The main stories tonight: Poor leadership, not enough staff | :00:08. | :00:16.
and inadequate care - experts step in to help run | :00:17. | :00:19.
hospitals in Grimsby, Scunthorpe and Goole. | :00:20. | :00:26.
We are very disappointed. It is not the level of care we want to | :00:27. | :00:33.
provide. We want to see trust improving and making sure those | :00:34. | :00:37.
walking through the doors of this organisation are receiving high | :00:38. | :00:38.
quality and save care. Traders tell Hull's council | :00:39. | :00:41.
they need compensation for over And the Boston MP defends | :00:42. | :00:43.
the Conservative County Council over Some finance sunny weather to come. | :00:44. | :00:59.
Join me for the details of a long weekend later in the programme. | :01:00. | :01:06.
Government experts have been called in to help run hospitals in Goole, | :01:07. | :01:08.
Scunthorpe and Grimsby after inspectors found inadequate | :01:09. | :01:10.
patient care and poor leadership among health bosses there. | :01:11. | :01:12.
An inspection highlighted significant concerns. | :01:13. | :01:14.
The trust responsible has been put into special measures | :01:15. | :01:16.
Our health correspondent Vicky Johnson reports. | :01:17. | :01:32.
Computer hackers, missing patient referrals and forecasts | :01:33. | :01:34.
Until today these were the main issues facing managers at Grimsby, | :01:35. | :01:42.
Now, though, the Northern Lincolnshire and Goole Trust has | :01:43. | :01:49.
been placed into special measures after inspectors highlighted | :01:50. | :01:51.
problems in urgent and emergency care, where patients were not | :01:52. | :01:53.
Outpatients, where too many clinics were being cancelled... | :01:54. | :02:06.
And maternity services, where there are concerns over | :02:07. | :02:08.
What we want to see is trusts improving and making sure that | :02:09. | :02:12.
people walking through the front doors of this organisation | :02:13. | :02:14.
are receiving safe, effective and high quality care. | :02:15. | :02:16.
So when that does not happen, we are always disappointed. | :02:17. | :02:21.
The trust was one of 11 placed in special measures in July 2013 | :02:22. | :02:24.
as part of Sir Bruce Keogh's review into high death rates. | :02:25. | :02:29.
Hospital managers admit they are disappointed. | :02:30. | :02:32.
This is not the level of care we would like to provide. | :02:33. | :02:34.
It is a report that is disappointing to the executive and the board | :02:35. | :02:38.
but most importantly it will be disappointing to all of the staff | :02:39. | :02:40.
in our hospitals who have worked so hard to raise standards over | :02:41. | :02:43.
I think what we have got here is a real fatal state | :02:44. | :02:48.
of leadership in the hospital, we now need some certainty | :02:49. | :02:50.
about who is going to run the teams going forward, | :02:51. | :02:52.
we need to know that the hospital has an action plan. | :02:53. | :02:58.
And an action plan is what they have got. | :02:59. | :03:00.
They are being given lots of help, including peer support from another | :03:01. | :03:03.
health trust and direct hands-on advice from NHS experts. | :03:04. | :03:05.
A quality improvement director has also been appointed | :03:06. | :03:07.
to advise on the best way to run the organisation. | :03:08. | :03:09.
And there is also a full check on its finances. | :03:10. | :03:11.
Most of the patients we spoke to were happy with their treatment. | :03:12. | :03:20.
I had my son in hospital for one week and I cannot say bad | :03:21. | :03:23.
They are kind and everything like that. | :03:24. | :03:35.
Hospital managers have said they are getting the urgent help | :03:36. | :03:37.
they need to bring them out of special measures | :03:38. | :03:39.
Problems for one of our hospital trusts there, and tonight there's | :03:40. | :03:44.
problems at another, this time in Lincoln. | :03:45. | :03:46.
