I think people who are smokers, who are overweight, | :10:59. | :11:03. | |
certainly should stop smoking or being overweight, | :11:04. | :11:05. | |
but that shouldn't prevent them from seeing a surgeon | :11:06. | :11:08. | |
who may be able to offer them an operation to | :11:09. | :11:10. | |
But if that is a non-urgent operation, and we're talking about | :11:11. | :11:14. | |
non-urgent, why shouldn't they cut down on smoking or eat less to make | :11:15. | :11:17. | |
themselves more healthy and give themselves a better chance of a full | :11:18. | :11:20. | |
Well, some of those people will be in pain, and unnecessary | :11:21. | :11:24. | |
Some of them will have conditions that | :11:25. | :11:28. | |
And the third group of people may not be | :11:29. | :11:33. | |
able to lose weight because of lack of mobility, so... | :11:34. | :11:36. | |
Are you saying that somebody who's in pain, who's | :11:37. | :11:38. | |
got a body mass index of over 35 should get their treatment | :11:39. | :11:41. | |
there and then and not have to wait six months? | :11:42. | :11:44. | |
They should certainly be seen and assessed to determine | :11:45. | :11:47. | |
whether the treatment would get rid of their pain, absolutely. | :11:48. | :11:51. | |
If a smoker is being forced to give up | :11:52. | :11:53. | |
before a non-urgent operation, is that fair enough or is it none of | :11:54. | :11:59. | |
the business of the CCG if someone smokes? | :12:00. | :12:02. | |
We would feel that they should be assessed on an individual basis. | :12:03. | :12:05. | |
I'm sure we'd all agree that stopping smoking is a good thing to | :12:06. | :12:09. | |
do, and the CCG rightfully has an interest in that. | :12:10. | :12:12. | |
But to use it as a blanket ban to stop them seeing a | :12:13. | :12:15. | |
This is being called a "health optimisation | :12:16. | :12:19. | |
process", and the CCG says it will improve outcomes for patients | :12:20. | :12:23. | |
Do you see this as about health care or do you | :12:24. | :12:27. | |
see it about saving money for a few months? | :12:28. | :12:31. | |
I think the worry is that this is rationing. | :12:32. | :12:33. | |
There are other CCGs round the country that | :12:34. | :12:35. | |
have done similar things, and we were always | :12:36. | :12:37. | |
approval from NHS England that this would become an imprint for other | :12:38. | :12:41. | |
We are worried that this is primarily about money | :12:42. | :12:47. | |
and not about the health of patients. | :12:48. | :12:48. | |
Maybe you are worrying more about the health of your | :12:49. | :12:51. | |
surgeons rather than getting the people healthy. | :12:52. | :12:56. | |
We're worried about the pain and suffering of patients who have | :12:57. | :13:00. | |
problems that would benefit from surgical care. | :13:01. | :13:03. | |
So is this a mistake by the CCG, just finally? | :13:04. | :13:06. | |
