Welcome to look north. In tonight's headlines: After a ten-year battle,

:00:28.:00:30.

victory for campaigners fighting for flood defences to protect a

:00:30.:00:32.

North Yorkshire town. Passive smoking victims - figures reveal

:00:33.:00:35.

13,000 youngsters need treatment in the North East every year. Put out

:00:36.:00:38.

to pasture - Cleveland Police closes its mounted section to save

:00:38.:00:41.

cash. And a six-year-old girl represents her grandad at the

:00:41.:00:43.

service to mark the 60th anniversary of the Queen's

:00:43.:00:45.

coronation. Fancy being a sports reporter this summer? We'll have

:00:46.:00:49.

details of how you can apply for the BBC's trainee scheme Kick Off.

:00:49.:00:51.

And while the sun shines, Durham press on with preparations for

:00:51.:01:01.
:01:01.:01:02.

their first Ashes Test match in the They've spent more than a decade

:01:02.:01:05.

lobbying the government and the Environment Agency for improved

:01:05.:01:10.

defences, and today, a new scheme to protect the town of Pickering in

:01:10.:01:14.

North Yorkshire has finally been given the go-ahead. It has

:01:14.:01:19.

devastated by a major floods in 2007, and residents live in fear of

:01:19.:01:24.

the same thing happening again. Campaigners have asked for or her

:01:24.:01:29.

second dam to be built to protect them. The project was finally given

:01:29.:01:35.

planning permission today. It was actually up to here with water.

:01:35.:01:41.

bad as that? The house inside, everything. It may have been six

:01:41.:01:46.

years ago, but for Kath Graystone, the memory is very much fresh in

:01:46.:01:53.

her mind. You can imagine what it was like inside. It was just Slyne,

:01:53.:01:57.

filthy, dirty water on everything and in all the cupboards. These

:01:57.:02:05.

were the scenes in 2007. It was described as a one in 25 year event.

:02:05.:02:12.

For people like pensioner Topsy Clynch, it was a terrifying time.

:02:12.:02:19.

Sadly, Topsy passed away in 2009, but her daughter lives with fear of

:02:19.:02:25.

flooding in the house. Sue had it twice. It was a nightmare. Topsy

:02:25.:02:28.

became heavily involved in campaigning for improved flood

:02:28.:02:38.

protection, even him peering in Hello magazine. The flood defence

:02:38.:02:42.

will be cited a mile and a half upstream. Mike Potter explained her

:02:42.:02:47.

at work. It means there is an awful lot of water are going through

:02:47.:02:50.

Pickering, but only just enough that doesn't Flood the town, and

:02:50.:02:54.

all the water there would have flooded the town will now be held

:02:54.:03:00.

behind the dam up here. When it is up and running, it will turn these

:03:00.:03:04.

fields into a flood plain when there is heavy rain. That would

:03:04.:03:07.

under prevented flooding on the scale we saw back in 2007, but it

:03:07.:03:12.

would have given the people who live in Pickering vital time to

:03:12.:03:16.

prepare. Topsy is no longer around to hear news that construction work

:03:16.:03:20.

will begin in the autumn, but her daughter summed up how she would

:03:20.:03:25.

feel. She would be delighted. Absolutely delighted that it has

:03:25.:03:34.

finally come. She would be over the 13,000 youngsters need treatment in

:03:34.:03:37.

the North East every year after breathing in other people's

:03:37.:03:39.

cigarette smoke. And now the Government has launched a new

:03:39.:03:42.

campaign to increase awareness of the hidden dangers of smoking in

:03:42.:03:52.
:03:52.:03:52.

homes and cars. Here's our health Every day, millions of children in

:03:52.:03:56.

the UK are exposed to second-hand smoke. In the North East, that

:03:56.:03:59.

number is thought to be 84,000, putting them at risk of increased

:03:59.:04:09.
:04:09.:04:13.

lung disease, meningitis and cot death. And today, to coincide with

:04:13.:04:15.

this new Government campaign, the Royal College of Physicians

:04:15.:04:18.

revealed over 800 children a day are now visiting a doctor with

:04:18.:04:28.

conditions related to inhaling someone else's smoke. The numbers

:04:28.:04:31.

make uncomfortable reading. 13,000 children need medical treatment

:04:32.:04:37.

every year. 68% of parents who smoke admit smoking with children

:04:38.:04:47.

in the car. But there is support for change. 85% of adults want a

:04:47.:04:54.

ban on smoking in cars with children. But the key message if

:04:54.:04:59.

you are not ready to quit is to take it totally outside, don't

:04:59.:05:03.

smoke in the car, just smoking out the door or with the car window

:05:03.:05:08.

open is not going to protect children. The new research today

:05:08.:05:12.

also shows that three-quarters of adults had no idea that so many

:05:12.:05:17.

children were affected by second- hand smoke. They didn't think it

:05:17.:05:25.

was that high, passive smoking for children. What you think of it?

