As we go on air tonight, firefighters across the North are | :01:19. | :01:21. | |
staging their latest walk`out in a row over pensions. It's the first of | :01:22. | :01:24. | |
two strikes ahead of Bonfire Night, the second will be on Monday | :01:25. | :01:28. | |
morning. And, whilst there will be emergency cover, the message to us | :01:29. | :01:31. | |
all tonight is to postpone your fireworks parties, put out those | :01:32. | :01:34. | |
candles, and do everything you can to stay safe. Andrew Hartley is live | :01:35. | :01:47. | |
for us on a picket line on Tyneside. This is Gateshead Community Fire | :01:48. | :01:50. | |
Station, just one of scores across our region where firefighters are | :01:51. | :01:53. | |
going out on strike right now` a strike that will last until 11pm It | :01:54. | :01:57. | |
means that from now on our safety is being looked after by a network of | :01:58. | :02:00. | |
volunteers, managers, retired firemen, retained firemen and, of | :02:01. | :02:02. | |
course, some serving fire officers on what is expected to be a busy | :02:03. | :02:19. | |
night just ahead of Bonfire Night. In Cleveland some cover will come | :02:20. | :02:22. | |
from volunteers from the public who've been given basic training in | :02:23. | :02:25. | |
fire fighting and will only attend smaller fires. In Tyne and Wear | :02:26. | :02:29. | |
they're bringing in retired fire officers and others who may have | :02:30. | :02:31. | |
experience of providing fire cover somewhere else, with the military | :02:32. | :02:34. | |
for instance. In North Yorkshire the emphasis is on retained fire crews, | :02:35. | :02:38. | |
they're the people who have other jobs but provide an on`call service, | :02:39. | :02:41. | |
typically in more rural areas. But in Northumberland, Cumbria and | :02:42. | :02:44. | |
Durham it will be provided by managers and other fire service | :02:45. | :02:47. | |
personnel. But wherever you live the message is consistent ` there will | :02:48. | :02:51. | |
be cover even if it's spread a little more thinly, so dial 999 if | :02:52. | :02:54. | |
there's fire, but do everything you can to prevent a fire in the first | :02:55. | :03:10. | |

We would not recommend anyone having the wrong bonfire. If they are going | :03:21. | :03:26. | |
to do that, do it tomorrow night when there will be full cover | :03:27. | :03:30. | |
available. Nature that you do not leave pots and pans unattended when | :03:31. | :03:34. | |
you are cooking. If you are smoking make sure that your cigarettes are | :03:35. | :03:43. | |
properly snuffed out. Do not leave candles unattended. Check on your | :03:44. | :03:48. | |
neighbours. I'm joined now by Dave Turner from the Fire Brigades Union. | :03:49. | :03:51. | |
This is one of the busiest nights of the year for the fire service, you | :03:52. | :03:55. | |
stand accused of playing with our lives. We had been very professional | :03:56. | :03:57. | |
and methodical, but we have taken the night before on finite to | :03:58. | :04:01. | |
demonstrate to the government that we are intent on pursuing our | :04:02. | :04:03. | |
campaign. Government Ministers say the offer to firefighters is one of | :04:04. | :04:07. | |
the "most generous in the public sector" and brings their pension age | :04:08. | :04:11. | |
into line with the police and armed forces. What do you say to For a | :04:12. | :04:14. | |
start, the issue with the police and armed forces is a nonsense. The | :04:15. | :04:21. | |
offers are much more generous. I would say that it is generous to get | :04:22. | :04:25. | |
what you expected, when you signed up to the contract when you joined | :04:26. | :04:30. | |
the fire service. We are looking for is a fear and affordable pension | :04:31. | :04:38. | |
scheme. He was a police officer who was | :04:39. | :04:42. | |
supposed to uphold the law and serve the community. But Wayne Scott was a | :04:43. | :04:45. | |
sexual predator who raped and assaulted two women. He also | :04:46. | :04:48. | |
sexually assaulted a 15`year`old girl. Tonight, Look North can reveal | :04:49. | :04:53. | |
the first complaint about him was made ten years ago. We can also | :04:54. | :05:02. | |
