Welcome to Friday's Look North. No, Deputy Prime Minister. The

:00:09.:00:11.

Government's billion pounds scheme to tackle youth unemployment gets

:00:11.:00:17.

short shrift from this job-seeker. Just watch me, how Lily's

:00:17.:00:20.

successful struggle to walk has inspired another youngster to

:00:20.:00:25.

follow in her footsteps. Winter draws on, or does it? A year

:00:25.:00:30.

ago it looked like theirs. Our predictions of another white hell

:00:30.:00:34.

wide of the mark? The new Bishop of Durham reveals a

:00:34.:00:39.

path that might surprise you. We meet the Manchester United fan

:00:39.:00:44.

doing his best to help Newcastle upset the odds at Old Trafford. And

:00:44.:00:47.

the Sunderland boss Steve Bruce on coping with the pressure, the

:00:47.:00:57.
:00:57.:01:03.

He is the Deputy Prime Minister, she is an unemployed young person

:01:03.:01:09.

from Teesside and today they have had a disagreement. On the day the

:01:09.:01:12.

Government unveiled its 1 billion plan to tackle youth unemployment

:01:12.:01:18.

Nick Clegg took to the airwaves. He told the BBC national radio

:01:18.:01:23.

programme that 20 year-old Krystina Robinson could benefit from the

:01:23.:01:30.

Government's plans. The trouble is, she does not agree.

:01:30.:01:34.

Krystina Robinson is 20 and has been out of work for five months,

:01:34.:01:38.

so she was today Caerphilly taking in the Government's 1 bn town plans

:01:38.:01:45.

to tackle youth unemployment. Deputy Prime Minister Nick Clegg

:01:45.:01:51.

says he will help young people to learn or learn. No one is giving

:01:51.:01:57.

young people a chance to get experience in work. They want

:01:57.:02:03.

people with experience, but you cannot get experience unless you

:02:03.:02:08.

have a job. By the time Krystina caught up with the news, her case

:02:08.:02:13.

had already featured on BBC network radio and she had a very personal

:02:13.:02:17.

response to the Deputy Prime Minister. I've applied online and

:02:17.:02:23.

handed in my CV and no one has got back to us. Krystina is 20 and has

:02:23.:02:27.

been out of work for five months and feels demoralised and it is

:02:27.:02:31.

heart-wrenching to listen to it. She will be able to take up work

:02:31.:02:35.

experience locally where employers at no cost to them will be able to

:02:35.:02:40.

employ her for eight weeks. That is a big step change in the life of

:02:40.:02:46.

Krystina. But Krystina does not feel like that. It is eight weeks

:02:46.:02:50.

doing work. When the eight weeks are up you will be back to square

:02:50.:02:57.

one. You might not have a job. There might be somebody who gets a

:02:57.:03:02.

employed, but there will be a few who do not. Tonight the Deputy

:03:02.:03:05.

Prime Minister said as a statement saying he felt Chris Dean and

:03:05.:03:12.

others like her will still find the Government's Youth Contract Scheme

:03:12.:03:19.

youths will -- useful. A six-year-old girl who overcame

:03:19.:03:23.

the odds to learn to walk has inspired another child to try to do

:03:23.:03:29.

the same. Earlier this year we met Lily Gordon. Cerebral palsy meant

:03:29.:03:34.

that Lily could not walk on her own, but major surgery in the US has

:03:34.:03:37.

helped her and now another youngster, Callum Brown from

:03:37.:03:41.

Northumberland, has his heart set on the same surgery and the same

:03:41.:03:48.

goal, to be able to walk. Lily Gordon underwent major

:03:49.:03:56.

pioneering surgery in Missouri to help her walk for the first time.

:03:56.:04:02.

just took a couple of steps and fell over. She was quite tearful.

:04:03.:04:09.

She walked for the first time about four weeks ago. She was sat on the

:04:09.:04:13.

sofa and I was only about two feet away, but she stood up and walked

:04:13.:04:20.

towards me. She got excited and collapsed on top of me. We met her

:04:20.:04:24.

before she flew out on her 6th birthday. Her parents had heard of

:04:24.:04:29.

the operation, Selective Dorsal Rhizotomy, radical surgery on the

:04:29.:04:38.

spine and nerves, but surgery that means Lily can now walk. Now I can

:04:38.:04:43.

take a couple of steps by myself. Her story has inspired another

:04:43.:04:48.

youngster, Callum Brown from Northumberland. Seven year-old

:04:48.:04:54.

