Hello. Welcome to Thursday's Look North. Tonight, a Government | :00:04. | :00:11.
decision not to raise the cost of owning a gun is branded an utter | :00:11. | :00:15.
disgrace by a campaigner whose mother was shot dead. | :00:15. | :00:20.
Bobbies with the blues. 80% of the police officers in one of the | :00:20. | :00:23.
north's forces say they've low morale. They want you as a new | :00:23. | :00:29.
recruit. The push to find the next generation of royal naval officers. | :00:29. | :00:34.
Raising the Costa Concordia. How one of the north's firms played their | :00:34. | :00:39.
part in the salvage of the vessel. And in sport here at | :00:39. | :00:44.
Chester—le—Street, Durham were crowned cricket's County | :00:44. | :00:48.
Championships. A remarkable achievement for the youngest county | :00:48. | :00:52.
side lifting their third title in just six seasons. | :00:52. | :01:02.
It's a decision which has been branded an utter disgrace. Bobby | :01:03. | :01:09.
Turnbull's been campaigning for tougher gun laws shins his mother | :01:09. | :01:13.
and two other family members were shot and killed at their home in | :01:13. | :01:19.
County Durham. The Government promised him they'd impose a big | :01:19. | :01:25.
rise in gun licenses. But the change has been ditched. MrTurnbull fears | :01:25. | :01:31.
that will put public safety at risk. Michael Atherton had a history of | :01:31. | :01:35.
Demos particular and drink—related violence. He also had a firearms | :01:35. | :01:40.
certificate. On New Year's Day last year, Atherton shot and killed three | :01:40. | :01:45.
members of his family before turning the gun on himself. Bobby Turnbull | :01:45. | :01:49.
lost his mother, sister and aunt in the shootings. He's been campaigning | :01:49. | :01:54.
to toughen gun law ever since. He says the licence fee is too low and | :01:54. | :01:59.
putting lives at risk. An increase could fund a tighter system. It | :01:59. | :02:03.
could be used for better background checks. I believe if it is generated | :02:03. | :02:09.
back into police and firearms departments it could protect public | :02:09. | :02:15.
safety. Three months ago at a meeting in London, the Home Office | :02:15. | :02:20.
Minister Damian Green promised bucky Turnbull the price would rice. That | :02:20. | :02:27.
plan has now been shelved by a Cabinet committee. I am frustrated | :02:27. | :02:32.
by this. In the vast majority, people are law abiding. But they | :02:32. | :02:38.
have a well funded lobby which can touch decision makers and they've | :02:38. | :02:44.
brought their influence to bear. I was expecting to hear there was an | :02:44. | :02:49.
increase in the cost of a license. To hear they are delaying it to look | :02:49. | :02:55.
at it at a later date is very from you straighting. For them to agree | :02:55. | :02:59.
and then go back on their word, it is hard to understand why. The | :02:59. | :03:04.
charge for a five—year firearms certificate has replaned the same | :03:04. | :03:09.
for over a decade. But there's a lot of work for the police to do if they | :03:09. | :03:14.
are to weed out though unsuitable to hold a gun. It costs se £250 to | :03:14. | :03:21.
handle each application. They estimated the cost of licenses was | :03:21. | :03:29.
£25 million. Yet only 6.4 million were collected in fees. That a loss | :03:29. | :03:39.
of £18.6 million loss nor the taxpayer. I think this is | :03:39. | :03:44.
ridiculous. I understand at a time of austerity people need to be | :03:44. | :03:48.
careful about increasing the cost of anything. But this clearly is low | :03:48. | :03:53.
and a review is long overdue. But gun owners say the police figures | :03:53. | :03:59.
are inflated and disguise the fact gun control at some forces, | :03:59. | :04:05.
including Durham, is inefficient. We are all for paying a fair price for | :04:05. | :04:10.
a fair and decent service which protects the public and provides us | :04:10. | :04:14.
with a good service. No problem with that. A fair price means the full | :04:14. | :04:19.
cost that it costs the police? Yes, if it is a full necessary cost. We | :04:19. | :04:24.
don't want to pay for unnecessariburg ok Si or paying for | :04:24. | :04:29.
the slip shod service which had de such disastrous results at Durham. | :04:29. | :04:35.
The Government has received details from ACPO. We asked the Policing | :04:35. | :04:38.
