francisco Bridge. What makes easy that? Simek because it looks like

:24:23.:24:27.

it. I am going to guess at Hull You got it in one. Is it in Scotland?

:24:28.:24:42.

It's the Humber Bridge. Oh, sorry. I'm from Essex. Of the 2000 adults

:24:43.:24:48.

who took part, less than a third were able to correctly identify the

:24:49.:24:53.

Humber Bridge. One in ten pdople but it was the golden gate Bridge in San

:24:54.:24:58.

Francisco. Well recognition rates were lower in the south-east and

:24:59.:25:03.

Scotland, the poll also found that three out of ten people who live

:25:04.:25:06.

close by in the area also f`iled to recognise it. There is a serious

:25:07.:25:12.

side to the research. Saffixah are highlighting the role of engineering

:25:13.:25:16.

in everyday life and trying to encourage future engineers. The

:25:17.:25:22.

Humber Bridge is equally important in terms of getting people

:25:23.:25:26.

interested in the task had to do to achieve that feat is no smaller one

:25:27.:25:29.

in getting across the Thames. We just need to go out and showed that

:25:30.:25:33.

these things more and one of the reasons for doing the poll was to

:25:34.:25:37.

enable us to do that. Peopld looking at the view of the bridge today

:25:38.:25:41.

agreed that it needs to be celebrated more. If people could see

:25:42.:25:46.

how it was built in the first place, people might have more interest in

:25:47.:25:51.

it. I have noticed it, I like it, the people of Hull like it. What

:25:52.:25:54.

does it matter whether others like it? It might not be as famots as the

:25:55.:26:01.

Forth railway bridge or the Clifton suspension Bridge, but therd is a

:26:02.:26:04.

lot of love in these parts `t least for our Humber Bridge. I wotld have

:26:05.:26:09.

but it was more famous, but still. You might like to comment on that as

:26:10.:26:13.

well. Let's have a recap of the headlines.

:26:14.:26:14.

Theresa May faces pressure from European Leaders

:26:15.:26:16.

to give more details of Britain's Brexit plans,

:26:17.:26:17.

as she attends her first EU Summit as Prime Minister.

:26:18.:26:20.

Councillors say no to an eldcted Mayor for Lincolnshire leavhng

:26:21.:26:22.

the county's devolution plans in disarray.

:26:23.:26:24.

Tomorrow's weather will be lostly dry and bright with a littld cloud

:26:25.:26:27.

and some sunny spells - just a small chance of a shower

:26:28.:26:30.

Maximum temperature 12 Celsuis, 54 Fahrenheit.

:26:31.:26:49.

That's all from us tonight. Have a lovely evening. Talking abott

:26:50.:27:00.

devolution and the possibilhty of a mere, Terry says we have too many

:27:01.:27:05.

layers of comment already. Dave says, who was consulted abott

:27:06.:27:08.

devolution? I was never askdd and I would be in favour if I was

:27:09.:27:11.

consulted. Every household was consulted over the major issue,

:27:12.:27:16.

nobody asked our household. Cameron says, in my opinion, the de`l is

:27:17.:27:20.

undemocratic, unnecessary and a shambles. We do not need it. Rachel

:27:21.:27:25.

says that it sounds like sm`ll politicians are more interested in

:27:26.:27:28.

protecting their personal privileges than getting the best foreign

:27:29.:27:32.

Lincolnshire. Bob says therd is no point in an elected mayor, just

:27:33.:27:36.

another bureaucracy. Thank xou very much indeed for those and 94

:27:37.:27:39.

watching. Having a evening. Join us later if you can. If not, sde later

:27:40.:27:43.

at 6:30pm. Goodbye.
