- so it's goodbye from me - | 0:00:00 | 0:00:00
Good afternoon. | 0:00:03 | 0:00:05
The headlines from BBC Look North
this Wednesday lunchtime. | 0:00:05 | 0:00:10
David Prescott, the son of former
deputy prime minister Lord Prescott, | 0:00:10 | 0:00:12
is suspended by the Labour Party. | 0:00:12 | 0:00:14
The town where one in five shops
is empty despite a high profile | 0:00:14 | 0:00:17
campaign to revamp the high street. | 0:00:17 | 0:00:20
And patients relying on hospital
transport say a new service keeps | 0:00:20 | 0:00:24
missing their appointments. | 0:00:24 | 0:00:27
Every time I know I've
got transport, I sit | 0:00:27 | 0:00:30
here in trepidation. | 0:00:30 | 0:00:32
Waiting to see if it turns up. | 0:00:32 | 0:00:34
The son of former deputy prime
minister and Hull MP Lord Prescott | 0:00:46 | 0:00:50
has been suspended from his job
in the Labour Party. | 0:00:50 | 0:00:53
David Prescott is a key
advisor to Jeremy Corbyn. | 0:00:53 | 0:00:55
It comes amid widespread allegations
of misconduct at Westminster. | 0:00:55 | 0:00:58
Our reporter Kate
Sweeting is with me. | 0:00:58 | 0:01:01
You've been following this story. | 0:01:02 | 0:01:03
What else do we know
about the suspension? | 0:01:03 | 0:01:06
We understand that David Prescott
is being investigated | 0:01:06 | 0:01:10
by the Labour leader's office
after he was suspended | 0:01:10 | 0:01:12
a few days ago. | 0:01:12 | 0:01:15
It comes amid widespread allegations
of misconduct at Westminster. | 0:01:15 | 0:01:19
No formal complaint has been made
to the Labour Party, | 0:01:19 | 0:01:21
which declined to give details
on the reason for the | 0:01:21 | 0:01:24
suspension saying... | 0:01:24 | 0:01:25
"We do not comment
on staffing matters." | 0:01:25 | 0:01:27
Mr Prescott, who is a former BBC
producer, joined Jeremy Corbyn's | 0:01:27 | 0:01:31
office over a year ago,
initially as a speechwriter before | 0:01:31 | 0:01:34
becoming a communications manager
to the Shadow Cabinet. | 0:01:34 | 0:01:37
He stood as Labour's
candidate in Gainsborough | 0:01:37 | 0:01:41
in the 2015 election,
but lost to Conservative's | 0:01:41 | 0:01:44
Sir Edward Leigh. | 0:01:44 | 0:01:46
Earlier this year, he failed
to become an MP for Hull West | 0:01:46 | 0:01:49
and Hessle after former home
secretary Alan Johnson | 0:01:49 | 0:01:52
announced he was standing
down in June's election. | 0:01:52 | 0:01:57
Mr Prescott has been approached
by the BBC for a comment. | 0:01:57 | 0:02:02
But he has not come back to us yet. | 0:02:02 | 0:02:04
In 2012, Market Rasen
in Lincolnshire was one of 12 places | 0:02:04 | 0:02:07
in England given a special
government grant worth | 0:02:07 | 0:02:09
£100,000 to try and
reverse its fortunes. | 0:02:09 | 0:02:12
The money, which was meant
to revamp its dying high street, | 0:02:12 | 0:02:15
came with advice from the TV retail
expert Mary Portas. | 0:02:15 | 0:02:17
But five years on, new BBC research
suggests one in five | 0:02:17 | 0:02:21
shops there are empty,
and the council is looking | 0:02:21 | 0:02:23
at a new plan for the town. | 0:02:23 | 0:02:25
Katy Austin reports. | 0:02:25 | 0:02:30
The cash and support that came
with being a Portas pilot town | 0:02:30 | 0:02:33
was meant to help regenerate
Market Rasen town centre. | 0:02:33 | 0:02:35
Early on, it was being
hailed a success. | 0:02:35 | 0:02:40
Market Rasen has excelled, really
excelled. Five years on have it had | 0:02:40 | 0:02:46
a lasting effect? Not | 0:02:46 | 0:02:49
excelled. Five years on have it had
a lasting effect? Not particularly. | 0:02:50 | 0:02:50
We have lost quite a few shots of
Market Rasen has struggled in the | 0:02:50 | 0:02:55
High Street. One way you could
measure success is the number of | 0:02:55 | 0:03:00
vacancies. In 2012 there were 71
units available, 12 empty and since | 0:03:00 | 0:03:05
then numbers have fluctuated but in
2070 there are fewer shop units, 63, | 0:03:05 | 0:03:11
but 14 are fewer shop units, 63, but
14 vacant, two more than when the | 0:03:11 | 0:03:16
Portas Pilot started. Merry admits
the scheme has not revived | 0:03:16 | 0:03:19