Minister Damian Green for an interview. But he wasn't available. | :04:38. | :04:44.
The Home Office told us it remained committed to ensuring the taxpayer | :04:44. | :04:48.
did not continue to subs die the cost of a gun license. A new plan | :04:48. | :04:53.
along those lines would be made public soon. | :04:53. | :05:00.
If you have a view on that story log on to the Look North Facebook page | :05:00. | :05:05.
and let us now what —— know what you think. | :05:05. | :05:12.
80% of police officers in North Yorkshire say they're suffering from | :05:12. | :05:19.
low morale according to a survey by the county's Police Federation. The | :05:19. | :05:23.
organisation which rep scents rank and file officers says many of its | :05:23. | :05:27.
members want paperwork to be cut and more officers recruited to work on | :05:27. | :05:31.
the frontline. The Chief Constable on the force says he has a committed | :05:31. | :05:37.
and motivated team but the economic crisis is having a knock on effect. | :05:37. | :05:43.
John Cundy has this report. As four years of massive police cuts | :05:43. | :05:48.
nationally begin to bite, 100 members of the Police Federation in | :05:48. | :05:51.
North Yorkshire will tonight tell their Chief Constable of their fears | :05:51. | :05:57.
for the future. In my 29 years service in this count I county this | :05:57. | :06:05.
is the lowest I've known morale. The a federation poll said 80% saying | :06:05. | :06:14.
morale ofs low. 84% were worried by training cuss. We need to deliver a | :06:14. | :06:19.
quality service to victims, the vulnerable and offenders. We can't | :06:19. | :06:24.
do that if people's heads are down. National police commentators, goes | :06:24. | :06:33.
further. I'm hearing there are lots of officers across the country | :06:33. | :06:37.
becoming ill with stress—related illnesses. Officers on or off—duty | :06:38. | :06:43.
are working 24 seven. We hear when things go wrong. Police officers and | :06:43. | :06:47.
our emergency services are running towards that danger. The Federation | :06:47. | :06:54.
have been battered. They've not been spoken to or engaged with with at | :06:54. | :06:59.
Government level for many years. North Yorkshire's chief scone stab | :06:59. | :07:06.
Dave Jones acknowledges the concerns of the federation but says it is to | :07:06. | :07:10.
the fore's credit that North Yorkshire has the highest public | :07:10. | :07:15.
satisfaction ratings in the country. This is a wake—up call. This is | :07:15. | :07:21.
about what's gone on over the last few years. Let's put it right. Maybe | :07:21. | :07:28.
not quite an emergency but, for many North Yorkshire police officers, the | :07:28. | :07:31.
problems they say are certainly urgent. | :07:31. | :07:38.
A 68—year—old man's died in a house fire in Carlisle. It happened in the | :07:38. | :07:42.
city's Newton Close. Firefighters say an old armchair was set alight | :07:42. | :07:49.
after a match was Di carded into a nearby waste paper bin. The man's | :07:49. | :07:55.
not yet been name Cannabis estimate add at £65,000 was | :07:55. | :08:05.
found. A tip—off was given to the police. A 50—year—old man was | :08:05. | :08:09.
arrested. Officers say remote farms and buildings can be attractive to | :08:09. | :08:14.
criminals. Grows of this particular nature are on the increase. Because | :08:14. | :08:19.
of the rural nature of the county these derelict buildings are there | :08:19. | :08:24.
to be exploited. As long there's key supplies of water and electricity, | :08:24. | :08:29.
we are finding these turning up more and more. | :08:29. | :08:33.
The raising of the cruise ship Costa Concordia was the largest ever | :08:33. | :08:37.
salvage of a passenger vessel on record. A County Durham company | :08:37. | :08:41.
played the key role in the delicate operation. Deepocean from Darlington | :08:41. | :08:50.
provided the essential 3D model of the vessel for the salvage company | :08:50. | :08:52.
to work from. The operation to raise the Costa | :08:52. | :08:58.
