Here on BBC One, it's time

for the news where you are.

0:00:000:00:00

Good evening.

0:00:040:00:05

The headlines from BBC Look North

this Thursday night.

0:00:050:00:08

A big rise in winter deaths -

elderly people are warned

0:00:080:00:10

to keep warm and active.

0:00:110:00:20

People are not turning the heating

up the cost of fuel poverty.

0:00:200:00:25

The government refuses to block

the plan that will shut three minor

0:00:250:00:28

injuries units in East Yorkshire.

0:00:280:00:29

She now sits among Hull's

most honoured people.

0:00:290:00:31

Jean Bishop, famous for fundraising

0:00:310:00:32

as the Bee Lady, is given

0:00:320:00:34

the Freedom of the City.

0:00:340:00:42

I was choked. I could not look at

them because I think tears would

0:00:420:00:45

fall down. I was so grateful.

And a

cold night to come across our

0:00:450:00:53

region. A frosty start to the day

but we should see the the sunshine.

0:00:530:01:01

New figures show there's been a big

increase in the number of unexpected

0:01:060:01:09

deaths in our area last winter.

0:01:090:01:12

In the area covering Lincolnshire

there was a rise of almost 60%

0:01:120:01:15

while in Yorkshire and

the Humber, the number rose

0:01:150:01:19

by more than 50%.

0:01:190:01:20

Flu and fuel poverty are two

of the reasons being given,

0:01:200:01:23

as our health correspondent,

Vicky Johnson reports.

0:01:230:01:27

Most of these tap dancers

are in their seventies and eighties,

0:01:270:01:30

but they say keeping active keeps

them well and, importantly during

0:01:300:01:33

the winter, it keeps them warm.

0:01:330:01:34

They say too many older people

fall victim to the cold.

0:01:340:01:41

I think it is probably

because they can't afford

0:01:410:01:43

to put the heating on.

0:01:430:01:48

This is why I come out,

you can't have it on all day

0:01:480:01:51

and if you sit at home and stagnate,

your mind goes.

0:01:510:01:54

Got to keep your mind active

as well as your body.

0:01:540:01:56

Age UK runs lunch clubs like this

one in Hull and is urging older

0:01:560:02:00

people to ensure they do everything

they can to protect themselves

0:02:000:02:02

against the cold weather.

0:02:020:02:03

But they fear fuel poverty

is still an issue.

0:02:030:02:05

People aren't turning the heating

up when it gets cold

0:02:050:02:09

and when we have a cold snap,

they worry, because it's been very

0:02:090:02:12

mild and they know what their bills

are and then you get a cold snap

0:02:120:02:16

and they'll really worried about how

much that is going to add

0:02:160:02:19

to what they have to pay.

0:02:190:02:24

They say too many older people

fall victim to the cold.

0:02:240:02:27

Nationally, there were almost 32,000

excess winter deaths among

0:02:270:02:29

the over-65s from cold-related

illnesses such as heart

0:02:290:02:31

attacks and strokes.

0:02:310:02:33

In Yorkshire and the Humber,

there were 3,500 winter deaths -

0:02:330:02:36

up from the previous year,

which was just over 2,000.

0:02:360:02:39

In the East Midlands,

which covers Lincolnshire,

0:02:390:02:42

there were 3,000 deaths -

again up from the previous

0:02:420:02:44

year, which was 1,700.

0:02:450:02:48

Flu can be a killer,

especially on older people or those

0:02:480:02:51

experiencing other illnesses.

0:02:510:02:54

This is why there's such a drive

to get the most vulnerable

0:02:540:02:58

vaccinated each year.

0:02:580:03:01

It's not actually a live

0:03:010:03:02

vaccine, so it can't

actually give you the flu.

0:03:020:03:04

More than 1,000 frontline staff

at Hull's city health care

0:03:040:03:11

partnership have had the flu jab

this year to help stop

0:03:110:03:13

the spread of the virus.

0:03:130:03:14

Obviously, if you prevent

yourself having the flu,

0:03:140:03:16

then you prevent your loved ones

and other people actually

0:03:160:03:20

catching the flu as well,

so it can have a knock-on effect.

0:03:200:03:23

If someone has an underlying chest

condition or hard condition,

0:03:230:03:26

it can worsen the condition,

they can become extremely poorly.

0:03:260:03:32

The advice then is that we should

all be doing everything possible

0:03:320:03:35

to protect ourselves -

and to keep ourselves warm

0:03:350:03:37

and well this winter.