:05:25.:05:31.

has made me put my Tabak. I don't think you should be able to smoke

:05:31.:05:34.

with children in the car. shouldn't smoke in the house when

:05:34.:05:39.

there are kids in the house. What would you like to see happen?

:05:39.:05:47.

band. It should be banned from anywhere in enclosed space. After

:05:47.:05:50.

my Grenda passed away, it was my brother.

:05:50.:05:53.

Donna from Blakelaw in Newcastle used to smoke around her children,

:05:53.:05:56.

but after her own mother died from lung cancer at just 54, it was

:05:56.:06:06.
:06:06.:06:07.

Donna's children who forced her to stop. They had seen what had

:06:07.:06:10.

happened to their grandma. They were being taught about second-hand

:06:10.:06:16.

smoking school. They were learning a lot more than I had however

:06:16.:06:21.

learned as a child. They had seen the pictures on my cigarette packet.

:06:21.:06:26.

They told me, you were doing this to us as well as yourself, and we

:06:26.:06:30.

don't want you to die like grandma did. Smoking is still the North

:06:30.:06:33.

East's biggest killer, but getting the message about its dangers and

:06:33.:06:36.

the increased price has seen more people have quit here than anywhere

:06:36.:06:38.

else in the country. Health experts now want to

:06:38.:06:41.

underline this message that other people's smoke can and is damaging

:06:41.:06:44.

the health of children. And Sharon Barbour joins me now. So,

:06:44.:06:47.

this is a Government campaign, but does the Government plan to ban

:06:47.:06:55.

smoking in cars and homes when children are present? There is a

:06:55.:06:59.

ban currently being considered in Scotland, and similar bans are in

:06:59.:07:03.

place in countries like Australia and Canada. England's Public Health

:07:03.:07:06.

Minister says she thinks smoking should be banned in cars carrying

:07:06.:07:13.

children, on the grounds of child welfare. She is supported like --

:07:13.:07:16.

by organisations like the Royal College of paediatrics and Child

:07:16.:07:22.

Health. But it is not looking likely in the near future. A short

:07:22.:07:26.

time ago, a spokesperson for the Department of Health told me in a

:07:26.:07:30.

statement that when it comes to smoking in the home or family car,

:07:30.:07:33.

we don't believe legislation is the best way to encourage people to

:07:33.:07:38.

change their behaviour. But it is clear that the government thinks

:07:38.:07:48.
:07:48.:07:58.

Cleveland Police are disbanding their mounted section because they

:07:58.:08:01.

can no longer afford it. The officers will be redeployed, and

:08:01.:08:05.

new homes will have to be found for its six horses. The unit has been

:08:05.:08:07.

policing Teesside's streets for 40 years. But now it's become the

:08:07.:08:10.

latest victim of budget cuts. Here's our political editor Richard

:08:10.:08:15.

Moss. They are a regular sight on Cleveland's streets. But from April

:08:15.:08:18.

next year, the force will no longer have a mounted division. The Chief

:08:18.:08:21.

Constable says it's one of the hardest decisions she's had to take.

:08:21.:08:24.

But one that's driven by the need to make cuts. The area's police and

:08:24.:08:30.

crime commissioner is sympathetic. We are going to lose something like

:08:30.:08:34.

30% of the policing budget by 2015, so we are in difficult

:08:34.:08:39.

circumstances. I understand members of the public will be concerned,

:08:39.:08:42.

because the mounted section has been popular with people over the

:08:42.:08:46.

years, and a part of policing over the years, but we are into a

:08:46.:08:50.

different era now where financial circumstances are a lot more tight

:08:50.:08:55.

and we have to make difficult decisions. Cleveland Police says it

:08:55.:09:00.

costs half a million pounds a year to run the Mountain Division. Seven

:09:00.:09:04.

of the officers are here will be redeployed, so it will save around

:09:04.:09:11.

88,000 per year by disbanding this section.

:09:11.:09:14.

But for the staff affected and the public there is a relationship that

:09:14.:09:19.

goes beyond pounds and pence. The Police Commissioner does want to

:09:19.:09:22.

hear from any objectors, but the final decision will still lie with

:09:22.:09:27.

the Chief Constable. I will go through the report, and I will have

:09:27.:09:31.

questions and concerns as well, so there will be a scrutiny process,

:09:31.:09:35.

and that is the basis on which Crown Commissioners were

:09:35.:09:41.

established. Next month will mark the

:09:41.:09:44.

anniversary of Cleveland's mounted section. But it looks like its 40th

:09:44.:09:54.
:09:54.:10:03.

year will be its last, and these horses will need new homes.