high-street fortunes. It was very
much a kind of nice, shiny, possibly | 0:03:19 | 0:03:26
weighted PR campaign that looked
like we are doing something and, of | 0:03:26 | 0:03:30
course, we were doing something and
I thought that would kick-start much | 0:03:30 | 0:03:34
more. It did not. The local council
leader agrees but says building new | 0:03:34 | 0:03:41
homes to provide more customers is
what is needed. We need to progress | 0:03:41 | 0:03:45
our three-year structure plan for
the town. In consultation with the | 0:03:45 | 0:03:49
town council. We need to get more
people coming to the town, Phil the | 0:03:49 | 0:03:56
empty shops on the High Street and
go from there. With the rise of out | 0:03:56 | 0:03:59
of town shopping centres and
customers looking to buy things | 0:03:59 | 0:04:04
online, it was always going to be a
challenge to breathe new life into | 0:04:04 | 0:04:08
Britain's struggling high Street but
you shop owners here think that M2 | 0:04:08 | 0:04:13
macro did much help them. | 0:04:13 | 0:04:15
Patients relying on transport
to and from hospital say they've | 0:04:15 | 0:04:18
been repeatedly "let down"
by the private company | 0:04:18 | 0:04:20
paid to provide it. | 0:04:20 | 0:04:22
Thames Ambulance Service,
which is employed by clinical | 0:04:22 | 0:04:26
commissioning groups across Hull
and Lincolnshire, has already come | 0:04:26 | 0:04:28
under fire from volunteer drivers
for the way it pays expenses. | 0:04:28 | 0:04:31
But now a former manager has
also criticised the way | 0:04:31 | 0:04:34
the company is being run. | 0:04:34 | 0:04:36
Here's our health
correspondent, Vicky Johnson. | 0:04:36 | 0:04:38
Sheena lives just north
of Lincoln but has to go | 0:04:40 | 0:04:43
to Castle Hill Hospital
in East Yorkshire twice a week | 0:04:43 | 0:04:45
to have her leg seen to. | 0:04:45 | 0:04:47
She relies on Thames for patient
transport but has been left | 0:04:47 | 0:04:50
stranded several times. | 0:04:50 | 0:04:53
Every time I know I have
got transport, I sit | 0:04:53 | 0:04:56
here in trepidation. | 0:04:56 | 0:04:58
Waiting to see if it turns up. | 0:04:58 | 0:05:01
That's making me anxious. | 0:05:01 | 0:05:04
Sheena fears these
missed appointments | 0:05:04 | 0:05:06
are delaying her recovery. | 0:05:06 | 0:05:08
If they are not actually cleaning it
up, it's not helping it to improve. | 0:05:08 | 0:05:12
It's been a long time as it is. | 0:05:12 | 0:05:16
Sheena's experience is not unusual. | 0:05:16 | 0:05:20
Managers from the Hull
and East Yorkshire Hospitals' Trust | 0:05:20 | 0:05:22
have told us in a statement... | 0:05:23 | 0:05:24
Working for Thames has become
increasingly stressful, | 0:05:37 | 0:05:41
especially after many volunteer
drivers walked out in | 0:05:41 | 0:05:43
a row over expenses. | 0:05:43 | 0:05:47
Once they've gone we just haven't
got the resources to do it. | 0:05:47 | 0:05:50
Thames haven't supplied
us with the resources | 0:05:50 | 0:05:51
to move our patients. | 0:05:51 | 0:05:53
Patients are missing apppointments,
patients are late for appointments. | 0:05:53 | 0:05:55
Obviously the company itself
suffers but as we're | 0:05:55 | 0:05:57
the troops on the ground,
we're the ones that suffer. | 0:05:57 | 0:06:00
We're the ones that have
to deal with the agro | 0:06:00 | 0:06:02
and grief from the patients. | 0:06:02 | 0:06:03
This woman served in
the Armed Forces but says | 0:06:03 | 0:06:05
that was nothing compared to working
as a manager with Thames. | 0:06:05 | 0:06:08
We have changed her voice
to protect her identity. | 0:06:08 | 0:06:11
I've not come across people
self-medicating with Kalms. | 0:06:11 | 0:06:14
They were crying in cupboards
or just generally wanting to walk | 0:06:14 | 0:06:16
out on a scale that I've seen over
the past few weeks. | 0:06:16 | 0:06:19
We have approached Thames
and the different CCGs. | 0:06:19 | 0:06:23
They are the bodies who buy
in the services for a comment | 0:06:23 | 0:06:26
but nobody has yet been available. | 0:06:26 | 0:06:28
Vicky Johnson, BBC Look North. | 0:06:28 | 0:06:30
A charity which helps military