reveal that three members of the public claimed he sexually assaulted | :05:03. | :05:05. | |
them while he was on duty, but no criminal action was ever taken. 11 | :05:06. | :05:09. | |
people have now come forward to say they were sexually assaulted by | :05:10. | :05:12. | |
Scott and detectives believe that number could be even higher. Stuart | :05:13. | :05:16. | |
Whincup has this exclusive report. Sat alone, wrapped in blanket, | :05:17. | :05:19. | |
waiting to be questioned. Wayne Scott raped two women and assaulted | :05:20. | :05:22. | |
them while he was a serving police officer. For years he got away with | :05:23. | :05:26. | |
it. As the truth finally came out during a five`day trial Scott cried | :05:27. | :05:29. | |
and shook his head throughout. This afternoon he was condemned by his | :05:30. | :05:37. | |
former colleagues. Wayne Scott was a sexual predator, he was a disgrace | :05:38. | :05:41. | |
to the office of Constable and he deserves to be behind bars. But this | :05:42. | :05:44. | |
was not an isolated cases. During his ten years as an officer with | :05:45. | :05:47. | |
Cleveland Police, a number of complaints were made against Wayne | :05:48. | :05:50. | |
Scott. From colleagues and from members of the public. Some were | :05:51. | :05:53. | |
serious allegations, but no criminal action was ever taken. In 2003 he | :05:54. | :05:58. | |
faced an internal hearing for making inappropriate comments to a | :05:59. | :06:00. | |
colleague. In 2009 a 15`year`old girl said she was sexually assaulted | :06:01. | :06:07. | |
by Scott while he was on duty. But she didn't report it till years | :06:08. | :06:10. | |
later. In 2010 a woman claimed she was sexually assaulted while she was | :06:11. | :06:14. | |
being arrested. And in 2011 another woman claimed Scott had sexually | :06:15. | :06:17. | |
assaulted her in the back of a police van. The Independent Police | :06:18. | :06:21. | |
Complaints Commission is now investigating Cleveland's handling | :06:22. | :06:34. | |
of the case. Three people came forward, why was he not arrested | :06:35. | :06:40. | |
sooner? We did investigate those allegations at the time. There was | :06:41. | :06:45. | |
not enough evidence for a criminal prosecution. The misconduct hearing | :06:46. | :06:52. | |
however did result in his dismissal. We then reopened all of the | :06:53. | :06:58. | |
investigations which resulted in us identifying further victims. The | :06:59. | :07:01. | |
court was told Scott drove one of his victims in his car to a field | :07:02. | :07:05. | |
away from public view. Then he raped her. 11 women now claim to have been | :07:06. | :07:08. | |
sexually assaulted by the former officer and detectives believe there | :07:09. | :07:13. | |
could be even more victims. I cannot be certain that there are not other | :07:14. | :07:16. | |
victims out there, I would appeal to them that if they have seen this | :07:17. | :07:20. | |
coverage to come forward now and contact us and obviously we will | :07:21. | :07:22. | |
investigate those fences. Wayne Scott was a sexual predator who | :07:23. | :07:26. | |
abused his power and his position. One of the women he raped said she | :07:27. | :07:29. | |
never told anybody what happened because he was a policeman and | :07:30. | :07:32. | |
nobody would have believed her. Scott will be sentenced in December. | :07:33. | :07:44. | |
The Japanese company Hitachi has said construction of its new County | :07:45. | :07:47. | |
Durham rail`carriage assembly plant will start in January next year. | :07:48. | :07:50. | |
Today it appointed a regional contractor to build the facility ` | :07:51. | :07:54. | |
the first of many contracts that the Transport Secretary said will be | :07:55. | :07:57. | |
coming to the region. Our Business Correspondent Ian Reeve reports from | :07:58. | :07:59. | |
the proposed site in Newton Aycliffe. | :08:00. | :08:02. | |
At last, some tangible progress. Hitachi has picked a company to | :08:03. | :08:05. | |
build its new carriage`assembly factory in Newton Aycliffe. It's | :08:06. | :08:17. | |
been a while coming. It was back in 2005 that the idea of replacing | :08:18. | :08:21. | |
