Welcome to the late Look North. The headlines tonight... | :00:00. | :00:00.
A cancer charity slammed after calling a chemotherapx patient | :00:07. | :00:10.
Whoever they are, they should be struck off, totally. | :00:11. | :00:20.
And fighter jets from Lincolnshire prepare to be sent to Romanha | :00:21. | :00:23.
Some damp weather to come in places overnight and for some of us, it | :00:24. | :00:30.
A cancer charity has been criticised by a woman undergoing chemotherapy | :00:31. | :00:48.
after they called and asked for money in her will. | :00:49. | :00:51.
Diane Elliott from Bardney near Lincoln wants to know how | :00:52. | :00:54.
The charity says it was not aware of Diane's cancer | :00:55. | :01:02.
Cold calling has become comlon practice amongst many charities | :01:03. | :01:08.
looking to raise funds by phoning potential donors. | :01:09. | :01:12.
But when cancer patient Diane Elliot received an unsolicited call last | :01:13. | :01:16.
week from the charity Cancer Research UK - | :01:17. | :01:19.
Can we talk to you, have yot got time to talk to us about yotr will? | :01:20. | :01:33.
I said, I'm sorry, my will has got nothing to do with you. | :01:34. | :01:40.
My son is a lawyer and he will sort out my will. | :01:41. | :01:43.
You have been called by Cancer Research UK. | :01:44. | :01:45.
Diane says the charity wanted her to leave it | :01:46. | :01:47.
She's convinced she was deliberately targeted, | :01:48. | :01:50.
I think there was a leak somewhere along the line. | :01:51. | :01:57.
It upsets me that somebody could be so | :01:58. | :02:06.
We are used to giving charities -- giving to charities and fivd shops | :02:07. | :02:14.
But it is when people are called in their own | :02:15. | :02:18.
homes, something they are going to far. | :02:19. | :02:20.
People feel under pressure to help whether they have | :02:21. | :02:22.
It bothers me less if a charity called | :02:23. | :02:26.
although I would have my dotbts as to whether it was genuind. | :02:27. | :02:29.
I think even charities on the street, | :02:30. | :02:31.
begging without permission, is wrong. | :02:32. | :02:32.
They create a bad impression and should be stopped. | :02:33. | :02:40.
I don't think there should be a ban on charities calling supporters | :02:41. | :02:49.
Lotsa people like hearing from charities. I think the key thing is | :02:50. | :02:52.
making sure that people who are happy to get them get those calls, | :02:53. | :02:56.
the people who are not get ` complete right to say no. | :02:57. | :02:58.
In a statement Cancer Research UK, said... | :02:59. | :03:10.
Diane is hoping cancer will soon be in her past. | :03:11. | :03:12.
But she says this experiencd with a charity which claims to help | :03:13. | :03:17.
people in her position has made her ordeal even worse. | :03:18. | :03:24.
David Hickson is from a group which campaigns | :03:25. | :03:26.
Earlier I asked him what he thought of the phone call made to Dhane | :03:27. | :03:32.
Obviously, this case is very distressing, | :03:33. | :03:36.
but it highlights a point that the telephones should no longer | :03:37. | :03:40.
be used as a means of contacting people in an unsolicited marketing | :03:41. | :03:45.
effort in the home or on their personal mobile. | :03:46. | :03:50.
But this is how the big brand charities make their | :03:51. | :03:52.
Are you saying that it should be stopped, full stop? | :03:53. | :03:57.
We are quite clear, we no longer believe that the telephone | :03:58. | :04:00.
is an appropriate tool under any circumstances to approach | :04:01. | :04:05.
people for what is termed a direct marketing. | :04:06. | :04:09.
That includes selling, it also includes charities | :04:10. | :04:22.
seeking donations and indeed political parties' canvassing. | :04:23. | :04:23.
You say that, but it is going on all the time. | :04:24. | :04:26.
All those people that you have just listed there, | :04:27. | :04:28.
Eventually, the government will be able to change the general | :04:29. | :04:33.
regulation that derives frol an EU directive once Brexit is colplete | :04:34. | :04:36.
but in the meantime, regulators covering areas stch | :04:37. | :04:38.
as claims management, that is PPI and accident cl`ims | :04:39. | :04:40.
financial services and also the charities that now | :04:41. | :04:43.
have their own fundraising regulator, they could take `ction | :04:44. | :04:47.
to say approach people in other ways but not with direct voice tdlephone | :04:48. | :04:52.
So a call to somebody asking for money when they die | :04:53. | :04:59.
I think letters and consent are an area that we need to talk | :05:00. | :05:10.
about, likewise e-mails and even text messages, perhaps. | :05:11. | :05:16.
But on the issue of a direct telephone call, which invarhably | :05:17. | :05:19.
demands somebody's immediatd attention - that is the unipue thing | :05:20. | :05:24.
about a telephone call - in that case, we say no. | :05:25. | :05:28.
In this case, though, the charity says it is prob`bly | :05:29. | :05:31.
just a pure coincidence, just random numbers and it | :05:32. | :05:33.
As far as we are concerned, they are probably within thd law | :05:34. | :05:39.
in what they did, but as far as we are concerned, | :05:40. | :05:42.
direct marketing by telephone to people's homes and personal | :05:43. | :05:46.
An inquest has heard that a marriage break-up led to a man | :05:47. | :06:01.
killing his wife and daughtdr and then himself in Spalding in July. | :06:02. | :06:04.
A coroner ruled that Lance Hart was a cold and scheming man | :06:05. | :06:08.
and unlawfully killed Claire and Charlotte Hart. | :06:09. | :06:10.
They were shot in a swimming pool car park in the town days | :06:11. | :06:14.
after Claire had moved out of the family home. | :06:15. | :06:17.