Callum also has cerebral palsy. His legs are in a constant crab and his

:04:54.:05:00.

family are now raising the 50,000 they need for the same operation.

:05:00.:05:08.

want to walk. It is unbelievable how much it has made such a

:05:08.:05:12.

difference to Lily's life and I can only watch and hope we get there to

:05:12.:05:20.

do the same. Holly Mills, thought to be the longest surviving person

:05:20.:05:26.

with variant CJD has died. Holly, 26, died at home in North Yorkshire.

:05:26.:05:29.

She had battled for eight years with a condition which was linked

:05:29.:05:34.

to mad cow disease. There were men seriously ill in hospital after

:05:34.:05:37.

taking so-called legal high tablets in Newcastle.

:05:37.:05:43.

It is thought she bought the polls from a shop called the happy ship -

:05:43.:05:47.

- Happy Chip on Waterloo Street. The woman is in a critical but

:05:47.:05:51.

stable condition. Two men and a 17 year-old boy have been arrested on

:05:51.:05:57.

suspicion of drugs offences. Plans to make cuts to the BBC's

:05:57.:06:01.

local radio stations have upset politicians and listeners. It plans

:06:01.:06:09.

licence fee settlement and has proposed cuts to regional current

:06:09.:06:13.

affairs programmes and some live weather forecasting and 20% staff

:06:13.:06:18.

cuts to local radio stations. The stations in Tees, Newcastle and

:06:18.:06:23.

Cumbria will lose local programmes and share staff. The BBC insists it

:06:23.:06:32.

will protect the most popular programmes.

:06:32.:06:37.

Breakfast on BBC Tees, peak listening time. The BBC's says cuts

:06:37.:06:42.

it should not affect the show, but afternoon, evening and some weekend

:06:43.:06:48.

programme will be shared regionally or across the whole of England.

:06:48.:06:53.

Breakfast, at mid-morning, dried thyme sport is where 86% of the

:06:53.:06:57.

audience spend their time. Where we have less money and if we can

:06:57.:07:00.

detect that side of the business, that is more important than

:07:00.:07:05.

spending money in off-peak times. But that is not what Brian wants to

:07:05.:07:10.

hear. He has been tuning in to BBC Tees for 40 years. Since his wife

:07:10.:07:14.

died, it has become a lifelike and says Sherrin programmes will be a

:07:14.:07:24.
:07:24.:07:24.

mistake. It will no longer be local radio anymore. You will get

:07:24.:07:30.

programmes from Manchester and Leeds. It loses its identity.

:07:30.:07:35.

Unions fear all programmes will be affected. Sharing programmes and

:07:35.:07:39.

the afternoon would save perhaps two jobs on the station that did

:07:39.:07:43.

not have its programme. They are talking about seven and nine, so

:07:43.:07:48.

where are the other jobs coming from? Of course other programmes

:07:48.:07:54.

will be affected. The cuts are also worrying the region's politicians.

:07:54.:07:59.

Listeners have until the end of the year to make their views known.

:07:59.:08:03.

The proposed BBC regional cuts will be discussed on the Politics Show

:08:03.:08:10.

this Sunday. The Metro operator Nexus says its

:08:10.:08:13.

ban on mobility scooters on the Tyne and Wear Metro will stay in

:08:13.:08:19.

place. It was introduced in 2008 after four incidents in which users

:08:19.:08:24.

fell onto the line twice after crashing through closed train doors.

:08:24.:08:28.

Nexus says it cannot find a way they can be carried without an

:08:28.:08:34.

unacceptable level of risk. George Michael's concert at

:08:34.:08:37.

Newcastle's Metro Radio Arena next Saturday has been postponed. He is

:08:37.:08:43.

ill with pneumonia. The dates are being re-scheduled.

:08:43.:08:47.