veterans in Hull will be | 0:06:32 | 0:06:34
featured on DIY SOS tonight. | 0:06:34 | 0:06:38
Hull4Heroes has helped
dozens of ex-servicemen | 0:06:38 | 0:06:40
since it was set up two years ago. | 0:06:40 | 0:06:42
Paul Matson got the idea
after volunteering on the BBC | 0:06:42 | 0:06:44
show on a special street
for veterans in Manchester. | 0:06:44 | 0:06:48
Tonight shows a gang of volunteers
from East Yorkshire helping finish | 0:06:48 | 0:06:51
off the street's last house. | 0:06:51 | 0:06:53
Presenter Nick Knowles, has become
a supporter of their work. | 0:06:53 | 0:06:57
They have done the most
extraordinary job and as a result | 0:06:57 | 0:07:01
they are rebuilding homes and doing
renovations in homes for veterans. | 0:07:01 | 0:07:05
At various stages I have stayed
in contact to try and give them some | 0:07:05 | 0:07:09
advice along the way but they need
very little advice from me. | 0:07:09 | 0:07:11
We have come up with some new ideas. | 0:07:11 | 0:07:13
It's going to expand and get bigger
and bigger and they are a kind | 0:07:13 | 0:07:17
of unstoppable force. | 0:07:17 | 0:07:18
They should be very much
appreciated for the city | 0:07:18 | 0:07:20
of Hull because they are
doing extraordinary things. | 0:07:20 | 0:07:22
Now a look at the weather forecast
with Owain Wyn Evans. | 0:07:22 | 0:07:24
Hi, everyone. | 0:07:25 | 0:07:26
Well, what a lovely day it has been
so far for most of us across | 0:07:26 | 0:07:29
East Yorkshire and Lincolnshire. | 0:07:30 | 0:07:31
A bit chilly and this afternoon
is looking good, as well. | 0:07:31 | 0:07:33
We are hanging on to that cool feel. | 0:07:33 | 0:07:35
We will enjoy plenty
of sunshine out there. | 0:07:35 | 0:07:38
I think the sunshine will tend
to turn increasingly hazy as we head | 0:07:38 | 0:07:41
through the afternoon but,
as you can see, the map | 0:07:41 | 0:07:43
is looking pretty good. | 0:07:43 | 0:07:45
Maybe a bit more in the way of
thicker cloud down towards The Wash. | 0:07:45 | 0:07:48
In the sunshine, the temperatures
aren't responding fabulously, | 0:07:48 | 0:07:52
we are looking at highs of eight
or nine Celsius. | 0:07:52 | 0:07:55
We are in for a change overnight. | 0:07:55 | 0:07:58
With that veil of thin cloud that
moves down from the north and west, | 0:07:58 | 0:08:01
we will also see thicker cloud
behind it and with that outbreaks | 0:08:01 | 0:08:05
of light rain or drizzle. | 0:08:05 | 0:08:06
More than likely across western
parts of our region. | 0:08:06 | 0:08:08
Lows tonight of about
four or five Celsius. | 0:08:08 | 0:08:12
Yet again a chilly start
to the day tomorrow. | 0:08:12 | 0:08:14
Cloudier than this morning
with a few spots of light rain | 0:08:14 | 0:08:17
or drizzle, we are not worrying too
much about those. | 0:08:17 | 0:08:19
They will clear and yet again
we will see some sunny spells | 0:08:19 | 0:08:23
developing as we head
through the day. | 0:08:23 | 0:08:25
Our top temperatures tomorrow,
up a notch, we will probably get | 0:08:25 | 0:08:28
to about 12 or 13 Celsius. | 0:08:28 | 0:08:31
This is the air mass. | 0:08:31 | 0:08:33
You can see the blue colours
as we move towards the weekend start | 0:08:33 | 0:08:36
to extend further south. | 0:08:36 | 0:08:38
This is a colder air mass
and that will get to us | 0:08:38 | 0:08:41
on Friday and on Saturday. | 0:08:41 | 0:08:42
Feeling a bit cooler but plenty
of dry weather to come. | 0:08:42 | 0:08:50
That
of dry weather to come. | 0:08:50 | 0:08:50
That brings
of dry weather to come. | 0:08:50 | 0:08:50
That brings you
of dry weather to come. | 0:08:50 | 0:08:51
That brings you up
of dry weather to come. | 0:08:51 | 0:08:52
That brings you up to
of dry weather to come. | 0:08:52 | 0:08:52
That brings you up to date
of dry weather to come. | 0:08:52 | 0:08:52
That brings you up to date this
of dry weather to come. | 0:08:52 | 0:08:52
That brings you up to date this
lunchtime. We will have a round-up | 0:08:52 | 0:08:54
of the day's news at 6:30pm. Until
then, have a lovely afternoon. Thank | 0:08:54 | 0:09:00
you for watching. Goodbye. | 0:09:00 | 0:09:03 |
