first placed the trust responsible in special measures

they are back in again. Bosses have apologised and said

:01:13.:01:20.

things are already improving. I'll be speaking to the man

in charge shortly, but first our health correspondent

for hospital managers? This is another damning report

:01:28.:01:31.

whichever way you look at it - showing a catalogue of failings

:01:32.:01:34.

almost across the board Unsafe, poorly led by managers

:01:35.:01:36.

and 'inadequate' are the fundamental A failure to refer cancer patients

:01:37.:01:42.

to treatment on time. Thousands of outpatients

:01:43.:01:48.

appointments long overdue - And A services at both Lincoln

:01:49.:01:52.

and Boston rated as inadequate. When inspectors went on their rounds

:01:53.:02:00.

in Lincolnshire's hospitals last autumn they found much

:02:01.:02:02.

to criticise, including Some of the patient care that we saw

:02:03.:02:18.

wasn't of the required standard, so for example, we saw some patients

:02:19.:02:23.

that were not treated with compassion, we are dignity and

:02:24.:02:27.

respect was compromised. We also found some concerns in the emergency

:02:28.:02:29.

department. This is the latest in a series

:02:30.:02:31.

of poor inspections. Four years ago it was put

:02:32.:02:33.

into special measures Two years later it was taken

:02:34.:02:36.

out of special measures Last October, inspectors

:02:37.:02:39.

found more failings. have enough staff in Lincoln's A

:02:40.:02:45.

and declared a "critical incident" And now confirmation that experts

:02:46.:02:49.

have again been asked to step in. The sea QC report has made for

:02:50.:03:05.

difficult reading for many. In particular, patients not receiving

:03:06.:03:08.

medication on time when they are seriously ill as a big worry and

:03:09.:03:12.

they think it is something that has been going on for some time. As a

:03:13.:03:17.

doctor reading that report I was concerned by a number of aspects and

:03:18.:03:22.

fully understand why special measures are required. That has been

:03:23.:03:26.

the right decision but equally I would reassure the public that the

:03:27.:03:29.

vast majority are receiving very good care.

:03:30.:03:34.

The trust has always had problems recruiting enough staff.

:03:35.:03:36.

Last year it spent more than ?26 million on agency

:03:37.:03:38.

Managers fear their reputation as a failing trust could make

:03:39.:03:42.

To be absolutely honest, that is my biggest year. I would sincerely ask

:03:43.:03:53.

people not to be discouraged for this. They can come on secondment

:03:54.:03:58.

and temporary contracts, detest us out. I think they will find we are

:03:59.:04:00.

such a good team. The hospital teams certainly face

:04:01.:04:04.

a testing few months as they battle to raise standards and come out

:04:05.:04:07.

of special measures. A lot of the criticisms are broad -

:04:08.:04:09.

poor leadership, staff bullying Inspectors looked at how often

:04:10.:04:12.

people with bed sores But they found three patients who'd

:04:13.:04:17.

waited between three and almost eight and a half hours

:04:18.:04:27.

for their checks. The fourth patient had no record of

:04:28.:04:34.

being checked at all. Staff told inspectors

:04:35.:04:36.

they didn't have the time. But if there's no time

:04:37.:04:38.

for these basic tasks - then that's very telling

:04:39.:04:40.

about the organisation as a whole. We will be asking for your views on

:04:41.:04:51.

your experiences at hospitals in Lincolnshire in just a moment.

Earlier, I spoke to the chief executive of the United

:04:53.:04:55.

I asked him whether he accepted the report wasn't good enough.

:04:56.:05:01.

We are very disappointed with this but of course,

:05:02.:05:03.

as ever in these reports, lots of examples of good practice.

:05:04.:05:12.

We recognise a number of scores, 12% are not adequate

:05:13.:05:17.

If half are rated good, half are rated not good,

:05:18.:05:23.

and if patients are not treated with dignity, low staff

:05:24.:05:26.

satisfaction, overall the trust is inadequate.

:05:27.:05:28.

Why should the people of Lincolnshire feel safe?

:05:29.:05:30.

Nothing in the report says we are not safe.

:05:31.:05:34.

What it identifies is a number of things that need to be put right.

:05:35.:05:40.

When the CQC came in October that while a number of actions

:05:41.:05:45.

we put immediately in place and we think if they came back today

:05:46.:05:49.

they would see many of those issues already resolved.

:05:50.:05:56.

Some of those things are long standing and one

:05:57.:05:58.

of the questions is recruitment and the the reconfiguration

:05:59.:06:01.

Those will take some time to resolve.

:06:02.:06:03.

The trust keeps blaming staff shortages but the inspectors found

:06:04.:06:06.

staffing was in line with the national average

:06:07.:06:08.

The reality is while the overall numbers may be comparable

:06:09.:06:13.

to larger hospitals, if you can imagine the ease

:06:14.:06:15.

with which Nottingham can have all staff in one place,

:06:16.:06:18.

we don't have that luxury in Lincolnshire, so those same

:06:19.:06:20.

numbers of staff have to be spread relatively thinly across our

:06:21.:06:23.

They also find hospitals are not properly equipped to deal with major

:06:24.:06:40.

incidents with equipment out of date and not working.

:06:41.:06:42.

Is that not basic Janet and John stuff you're not getting right?

:06:43.:06:54.

I think at the time there were simple wrrors not

:06:55.:06:56.

being addressed and it was more about administration.

:06:57.:07:00.

Just to reassure you and others listening we carry out exercises

and we are rated highly so we are very ready for any major

How long until you are out of special measures?

The CQC came last October but it is not down to us.

People living in the small village of Lutton in South Lincolnshire have

been paying tribute to local school teacher and church

She had been reported missing two weeks ago.

