Hello and welcome to Thursday's Look North. In the headlines. Charity

:00:00.:00:09.

begins at home. The Filipino community here in the

:00:10.:00:13.

North rallies round to send aid to the typhoon disaster zone.

:00:14.:00:20.

Ten days on, police renew their appeal to find the driver who

:00:21.:00:24.

knocked down and killed Danny Wake. Cleared for take`off. House`building

:00:25.:00:28.

plans at Durham Tees Valley to secure the airport's future.

:00:29.:00:35.

We are Little Mix in Newcastle, catch us later.

:00:36.:00:44.

We are in Durham for the Lumiere Festival In sport, the most

:00:45.:00:47.

successful club in the history of the Football League Trophy bows out

:00:48.:00:50.

of this year's competition. And how the American connection

:00:51.:00:53.

could help Boro's new Spanish boss lead a Teesside revival.

:00:54.:01:06.

Imagine being halfway around the world and hearing that a natural

:01:07.:01:09.

disaster had hit the UK, perhaps your community, your friends, your

:01:10.:01:12.

family. Five days after Typhoon Haiyan brought devastation to the

:01:13.:01:15.

Philippines, many Filipinos in our region are still awaiting news of

:01:16.:01:19.

loved ones in the worst hit areas. But rather than simply sit and watch

:01:20.:01:24.

the awful news pictures, many have thrown themselves into the aid

:01:25.:01:35.

effort. Gerry Jackson reports. A long way from home, but for these

:01:36.:01:39.

people doing nothing is not an option. In Newcastle, the Filipinio

:01:40.:01:45.

community of Tyneside have been rallying round to support those in

:01:46.:01:48.

disaster stricken islands. Their donations are being taken to London.

:01:49.:01:53.

And then on with the rest. This is the only thing that we can do. We

:01:54.:01:58.

cannot help physically, B can do here is do our best. For some, this

:01:59.:02:09.

activity is a welcome distraction as they wait for it news on people they

:02:10.:02:16.

know. It is too grievous. Really, I am sorry. The Filipino community of

:02:17.:02:24.

Newcastle is really helping out. That is the only way we can reach

:02:25.:02:32.

out. In Whitehaven too, the distress is obvious and the pictures bring

:02:33.:02:34.

back painful memories. Every time there is a typhoon, we

:02:35.:02:41.

run. But this is the worst. I received a message from home telling

:02:42.:02:50.

the that one of our friends was still missing. I am hoping they can

:02:51.:03:01.

locate them. In Newcastle, staff at the infirmary have organised their

:03:02.:03:05.

own collection. It is important because I have experienced times

:03:06.:03:15.

that best `` times like this when I was younger. The contributions

:03:16.:03:23.

cannot get there quickly enough. An inquest into the death of a

:03:24.:03:27.

three`year`old boy knocked over in a hit and run in Darlington has been

:03:28.:03:31.

opened and adjourned. Danny Wake was killed while walking with his mother

:03:32.:03:34.

in the Neasham Road area last Monday. The driver has still not

:03:35.:03:38.

been traced. His family has announced his funeral will take

:03:39.:03:41.

place next Tuesday. Alison Freeman reports.

:03:42.:03:43.

The sky was lit up last night to remember Danny Wake. Well`wishers

:03:44.:03:46.

released lanterns in Lascelles Park. The three`year`old and his mum had

:03:47.:03:50.

been on their way home to choose his Christmas presents from a catalogue.

:03:51.:03:56.