0:03:370:03:44

The government has confirmed today

that it will not stand

0:03:440:03:48

in the way of health officials

in East Yorkshire who want

0:03:480:03:51

to downgrade and close some

minor injuries units.

0:03:510:03:53

The East Riding Clinical

Commissioning Group wants

0:03:530:03:55

to concentrate new urgent care units

in three major centre,

0:03:550:04:03

leading to protests

in rural and coastal areas.

0:04:030:04:05

Jill Archbold is here.

0:04:050:04:06

Jill remind us what's being proposed

and why it's controversial?

0:04:060:04:11

Across the East Riding there are six

minor injuries units.

0:04:110:04:15

Instead, the local NHS clinical

commissioning group wants to create

0:04:150:04:18

three urgent care units at Beverley,

Bridlington and Goole,

0:04:180:04:22

which would mean the unit at Hornsea

would close and those at Driffield

0:04:220:04:26

and Withernsea would be downgraded

to daytime appointments.

0:04:260:04:30

A number of demonstrations have been

held outside the threatened

0:04:300:04:34

hospitals and local campaigners say

they are needed in rural areas.

0:04:340:04:38

An East Riding council committee

wrote to the Government stating

0:04:380:04:47

the proposals were "not

in the interests" of

0:04:470:04:49

local health services.

0:04:490:04:50

What's happened today?

0:04:500:04:51

The Health Secretary

had referred the plans

0:04:510:04:53

to an independent panel of experts.

0:04:530:04:58

Today, it said a full review wasn't

0:04:580:04:59

needed and said any concerns

about the planned changes could be

0:04:590:05:02

resolved between the local

authority and the local NHS

0:05:020:05:04

clinical commissioning group

without Government involvement -

0:05:040:05:06

but one of the area's

conservative MPs disagrees.

0:05:060:05:13

They need to think again because

they haven't got the support of

0:05:130:05:18

local doctors all the GPs say no to

this and they don't have the support

0:05:180:05:24

of a council who strongly oppose it

and they don't have the support of

0:05:240:05:27

elected representatives in terms of

the members of Parliament and I

0:05:270:05:29

don't have the support of the

people. They need to think again and

0:05:290:05:33

we will tell them that in a

straightforward way.

0:05:330:05:36

The government panel also says that

although existing health services

0:05:360:05:38

may seem familair and reassuring

to local people, it

0:05:380:05:44

doesn't mean they're

sustainable in the long term.

0:05:440:05:46

The East Riding CCG say they need

time to review the report before

0:05:460:05:50

issuing a full statement

but reiterate their belief

0:05:500:05:52

that their plans offer

improved urgent care.

0:05:520:06:02

An East Yorkshire bio-fuel plant

has stopped production

0:06:050:06:09

blaming government policy.

0:06:100:06:12

Vivergo which makes fuel from wheat

wants the government to increase

0:06:120:06:17

the amount of bio-ethanal

that's mixed with petrol.

0:06:170:06:19

The company says the uncertainty

over whether that will happen means

0:06:190:06:24

150 jobs are at risk.

0:06:240:06:28

What we have seen the last few Mac

months is the market price for and

0:06:280:06:32

it therefore makes sense to do the

maintenance work and see what

0:06:320:06:38

happens with government policy and

market development beyond that

0:06:380:06:41

point. There is only so long we can

keep going on producing and waiting

0:06:410:06:45

for government follow through on

their commitments.

0:06:450:06:46

In a statement the government said,

0:06:460:06:48

"We are working closely

0:06:480:06:49

with the industry and motoring

groups to consider the issues around

0:06:490:06:51

a potential increase in bio-fuel use

and the role government can

0:06:510:06:54

play in this."

0:06:540:06:58

Jean Bishop, who's known

in Hull as the Bee Lady,

0:06:580:07:01

has today been given the Freedom

of the City.

0:07:010:07:04

It's in recognition of her

remarkable efforts raising money

0:07:040:07:06

for Charity for more than quarter

of a century.

0:07:060:07:09

Laura Foster has more.

0:07:090:07:14

She's raised more than

£100,000 for charity,

0:07:140:07:15

carried the Olympic Torch,

met the Queen and won

0:07:150:07:17

a Pride of Britain award.

0:07:170:07:21

This morning, Jean Bishop

was dressed up for today's ceremony

0:07:210:07:23

but hadn't quite twigged

the significance of

0:07:230:07:26

what she was off to.