Well, they have been so sort of A doctors he had to declare an | :03:47. | :03:51.
internal critical incident. That means they were in danger of not | :03:52. | :03:56.
being able to provide safe services. Managers blame a recent change in | :03:57. | :04:03.
tax rules which means agency work is less attractive. Linkin relies on | :04:04. | :04:07.
agency Doctors. We have had to draft in doctors from other departments | :04:08. | :04:12.
plus rely on support from colleagues in Nottingham and Lester. The advice | :04:13. | :04:18.
is if you're not seriously ill or injured, stay away from A Thank | :04:19. | :04:21.
you very much indeed. Small traders in Hull city centre | :04:22. | :04:26.
want compensation for the disruption that has been caused | :04:27. | :04:28.
during the ongoing One shop owner has told BBC | :04:29. | :04:30.
Look North that it has been an absolute nightmare, | :04:31. | :04:34.
causing damage to their building The Federation of Small Businesses | :04:35. | :04:36.
wants the council to give people Our business correspondent | :04:37. | :04:40.
Leanne Brown reports. It's been two years since work | :04:41. | :04:43.
started to transform Hull city centre, and during that time some | :04:44. | :04:45.
business say takings have been down People have stopped coming | :04:46. | :04:48.
into the town centre because of all the people | :04:49. | :04:58.
and all of the barriers. And also the damage to the front | :04:59. | :05:01.
of the shop and the side of the shop, where the cement has | :05:02. | :05:04.
stuck to the paint, They are taking bits | :05:05. | :05:06.
of wood off and everything. When it is finished and will look | :05:07. | :05:09.
brilliant, I must admit. The footfall will begin | :05:10. | :05:12.
to come back again. The work is almost complete, | :05:13. | :05:14.
but one cafe owner says she won't see any of the benefit, | :05:15. | :05:21.
despite enduring the disruption... They have finished the paving | :05:22. | :05:23.
which is lovely in the square Sadly, it finishes here, | :05:24. | :05:26.
so we have a lovely wrap and then it goes on to this state | :05:27. | :05:30.
which looks absolutely dreadful. As you can see, we've got | :05:31. | :05:32.
a lovely new lamp post, which has been put in front | :05:33. | :05:35.
of my sign. Those that represent | :05:36. | :05:46.
small businesses are now As you can hear, it is fairly | :05:47. | :05:48.
chaotic and it has been like that any city centre | :05:49. | :05:52.
for the last two years. Many of our members have been really | :05:53. | :05:54.
adversely affected by these works and what we want | :05:55. | :05:57.
is to be fairly compensated. There is a mechanism | :05:58. | :05:59.
for the City Council to refund some of the rates | :06:00. | :06:01.
they have paid. The council says it will help | :06:02. | :06:14.
with any damage caused by the contractor and that | :06:15. | :06:16.
businesses have already had at least a 10% reduction | :06:17. | :06:18.
in their business rates. Those businesses in the city | :06:19. | :06:20.
centre have saved over Obviously, I have a little bit | :06:21. | :06:23.
of sympathy, but I think So far this year we have seen over | :06:24. | :06:26.
800,000 visitors to the city, now, that is a phenomenal increase | :06:27. | :06:31.
and compared with two, So, as the city centre | :06:32. | :06:33.
is transformed, it's hoped it An acid spill on a ferry travelling | :06:34. | :06:41.
to Hull caused part of the ship P say the hydrochloric acid leak | :06:42. | :06:53.
was minor and from a freight vehicle Fire engines met the ferry when it | :06:54. | :06:57.
arrived in Hull early this morning. Campaigners in Boston claim | :06:58. | :07:09.
they are going to learn self-defence classes | :07:10. | :07:11.
because Lincolnshire County Council Tonight, a meeting took place | :07:12. | :07:13.
in the town with residents angry The county council says it's | :07:14. | :07:16.
being done to save money and Lincolnshire Police say | :07:17. | :07:20.
there is no evidence of an increase I think the streetlights should be | :07:21. | :07:33.
put back on. It is so dark. I feel scared. I have put solar panel | :07:34. | :07:39.
lights up. You look out and cannot see across the road. It is scary. My | :07:40. | :07:46.
daughter was knocked into the ditch. A car speeding did not see her. The | :07:47. | :07:52.
road is not wide enough two cars. No pavement, Northern Lights | :07:53. | :07:55.