Concordia after 20 months on its side was long and complex. It too | :08:58. | :09:03.
two hours for the movement of the colossal ship to become visible to | :09:03. | :09:08.
the eye and 19 hours in total before it was fully righted. That the 114 | :09:08. | :09:14.
ton recognise was lifted off the rock is thanks in part to this | :09:14. | :09:18.
darnling ton company. It made a 3D image of the Costa Concordia resting | :09:19. | :09:25.
on its rocky seabed perch with lasers above the water and echo | :09:25. | :09:29.
sounders below. Previously, divers would have gone down and taken | :09:29. | :09:33.
different structures which are needed to right the boat to be | :09:33. | :09:40.
lifted in. Are previously divers would have taken different sketches | :09:40. | :09:46.
of part of the submerged structure. Engineers planned from that. A diver | :09:46. | :09:50.
can never see the full bigger picture. He can't take contest. With | :09:50. | :09:57.
this, he can build up with squares, a full 3D structure of the whole | :09:57. | :10:03.
vessel. The ship will be refloated and scrapped. Darlington expertise | :10:03. | :10:08.
is still needed and work goes on. The side of the vessel tilted into | :10:08. | :10:13.
the rock, no—one had access to. We are out there at the moment | :10:13. | :10:18.
surveying the side of the vessel in towards the island so the engineers | :10:18. | :10:24.
can understand the exact shape of the hull before it was buckled by | :10:24. | :10:28.
the rock. The company's using the technology it developed in other | :10:28. | :10:32.
subsea ways. Surely safe to say nothing will rival its part in the | :10:32. | :10:37.
largest salvage of a passenger vessel on record. | :10:37. | :10:43.
An investigation's underway after the sit izens Advice Bureau in | :10:43. | :10:53.
Newcastle inadvertently released conflict information about some of | :10:53. | :10:57.
its client were accidentally made available on the internet. The | :10:57. | :11:03.
information commissioners office is looking into the incident. Newcastle | :11:03. | :11:09.
CAB say all those affected are being contacted. | :11:09. | :11:12.
11 failing Hospital Trusts, including north Cumbria University | :11:12. | :11:20.
hospitals, are to have their management teams taken over. The | :11:20. | :11:25.
Cumbrian trust is in special measures following the Keogh vi view | :11:25. | :11:30.
earlier this year. The trust released a statement pointing to | :11:30. | :11:34.
several improvements it has made since being in special measures such | :11:34. | :11:41.
a 20 more special consultants and extra #234urss | :11:41. | :11:47.
The leader of the UK Independence Party dismissed suggestions the | :11:47. | :11:50.
north—east economy would be put in danger if we left the European | :11:50. | :11:56.
Union. There were reports Nissan could review its investment plans if | :11:56. | :12:02.
Britain left the EU. Nigel Farage said a big plan like Nissan would | :12:02. | :12:10.
not withdraw. But they will not do that because we're going to go on | :12:10. | :12:15.
trading freely just as Norway, Switzerland and 48 other global | :12:15. | :12:20.
countries. The UK is now the biggest export market in the world for | :12:20. | :12:24.
France and Germany. They need us far more than we need them. | :12:24. | :12:29.
You can see more of that interview with Nigel Farage on Sunday politics | :12:29. | :12:33.
this Sunday at 11.00am. Still to come: Geoff's live in | :12:33. | :12:40.
Chester—le—Street for those cricketing celebrations. | :12:40. | :12:43.
They are still going on. Join me later to find out how this trophy | :12:43. | :12:48.
made its way back to Durham. It is beginning to look like autumn. Over | :12:48. | :12:54.
the welcomed, at least for some, it will look like summer. Join me later | :12:54. | :13:00.
for the detail. They are the next generation of | :13:00. | :13:04.
royal naval officers. Some are barely 18. The Navy's looking for | :13:04. | :13:08.
them in our region at the very beginning of the student's | :13:08. | :13:13.
university lives. The undergrabbed watts are offered a taste of the | :13:13. | :13:17.
Navy lifestyle and discipline. In return, it is hoped some will go on | :13:17. | :13:23.
to be future leaders in the service. From the Tyne, gry Jackson reports. | :13:23. | :13:29.
They could be a few years away from the bridge of a powerful warship. | :13:29. | :13:36.
They start off more modestly. We are on HMS example. 20 metres long, she | :13:36. | :13:41.
has a full—time navy crew of five and up to 12 look at students abored | :13:41. | :13:47.
at any time. They are learning to streer the ship, draw fixes on the | :13:47. | :13:51.
charts. They are getting fully involved as well as developing | :13:51. | :13:55.
leadership and management skills and developing as fully—rounded | :13:55. | :13:58.
characters. That means responsibility. At the wheel with | :13:58. | :14:05.