ageing intercity traced Swiss first `` trains was first mooted. We need | :08:22. | :08:30. | |
to do things the right way, we have gone through planning consents and | :08:31. | :08:33. | |
archaeological surveys to make sure that there are no issues here. | :08:34. | :08:37. | |
Fortunately we are all through that and we are now looking for it. | :08:38. | :08:42. | |
Mid`2015 we will see this factory open. But now it's almost here, the | :08:43. | :08:46. | |
government insists it will employ lots of people ` 730 ` and spread | :08:47. | :08:51. | |
its largesse all around. One of the things that is quite encouraging is | :08:52. | :08:56. | |
the way in which should it is trying to source other goods from companies | :08:57. | :09:00. | |
in the United Kingdom. We already know that things will be done in | :09:01. | :09:08. | |
County Durham. This gets encased in rubber and acts as a train | :09:09. | :09:11. | |
suspension link. This Darlington company makes train components and | :09:12. | :09:14. | |
is just the sort of business that Hitachi could be looking to. We are | :09:15. | :09:20. | |
very nicely located, filed miles away from the plant, `` five miles | :09:21. | :09:26. | |
away. We have an attitude which says that we can take on new work and | :09:27. | :09:29. | |
jobs and innovate. Looking forward to it a lot and looking forward to | :09:30. | :09:32. | |
manufacturing in the UK. Hitachi already has orders to replace East | :09:33. | :09:35. | |
Coast and Great Western mainline trains. Yet it wants business in | :09:36. | :09:45. | |
Europe. But Europe may not want it. Hitachi is Japanese and Japan keeps | :09:46. | :09:48. | |
European companies out of its market. We are currently in the | :09:49. | :09:55. | |
process of beginning talks with Japan, with the European Union and | :09:56. | :09:59. | |
Japan, on a trade agreement with Japan, and a key objective is to | :10:00. | :10:05. | |
ensure that European companies, British companies in particular, are | :10:06. | :10:08. | |
able to get access to the Japanese market. Closer to home, Hitachi is | :10:09. | :10:11. | |
trying to win orders on London's massive Crossrail project. It should | :10:12. | :10:15. | |
hear if it has been successful in the Spring. | :10:16. | :10:23. | |
It has emerged that a couple from our region received almost ?1 | :10:24. | :10:26. | |
million from the NHS in redundancy pay, and then moved on to new jobs | :10:27. | :10:30. | |
in the NHS. The case of Karen Straughair and Chris Reed came to | :10:31. | :10:34. | |
light as part of a political row over health service reforms. Ms | :10:35. | :10:36. | |
Straughair received more than ?600,000 when the NHS South of Tyne | :10:37. | :10:40. | |
and Wear Trust where she was chief executive ceased to exist earlier | :10:41. | :10:44. | |
this year. Mr Reed got more than ?300,000 when his trust, North of | :10:45. | :10:49. | |
Tyne, was also wound up. Both then went on to work in interim senior | :10:50. | :10:53. | |
positions in the NHS in Leeds for five months. | :10:54. | :11:03. | |
Parts of the North East could lose millions of pounds in health`service | :11:04. | :11:06. | |
funding if a shake`up is approved. At the moment deprivation is taken | :11:07. | :11:09. | |
into account when allocating money. But NHS England has now put forward | :11:10. | :11:13. | |
the idea of scrapping that and transferring money to areas with | :11:14. | :11:16. | |
high numbers of elderly people. All told, the region could lose ?200 | :11:17. | :11:19. | |
million if the change goes ahead. Our Political Correspondent Mark | :11:20. | :11:21. | |
Denten reports. Pennywell in Sunderland ` a place | :11:22. | :11:34. | |
that's used to facing problems. High unemployment, anti`social behaviour, | :11:35. | :11:36. | |
but health is also a challenge here. Women die three years earlier than | :11:37. | :11:39. | |
average here, men five years earlier. But despite those problems, | :11:40. | :11:43. | |
could this area be about to see money axed from its health budget? | :11:44. | :11:47. | |
NHS England is reviewing the way that it hands the money to different | :11:48. | :11:54. | |