It's believed her body was found along with that of her husband's

:08:20.:08:22.

The couple have not yet been formally identified.

This small Lincolnshire village has been left in shock by the discovery

:08:26.:08:35.

of two bodies at this house down a quite country lane

:08:36.:08:37.

It's a pleasant village and it's just so quiet here,

:08:38.:08:43.

for something like this to happen to a family is just unbelievable.

:08:44.:08:46.

One of the bodies is believed to be that of teacher Bernice Williams

:08:47.:08:50.

who went missing more than two weeks ago.

:08:51.:08:56.

It is understood she lived here but the bodies of a man

:08:57.:08:59.

and woman were only found at the weekend.

:09:00.:09:03.

It is believed the other body is that of her husband, Lawrence.

:09:04.:09:06.

Linda Harding knew Bernice and her family from services here.

Anybody who knew Bernice or knew the family will be very sad.

She just was a very genuine, quiet, sweet lady.

As a family, they came out as a family and supported one

People I have spoken to here today have told me they hadn't seen Bernie

:09:33.:09:46.

or her husband in the village for some time.

Police say they are not looking for anyone else in connection

with the enquiry but tonight there are still more

questions than answers as to what actually happened.

When will police say more about what happened here?

We expect formal identification of the bodies found here to take place

later this week and then we should now a few more details about exactly

Nearly 100 council workers in East Yorkshire and Lincolnshire

The Taxpayers Alliance Town Hall Rich List shows 95 senior workers

in our area are earning six figures a year.

Lincolnshire County Council has the most high paid workers.

However overall councils are employing fewer people on a six

Pollution along a major road in Hull is higher than the safe limit

Figures show the concentration of pollutants on Castle Street has

increased by more than 20% in the past year.

Police in Lincolnshire are warning people who try to lie to get

:11:24.:11:25.

out of speeding tickets that they will be caught out.

It comes after a man was been jailed for six months for perverting

:11:29.:11:31.

Four years ago, Rashall-ul-Hassan could have gone on a speed awareness

:11:32.:11:35.

course if he'd admitted going at 38 miles per hour in a 30

Instead he tried to deceive the police and has ended up in jail.

It is not the most dramatic footage of a speeding offence but then this

:11:43.:12:00.

wasn't one of the most serious speeding offences. It is street let,

:12:01.:12:09.

it is a 30 mph limit and any residential area. At eight miles per

:12:10.:12:12.

hour over the limit, the driver Rashall-ul-Hassan could have taken a

speed awareness course or a ?100 fine, but four years later after

:12:20.:12:22.

trying to deny it was him at the wheel he has been jailed for six

:12:23.:12:27.

months. That was a simple traffic violation. If he paid the fine I had

:12:28.:12:35.

taken the course this would have gone away, but unfortunately he went

:12:36.:12:39.

down this route and because of that he has been imprisoned and for the

:12:40.:12:45.

rest of his life he will have a criminal record. It was just January

:12:46.:12:54.

23rd 2013 when he broke the speed limit on this road. After giving a

:12:55.:13:00.

false name and trying to deny it was him at the wheel, he was found

:13:01.:13:04.

guilty and fined but then he complained to the central ticket

:13:05.:13:07.

office and it was then investigation that found he lied all along. He

:13:08.:13:12.

faced a much more serious charge of perverting the course of justice.

And that carries a much greater penalty as former Cabinet member

Chris Hughton found in 2013 when he was jailed for the same offence

after his wife at the time claimed she was driving to accept penalty

points so he could avoid a band. Today, a strong message in

Lincolnshire. If you have committed an offence is the easiest option is

to just admit it and get it behind you and move on with your life and

:13:42.:13:48.

don't do something, that means you have two then tell moralise and

:13:49.:13:58.

building, and the loss of this care home has been described as a major

loss to this area. It has a good reputation locally,

and the 13 residents currently living here will have two move

elsewhere, which will have an impact on them. The owners have told me

today, that they cannot afford to continue. They cannot recruit enough

:17:51.:17:56.

staff who can be flexible for the amount of money they can pay them,

:17:57.:18:01.

and they do not get enough funding from the local authority to fund the

:18:02.:18:06.

complex needs that there are residents have. One local councillor

:18:07.:18:11.

said this. They are very undervalued, the work pays low, and

:18:12.:18:23.

they can have far better terms of employment for the same money in

:18:24.:18:27.

supermarkets. Many people had a lot of choice about when and where they

:18:28.:18:34.

work. Town-mac has an 82% employment rate, and many people choose to work

:18:35.:18:49.

in more flexible jobs. Goole has an 82% rate. This recruitment problem

:18:50.:18:53.

is a national one, having an impact on local businesses like this one.

It's a story set in the future - asking how we'd cope if Europe

headphones to the cast, out on the floating stage.

We knew that it would be much easier to tell a flood

story on water than it would to tell it on land.

It does come with a series of technical

challenges, but each of them allows an opportunity to create something

for the audience that they would not have seen elsewhere, so it is

The Leeds-based theatre company, SlungLow, spent more than two

weeks building the set, and then another fortnight

rehearsing what is the second part of a year-long project.

Part one saw a film released online, and toured around

I think it sounds like a radio play, and it looks a bit like an

Eventually, in the night-time, there will be 57

It feels like there is a community talking and thinking

In that sense, it is really ancient Greek, so yes, it is

definitely a hybrid, and it is all on water,

Putting on an event like this, I have never seen anything

:24:53.:24:56.

like it, and the open air, on the water.

:24:57.:24:58.

I thought it was brilliant, the way it was all put together.

It was very interesting, very thought-provoking.

I do not think I breathed the entire way through.

That is one of the best things I have seen in a long time.

These live performances run until Saturday.