1200 horse power at her fingertips, Northumbria University student | :14:05. | :14:11.
Rachel Robinson. Mid—ship, steer. It has increased by confidence. When I | :14:11. | :14:16.
joined I was a little shy. Working as a team you get the opportunity to | :14:16. | :14:20.
push yourself and take yourself out of your comfort zone. It has a big | :14:20. | :14:27.
social side as well. Man overboard. Starboard side. Around 50 students | :14:28. | :14:36.
are taken on from the North East von Vriesities at any one time. For now, | :14:36. | :14:39.
there's no long—term commitment on either side. What the Navy's looking | :14:40. | :14:47.
for is potential. We deploy every Easter holidays days for four weeks | :14:48. | :14:53.
and summer holidays for six weeks. They'll spend ten days on board. | :14:53. | :14:58.
Every Thursday night during term time drill nights, learning and | :14:58. | :15:04.
theiry and basics before putting it into packities. —— practice. It is | :15:04. | :15:11.
cosy in here. That teaches the students team work, discipline and | :15:11. | :15:18.
have to give and take. I think this forces you to grow up early. You get | :15:18. | :15:24.
pushed into the deep end and you have to cope. To show you can get on | :15:24. | :15:30.
with 12 other people in such a confined space. For a long period of | :15:30. | :15:35.
time. It shows employers you will be fine in the workforce. Like our | :15:35. | :15:40.
other armed forces, the Navy has been going through a period of slow | :15:40. | :15:44.
con traction. So, while the top brass needs to know junior officers | :15:44. | :15:48.
of the future are already being identified, they need to know the | :15:48. | :15:53.
Royal navy will a stable, long—term employer. I think we've always been | :15:53. | :15:58.
such a significant Navy all other nations have looked up to. We are | :15:58. | :16:02.
still building new ships. We are remaining modern. There's no way | :16:02. | :16:07.
that will change. We still remain a force to be reckoned with. | :16:07. | :16:15.
Looks exciting. So does this. It has been quite a year for Durham | :16:15. | :16:20.
cricket. Jeff is in Chester—le—Street for us tonight. | :16:20. | :16:24.
Jeff. Snell Carol, if you can hear any singing in the background it is | :16:24. | :16:28.
because celebrations are still going on here. Durham have been crowned | :16:28. | :16:32.
the King's of English cricket once again. It took them an hour to knock | :16:32. | :16:37.
off the runs they needed to beat Nottinghamshire and be crowned | :16:37. | :16:43.
county champions for 2013. A remarkable achievement given at the | :16:43. | :16:47.
start of the season many experts were tipping them for relegation. | :16:47. | :16:54.
This was the moment Durham sealed an eight wicket win over knots, their | :16:54. | :17:00.
fifth victory in a row —— over Nottingham. Their fifth victory in a | :17:00. | :17:07.
row. They won the County Championship for the third time in | :17:07. | :17:11.
six seasons. A remarkable achievement for any club but | :17:11. | :17:14.
especially one which had to shed staff because of financial problems | :17:15. | :17:18.
and which couldn't afford an overseas star this year. They relied | :17:18. | :17:23.
on the locals. Six from this team are from the north—east niece. One | :17:23. | :17:27.
from Cumbria. Nine came through the Durham ranks. That makes it even | :17:27. | :17:31.
more special. That's the best part about it. They are all local, or the | :17:31. | :17:36.
majority. They are all friendly. No airs and graces. It is all | :17:36. | :17:42.
home—grown talent. Local lads done proud, made us proud. These guys | :17:42. | :17:47.
have had to improve their cricket and quickly. They've been thrown in | :17:47. | :17:52.
at the deep end but have responded very well. They seem to enjoy the | :17:52. | :17:56.
responsibility. There is a serious amount of tallent in that dressing | :17:56. | :18:01.
room. Durham went into day three of the game with all wickets in tact | :18:01. | :18:06.
and needing only 69 to win. It looked like the party would be put | :18:06. | :18:09.
on hold until tomorrow. Then the skies cleared. By early afternoon, | :18:09. | :18:14.
the chase was on. There was never any doubt they would get there. But | :18:14. | :18:20.