groups. At the moment deprivation is taken into account. The idea is to | :11:55. | :11:58. | |
switch that and hand the money to areas with high numbers of elderly | :11:59. | :12:01. | |
people. And that could leave a hole in the North's health`service | :12:02. | :12:03. | |
funding. Sunderland could lose ?41 million, Newcastle ?15 million. | :12:04. | :12:06. | |
Gateshead 21 million. And Cumbria ?62 million. Commissioning groups | :12:07. | :12:11. | |
will have to be kept cutting some of the provision that they get now. And | :12:12. | :12:16. | |
that may well be some of the hospital services or some of the | :12:17. | :12:23. | |
community services such as obesity clinics, smoking clinics. But they | :12:24. | :12:26. | |
see things rather differently 70 miles away. Just over there is a | :12:27. | :12:34. | |
North Yorkshire market town. One in four people in this area are | :12:35. | :12:38. | |
pensioners and their doctors have to travel long distances to get them in | :12:39. | :12:45. | |
this rural area. Some in the local services think that a shake`up could | :12:46. | :12:52. | |
benefit this community. If the emphasis is on each then it should | :12:53. | :13:01. | |
benefit the practice enormously. The cost of complying with rules and | :13:02. | :13:03. | |
regulations fall is disproportionately on us with very | :13:04. | :13:06. | |
small teams of people to try to cope with it all. There's still time for | :13:07. | :13:09. | |
all sides to make their case. NHS England will make a final decision | :13:10. | :13:13. | |

Saltwell Park, each one representing a life lost in conflict. Your mac he | :14:11. | :14:19. | |
was merchant Navy. He was 20 years old. He was torpedoed in the North | :14:20. | :14:26. | |
Atlantic. It is only the second year that Field of Remembrance has been | :14:27. | :14:29. | |
held in the North. But this year will see 3000 more crosses than last | :14:30. | :14:35. | |
year. The volunteers have been here since early this morning planting | :14:36. | :14:39. | |
the wedding crosses `` wooden crosses with the poppies. Each one | :14:40. | :14:46. | |
is a very personal memory of someone lost during one of the waters, from | :14:47. | :14:55. | |
the First World War through to the recent conflicts. It looks as though | :14:56. | :15:00. | |
there are 300 more in here. I have not counted them but just looking at | :15:01. | :15:08. | |
them it is upsetting. Sharon was amongst those planting across | :15:09. | :15:11. | |
today. Her husband was killed by a roadside bomb in Iraq. There are | :15:12. | :15:17. | |
thousands of crosses going down today, but from the thousands of | :15:18. | :15:21. | |
crosses there are thousands more people whose lives they touched, | :15:22. | :15:26. | |
myself obviously, Chris's family, all of his comrade 's. Having a | :15:27. | :15:33. | |
Field of Remembrance in the North is fitting. The armed forces recruit | :15:34. | :15:36. | |
more from here than anywhere else in the country. You see that some of | :15:37. | :15:41. | |
the crosses have photographs on. I was looking at a young man who was | :15:42. | :15:47. | |
lost at the age of 20. Their family put a photograph on, I am sure there | :15:48. | :15:50. | |
are very proud of his service but also missing him to industry. | :15:51. | :15:54. | |
Tomorrow as part of a remembrance are many are two minute silence will | :15:55. | :16:04. | |
be held `` remembrance ceremony. Each cross remembering a life lost. | :16:05. | :16:13. | |
And very moving site. Let's go back to the firefighters | :16:14. | :16:17. | |
strike. The latest walk`out began at 630 tonight just as we went on air. | :16:18. | :16:22. | |
We have already been at the picket line, we saw some of the | :16:23. | :16:24. | |
firefighters coming out of the station to join the picket line. Our | :16:25. | :16:38. | |
reporter is live for us. Yes, it is the same in York. They would | :16:39. | :16:43. | |
normally be on stand`by for a typical incident, a rubbish bin fire | :16:44. | :16:54. | |
or a road accident. A quarter of an hour ago, all of these firefighters | :16:55. | :16:59. | |
walked out, there was applause, cars going past beating them in support. | :17:00. | :17:04. | |
