The headlines tonight: Anger as a war memorial to thousands

:00:00.:00:09.

of dead airmen is again targeted by thieves and vandals.

:00:10.:00:18.

Horrified and are very angry. That people could the face of monuments

:00:19.:00:30.

to people who gave their lives for this country. -- interface

:00:31.:00:33.

Free travel jabs and gluten-free food may have to stop as the NHS

:00:34.:00:36.

not quite as bright tomorrow, turning more cloudy however not all

:00:37.:00:46.

bad news and turning a fair bit more mild. The full forecast shortly.

:00:47.:00:53.

There's been a furious reaction in Lincoln to the latest in a series

:00:54.:00:56.

of attacks on a war memorial to the men of Bomber Command.

:00:57.:00:59.

This time a flag pole and union flag were stolen.

:01:00.:01:02.

Over the past few weeks thousands of pounds worth of goods

:01:03.:01:04.

Veterans and volunteers say they're disgusted.

:01:05.:01:07.

The International Bomber Command Centre is being built in honour

:01:08.:01:18.

of those involved with Bomber Command.

:01:19.:01:22.

It will commemorate the more than 55,000 Bomber Command crew

:01:23.:01:26.

who've lost their lives during the Second World War.

:01:27.:01:33.

The majority of the bombing raid sets out from Lincolnshire,

:01:34.:01:36.

and their actions are credited with dramatically changing

:01:37.:01:38.

But recently the construction of the memorial has become a target

:01:39.:01:45.

At some point over the weekend the five-metre white flag pole

:01:46.:01:49.

similar to this one was stolen from near the entrance here,

:01:50.:01:52.

along with the Union Jack flag that was flying on it.

:01:53.:01:54.

I think they are sad people, they are lacking in some

:01:55.:01:57.

intelligence, lacking in morals, concern and commitment and belief

:01:58.:01:59.

in what people have done for them in the past.

:02:00.:02:09.

People like 98-year-old Les Rutherford, one of just two

:02:10.:02:11.

survivors when his Lancaster was shot down.

:02:12.:02:13.

Horrified and very angry that people could deface monuments to people

:02:14.:02:26.

who gave their lives for this country.

:02:27.:02:32.

There are men up there, several that I knew personally,

:02:33.:02:37.

And to think of of someone going round there destroying things,

:02:38.:02:46.

there is a lot of vandalism goes on up there, it shatters me.

:02:47.:02:49.

Meanwhile staff at the International Bomber Command Centre say security

:02:50.:03:14.

will now be improved but CCTV systems would simply

:03:15.:03:16.

Police are concerned for the safety of a mother from Newark and her two

:03:17.:03:30.

Samantha Baldwin and her sons Louis and Dylan haven't been

:03:31.:03:35.

The family have connections in Lincolnshire.

:03:36.:03:40.

Katy Austin is here - what more have police said?

:03:41.:03:44.

They think Samantha Baldwin is with her sons Lewis Madge, who's

:03:45.:03:50.

nine, and his younger brother Dylan, who's six.

:03:51.:03:52.

They were last seen near Nottingham City Centre yesterday.

:03:53.:03:55.

But they are from Newark, and have connections to both

:03:56.:03:57.

So it's thought they might have travelled there.

:03:58.:04:07.

If they have any knowledge or have heard any rumours about where

:04:08.:04:10.

Samantha and the two boys may be then please get in touch with the

:04:11.:04:13.

It is very, very important people do so.

:04:14.:04:16.

A small bit of information might be the

:04:17.:04:18.

little bit of the jigsaw that helps us find them somewhere.

:04:19.:04:21.

What else is being done to try and find them?

:04:22.:04:24.

Nottinghamshire police has a team of 14 detectives on this case.

:04:25.:04:26.

And they'll be working alongside colleagues

:04:27.:04:29.

Officers have been talking with people in Newark looking

:04:30.:04:35.

at CCTV and search teams have been out.

:04:36.:04:38.

They want anyone who knows where the family could be to call

:04:39.:04:42.

Crimestoppers on the number on the screen now.

:04:43.:04:48.

Doctors could refuse to prescribe things like gluten free

:04:49.:04:51.

bread and sun creams to try to save millions of pounds.

:04:52.:04:54.

It's because they cost far more to prescribe than they do

:04:55.:04:56.

being bought by the patient themselves over the counter.

:04:57.:04:58.

Already in parts of this area patients are being urged

:04:59.:05:01.

to buy their own paracetamol, which are a few pence in a shop.

:05:02.:05:04.

Our health correspondent, Vicky Johnson reports.

:05:05.:05:10.

The NHS has never been under such financial pressure,

:05:11.:05:13.

and so health officials are looking at where costs can be cut.

:05:14.:05:17.

Prescription charges is one key area.

:05:18.:05:25.

Medicines and treatments like gluten-free food

:05:26.:05:29.

and paracetamol are all currently available on prescription,

:05:30.:05:32.

but NHS England is going to consult on whether things that are freely

:05:33.:05:37.

available over the counter should still be offered by GPs.

:05:38.:05:40.

Lexi Young has coeliac disease which is caused by an adverse

:05:41.:05:43.

reaction to gluten found in wheat, barley and rye.

:05:44.:05:46.

Her family's cafe in Hull sell some gluten-free products but she thinks

:05:47.:05:49.

it is vital basic GF foodstuffs remain free on prescription.

:05:50.:05:55.