Small businesses in Whitby claim that closure of part of one of the

:08:47.:08:52.

town's Peers has had a devastating effect on trade. Scores of anglers

:08:52.:08:56.

who usually fish off the West Pier extension are going elsewhere,

:08:56.:09:03.

taking their spending power with them. For Jackie Greaves the

:09:03.:09:07.

closure three months ago of Whitby's West Pier extension has

:09:07.:09:13.

been a disaster. Her two angling shops in the town have been hit

:09:13.:09:22.

hard. We went from selling 20 kits the day to none. The phone started

:09:22.:09:28.

ringing, people were asking if it was true that the peer was close to,

:09:28.:09:32.

saying they would ring back in a few weeks and now the phone never

:09:32.:09:36.

rings. The business as a health the online store and that is expanding,

:09:36.:09:41.

but other businesses in Whitby do not have that luxury. 50 anglers a

:09:42.:09:45.

day have just melted away from the town. They don't go to the

:09:45.:09:50.

newsagents, the pub, they don't eat out, they don't use the guest

:09:50.:09:53.

houses and that tackle shops. extension was closed because the

:09:53.:09:58.

old crossing was unsafe. A temporary one will be in place next

:09:58.:10:02.

week and a permanent one will follow. But for Paul Kilpatrick who

:10:02.:10:08.

takes anglers out on his boat he cannot understand why it has taken

:10:08.:10:12.

Scarborough Borough Council so long to get that temporary crossing in

:10:12.:10:19.

place. It is shocking it has taken so long. Three months, it is crazy.

:10:19.:10:23.

The man from the council has the answer. It is bureaucracy,

:10:23.:10:28.

basically, but also making sure it is done properly. Work will start

:10:29.:10:32.

next week and we are told with a fair wind it will be completed next

:10:33.:10:39.

week. There is one angler on the Pier at Whitby. Sadly for Martin

:10:39.:10:44.

and Jackie's shop and Paul's boat it is only this oversized, metal

:10:44.:10:52.

sculpture. Can you remember what you're doing

:10:52.:10:56.

a year ago today? If you were digging your car out of a snow

:10:56.:11:00.

drift or looking after a child whose school was closed I bet you

:11:00.:11:06.

do. November 25th was when the big freeze came. But this year it is

:11:06.:11:12.

one of the mildest November as on record. Adrian were shivering last

:11:13.:11:17.

year, but not tonight. No, it is milder tonight, but still

:11:18.:11:24.

a little bit chilly. November 25th last year was when the big freeze

:11:24.:11:28.

started. We were caught napping by that huge snowfall which came a

:11:28.:11:36.

month before Christmas. At daybreak on November 25th last year, we were

:11:36.:11:41.

all waking up to a winter Wonderland, or in other words a

:11:41.:11:46.

driver's nightmare commute to work. Roads were blocked, schools were

:11:46.:11:54.

closed and we were digging in for two weeks of very cold weather.

:11:54.:11:58.

were selling twice the amount in terms of numbers of customers and

:11:58.:12:03.

there were 10 times more and we were rushed off our feet. But one

:12:03.:12:08.

year on, the retailers are praying for snow to shift their stock.

:12:08.:12:13.

is nice for her as being out on the crowds and the sun, but in terms of

:12:13.:12:18.

business it has not been very good. Will it be the third hard winter in

:12:18.:12:23.

a row? We thought a Russian man might know. I think this winter is

:12:23.:12:32.

going to be cold. If you see the berries, it is only the sign. I

:12:32.:12:37.

suggest the winter is going to be culled. The a keep saying we are

:12:37.:12:41.

going to have a hard one, but we are hoping we will not get one.

:12:41.:12:46.

you think it is scare stories? Sometimes, sometimes. They

:12:46.:12:52.

exaggerate a bit, I think. It is looking like we are going to get

:12:52.:12:55.

away with it at the moment, but closer to the end of the year it

:12:56.:13:00.

might start kicking in. I think it will definitely snow, maybe a

:13:00.:13:05.

little bit late after Christmas this time. Do you like there is no?

:13:05.:13:10.

I like it when you do not have to go out in it. Christmas Day would

:13:10.:13:16.

be perfect. There is one young lady's Christmas wish. We are all

:13:16.:13:19.

amateur weather forecasters and I have got a professional with me

:13:19.:13:29.
:13:29.:13:29.

here. How far in advance can we One thing that forecasters be

:13:29.:13:34.

dealer cat is pressure over the North Pole. Last year and then you

:13:34.:13:42.

before, pressure over the North Pole was unusually high. This year,

:13:42.:13:46.

pressure over the North Pole is normal. They are getting snow

:13:46.:13:53.

storms, so we might not. But it is early days.

