Here on BBC One, it's time
for the news where you are. | 0:00:00 | 0:00:00
Good evening. | 0:00:04 | 0:00:05
The headlines from BBC Look North
this Thursday night. | 0:00:05 | 0:00:08
A big rise in winter deaths -
elderly people are warned | 0:00:08 | 0:00:10
to keep warm and active. | 0:00:11 | 0:00:20
People are not turning the heating
up the cost of fuel poverty. | 0:00:20 | 0:00:25
The government refuses to block
the plan that will shut three minor | 0:00:25 | 0:00:28
injuries units in East Yorkshire. | 0:00:28 | 0:00:29
She now sits among Hull's
most honoured people. | 0:00:29 | 0:00:31
Jean Bishop, famous for fundraising | 0:00:31 | 0:00:32
as the Bee Lady, is given | 0:00:32 | 0:00:34
the Freedom of the City. | 0:00:34 | 0:00:42
I was choked. I could not look at
them because I think tears would | 0:00:42 | 0:00:45
fall down. I was so grateful. And a
cold night to come across our | 0:00:45 | 0:00:53
region. A frosty start to the day
but we should see the the sunshine. | 0:00:53 | 0:01:01
New figures show there's been a big
increase in the number of unexpected | 0:01:06 | 0:01:09
deaths in our area last winter. | 0:01:09 | 0:01:12
In the area covering Lincolnshire
there was a rise of almost 60% | 0:01:12 | 0:01:15
while in Yorkshire and
the Humber, the number rose | 0:01:15 | 0:01:19
by more than 50%. | 0:01:19 | 0:01:20
Flu and fuel poverty are two
of the reasons being given, | 0:01:20 | 0:01:23
as our health correspondent,
Vicky Johnson reports. | 0:01:23 | 0:01:27
Most of these tap dancers
are in their seventies and eighties, | 0:01:27 | 0:01:30
but they say keeping active keeps
them well and, importantly during | 0:01:30 | 0:01:33
the winter, it keeps them warm. | 0:01:33 | 0:01:34
They say too many older people
fall victim to the cold. | 0:01:34 | 0:01:41
I think it is probably
because they can't afford | 0:01:41 | 0:01:43
to put the heating on. | 0:01:43 | 0:01:48
This is why I come out,
you can't have it on all day | 0:01:48 | 0:01:51
and if you sit at home and stagnate,
your mind goes. | 0:01:51 | 0:01:54
Got to keep your mind active
as well as your body. | 0:01:54 | 0:01:56
Age UK runs lunch clubs like this
one in Hull and is urging older | 0:01:56 | 0:02:00
people to ensure they do everything
they can to protect themselves | 0:02:00 | 0:02:02
against the cold weather. | 0:02:02 | 0:02:03
But they fear fuel poverty
is still an issue. | 0:02:03 | 0:02:05
People aren't turning the heating
up when it gets cold | 0:02:05 | 0:02:09
and when we have a cold snap,
they worry, because it's been very | 0:02:09 | 0:02:12
mild and they know what their bills
are and then you get a cold snap | 0:02:12 | 0:02:16
and they'll really worried about how
much that is going to add | 0:02:16 | 0:02:19
to what they have to pay. | 0:02:19 | 0:02:24
They say too many older people
fall victim to the cold. | 0:02:24 | 0:02:27
Nationally, there were almost 32,000
excess winter deaths among | 0:02:27 | 0:02:29
the over-65s from cold-related
illnesses such as heart | 0:02:29 | 0:02:31
attacks and strokes. | 0:02:31 | 0:02:33
In Yorkshire and the Humber,
there were 3,500 winter deaths - | 0:02:33 | 0:02:36
up from the previous year,
which was just over 2,000. | 0:02:36 | 0:02:39
In the East Midlands,
which covers Lincolnshire, | 0:02:39 | 0:02:42
there were 3,000 deaths -
again up from the previous | 0:02:42 | 0:02:44