0:07:260:07:28

Are you excited?

0:07:280:07:29

Yes, when I get home

for a cup of tea.

0:07:290:07:31

The Freedom of the City

is the highest accolade

0:07:310:07:34

a local council can give.

0:07:340:07:35

Previous winners in Hull

include Nelson Mandela,

0:07:350:07:40

politician John Prescott,

activist Helen Suzman

0:07:400:07:41

and the actor sir Tom Courtney.

0:07:410:07:44

It doesn't give her the powers

to herd sheep through the city,

0:07:440:07:46

but the council says if Jean wants

to, they won't stop her.

0:07:460:07:52

I think she sets a real example

to people in this city.

0:07:520:07:56

She's gone out there

in all sorts of weather

0:07:560:07:59

and people just warm to her.

0:07:590:08:01

They are drawn to her.

0:08:010:08:04

It's an honour to say how we respect

and admire Jean Bishop.

0:08:040:08:14

After a long-anticipated cup of tea,

Jean told me this award

0:08:140:08:17

is beyond her wildest dreams.

0:08:170:08:19

I was choked.

0:08:190:08:20

I couldn't look at them

because I think tears

0:08:200:08:23

would fall down my face,

but I was so grateful.

0:08:230:08:25

I never expected anybody

to know me like that.

0:08:250:08:27

I mean, you don't think of people

knowing you all over, do you?

0:08:270:08:30

Well, I don't.

0:08:300:08:38

Her family says they're also very

touched by the award.

0:08:380:08:40

So proud, you know?

0:08:400:08:41

It was so emotional.

0:08:410:08:42

Everyone was saying good

words about my mother.

0:08:420:08:47

It was really very good.

0:08:470:08:48

We see it every day and you tend

to take things for granted

0:08:480:08:51

but what she's actually

achieved is incredible.

0:08:510:08:59

To be only the second lady

in 130 years to receive

0:08:590:09:02

this award is, well,

it's mind-boggling, really.

0:09:020:09:04

You'd think that now she's

turned 95 and received

0:09:040:09:06

the highest honour possible,

she might give fundraising a rest.

0:09:060:09:11

No, nothing stops me.

0:09:110:09:12

It's just one of those things.

0:09:120:09:15

I go collecting,

0:09:150:09:16

and go collecting again.

0:09:160:09:17

It's just in my life.

0:09:170:09:23

Hull's Bee Lady, Jean

Bishop, who's received

0:09:230:09:25

the Freedom of the City today

0:09:250:09:29

A campaign has started to keep

a replica of the plane

0:09:290:09:33

Amy Johnson flew to

Australia, in Hull.

0:09:330:09:36

The model of the Gypsy Moth,

0:09:360:09:38

called Jason, has been hanging

at Paragon Station since February

0:09:380:09:42

after being built by

inmates at Hull Prison.

0:09:420:09:44

It's now due to be taken down

and moved to the Yorkshire Air

0:09:440:09:49

Museum near near York.

0:09:490:09:55

Finally let's get the

0:09:550:09:56

Finally let's get the forecast.

Quite chilly across East Yorkshire

0:09:560:10:01

and Lincolnshire overnight. I think

by tomorrow morning we could see

0:10:010:10:03

some ice and frost. Looking dry. The

map turning blue in some places,

0:10:030:10:11

especially further north. East

Yorkshire getting the lowest of the

0:10:110:10:14

temperatures. That said, rural parts

of Lincolnshire getting below zero

0:10:140:10:16

as well. A cold start Friday but a

bright start, look at that, we

0:10:160:10:21

should see plenty of sunshine but

temperatures will probably only get

0:10:210:10:27

or seven Celsius. The winds will

ease as we had on through the day.

0:10:270:10:34

As we look ahead towards the weekend

we have this low pressure to the

0:10:340:10:37

north. It doesn't really affect us.

What it does do is siphoned down

0:10:370:10:42

cold air from the North so it will

be colder over the next few days.

0:10:420:10:47

Cabbages only

0:10:470:10:47

be colder over the next few days.

Cabbages only just at 506 Celsius.

0:10:470:10:49

That's all from us tonight. Thank

you for watching as usual. Back in

0:10:490:10:54

the morning on BBC One. I will be

back at 6:30pm. Join me if you can,

0:10:540:10:59

take care, good night.
