left last month. Mr Hunter has told me there have | :01:33. | :01:34. | |
been no applicants so far. I will be speaking | :01:35. | :01:37. | |

looking at the crime plan. The Police and Crime Plan sets out | :01:40. | :01:42. | |
what Keith Hunter wants to achieve over the next four years, | :01:43. | :01:50. | |
after he was elected He's leading a force | :01:51. | :01:52. | |
with no budget increase, no permanent Chief Constable and, | :01:53. | :01:58. | |
at the last inspection, There are several things he wants | :01:59. | :02:01. | |
to focus on while he's Police He wants communities to have a say | :02:02. | :02:05. | |
in how police resources are used, He doesn't set any specific | :02:06. | :02:11. | |
crime reduction targets, saying there is an "unhealthy | :02:12. | :02:16. | |
fixation on overall crime figures". He wants the force to work | :02:17. | :02:21. | |
more closely with other organisations, in what he calls | :02:22. | :02:23. | |
a "joined-up approach". That includes working | :02:24. | :02:26. | |
with mental health services He says at the moment cuts in those | :02:27. | :02:28. | |
areas are putting extra The police the service | :02:29. | :02:35. | |
of last resort. They pick up the pieces everyone | :02:36. | :02:46. | |

it's causing some real issues. After years of cuts | :03:02. | :03:04. | |
to the numbers of police officers at Humberside Police, | :03:05. | :03:06. | |
today Keith Hunter said he wanted He wants to recruit 200 | :03:07. | :03:08. | |
extra officers by 2020, In 2008, Humberside Police had just | :03:09. | :03:11. | |
over 2,200 officers. By 2016, that figure | :03:12. | :03:21. | |
had fallen to 1,500. Today I spoke to people in Hessle, | :03:22. | :03:24. | |
including one former police officer. We don't have a village bobby is | :03:25. | :03:39. | |
like when I started. We don't have them anymore. It is no wonder the | :03:40. | :03:46. | |
crime has gone up in rural areas. I think it is about people feeling a | :03:47. | :03:50. | |
lot safer. If you see someone funny around the street, you would feel | :03:51. | :03:55. | |
safer if there was a policeman. It looks good but there is still not | :03:56. | :04:00. | |
back up to the numbers they had when I was younger. You definitely need | :04:01. | :04:03. | |
more police presence on the street. Well, one of the most important | :04:04. | :04:08. | |
appointments that Keith Hunter will be looking to make is the role | :04:09. | :04:11. | |
of Chief Constable. This is the recruitment film they've | :04:12. | :04:14. | |
released trying to attract applicants to replace Justine Curren | :04:15. | :04:16. | |
who left last month. But so far, the force have | :04:17. | :04:18. | |
received no definite The deadline for applicants | :04:19. | :04:20. | |
is the 2nd of April, so just And the results of the force's | :04:21. | :04:25. | |

direction of travel. It is about how we plan | :05:11. | :05:17. | |
differently with partners to come together to deliver | :05:18. | :05:19. | |
more sustainable outcomes. Does that mean Humberside has lost | :05:20. | :05:25. | |
too many police officers My belief is absolutely it has lost | :05:26. | :05:29. | |
too many police officers. It hasn't over the past few years | :05:30. | :05:35. | |
made best use of its resources to ensure the maximum number | :05:36. | :05:39. | |
of officers are available. Even with 200 more, you are still | :05:40. | :05:42. | |
470 less than ten years ago. You don't need as many | :05:43. | :05:45. | |
as ten years ago? If I had a choice I would want more | :05:46. | :05:48. | |
police officers over and above what I hope to deliver | :05:49. | :05:51. | |
over the next four years. You need more funding for that | :05:52. | :05:56. | |
and funding has been cut and we have to live | :05:57. | :06:03. | |
in the real world. And you'd pay the these new officers | :06:04. | :06:05. | |
with the council tax going up If we look at how funding for police | :06:06. | :06:09. | |
officers and the force is delivered, the Government is reducing year | :06:10. | :06:14. | |
on year the grant it gives, and there is assumption | :06:15. | :06:17. | |
and the Government are saying to Police And Crime Commissioners | :06:18. | :06:19. | |
they should increase the precept by the maximum amount each year | :06:20. | :06:21. | |
to maintain flat cash. My spending power will go down | :06:22. | :06:24. | |
year on year, and yet I will still deliver | :06:25. | :06:28. | |
additional police officers. You're looking for a | :06:29. | :06:30. | |
new Chief Constable. That's not very good, | :06:31. | :06:31. | |
a couple of weeks away from closing. It has been out for | :06:32. | :06:36. | |