year, which was 1,700. | 0:02:45 | 0:02:48
Flu can be a killer,
especially on older people or those | 0:02:48 | 0:02:51
experiencing other illnesses. | 0:02:51 | 0:02:54
This is why there's such a drive
to get the most vulnerable | 0:02:54 | 0:02:58
vaccinated each year. | 0:02:58 | 0:03:01
It's not actually a live | 0:03:01 | 0:03:02
vaccine, so it can't
actually give you the flu. | 0:03:02 | 0:03:04
More than 1,000 frontline staff
at Hull's city health care | 0:03:04 | 0:03:11
partnership have had the flu jab
this year to help stop | 0:03:11 | 0:03:13
the spread of the virus. | 0:03:13 | 0:03:14
Obviously, if you prevent
yourself having the flu, | 0:03:14 | 0:03:16
then you prevent your loved ones
and other people actually | 0:03:16 | 0:03:20
catching the flu as well,
so it can have a knock-on effect. | 0:03:20 | 0:03:23
If someone has an underlying chest
condition or hard condition, | 0:03:23 | 0:03:26
it can worsen the condition,
they can become extremely poorly. | 0:03:26 | 0:03:32
The advice then is that we should
all be doing everything possible | 0:03:32 | 0:03:35
to protect ourselves -
and to keep ourselves warm | 0:03:35 | 0:03:37
and well this winter. | 0:03:37 | 0:03:44
The government has confirmed today
that it will not stand | 0:03:44 | 0:03:48
in the way of health officials
in East Yorkshire who want | 0:03:48 | 0:03:51
to downgrade and close some
minor injuries units. | 0:03:51 | 0:03:53
The East Riding Clinical
Commissioning Group wants | 0:03:53 | 0:03:55
to concentrate new urgent care units
in three major centre, | 0:03:55 | 0:04:03
leading to protests
in rural and coastal areas. | 0:04:03 | 0:04:05
Jill Archbold is here. | 0:04:05 | 0:04:06
Jill remind us what's being proposed
and why it's controversial? | 0:04:06 | 0:04:11
Across the East Riding there are six
minor injuries units. | 0:04:11 | 0:04:15
Instead, the local NHS clinical
commissioning group wants to create | 0:04:15 | 0:04:18
three urgent care units at Beverley,
Bridlington and Goole, | 0:04:18 | 0:04:22
which would mean the unit at Hornsea
would close and those at Driffield | 0:04:22 | 0:04:26
and Withernsea would be downgraded
to daytime appointments. | 0:04:26 | 0:04:30
A number of demonstrations have been
held outside the threatened | 0:04:30 | 0:04:34
hospitals and local campaigners say
they are needed in rural areas. | 0:04:34 | 0:04:38
An East Riding council committee
wrote to the Government stating | 0:04:38 | 0:04:47
the proposals were "not
in the interests" of | 0:04:47 | 0:04:49
local health services. | 0:04:49 | 0:04:50
What's happened today? | 0:04:50 | 0:04:51
The Health Secretary
had referred the plans | 0:04:51 | 0:04:53
to an independent panel of experts. | 0:04:53 | 0:04:58
Today, it said a full review wasn't | 0:04:58 | 0:04:59
needed and said any concerns
about the planned changes could be | 0:04:59 | 0:05:02
resolved between the local
authority and the local NHS | 0:05:02 | 0:05:04
clinical commissioning group
without Government involvement - | 0:05:04 | 0:05:06
but one of the area's
conservative MPs disagrees. | 0:05:06 | 0:05:13
They need to think again because
they haven't got the support of | 0:05:13 | 0:05:18
local doctors all the GPs say no to
this and they don't have the support | 0:05:18 | 0:05:24
of a council who strongly oppose it
and they don't have the support of | 0:05:24 | 0:05:27
elected representatives in terms of