A lot of them were coming out using crutches and that kind of thing, | :17:05. | :17:08. | |
emphasising the point that we will not be physically fit enough to work | :17:09. | :17:13. | |
until the age of 60. Apart from that, you're going to take a huge | :17:14. | :17:17. | |
slice of our pension, they are telling the government, because we | :17:18. | :17:19. | |
will not be able to work to the age of 60 because there are not enough | :17:20. | :17:23. | |
back`office jobs where we would be able to work normally if we were not | :17:24. | :17:28. | |
perhaps as fit as we should be. All of these workers out tonight. The | :17:29. | :17:31. | |
impact it could have here in North Yorkshire. There are 340 | :17:32. | :17:37. | |
firefighters, retained firefighters that will be taking care of business | :17:38. | :17:41. | |
whilst this straight goes on. Of course it is a largely rural area, | :17:42. | :17:45. | |
so what the Fire Brigade are saying is that there should be minimal | :17:46. | :17:53. | |
impact. Thank you. It is one of the highlights of the | :17:54. | :17:59. | |
North's rural calendar. Thousands of people were in Carlisle today to | :18:00. | :18:07. | |
attend an event showcasing some of the best breeds. | :18:08. | :18:20. | |
Men and women meet United and a passion for farming. We spoke to one | :18:21. | :18:34. | |
winner. It is over 30 years of work. Needless to say, there are a lot of | :18:35. | :18:38. | |
people contributing to it, it's nothing like a one`man job. This is | :18:39. | :18:43. | |
one of the country's biggest winter shows, with up to 10,000 people | :18:44. | :18:47. | |
expected to visit throughout the day. Walk anywhere throughout these | :18:48. | :18:53. | |
buildings today and you see immaculately turned out animals, | :18:54. | :18:57. | |
there is clearly tremendous pride in the industry. This is a week in | :18:58. | :19:01. | |
which it was claimed that farmers are facing tremendous financial | :19:02. | :19:06. | |
crises, perhaps it is all the more important that events like these can | :19:07. | :19:10. | |
bring farmers together. Speak to your neighbours, cure their problems | :19:11. | :19:15. | |
and get ideas for the future. People need events like this for the social | :19:16. | :19:19. | |
side, to mix with people and discuss problems. It is an incredibly tough | :19:20. | :19:27. | |
industry to be in, the weather affects them, prices are up and | :19:28. | :19:32. | |
down. We have had a bad spring and a better summer. The ricin confidence | :19:33. | :19:37. | |
in the industry although it is a tough industry to be in. `` there is | :19:38. | :19:48. | |
some confidence. Time to catch up with the sports | :19:49. | :19:57. | |
news. Newcastle manager Alan Pardew has | :19:58. | :20:00. | |
enjoyed better weeks. Hot on the heels of a derby defeat he wants his | :20:01. | :20:06. | |
side to bow out of the week cup in extra time. The club is not talking | :20:07. | :20:09. | |
to three local papers over coverage and criticism of the regime. But how | :20:10. | :20:15. | |
do they generate more positive headlines? A repeat of last | :20:16. | :20:20. | |
season's home win over Chelsea would certainly help. | :20:21. | :20:29. | |
Surely the highlight of an otherwise disappointing Premier league | :20:30. | :20:33. | |
campaign. If Alan Pardew could only encourage performances like that | :20:34. | :20:37. | |
from his players a bit more often, the Tyneside pressure cooker would | :20:38. | :20:41. | |
be reduced to simmering. But beating Chelsea this season might be a bit | :20:42. | :20:46. | |
harder. They spent 60 million this summer, that helps. They have a | :20:47. | :20:50. | |
manager who is arguably one of the best in the world. You can see that | :20:51. | :20:57. | |
Jose Mourinho is comfortable with Chelsea. You can see that he is at | :20:58. | :21:03. | |
the top of his game. It is tough to cross swords with him when he is | :21:04. | :21:08. | |
like that. Most home fans who arrive for tomorrow's kick`off will be | :21:09. | :21:11. | |
aware of the ban on three local newspapers and a separate falling | :21:12. | :21:17. | |