In our area, nursery schools run by the local authority will receive | :11:57. | :12:00. | |
But when it comes to private or independent nurseries, | :12:01. | :12:04. | |
funding will vary from ?4 an hour down to ?3.87 in the East Riding, | :12:05. | :12:09. | |

But some nursery owners say it's the way it's shared | :12:18. | :12:24. | |

has struggled. This is one of the notorious areas just near Merrifield | :14:22. | :14:28. | |
Street. 42 separate reports of fly-tipping over the last year | :14:29. | :14:33. | |
alone, most here behind me in this patch. Hopefully the capital have | :14:34. | :14:40. | |
been hoping to increase the number of prosecutions with signs here. And | :14:41. | :14:44. | |
a publicity stunt in the city centre today. | :14:45. | :14:45. | |
Was it a new cultural art installation? | :14:46. | :14:47. | |
No, this was put here by the council. Why? | :14:48. | :14:52. | |
To get the message across to everybody | :14:53. | :14:55. | |
It's because fly-tipping is on the rise. | :14:56. | :15:00. | |
Last year, there were around 5,500 reports of fly-tipping in Hull. | :15:01. | :15:03. | |
It cost the council around ?250,000 to clean up. | :15:04. | :15:07. | |
They've got two crews pretty much working full-time | :15:08. | :15:09. | |
And out in Hull this morning, there was plenty of work to do. | :15:10. | :15:15. | |
Yeah, I called them out because I'm sick of seeing rubbish | :15:16. | :15:18. | |
They come through with food, and just throw the rubbish | :15:19. | :15:23. | |
And the workers say it's getting worse. | :15:24. | :15:27. | |
Every morning we go and they don't just give us a little pile | :15:28. | :15:34. | |
of paperwork, they give us a dictionary, just to work through. | :15:35. | :15:36. | |
Sometimes we go and we have to be careful with the bags | :15:37. | :15:40. | |
because there are needles in them, and everything. | :15:41. | :15:42. | |
So why are so many people fly-tipping? | :15:43. | :15:45. | |
Is it because they don't know it's wrong, or because they don't | :15:46. | :15:48. | |
After all, there were thousands of reports last year - how many fines? | :15:49. | :15:55. | |
I think it's tens at the moment, but we need to... | :15:56. | :16:00. | |
The difficulty is, is getting the evidence, and that's the message | :16:01. | :16:02. | |
In fact, of more than 3000 investigations in the last year, | :16:03. | :16:07. | |
there have been only 56 fines and a further 61 prosecutions. | :16:08. | :16:15. | |
The council is asking for help from the public. | :16:16. | :16:17. | |
If they contact us with any evidence, any information that we | :16:18. | :16:23. | |
can use, we will do, and try and pursue every case. | :16:24. | :16:25. | |
The council's crew cleaned up this mess this morning, | :16:26. | :16:28. | |
And while people continue to fly-tip,there'll be plenty | :16:29. | :16:33. | |
The council can try to reduce the incidence is, one is to make it | :16:34. | :16:48. | |
easier to dispose of your staff legitimately with more services. The | :16:49. | :16:52. | |
council do offer a collection service. The other is to increase | :16:53. | :16:57. | |
prosecutions. The challenge is you need to catch people in the act and | :16:58. | :17:01. | |
the council says to do that they will need the help of local people | :17:02. | :17:06. | |
