virus. Lots of theories about this including the theory that it is

transmitted by wild birds on their migration route over the East Coast,

but it is something scientists will want to investigate. Lots of

concerns about the virus because of what it is doing in Europe,

:07:14.:07:18.

spreading quickly. Just over the weekend, 20,000 turkeys had to be

culled in Germany. The watchword here in Lincolnshire is

bio-security. Once it's in the country

If somebody is in a lot of pain and they

are overweight - I was in a great deal of pain, I was in a wheelchair.

If I would have had to wait six months to

try to lose weight, I would not have been able to lose the weight,

The plans would affect people who need a non-emergency operation -

Those with a Body Mass Index of 35 and above would be

:09:29.:09:33.

In the meantime, their surgery would be put off by six months.

:09:34.:09:40.

Health managers say the plan would help the patients recover

:09:41.:09:45.

Money is also a factor, with the NHS in this area

:09:46.:09:49.

needing to save hundreds of millions of pounds.

People in Beverley welcomed any action to tackle obesity.

I think people who are smokers, who are overweight,

certainly should stop smoking or being overweight,

:11:04.:11:05.

but that shouldn't prevent them from seeing a surgeon

:11:06.:11:08.

who may be able to offer them an operation to

:11:09.:11:10.

But if that is a non-urgent operation, and we're talking about

:11:11.:11:14.

non-urgent, why shouldn't they cut down on smoking or eat less to make

:11:15.:11:17.

Well, some of those people will be in pain, and unnecessary

Some of them will have conditions that

And the third group of people may not be

We would feel that they should be assessed on an individual basis.

I'm sure we'd all agree that stopping smoking is a good thing to

But to use it as a blanket ban to stop them seeing a

This is being called a "health optimisation

We are worried that this is primarily about money

and not about the health of patients.

Maybe you are worrying more about the health of your

surgeons rather than getting the people healthy.

We're worried about the pain and suffering of patients who have

:12:57.:13:00.

problems that would benefit from surgical care.

So is this a mistake by the CCG, just finally?

We would feel this is a mistake, absolutely.

:13:07.:13:09.
