The headlines from BBC Look North this Monday night: Humberside's top | :00:00. | :00:07.
police officer steps down as Chief Constable. | :00:08. | :00:10.
The man behind the decision says the public and staff | :00:11. | :00:13.
I'm pleased that she took this decision to go. | :00:14. | :00:18.
I think it's in the best interests of the force and I think, | :00:19. | :00:21.
from here on in, we can look forward to the next chapter | :00:22. | :00:24.
And Lincoln City's historic FA Cup run will continue with a game | :00:25. | :00:30.
against Premier League giants Arsenal. | :00:31. | :00:33.
Very changeable week to come, including news of some potentially | :00:34. | :00:36.
The head of Humberside Police has announced she is to quit. | :00:37. | :00:54.
In a surprise announcement, Justine Curran said she will | :00:55. | :00:57.
retire as Chief Constable with immediate effect. | :00:58. | :01:00.
The decision to replace her was taken by the Police | :01:01. | :01:03.
and Crime Commissioner, Keith Hunter. | :01:04. | :01:05.
He's told Look North that one of the driving factors | :01:06. | :01:08.
in his decision was the public losing confidence in the force. | :01:09. | :01:13.
Jill Archbold is live for us now at Humberside Police headquarters. | :01:14. | :01:16.
We know that just Dean Curran has been under pressure to show her | :01:17. | :01:32.
forces improving. It has been criticised twice in two successive | :01:33. | :01:37.
reports and was rated inadequate in 2015. At that time, the police and | :01:38. | :01:42.
crime commission said the public had been let down and that he wanted to | :01:43. | :01:47.
night, he told us he had met the night, he told us he had met the | :01:48. | :01:51.
Chief Constable and talked and he wanted new leadership. | :01:52. | :01:53.
Justine Curran's arrival was heralded as a new era | :01:54. | :01:55.
She's even recieved royal recognition for her services, | :01:56. | :01:58.
but now the Chief Constable is retiring more than a year | :01:59. | :02:01.
Under her charge, the force has been criticised for its response times | :02:02. | :02:07.
and staffing levels but, just three months ago, | :02:08. | :02:09.
There has been a huge amount of improvement | :02:10. | :02:15.
but there's still more to do, and I accept that. | :02:16. | :02:18.
We're on a journey of improvement and there | :02:19. | :02:19.
In April 2013, Justine Curran was appointed Chief Constable | :02:20. | :02:25.
In 2015, she introduced controversial changes to shift | :02:26. | :02:32.
patterns that were unpopular with many of her officers. | :02:33. | :02:35.
That October, her force was the only one in the country to be rated | :02:36. | :02:39.
Three months ago, the force was once again told it required improvement. | :02:40. | :02:49.
When Humberside's Police and Crime Commisioner took office, | :02:50. | :02:50.
he said Justine Curran had six months to convince him | :02:51. | :02:53.
I have set the Chief Constable my concerns and told her we needed new | :02:54. | :03:16.
leadership. From here running, we can look forward to the next chapter | :03:17. | :03:18.
in Humberside Police history. The process to find the next person | :03:19. | :03:39.
to lead the Humberside force begins immediately. As of now, she has been | :03:40. | :03:45.
replaced by her deputy but we understand that no financial | :03:46. | :03:49.
settlement was reached as part of her early retirement and the task of | :03:50. | :03:53.
finding a new Chief Constable will fall to the Police and Crime | :03:54. | :03:57.
Commissioner, a process he says is already underway tonight and one | :03:58. | :03:59.
that could take 3-4 months. And a short time ago, | :04:00. | :04:01.
from Scunthorpe Police Station, He's the chair of the Humberside | :04:02. | :04:03.
Police Federation, which represents I asked him if he agreed | :04:04. | :04:07.
with Keith Hunter's decision to ask Justine Curran | :04:08. | :04:10.
consider her position. It is a matter for the Commissioner, | :04:11. | :04:24.
it is not solely a matter for us. But we wish the former chief happy | :04:25. | :04:31.
retirement. It is a decision he felt he had to make. Do you agree with Mr | :04:32. | :04:39.
Hunt's statement that he has lost confidence in the police? No, I | :04:40. | :04:47.
don't. We provide a service to the public and we have come through an | :04:48. | :04:52.
age of austerity and government cuts and it has proved very difficult for | :04:53. | :04:56.
officers to deliver that service but they go out daily and do it. They | :04:57. | :04:59.
had a staff survey and it has come back not good as far as confidence | :05:00. | :05:04.
is concerned in the leaders, in other words, the Chief Constable, | :05:05. | :05:08.
and this is what has brought this about. The Commissioner has decided | :05:09. | :05:12.
to take because of action he has done. I always found that the chief | :05:13. | :05:18.
gave us an audience. She was always willing to meet with us. We did not | :05:19. | :05:23.
agree on everything but her daughter has always been open but the matter | :05:24. | :05:30.
for the Commissioner. Given what we sort of know about the staff survey, | :05:31. | :05:35.
officers to it is the having the supper, they will be happy. Some | :05:36. | :05:44.
might be, yes, but others might not. I can only speak personally. When I | :05:45. | :05:48.
have raised matters with her, she has always been willing to listen. | :05:49. | :05:55.
Others have not taken that view. But some officers will be happy that | :05:56. | :05:59.
there is a new leadership but I do wish you well on her retirement. | :06:00. | :06:02.
on or do you think it is time, as on or do you think it is time, as | :06:03. | :06:09.
the crime Commissioner thinks, the new blood to come in to address the | :06:10. | :06:14.
problems? Beachy felt it is time to pass on the baton and that is a | :06:15. | :06:19.
personal decision for her. She spent nearly 30 years as a police officer | :06:20. | :06:23.
and served in various communities to the best of her ability. If she felt | :06:24. | :06:30.
she was known longer able to take Humberside further, she made that | :06:31. | :06:32.
decision and I wish you well in that. | :06:33. | :06:36.