:10:03.:10:08.

Paul and Linda Spencer were killed in Reddin Park in January 2008 when

:10:08.:10:13.

their helicopter crashed. Eyewitnesses said they saw the

:10:13.:10:17.

helicopter has been into the ground. Peter Lugg was at the inquest.

:10:17.:10:22.

It was on 26th January 2008 that 43-year-old multi-millionaire

:10:22.:10:26.

businessman Paul Spencer crashed his brand new Gazelle helicopter

:10:26.:10:31.

while attempting to land in the grounds of Reading park, a luxury

:10:31.:10:37.

hotel. Also killed in the accident was his 59-year-old wife Linda.

:10:37.:10:42.

Both are said to have died from severe multiple injuries. This

:10:42.:10:47.

venue was one of the couple's favourites, with a helicopter

:10:47.:10:53.

landing pad, golf courses and restaurants. It is used by pop

:10:53.:10:57.

stars and millionaires. The purpose of the inquest will be simply to

:10:57.:11:01.

establish the cause of death. On the day of the accident, wind

:11:01.:11:05.

conditions were said to be gusty. Eye witnesses recalled seeing a

:11:05.:11:10.

helicopter spinning and falling to the ground, Toll first. Michelle

:11:10.:11:14.

Prescott, who considered going up with the Spencers for an aerial

:11:14.:11:17.

view of the estate, as was one of the first at the scene. She could

:11:17.:11:23.

do nothing to help, and was forced back by a strong smell of aviation

:11:23.:11:27.

fuel. An inquiry has already determined that the cause of the

:11:27.:11:32.

crash was due in part to Mr Spencer's lack of experience and

:11:32.:11:38.

probable training inadequacies. In February this year, his flying

:11:38.:11:41.

instructor was jailed for six months for falsifying his flight

:11:41.:11:46.

records. His lob was described as a work of fiction. The inquest is

:11:46.:11:56.

A two-week public inquiry into proposals to extend both the Lake

:11:56.:11:59.

District and the Yorkshire Dales National Parks is under way in

:11:59.:12:01.

Cumbria. If approved, both national parks would extend to either side

:12:02.:12:07.

of the M6 at Tebay. But the plans are controversial. Many people in

:12:07.:12:10.

the tourist industry say it would be a great idea to increase visitor

:12:10.:12:18.

numbers. But some farmers are against it. Here's Peter Marshall.

:12:18.:12:22.

Some might say they're a national treasure, but Middleton and cast it

:12:22.:12:30.

unfurls are not part of a national park. The inquiry is open. This

:12:30.:12:34.

inquiry could change that. It is considering extending both the

:12:34.:12:40.

Yorkshire Dales National Park and the Lake District National Park.

:12:40.:12:44.

have called this unfinished business for 60 years. When the

:12:44.:12:48.

boundary was drawn up in the early 1950s, they put them in the wrong

:12:48.:12:54.

place. They cut them right through the middle. It is about time that

:12:54.:13:02.

we corrected these boundaries. proposals suggest expand in the

:13:02.:13:06.

Lake District in the east and south, and these areas would be added to

:13:06.:13:10.

the Yorkshire Dales. Cumbria County Council is against the proposals.

:13:10.:13:17.

It appears -- fears the effect of national park status on house

:13:17.:13:23.

prices. The affordability to live here without bring the house prices

:13:23.:13:30.

and rented prices prohibitive. Those who represents some moral

:13:30.:13:34.

business say areas around Middleton Fell are not suited to tourism.

:13:34.:13:39.

is not set up for a huge influx of numbers. The roads and lanes are

:13:39.:13:44.

very narrow. When people get there, there will be nowhere for them to

:13:44.:13:51.

park. National parks are wonderful brands, so it should benefit a lot

:13:51.:13:56.

of businesses, whether it is a hotel or a pub or a village shop.

:13:56.:14:00.

The final decision on whether places like this will become part

:14:00.:14:03.

of a national park is expected to be announced by the environment

:14:03.:14:13.
:14:13.:14:18.

A six-year-old girl from York has attended the 60th anniversary of

:14:18.:14:20.

the Queen's coronation at Westminster Abbey. Bailey Smith has

:14:20.:14:23.

been given special permission to take the place of her grandfather

:14:23.:14:28.