the members of Parliament and I | 0:05:27 | 0:05:29
don't have the support of the
people. They need to think again and | 0:05:29 | 0:05:33
we will tell them that in a
straightforward way. | 0:05:33 | 0:05:36
The government panel also says that
although existing health services | 0:05:36 | 0:05:38
may seem familair and reassuring
to local people, it | 0:05:38 | 0:05:44
doesn't mean they're
sustainable in the long term. | 0:05:44 | 0:05:46
The East Riding CCG say they need
time to review the report before | 0:05:46 | 0:05:50
issuing a full statement
but reiterate their belief | 0:05:50 | 0:05:52
that their plans offer
improved urgent care. | 0:05:52 | 0:06:02
An East Yorkshire bio-fuel plant
has stopped production | 0:06:05 | 0:06:09
blaming government policy. | 0:06:10 | 0:06:12
Vivergo which makes fuel from wheat
wants the government to increase | 0:06:12 | 0:06:17
the amount of bio-ethanal
that's mixed with petrol. | 0:06:17 | 0:06:19
The company says the uncertainty
over whether that will happen means | 0:06:19 | 0:06:24
150 jobs are at risk. | 0:06:24 | 0:06:28
What we have seen the last few Mac
months is the market price for and | 0:06:28 | 0:06:32
it therefore makes sense to do the
maintenance work and see what | 0:06:32 | 0:06:38
happens with government policy and
market development beyond that | 0:06:38 | 0:06:41
point. There is only so long we can
keep going on producing and waiting | 0:06:41 | 0:06:45
for government follow through on
their commitments. | 0:06:45 | 0:06:46
In a statement the government said, | 0:06:46 | 0:06:48
"We are working closely | 0:06:48 | 0:06:49
with the industry and motoring
groups to consider the issues around | 0:06:49 | 0:06:51
a potential increase in bio-fuel use
and the role government can | 0:06:51 | 0:06:54
play in this." | 0:06:54 | 0:06:58
Jean Bishop, who's known
in Hull as the Bee Lady, | 0:06:58 | 0:07:01
has today been given the Freedom
of the City. | 0:07:01 | 0:07:04
It's in recognition of her
remarkable efforts raising money | 0:07:04 | 0:07:06
for Charity for more than quarter
of a century. | 0:07:06 | 0:07:09
Laura Foster has more. | 0:07:09 | 0:07:14
She's raised more than
£100,000 for charity, | 0:07:14 | 0:07:15
carried the Olympic Torch,
met the Queen and won | 0:07:15 | 0:07:17
a Pride of Britain award. | 0:07:17 | 0:07:21
This morning, Jean Bishop
was dressed up for today's ceremony | 0:07:21 | 0:07:23
but hadn't quite twigged
the significance of | 0:07:23 | 0:07:26
what she was off to. | 0:07:26 | 0:07:28
Are you excited? | 0:07:28 | 0:07:29
Yes, when I get home
for a cup of tea. | 0:07:29 | 0:07:31
The Freedom of the City
is the highest accolade | 0:07:31 | 0:07:34
a local council can give. | 0:07:34 | 0:07:35
Previous winners in Hull
include Nelson Mandela, | 0:07:35 | 0:07:40
politician John Prescott,
activist Helen Suzman | 0:07:40 | 0:07:41
and the actor sir Tom Courtney. | 0:07:41 | 0:07:44
It doesn't give her the powers
to herd sheep through the city, | 0:07:44 | 0:07:46
but the council says if Jean wants
to, they won't stop her. | 0:07:46 | 0:07:52
I think she sets a real example
to people in this city. | 0:07:52 | 0:07:56
She's gone out there
in all sorts of weather | 0:07:56 | 0:07:59
and people just warm to her. | 0:07:59 | 0:08:01
They are drawn to her. | 0:08:01 | 0:08:04
It's an honour to say how we respect
and admire Jean Bishop. | 0:08:04 | 0:08:14
