The multi-million pound offer to buy a unique collection of historic | :04:50. | :04:53. | |
paintings has been dramatically withdrawn by the man who said he'd | :04:53. | :04:56. | |
save them for the North East. Jonathan Ruffer had reached | :04:56. | :04:58. | |
agreement with the Church Commissioners to buy the set of | :04:58. | :05:01. | |
Zurbaran paintings hanging at Auckland Castle for �15 million - | :05:01. | :05:04. | |
and keep them there. But now he says the commissioners have added | :05:04. | :05:11. | |
unacceptable conditions to the deal and he's pulling out. This could | :05:11. | :05:14. | |
mean the paintings going to auction and leaving the region and perhaps | :05:14. | :05:19. | |

but far less clear about the powers. The devil is in the detail. The | :11:27. | :11:34. | |
government was hot on spent but we have not had a great deal of detail. | :11:34. | :11:37. | |

business rates for some and not for others will be unfair. Councils are | :11:44. | :11:48. | |
there to offer everyone a level playing field. They are not there | :11:48. | :11:54. | |
to discriminate in favour of one or another. If I have a successful | :11:54. | :11:58. | |
business and I expect to be able to draw down on council services just | :11:58. | :12:04. | |
the same as anybody else and not necessarily have to pay more for | :12:04. | :12:07. | |
that privilege. The Government insists the new | :12:07. | :12:10. | |
powers will be a Christmas gift worth cherishing. But we might have | :12:10. | :12:13. | |