word got around, the die—hards made a dash for Chester—le—Street. While | :18:20. | :18:24.
there were a couple of hiccups, the end came within the hour. It was | :18:24. | :18:31.
left to batsman Mark Stoneman to reach the boundary A prude moment | :18:31. | :18:35.
indeed. Phenomenal, really. A team effort | :18:35. | :18:40.
all year. Someone was going to get that glory moment today. Credit to | :18:40. | :18:46.
everyone in the dressing room. To see local youngsters winning games | :18:46. | :18:50.
for Durham has been very satisfying. From a captain's point of view to | :18:50. | :18:54.
watch them blossom and grow into men. | :18:54. | :19:00.
When he accepted the trophy Paul Collingwood paid tribute to the | :19:00. | :19:06.
coach who suffered a fatal heart attack in June. Within a few weeks, | :19:06. | :19:10.
he was back here at the club. He was around today to share in this latest | :19:11. | :19:16.
success. Some lovely words from Paul saying they did it for you? That's | :19:16. | :19:23.
fantastic. It was an unscheduled mid—season break. They just kept | :19:23. | :19:27.
playing. They got on to a role in terms of four—day cricket. They | :19:27. | :19:30.
haven't stopped. Very nice sentiments but it is all about | :19:30. | :19:36.
Durham cricket club not myself. Third title in six years. How does | :19:36. | :19:40.
it compare? They are all fantastic. It is all for Durham cricket club | :19:40. | :19:45.
and Durham people. So much work has gone in over 21 years. It is | :19:46. | :19:50.
wonderful to have that repaid in terms of winning cricket matches and | :19:50. | :19:56.
trophies. Congratulations to Geoff Cook and to Durham. Commiserations | :19:56. | :19:59.
to Yorkshire having led the table for so long. They'll have to | :19:59. | :20:04.
settling for second place. They go into the final game against | :20:04. | :20:10.
Middlesex with a lead of 212. On to another Durham team. An interesting | :20:10. | :20:17.
sub plot will be how the university based Durham Wildcats fare in their | :20:17. | :20:20.
third campaign as a top flight club. They've signed several new players | :20:20. | :20:24.
from the American college system. They are aiming for the play—offs. | :20:24. | :20:31.
The The new man at the helm Lee Davie has been working them hard in | :20:31. | :20:36.
training. It follows the departure of Dave Elderkin who guided the | :20:36. | :20:40.
Wildcats to ten victories last season. A massive improvement on the | :20:40. | :20:45.
three wins they achieved in the first year. I'll be up there, | :20:45. | :20:50.
active. To make sure we are doing things the right way. You'll see me | :20:50. | :20:56.
very animated at times. As the year goes on, I'm hoping the guys will | :20:56. | :21:01.
take the lead. Come game day it is their team. They have to work | :21:01. | :21:05.
together on the floor, find the best way to get the job done. He knows | :21:05. | :21:11.
the British game. Well networked. Spent a lot of the summer talking to | :21:11. | :21:15.
more experienced colleagues around the country. Picking up guidance. | :21:15. | :21:20.
Lee will be fine. He wouldn't have the job if I wasn't 100% sure he was | :21:20. | :21:26.
the right man to take us forward. Davy, 32 and from Gateshead will get | :21:26. | :21:32.
help from Ralph Bucci who returns for another season with the | :21:32. | :21:37.
Wildcats. Of the seven new recruits five are from the UK. Mike Allison | :21:37. | :21:50.
and... The first day I got here I walked round the Cathedral and | :21:50. | :21:55.
around town. In running errands I've done what a lots of locals do. | :21:56. | :22:02.
Really cool so far. With the Wildcats sister team preparing for | :22:02. | :22:09.
life in the second league it seems the sport is coming to fruition. | :22:09. | :22:14.

James' Park to celebrate his time. Peter Beardsley andy coal as well as | :22:39. | :22:47.
Alan Shearer turned out for him. Our region's had a number of winners | :22:47. | :22:51.
in the Sainsbury's school games in Sheffield. The biggest youth sports | :22:51. | :22:57.
event in the UK. David ion from Newcastle Eastles and Nathanial | :22:57. | :23:03.