After a long-anticipated cup of tea,
Jean told me this award | 0:08:14 | 0:08:17
is beyond her wildest dreams. | 0:08:17 | 0:08:19
I was choked. | 0:08:19 | 0:08:20
I couldn't look at them
because I think tears | 0:08:20 | 0:08:23
would fall down my face,
but I was so grateful. | 0:08:23 | 0:08:25
I never expected anybody
to know me like that. | 0:08:25 | 0:08:27
I mean, you don't think of people
knowing you all over, do you? | 0:08:27 | 0:08:30
Well, I don't. | 0:08:30 | 0:08:38
Her family says they're also very
touched by the award. | 0:08:38 | 0:08:40
So proud, you know? | 0:08:40 | 0:08:41
It was so emotional. | 0:08:41 | 0:08:42
Everyone was saying good
words about my mother. | 0:08:42 | 0:08:47
It was really very good. | 0:08:47 | 0:08:48
We see it every day and you tend
to take things for granted | 0:08:48 | 0:08:51
but what she's actually
achieved is incredible. | 0:08:51 | 0:08:59
To be only the second lady
in 130 years to receive | 0:08:59 | 0:09:02
this award is, well,
it's mind-boggling, really. | 0:09:02 | 0:09:04
You'd think that now she's
turned 95 and received | 0:09:04 | 0:09:06
the highest honour possible,
she might give fundraising a rest. | 0:09:06 | 0:09:11
No, nothing stops me. | 0:09:11 | 0:09:12
It's just one of those things. | 0:09:12 | 0:09:15
I go collecting, | 0:09:15 | 0:09:16
and go collecting again. | 0:09:16 | 0:09:17
It's just in my life. | 0:09:17 | 0:09:23
Hull's Bee Lady, Jean
Bishop, who's received | 0:09:23 | 0:09:25
the Freedom of the City today | 0:09:25 | 0:09:29
A campaign has started to keep
a replica of the plane | 0:09:29 | 0:09:33
Amy Johnson flew to
Australia, in Hull. | 0:09:33 | 0:09:36
The model of the Gypsy Moth, | 0:09:36 | 0:09:38
called Jason, has been hanging
at Paragon Station since February | 0:09:38 | 0:09:42
after being built by
inmates at Hull Prison. | 0:09:42 | 0:09:44
It's now due to be taken down
and moved to the Yorkshire Air | 0:09:44 | 0:09:49
Museum near near York. | 0:09:49 | 0:09:55
Finally let's get the | 0:09:55 | 0:09:56
Finally let's get the forecast.
Quite chilly across East Yorkshire | 0:09:56 | 0:10:01
and Lincolnshire overnight. I think
by tomorrow morning we could see | 0:10:01 | 0:10:03
some ice and frost. Looking dry. The
map turning blue in some places, | 0:10:03 | 0:10:11
especially further north. East
Yorkshire getting the lowest of the | 0:10:11 | 0:10:14
temperatures. That said, rural parts
of Lincolnshire getting below zero | 0:10:14 | 0:10:16
as well. A cold start Friday but a
bright start, look at that, we | 0:10:16 | 0:10:21
should see plenty of sunshine but
temperatures will probably only get | 0:10:21 | 0:10:27
or seven Celsius. The winds will
ease as we had on through the day. | 0:10:27 | 0:10:34
As we look ahead towards the weekend
we have this low pressure to the | 0:10:34 | 0:10:37
north. It doesn't really affect us.
What it does do is siphoned down | 0:10:37 | 0:10:42
cold air from the North so it will
be colder over the next few days. | 0:10:42 | 0:10:47
Cabbages only | 0:10:47 | 0:10:47
be colder over the next few days.
Cabbages only just at 506 Celsius. | 0:10:47 | 0:10:49
That's all from us tonight. Thank
you for watching as usual. Back in | 0:10:49 | 0:10:54
the morning on BBC One. I will be
back at 6:30pm. Join me if you can, | 0:10:54 | 0:10:59
take care, good night. | 0:10:59 | 0:11:03 |