Matt Warman is the MP for Boston and Skegness. | :07:56. | :07:57.
After the meeting, I asked him whether the council is right | :07:58. | :08:00.
well, it is right to try to spend money as efficiently as we can. We | :08:01. | :08:11.
individually and what is the right individually and what is the right | :08:12. | :08:19.
policy for that. If it was a labour council doing this, you wouldn't be | :08:20. | :08:23.
taking this lying, you would be against us. But you are minded to | :08:24. | :08:29.
support the county council? This is not a party political matter. | :08:30. | :08:33.
Tonight, we saw the three main parties agree we should make | :08:34. | :08:37.
sensible decisions right for each area. A blanket approach is not | :08:38. | :08:44.
right. There are some areas where we can be more economical than others. | :08:45. | :08:46.
Those in the meeting were saying this is your government's fault. Do | :08:47. | :08:53.
you access that? We have to live within our means. When it comes to | :08:54. | :08:59.
an issue like streetlights, we have to make sure people feel safe and | :09:00. | :09:04.
asked a. It is right to say we will look at this again. The councillors | :09:05. | :09:12.
said he don't cut streetlights, they would have to cut something else. In | :09:13. | :09:17.
other words, they don't have enough money. They have already looked at | :09:18. | :09:21.
whether they made the right decision in another area. They will make the | :09:22. | :09:24.
right decision based on pop an area needs. It is bespoke and sensible. | :09:25. | :09:30.
There is evidence they should be changing the lights here. What about | :09:31. | :09:35.
the people learning self-defence in Boston. Are they going over the top? | :09:36. | :09:36.
It is not something I have heard. I think should look at crime figures | :09:37. | :09:51.
which are going down. People have the right to feel safe as well as be | :09:52. | :09:55.
safe. We have to take that into consideration as well. Thank you. | :09:56. | :10:03.
I have good news. Lots of fine weather to come over the next couple | :10:04. | :10:09.
of days. It looks warm over the weekend with temperatures more akin | :10:10. | :10:14.
to June or July. It will be chilly once again out there tonight. Fine | :10:15. | :10:19.
and dry. A bit of cloud filtering in other parts of Lincolnshire. Rural | :10:20. | :10:22.
temperatures could be cooler than this. A bit of a chilly start to the | :10:23. | :10:29.
day tomorrow. Dry and fine day with a good deal of through the day. | :10:30. | :10:33.
Staying fine, dry and bright into the afternoon with further spells of | :10:34. | :10:36.
sunshine. Temperature is doing quite well. Getting up to around 14-16 in | :10:37. | :10:45.
places. Dry air from the South. Very warm by day. By Sunday, we could | :10:46. | :10:48.
reach above 20 degrees. We are back at 6:25am. | :10:49. | :10:51.
Goodbye. Hello. There was some warm sunshine | :10:52. | :11:12.
around today, but it's set to get even warmer this weekend. 18 Celsius | :11:13. | :11:16.
in London this afternoon. This was the scene in Chiswick, much quieter | :11:17. | :11:20.
than it was on Sunday for the boat race. Under the cloud for example | :11:21. | :11:24.
here in Cumbria, temperatures struggled to make double figures. | :11:25. | :11:27.
Through the night we're going to hang onto a lot of cloud across | :11:28. | :11:31.
north-west England, North Wales, Northern Ireland and western | :11:32. | :11:34.
Scotland, where there will be a bit of drizzle on | :11:35. | :11:36. |