Bev Jones, who's too ill to go. Cathy Killick reports.

:14:28.:14:31.

The coronation was an extraordinary occasion, not only for the Queen,

:14:31.:14:35.

but everyone watching her. Thousands took part in the event.

:14:35.:14:42.

One of them was bed Jones, head chorister at York Minster, who sang

at the coronation. He had just been He went on to gain four music

:15:05.:15:11.

precious day. He can remember that day right from when they were woken

:15:11.:15:16.

in the morning at 4 o'clock to get ready. They were given very little

:15:26.:15:27.

breakfast for fear that the young boys, and one or two of the boy is

:15:27.:15:33.

smuggled apples with them. Palace staff allowed Lenzly to take their

:15:33.:15:37.

granddaughter instead of her husband as he was unable to go. She

hopes to be a chorister, too, with her name joining his on the honours

the Abbey today. And have told most of my friends, and they are all

:15:50.:15:54.

really jealous, and they say they wish they were going. They are

:16:04.:16:07.

proud that I get to go to see the 2000 people were invited to the

:16:07.:16:11.

anniversary celebration, and while it was clearly an important

:16:11.:16:15.

occasion for the Royal Family, it was moving, too, for the Jones

:16:15.:16:25.
:16:25.:16:30.

family from York, thinking of bed A fantastic day for Bailey there.

:16:30.:16:33.

It was the night he'd planned himself - a spectacular highlight

:16:33.:16:35.

of his charity Foundation. Sadly, Sir Bobby Robson's 80th birthday

:16:35.:16:38.

celebrations had to go ahead without him. It all happened in

:16:38.:16:43.

February this year, nearly four years after Sir Bobby's death. His

:16:43.:16:46.

foundation goes from strength to strength, and today a new

:16:46.:16:48.

fundraising DVD of that big night has been released. Gerry Jackson

:16:49.:16:58.
:16:59.:16:59.

Even as he launched his cancer foundation in 2008, Sir Bobby knew

:16:59.:17:05.

he didn't have long left to oversee it. In fact, it would be little

:17:05.:17:08.

more than a year. But he was still planning for evenings, just like

:17:08.:17:18.
:17:18.:17:21.

this. It was Sir Bobby's own idea to gather stars and entertainers

:17:21.:17:27.

for a night of entertainment. And that is exactly what he got.

:17:27.:17:37.
:17:37.:17:39.

:17:39.:17:49.
:17:49.:17:56.

And he walks out of the door, and You got to saying on the night?

:17:56.:18:01.

me and Russell Watson performed Barcelona together. It was very

:18:01.:18:09.

emotional. My dad loved the show. One very big name couldn't be there

:18:09.:18:16.

at the Sage on that very night. But his own poignant tribute is here on

:18:16.:18:26.

the DVD. I had a relapse. I nearly was there to see you again, but I

:18:26.:18:30.

got through it. Thanks for giving me a great career. Lots of love,

:18:30.:18:40.
:18:40.:18:41.

It is just so vibrant and so emotional. I still cry, and I have

:18:41.:18:44.

seen it 15 times. The event itself raised around

:18:44.:18:47.

80,000. It's hoped the sales of this DVD will add a lot more for a

:18:47.:18:50.

foundation now worth over 5 million, and whose founder

:18:50.:19:00.
:19:00.:19:05.

continues to command respect and Ombersley a great night, and now

:19:05.:19:11.

you can enjoy it on that DVD. But before I sound too much like a plug,

:19:11.:19:16.

let's get on with the sport. Newcastle Falcons have continued

:19:16.:19:19.

their recruitment drive with the signing of Munster centre Danny

:19:19.:19:22.

Barnes. The 23-year-old, who was born in New Zealand, is Irish

:19:22.:19:24.

qualified and has represented Ireland U20s. He played for Munster

:19:24.:19:27.

in the Heineken Cup and was the club's second-highest try scorer in

:19:27.:19:30.

2011-12. The Falcons, who lifted the Championship trophy last week,

:19:30.:19:32.

have now signed seven players as Dean Richards bolsters his squad

:19:32.:19:35.

ahead of the new Premiership season. Meanwhile, scrum half Jordi

:19:35.:19:37.

Pasqualin has joined Championship side London Scottish on a two-year

:19:37.:19:45.

Well, it's been a day of glorious sunshine for many, but after the

:19:45.:19:47.

appalling spring weather, the England and Wales Cricket Board is

:19:47.:19:50.

said to be considering an earlier start to the domestic season with

:19:50.:19:52.

some matches played abroad to avoid postponements and fixture

:19:52.:19:59.

congestion. Back to this summer, though, and much of the focus at

:19:59.:20:01.