Patterson from the Bann they ares won gold. And gold for Lucy McKenzie | :23:03. | :23:11.
in the 200 metres back stroke. I could see the board. I saw my score. | :23:11. | :23:17.
Thought I needed to go faster. Going back to my club. The season's only | :23:17. | :23:21.
just started. Training hard for that. Trying to get on to the junior | :23:22. | :23:27.
GB squad. Good, yeah, keep my training up. | :23:27. | :23:35.
And Durham have struck gold here. Celebrations still going on. | :23:35. | :23:39.
Carroll, back to you. Managed to stay focussed there and | :23:39. | :23:44.
not join in the celebrations. Not yet! Time for the weather, Paul. | :23:44. | :23:50.
I'm looking forward tosome sunshine. Don't disappoint. | :23:50. | :23:55.
Zbl We can offer warmer temperatures towards the weekend. This evening | :23:55. | :24:03.
sees a very autumnal picture. The colours looking splendid there. For | :24:03. | :24:07.
the weekend, some of us may feel more like summer than autumn. | :24:07. | :24:11.
Generally drier and brighter than today. Some places will feel | :24:11. | :24:16.
noticeably warmer. But, it is never plain sailing. Not the same story | :24:16. | :24:19.
right across the region. This evening, a lot of cloud around. And | :24:20. | :24:23.
some rain. Still that blankets of clouds. Patchy rain this evening. | :24:23. | :24:28.
Most places dry up overnight. Any time of the cloud breaks we could | :24:28. | :24:33.
see one or two mist patches forming. Temperatures dipping into single | :24:33. | :24:37.
figures under those cloud breaks. Six or seven Celsius at the lowest. | :24:37. | :24:44.
The winds easting into a light west to north—westerly breeze. Tomorrow, | :24:44. | :24:48.
a dry day for many east of the Pennines. That is where we'll see | :24:48. | :24:54.
the best of the brightness. Some decent bright spells. Further west, | :24:54. | :24:58.
more cloud. Perhaps thick enough for the odd spot of light drizzle. Many | :24:58. | :25:07.
places staying dry. Temperatures—wise, many places | :25:07. | :25:10.
sticking in the mid—teens, 15—16 Celsius. So more prolonged sunshine | :25:11. | :25:15.
like in North Yorkshire could see 17 or 18 Celsius. Malton, the low 60s | :25:15. | :25:25.
Fahrenheit. The winds light from the westerly direction. | :25:25. | :25:28.
High pressure building. It doesn't mean wall to wall sunshine or | :25:28. | :25:32.
tropical temperatures. But it does mean a fairly settled spell of | :25:32. | :25:35.
weather through the weekend and into the beginning of the next working | :25:35. | :25:40.
week. If you're out and about over the next fee days, an east/west | :25:40. | :25:45.
split. Saturday, cloud in the west. Most places dry. Further east, | :25:45. | :25:49.
better chance of the cloud breaking, better chance of bright spells. | :25:49. | :25:54.
Temperatures in the high tense Saturday afternoon. A south—westerly | :25:54. | :25:59.
wind. The east/west split mapped on Sunday. A fair amount of cloud in | :25:59. | :26:04.
Cumbria. Further east, the cloud much more broken, much more in the | :26:04. | :26:10.
way of sunshine. In that south—westerly, temperatures 20 or | :26:10. | :26:13.
21 Celsius near the north—east coast. That's nudging 70 Fahrenheit. | :26:13. | :26:19.
That's the picture for the next few days. Remember to keep your | :26:19. | :26:22.
September weather pictures coming. Soon we'll look for the big during | :26:22. | :26:27.
that will feature on the September page in the Look North weather | :26:27. | :26:32.

Let's indulge ourselves in a night of celebration and return to Jeff at | :26:48. | :26:54.
the riverside ground in Chester Le street for the big Newson the | :26:54. | :26:59.
cricket. What an amazing summer if you're a | :26:59. | :27:05.
cricket fan. England beat Australia here to clinch the Ashes. Now this | :27:05. | :27:13.
afternoon, Durham have won this. The highest honour in the domestic game. | :27:13. | :27:20.
They've done it with a team mainly made up from the north—east. With | :27:20. | :27:26.
apology to our viewers in Yorkshire who were pipped to the title we | :27:26. | :27:34.
leave you with this. Durham, champions of 2013. | :27:34. | :27:44. |