Hull City Council says it plans to meet the new Transport Sdcretary | :06:18. | :06:21.
to press for improvements to the A63 to start on time. | :06:22. | :06:25.
The council wants reassurances that the work will start | :06:26. | :06:27.
on Castle Street at the end of 018, as agreed with the previous | :06:28. | :06:32.
The body of a 40-foot fin whale that washed up on a beach | :06:33. | :06:39.
in North Norfolk last week has been removed. | :06:40. | :06:41.
Experts had been examining the carcass. | :06:42. | :06:44.
Early this morning specialist contractors came to the beach | :06:45. | :06:46.
at Holkham to take it away to a rendering plant | :06:47. | :06:49.
Typhoon jets from RAF Coningsby in Lincolnshire are to be sdnt | :06:50. | :06:55.
to Romania as part of Nato operations in the Black Sea area. | :06:56. | :06:59.
Up to six aircraft are likely to be based in the south of country | :07:00. | :07:02.
from where they will be flyhng missions for Nato. | :07:03. | :07:04.
They will be providing what the government describdd | :07:05. | :07:07.
as "reassurance" to Britain's allies in the face of increasing | :07:08. | :07:11.
In the last three years, Typhoons from RAF Coningsby have | :07:12. | :07:18.
been involved in Middle Eastern war zones, flying out to | :07:19. | :07:21.
But today's announcement coles in response to what the Minhstry | :07:22. | :07:26.
of Defence describes as a "lore assertive Russia" and follows | :07:27. | :07:30.
Vladimir Putin's decision to invade the Ukraine in 2014, | :07:31. | :07:34.
This is why up to six of RAF Coningsby's Typhoons | :07:35. | :07:39.
will fly to Romania for four months next year. | :07:40. | :07:43.
The MoD says they will offer reassurance to | :07:44. | :07:45.
Nato's Black Sea Allies, including Bulgaria and Turkdy - | :07:46. | :07:49.
countries, which like the Ukraine were once under Russian influence. | :07:50. | :07:54.
We will deploy RAF Typhoon `ircraft to Romania for the very first time | :07:55. | :08:01.
to provide air policing and reassurance for | :08:02. | :08:04.
I'm also confirming today that we will be sending | :08:05. | :08:09.
a battle group to Estonia, comprising a full British b`ttalion | :08:10. | :08:14.
with light armour and French and Danish companies in support | :08:15. | :08:25.
What Nato does in the Baltic region and also in the south-east | :08:26. | :08:28.
It is proportionate and it hs fully in line with our | :08:29. | :08:32.
All of this of course comes just a week after Russia | :08:33. | :08:36.
sailed its only aircraft carrier through the English Channel | :08:37. | :08:38.
in what some are calling a show of strength to Nato. | :08:39. | :08:42.
This could also be part of the decision to send RAF crews | :08:43. | :08:44.
from Lincolnshire to Romani` this winter and close | :08:45. | :08:47.
The East Yorkshire MP, Sir Greg Knight, has been told | :08:48. | :08:54.
the government won't back hhs calls to stop putting the clocks | :08:55. | :08:57.
Sir Greg has been a longstanding campaigner against the practice | :08:58. | :09:03.
and believes that it's bad for business and is unsafe. | :09:04. | :09:09.
Is the leader of the house `ware that in the next few days, | :09:10. | :09:12.
we are going to go through the ridiculous ritu`l | :09:13. | :09:14.
of putting our clocks back, thereby plunging the nation | :09:15. | :09:17.
into darkness and misery by mid-afternoon? | :09:18. | :09:21.
Can we look again at the benefits of using summertime in wintdr? | :09:22. | :09:25.
It would reduce road accidents and it would boost tourism. | :09:26. | :09:28.
As he knows, there was not `greement between different parts | :09:29. | :09:32.
of the United Kingdom about the way forward and I do think that | :09:33. | :09:36.
on a subject like this, the unity of the United Kingdom | :09:37. | :09:40.
and respecting the interests of all parts of the United Kingdom, | :09:41. | :09:43.
The government has no plans at the moment to bring forw`rd | :09:44. | :09:48.
And the weather forecast with Keeley Donovan | :09:49. | :10:07.
More settled weather in the next few days. Cloud will thicken ovdrnight | :10:08. | :10:13.
from the north and there will be some small pockets of light rain and | :10:14. | :10:18.
drizzle sinking southwards. Temperatures falling back. @ mild | :10:19. | :10:22.
night to come. Tomorrow there will be a lot of cloud, some govdrnors at | :10:23. | :10:28.
first. For most of Lincolnshire it will struggle to perk up. It will | :10:29. | :10:31.
dry up but there will be cloud in the afternoon. Parts of East | :10:32. | :10:37.
Yorkshire will see sunshine. Temperatures getting up to `round 40 | :10:38. | :10:43.
degrees. The settled weather looks set to continue. Drier weather over | :10:44. | :10:45.
the weekend but at times, cloudy. Thank you for watching. We `re in | :10:46. | :10:56.
Breakfast tomorrow morning. Catches then if you can. | :10:57. | :11:00.
fine and dry and on the mild side. My colleague Helen Willetts has with | :11:01. | :11:02.
the national picture. Good evening. The dry October | :11:03. | :11:12.
weather is set to continue into the weekend. It's been kind if you've | :11:13. | :11:16.
been on half term. Not that I'm promising this sort of weather for | :11:17. | :11:21.
all. Isn't it lovely, taken on the Isle of Wight. Our top temperature | :11:22. | :11:28.
was 17 Celsius, not too far away. What a lovely and to the date here | :11:29. | :11:29. |
