He was a reclusive producer who hoarded weapons in his bedroom, | :02:16. | :02:21. | |
mentally ill enough to shoot four of his own family. David Bradley | :02:21. | :02:24. | |
walked into a Newcastle police station in July 2006 to announce | :02:24. | :02:28. | |
that he had killed his aunt, uncle and two cousins over a five-hour | :02:28. | :02:34. | |
period at their home. The former soldier shot them all with a pistol | :02:34. | :02:38. | |
he had smuggled out of Bosnia 11 years earlier. Unemployed, he had | :02:38. | :02:43. | |
been living with his relatives for years, rarely leaving his room. He | :02:43. | :02:46. | |
had been prescribed anti- depressants but often failed to | :02:46. | :02:51. | |
take them. He faced four murder charges but psychiatrists said his | :02:51. | :02:54. | |
heavy cannabis cadet -- heavy cannabis habit might have | :02:54. | :02:59. | |
contributed to his mental state. He admitted manslaughter with | :02:59. | :03:03. | |
diminished responsibility and was sentenced to a minimum term of 15 | :03:03. | :03:06. | |
years. The judge said that in his opinion, it might never be safe to | :03:06. | :03:15. | |
release him. That is the background to this | :03:15. | :03:21. | |
tragic case. What is in the report and what criticisms have been made? | :03:22. | :03:26. | |
Well, there are criticisms and we will come to those in a moment. One | :03:26. | :03:31. | |
phrase sticks out. It says that those actions by Bradley were not | :03:31. | :03:33. | |
those actions by Bradley were not predictable. Having said that, it | :03:33. | :03:38. | |
does emerge from the report that Bradley was seen on three separate | :03:38. | :03:48. | |
:03:48. | :03:49. | ||
occasions over a number of years. Even back in 1997, nine years | :03:49. | :03:52. | |
before the killings, Bradley told mental health teams that he had | :03:52. | :03:58. | |
feelings that he was going to explode with violent outbursts. By | :03:58. | :04:02. | |
the time he was seen in 2006, he was described as at crisis point, | :04:02. | :04:07. | |
but he felt very desperate. What are the findings? It is said that | :04:07. | :04:11. | |
the handling of the care broker Department of Health guidelines and | :04:11. | :04:15. | |
that no one individual was responsible for his care management. | :04:15. | :04:20. | |
Still, the report says that Bradley, a man who had no previous | :04:20. | :04:27. | |
convictions, could not have been prevented from doing this. The | :04:27. | :04:33. | |
barrister chaired the investigation. There was nothing to suggest he was | :04:33. | :04:38. | |
about to slaughter four members of his family. He had not actually | :04:38. | :04:43. | |
been violent for quite some time. There had never been anything of | :04:43. | :04:47. | |
this level of violence. There was nothing at all to predict that he | :04:47. | :04:49. | |
was going to do anything remotely was going to do anything remotely | :04:49. | :04:56. | |
like what he did. Health managers are very keen to stress that the | :04:56. | :04:59. | |
mental health services that existed five years ago are not those that | :04:59. | :05:03. | |
exist today. Lessons have been learned. They cannot and they will | :05:03. | :05:08. | |
not rule out another David Bradley. The system, they say, is now better | :05:08. | :05:16. | |
capable of coping with one. Patients who come into contact with | :05:16. | :05:21. | |
our services now get a much more complex and detailed assessment of | :05:21. | :05:24. | |
both their health care needs and their social care needs. Our staff | :05:24. | :05:34. | |
are much better trained in risk assessment and risk-management. We | :05:34. | :05:38. | |
have new ways of doing assessments so that we can get access to the | :05:38. | :05:44. | |
right expertise, consultant psychiatrists, right at the first | :05:44. | :05:49. | |
appointment, which was not there at Mr Bradley's timed. One footnote to | :05:49. | :05:53. | |
this, Bradley was asked if he would contribute to the report and give | :05:53. | :05:57. | |
his perspective on the way he was cared for. He is in a secure | :05:57. | :06:02. | |