:13:53.:13:56.

How that will be back for the full weather forecast for the weekend at

:13:57.:14:02.

the end of the programme. Thank you very much.

:14:02.:14:06.

An ancient and traditional ceremony has taken place in County Durham.

:14:06.:14:10.

The new Lord Bishop of Durham was welcomed into his diocese ahead of

:14:10.:14:12.

his official enthronement tomorrow. The Right Reverend Justin Welby

:14:12.:14:15.

walked over Croft Bridge from North Yorkshire into County Durham where

:14:15.:14:20.

he was met by an official party and presented with a ceremonial sword.

:14:20.:14:23.

Bishop Justin will be officially installed in his role at another

:14:23.:14:25.

ceremony at Durham Cathedral tomorrow. For tonight's Look North

:14:25.:14:35.
:14:35.:14:43.

Report Peter Lugg went to meet him Consecration day at York Minster as

:14:43.:14:47.

the new Bishop of Durham takes his place at the top of the Anglican

:14:47.:14:56.

Church. Their new incumbent, Right Reverend Justin Welby looks at --

:14:56.:15:05.

it looks a godly enough sort, but could be counted as one of the

:15:05.:15:09.

awkward squad. The new bishop has a background in the oil industry. He

:15:09.:15:15.

can boast a former Deputy Prime Minister in the family. My mother's

:15:15.:15:22.

uncle was a Rab Butler. She was brought up by him during the Second

:15:22.:15:29.

World War. He was a very big influence on her and, through her,

:15:29.:15:35.

on me. It was the late 1970s, things were very bad economic cliff.

:15:35.:15:41.

What goes around comes around. I applied for jobs and did not get

:15:41.:15:47.

them. I got a job working for a French a company in Paris.

:15:47.:15:51.

tragedy struck the new Executive when his first child was killed in

:15:52.:15:57.

a road accident. In a strange way, we were both of us closer to God

:15:57.:16:03.

than at almost any other time in our lives. I think I learnt what it

:16:03.:16:08.

means to have a relationship with God. It is not about saying, you

:16:08.:16:13.

are wonderful, if you look at the sums in the Bible, it is a

:16:13.:16:20.

willingness to be very angry and to ask hard questions and see what he

:16:20.:16:27.

says back. After studying for the priesthood, Bishop of well be found

:16:27.:16:30.

herself working for the international or reconciliation

:16:30.:16:34.

service in Africa. They talked about the family's been tortured

:16:34.:16:44.

and killed, even in recent days. We met extraordinary people and

:16:44.:16:54.
:16:54.:16:55.

terrible people. And terrible people who have changed. He comes

:16:55.:16:59.

to a Diesis looking a little frayed at round the edges. Can an

:16:59.:17:02.

auditorium of from a privileged background relate to economic

:17:02.:17:06.

misery that the rest of us are going through. The will have to ask

:17:06.:17:14.

people I have worked with as a parish priest, living in

:17:14.:17:18.

communities like this, taking children to school, all at the

:17:18.:17:24.

things you do every day. What has gone on in the City of the last few

:17:24.:17:29.

months must have been fascinating for you? People who have those huge

:17:29.:17:38.

privileges have equal responsibilities. The grass outside

:17:38.:17:44.

Durham Cathedral would make a good campsite? Yes, and if they want to

:17:44.:17:53.

camp out in this weather, they are welcome to it.

:17:53.:17:56.

12 Days to raise money for 12 potentially life saving flights.

:17:56.:17:59.

That's the target the Great North Air Ambulance Service has set

:17:59.:18:03.

itself. The charity's Christmas fundraising campaign was launched

:18:03.:18:06.

today with a little help from people they've saved in the past.

:18:06.:18:10.

Mary Askew reports. Everyone in this picture owes their

:18:10.:18:14.

life, or the life of their child to the work of the Great North Air

:18:14.:18:24.

Ambulance Carol Foreshaw was in a motorbike crash.

:18:24.:18:30.

It took my leg off and severed a major artery. I lost a lot of blood.

:18:30.:18:34.

It took me to ambulant -- it took me to hospital in just about 10

:18:34.:18:43.

minutes, it would have taken about one hour by road.

:18:43.:18:46.

Each time the helicopter and its crew takes off, it costs on average

:18:46.:18:54.

2,500. Without money, simply, the charity wouldn't exist.