Durham's International Cricket Ground is on its first Ashes Test

:20:01.:20:11.
:20:11.:20:16.

This is how the weather looked at Chester-le-Street on the first day

:20:16.:20:23.

of the season back in April. But it is looking better now, and England

:20:23.:20:28.

play the Aussies in just nine weeks. We are putting 5,000 permanent

:20:28.:20:33.

seats in, to take our capacity up to 15,000 seats. We have found a

:20:33.:20:41.

bit more seat -- space - and more seats to the back of this band --

:20:41.:20:48.

the stand to take it up to 17,500. A Durham have built a solid

:20:48.:20:52.

reputation for hosting cricket matches, and this latest investment

:20:52.:20:56.

is further proof that no-one can rest on the laurels. We are a

:20:56.:21:02.

modern ground, and everything we have added such as the Media Centre

:21:02.:21:06.

have only added to our quality. It is a competitive market out there.

:21:06.:21:10.

Grounds do compete for the games we get, so we are just putting

:21:10.:21:15.

ourselves and a better position with this new seating. This Ashes

:21:15.:21:18.

match is one of the big highlights of the summer sporting calendar,

:21:18.:21:24.

but will England be basking in the county sunshine come August?

:21:24.:21:26.

Some tickets are still available. Now, if being a sports reporter

:21:27.:21:30.

sounds like the perfect job and you think you've got what it takes, the

:21:30.:21:33.

BBC wants to hear from you. This year's sports peporters trainee

:21:33.:21:36.

scheme Kick Off has been launched, and we're looking for people who

:21:36.:21:39.

have a passion for sport, but maybe not the media knowledge to take it

:21:39.:21:43.

any further. Successful candidates join a local BBC station for work

:21:43.:21:46.

experience on our radio or online sports desks for eight weeks over

:21:46.:21:51.

the summer. Matthew Raisbeck, who's now a sports presenter and

:21:51.:21:59.

commentator on BBC Newcastle, came through the scheme a few years ago.

:21:59.:22:05.

It gave me the opportunity that I was looking for to get into sports

:22:05.:22:09.

and football media, and it gave me the ground in that I wanted in both

:22:09.:22:13.

radio and online with a little television as well, so it was

:22:13.:22:17.

across all platforms, which is really important, because media is

:22:17.:22:21.

in so many forms these days. It was a fantastic introduction, and

:22:21.:22:27.

really gave me the opportunity to develop and then stay in the

:22:27.:22:31.

industry, and eventually get a full-time job. It can be done! For

:22:38.:22:47.

by typing BBC Sport Kick Off into my search engine. I should go for

:22:47.:22:50.

that, because my sport knowledge is second to none!

Yes, it might help! Whitby is a million miles away from

:22:55.:22:58.

the opulence of Abu Dhabi in the United Arab Emirates, but the

Yorkshire coast is exactly where Sultan Al Darmaki wanted to put his

:23:01.:23:04.

money to help boost a horror film festival. He says that the Bram

Stoker International Film Festival should now be bigger and better

than ever, and with the promise of A-list celeb names, as Phillip

He says he could have chosen can or Venice, but Sultan Al Darmaki has

:23:27.:23:32.

fallen in love with their history and folklore of Whitby. He finds

himself here after a lifelong fascination with horror,

:23:35.:23:39.

particularly Hammill horror films, and Whitby might be small on the

:23:39.:23:45.

world stage, but he has plans for big names here in the autumn.

:23:45.:23:48.

want to bring in a lot of relevant names, big names in the horror film

and sci-fi industry, a lot of A- list people, to this festival.

wouldn't be drawn on just which A- list as might be walking the

But unfortunately I haven't got the bill. And still have to get that

:24:20.:24:25.

collaboration came about. We made contact, and he agreed to meet me

:24:25.:24:29.

in London. We then agreed it would be better to meet in Whitby, and he

:24:29.:24:33.

fell in love with the idea of the festival in the town. With so many

people in Whitby reliance -- reliant on the tourism created by

:24:39.:24:45.

Bram Stoker, there is excitement. It sounds really good. Hopefully it

:24:45.:24:49.

will begin -- bring a lot more tourists into the town. We get a

:24:49.:24:55.

lot of Dracula followers here, so it would be good. I don't want to

:24:55.:24:59.

scare the kids, but when I was given the chance to wear one of the

actual cloaks won by Christopher Lee, I thought it would be rude not

to! The hall of Whitby will be in Bram Stoker fever in October, when

one of the biggest and best festivals to hit the town yet will