For somebody who may have been poorly for a while and is not sure

:05:56.:05:58.

what to eat and where to buy, it can give them that

:05:59.:06:02.

natural first step to go, I will start with this pasta

:06:03.:06:08.

and then I can try other different types of gluten-free pastas.

:06:09.:06:10.

It is crucial for anybody who has been diagnosed.

:06:11.:06:12.

Paracetamol can be bought for as little as 19p per packet,

:06:13.:06:15.

but if you go to your GP it costs the NHS over ?10 a packet.

:06:16.:06:18.

Last year the NHS in Hull spent over ?500,000 on these painkillers,

:06:19.:06:22.

while the national figure was more than 87 million.

:06:23.:06:27.

Many health groups in our area have already restricted prescriptions

:06:28.:06:34.

for paracetamol and most of the people we spoke

:06:35.:06:36.

to in Hull agreed this was the right thing to do.

:06:37.:06:39.

I think if you need them buy them, that is my perception.

:06:40.:06:44.

I think paracetamol is so cheap that I do not think that it really needs

:06:45.:06:47.

I suppose just buy it yourself, with it being so cheap.

:06:48.:06:56.

Health managers in the East Riding have already changed

:06:57.:06:59.

the policy on prescribing, and not just for paracetamol,

:07:00.:07:03.

This will save them ?1.7 million in this financial year alone.

:07:04.:07:15.

Neal Patel is from the group that speaks for Pharmacists.

:07:16.:07:18.

I asked him whether he agreed that some products should only be

:07:19.:07:21.

We are supportive of the fact the NHS is looking at the most

:07:22.:07:27.

effective medicines and thinking about getting rid of those

:07:28.:07:29.

where there is limited evidence. We are surprised they have

:07:30.:07:33.

not looked at other products like homoeopathy,

:07:34.:07:35.

where there is a very limited evidence for use.

:07:36.:07:40.

We are also concerned about the fact some patients may be disadvantaged

:07:41.:07:43.

if the struggle to pay for their medicines,

:07:44.:07:48.

if they are no longer available through the NHS.

:07:49.:07:50.

I suppose pharmacists have a vested interest in trying

:07:51.:07:52.

to protect thier business anyway, don't they?

:07:53.:07:55.

Pharmacists are about making sure people get access

:07:56.:07:57.

to the medicines they need, be it on prescription

:07:58.:07:59.

Our view is that there is a place for those who can

:08:00.:08:03.

With serious lifelong conditions like coeliac disease,

:08:04.:08:07.

it is important patients get access to medicines when they need them,

:08:08.:08:12.

You mention coeliac disease, if you want bread or food

:08:13.:08:16.

or whatever, you can buy it over the counter now.

:08:17.:08:19.

Should that really be on prescription?

:08:20.:08:21.

I understand a lot of people will now see those products,

:08:22.:08:23.

gluten-free products, in the supermarket shelves,

:08:24.:08:24.

but it is also true coeliac disease is a lifelong condition and if left

:08:25.:08:28.

untreated it can cause deficiency problems and even more

:08:29.:08:30.

But there are plenty of coeliacs who do not get

:08:31.:08:36.

things on prescription, they buy their own.

:08:37.:08:41.

I think what we need is to make sure that the balance between people

:08:42.:08:46.

being able to buy the products they want from a supermarket,

:08:47.:08:48.

make sure children and people who might not have the ability

:08:49.:08:52.

to pay for those products are given support through the NHS.

:08:53.:08:55.

It is important people are treated as individuals rather

:08:56.:08:57.

than there being a blanket ban on for all these products

:08:58.:08:59.

What do you think about travel vaccines?

:09:00.:09:03.

I mean, you are not ill, you're going on an exotic trip,

:09:04.:09:14.

should they be available for free on prescription?

:09:15.:09:17.

A lot of vaccines now are not available on prescription

:09:18.:09:19.

through the NHS and you do have to pay.

:09:20.:09:21.

There are some that are still available.

:09:22.:09:23.

The reason they are often available is because the conditions you may

:09:24.:09:26.

contract if you do not have the vaccine, you would pick up

:09:27.:09:29.

that treatment through the NHS when people return.

:09:30.:09:31.

So sometimes it can be a false economy to not vaccinate people.

:09:32.:09:34.

We vaccinate hundreds of thousands of people for the flu vaccine every

:09:35.:09:37.

year to make sure we do not have the knock-on effects

:09:38.:09:39.

Lincoln City are level on points at the top of the National League

:09:40.:09:49.

after conceding a late equaliser tonight at

:09:50.:09:50.

The Imps have a game in hand over closest rivals Tranmere.

:09:51.:10:04.

That is the news, let's get the weather forecast for Wednesday from

:10:05.:10:07.

Owain. You will see a fair amount

:10:08.:10:12.

of rain on these charts I'm about to show you,

:10:13.:10:16.

but fear not, we are positioned in the best place to avoid

:10:17.:10:18.

the heaviest of the rain Clear towards east overnight,

:10:19.:10:21.

cloudy and mild and quite breezy. Further spots of rain drifting

:10:22.:10:31.

across from the west, Much of Lincolnshire remaining

:10:32.:10:35.

mostly dry and mild. Fairly breezy over the next couple

:10:36.:10:38.

of days, cloudy as well That is all for tonight. We are back

:10:39.:10:55.

in the morning from 6:30am. I will be back tomorrow night with

:10:56.:10:59.

Wednesday's Look North at 6:30pm. Good night.

:11:00.:11:02.

of year. This stay tuned for the national weather forecasts with John

Hammond. Good evening. Your parents might