:18:54.:18:57.

It's the speed of the Air Ambulance that saves lives. Nikita Battye was

:18:57.:19:01.

four when she was kicked in the head by a horse. The road ambulance

:19:02.:19:07.

would have taken too long. The air ambulance to go but 10 minutes.

:19:07.:19:16.

That is the difference between net saving a life and a child dying.

:19:16.:19:26.
:19:26.:19:29.

We'll come to Newcastle's big game at Old Trafford in a moment. But

:19:29.:19:32.

first, Sunderland striker Fraizer Campbell is moving towards a long-

:19:32.:19:35.

awaited return to action. Campbell hasn't played for the first team

:19:35.:19:38.

since August last year after suffering two serious knee injuries.

:19:38.:19:41.

But he's back in training, and he's hoping to play in a friendly match

:19:41.:19:44.

in the next 10 days. Too soon for tomorrow's visit of

:19:45.:19:47.

the Premier League's bottom club, Wigan, but a welcome piece of good

:19:48.:19:57.
:19:58.:20:06.

Not much has gone right for Steve Bruce this season. Every day,

:20:06.:20:16.

you've been able to hear and read Don't worry, we've been called a

:20:16.:20:19.

lot worse. And despite what he thinks, most of the press pack like

:20:19.:20:27.

him! Certain parts of the media here, they are difficult, shall we

:20:27.:20:31.

say. You try and treat them with the respect they deserve. They are

:20:31.:20:38.

trying to do a job. But in certain parts, it has been ridiculous.

:20:38.:20:45.

handles at the media very well. He speaks to us off the record. He is

:20:45.:20:48.

one of the proper football people in the game and he makes us very

:20:48.:20:55.

welcome when we come down here. He is a nice guy. But it is part of

:20:55.:21:02.

our job, when the results are going well, you cannot ignore it. -- them

:21:02.:21:10.

results are not going well. If you are going to manager this level,

:21:10.:21:18.

you are going to get stick. We have not had the best of results so you

:21:18.:21:28.
:21:28.:21:30.

go under pressure. I have enjoyed the job tremendously despite that.

:21:30.:21:34.

We have thousands of fantastic supporters. We need to give them a

:21:34.:21:44.
:21:44.:21:47.

result which they can be pleased Well, Newcastle face their second

:21:47.:21:50.

trip to Manchester in a week. Last Saturday saw the Magpies suffer

:21:51.:21:54.

their first league defeat of the season, at Man City. But on his

:21:54.:21:57.

first return to Old Trafford since he left two years ago, defender

:21:57.:22:00.

Danny Simpson reckons Newcastle have now got what it takes to beat

:22:00.:22:03.

his old club there, for the first time in almost 40 years. Dawn

:22:04.:22:13.
:22:14.:22:18.

Just 48 hours before the big game at Old Trafford and defender Danny

:22:18.:22:20.

Simpson lets youngsters from Dunston Riverside Primary into some

:22:20.:22:29.

dressing room secrets. We make sure that we are together in this corner.

:22:30.:22:33.

We are a bit superstitious. While Simpson is under pressure to

:22:33.:22:37.

sign a new contract quickly or risk being moved on, it's clear he's

:22:37.:22:43.

more than happy running out in front of 50,000 fans at Newcastle.

:22:43.:22:48.

You get that feeling, that adrenalin rush.

:22:48.:22:51.

There will be plenty of adrenalin this weekend as well and you can

:22:51.:22:54.

always rely on children to ask those awkward questions like who do

:22:54.:23:04.
:23:04.:23:09.

you support? I am a man United fan. And we play them this weekend. I'm

:23:09.:23:16.

want to take on three points and I am convinced we can.

:23:16.:23:19.

And Danny will have to draw on all that self-belief on his first

:23:19.:23:23.

return to his home town club. Obviously, I left there are few

:23:23.:23:28.

years ago. But it was a grey move, the best move I have done. But I

Meanwhile, in League One, Carlisle are at home to Colchester who are

managed by ex-Blues boss John Ward. He saw his side thumped 5-1, at

home, by MK Dons last weekend. But Carlisle aren't expecting an easy

afternoon. They will be organised and hard to beat and hard to break

down. Knowing John other way he works, he will be disappointed with

:24:16.:24:20.

that. It will not be easy in terms of the way they defended and