1,000 recently hatched chicks, which were found abandoned | :06:37. | :06:40.
in South Lincolnshire, have had to be humanely killed. | :06:41. | :06:43.
The day-old chicks were discovered on the outskirts | :06:44. | :06:45.
The RSPCA says, because they were found near a bird flu exclusion | :06:46. | :06:50.
zone, it would have been too risky for the chicks to be rehomed. | :06:51. | :06:56.
It's official ? non-league Lincoln City will play | :06:57. | :06:58.
Premier League giants Arsenal in the next round of the FA Cup. | :06:59. | :07:02.
The Gunners have just beaten Sutton in their fifth-round match. | :07:03. | :07:05.
It means the Imps, who are still revelling in their historic win over | :07:06. | :07:08.
Burnley on the weekend, will now get the big name game | :07:09. | :07:11.
Our correspondent, Leanne Brown, looks | :07:12. | :07:15.
The first time they have ever been in the FA | :07:16. | :07:24.
The camera in the dressing room said it all. | :07:25. | :07:27.
But if you needed words, magical, legendary and dramatic were used | :07:28. | :07:30.
to describe the moment Lincoln City made history. | :07:31. | :07:37.
I never is thought I would see Lincoln in the quarterfinals. | :07:38. | :07:41.
I cannot believe a middle-aged woman has cried at a football match, | :07:42. | :07:44.
It was absolutely amazing, an unreal atmosphere. | :07:45. | :07:47.
Hailed as a miracle, the club's achievements led | :07:48. | :07:49.
It was plastered all over the front pages of the press and the team's | :07:50. | :07:54.
name was snapped on a billboard in Times Square in New York. | :07:55. | :07:58.
Social media exploded with household names | :07:59. | :08:00.
like Olly Murs tweeting, "Incredible!" | :08:01. | :08:03.
And congratulations, too, from Ant and Dec. | :08:04. | :08:09.
Local Hollywood actor Colin Mcfarlane has been talking | :08:10. | :08:14.
about the win on local radio and has been getting requests worldwide. | :08:15. | :08:23.
People are looking up where Lincoln is, people are calling me and | :08:24. | :08:28.
tweeting me. In Lincoln city centre, shops | :08:29. | :08:30.
where embracing the team's success. We had a red white and ros wine and | :08:31. | :08:40.
there was so much interest. But more than anything, | :08:41. | :08:45.
it is the feel-good factor amongst staff and customers, | :08:46. | :08:47.
it is exciting, everyone is talking No other non-league | :08:48. | :08:50.
club has gone this far. It was 1914, the year | :08:51. | :08:53.
World War 1 broke out, that Queens Park Rangers made it | :08:54. | :08:55.
to a similar stage. Definitely unprecedented | :08:56. | :08:58.
in the world of football. There has not been | :08:59. | :08:59.
a result like this ever. So far, the club have made | :09:00. | :09:04.
?1.5 million from prize money, and that could double | :09:05. | :09:08.
in the next round. But could they even | :09:09. | :09:11.
win the competion? The Imps started out | :09:12. | :09:14.
as 1,000-1 outsiders. But since their win at Burnley, | :09:15. | :09:18.
their odds of winning the FA Cup have been slashed to 100-1 | :09:19. | :09:21.
and their chances of reaching Millions tuned in to BBC One to | :09:22. | :09:37.
watch Arsenal fight off the non-league competition, Sutton. It | :09:38. | :09:41.
is guaranteed Lincoln city another big game for the quarterfinals and | :09:42. | :09:44.
if they can win that, Wembley awaits. | :09:45. | :09:57.
We have had 16 Celsius today in south Lincolnshire. Tomorrow looks | :09:58. | :10:07.
pleasant as well, dry, blight, some sunshine but this angry looking | :10:08. | :10:11.
system could bring wind and rain and potentially even snow later on | :10:12. | :10:17.
Thursday. More details to come. A fairly quiet night come, patchy rain | :10:18. | :10:23.
for this farce at a time, the wind will eventually freeze, frost for | :10:24. | :10:29.
you as well. Tomorrow, pleasant, a sunny start, some spells developing | :10:30. | :10:34.
across Lincoln. Later in the afternoon, cloud will increase, | :10:35. | :10:38.
bringing rain Tuesday evening on Tuesday night. Top temperatures 12 | :10:39. | :10:41.
Celsius but very unsettled into Thursday. | :10:42. | :11:02.
little milder, but it will be a wet start and it will brighten up later. | :11:03. | :11:09.
As you have just seen, after a day in which some of you have been | :11:10. | :11:14.
shedding the layers, you will be putting them back on for the rest of | :11:15. | :11:17.
this week. Big changes ahead, all down to where the air has been | :11:18. | :11:20.
coming from. Today, it originated in the Caribbean, hence the name | :11:21. | :11:26.
tropical maritime air. Temperatures peaked at 18 degrees. But later this | :11:27. | :11:30.
week, the winds go to the north-west, a different source, | :11:31. | :11:35.
polar maritime air. Still over the sea, but from a colder place, so | :11:36. | :11:38.
temperatures will struggle. Bringing about that change, a strengthening | :11:39. | :11:44.
jet stream. At the moment, we still have tropical maritime air with us | :11:45. | :11:48.
across southern parts of the UK. With it, lots of cloud. Moisture | :11:49. | :11:52.
across parts of Wales, | :11:53. | :11:53. |