But Danny never made it. He was hit by a car as he turned off Neasham

:03:57.:04:00.

road onto Falmer Road on Monday of last week. The driver failed to

:04:01.:04:04.

stop. And police haven't traced them yet. We have some pieces of the

:04:05.:04:12.

jigsaw as what happened. But we still need further information from

:04:13.:04:19.

people, particularly who was driving the vehicle at the time. We would

:04:20.:04:26.

appeal to anybody who might know who the driver is, please contact us,

:04:27.:04:32.

come forward and tell us. If you are the driver, come forward and tell us

:04:33.:04:36.

and put your side of the story. Police say they have a hundred new

:04:37.:04:41.

lines of enquiry to follow up after last Friday's appeal by Danny's

:04:42.:04:44.

family. They particularly want to trace a white Mercedes van seen in

:04:45.:04:49.

the area at the time. Today, the inquest into Danny's death was

:04:50.:04:53.

opened and adjourned by the County Durham and Darlington Coroner. With

:04:54.:04:57.

many details still unclear, no date has been set for the full inquiry.

:04:58.:05:01.

The sheer volume of flowers and toys left for Danny is overwhelming. The

:05:02.:05:06.

family has announced his funeral will take place on Tuesday next

:05:07.:05:10.

week. They say all are welcome at what they are calling a thanksgiving

:05:11.:05:12.

service for Danny's life. Durham Tees Valley Airport has

:05:13.:05:26.

unveiled the master plan that it says will secure its future and

:05:27.:05:30.

claims could create around 4,000 jobs. The airport, currently losing

:05:31.:05:34.

?10,000 a day, says it wants to develop business parks on its vast

:05:35.:05:37.

land`holdings. It's also looking to sell building land for up to 400

:05:38.:05:40.

homes. Our Business Correspondent Ian Reeve has tonight's Look North

:05:41.:05:42.

report. The popular perception of Durham

:05:43.:06:00.

Tees Valley Airport. No flights. No passengers. No future. But there is

:06:01.:06:07.

a plan here. A plan to banish the easily imagined tumbleweed. A

:06:08.:06:17.

masterplan no less. This site is intended for office development,

:06:18.:06:23.

complementing and number of existing businesses around the site. We think

:06:24.:06:27.

there is potential for other development here.

:06:28.:06:29.

Durham Tees Valley's owner, part of the giant Peel Property group, says

:06:30.:06:33.

big business parks and building on its vast acreage is the way to save

:06:34.:06:41.

the airport. Many airports are looking at widening the base of

:06:42.:06:47.

their activity. Very few are surviving on aviation alone. They

:06:48.:06:51.

are all looking at the potential within their estates. It brings

:06:52.:07:00.

value to the airport. These are the sort of

:07:01.:07:02.

aviation`related businesses that the airport's owner would like to bring

:07:03.:07:06.

here. This is the fire training school, selling its services around

:07:07.:07:09.

the world. And this company recycles aircraft. A booming sector. 400

:07:10.:07:14.

aircraft are scrapped every year in Europe alone.

:07:15.:07:20.

The hope is that these types of business can compensate for

:07:21.:07:28.

dwindling passenger numbers. In 2006, the airport saw short of a

:07:29.:07:32.

million passengers. But the tally has been falling steadily since. So,

:07:33.:07:36.

by last year, just over 160,000 people used Durham Tees Valley. The

:07:37.:07:45.

reason for the fall is because airlines have pulled out of here.

:07:46.:07:51.

Flights to London were lost because the Heathrow landing slots be too

:07:52.:07:55.

valuable to be used on a regional link. . The airport had a row over

:07:56.:08:04.

landing fees with one operator, and another cheap fares airline went

:08:05.:08:07.

bust. Summer flights to Jersey and daily ones to Amsterdam and Aberdeen

:08:08.:08:11.

are all that remain. It's a long way from the vision the six councils had

:08:12.:08:17.

in 2003 when they voted to sell the airport to its current owner. They

:08:18.:08:20.

have made some internal improvements, but it is pretty small

:08:21.:08:25.

beer. We have only seen some small firms who are airline related moving

:08:26.:08:31.

in. The other things that have happened have been horrendous.

:08:32.:08:35.

Certainly, this was never envisaged. Job losses. And a last party for

:08:36.:08:42.

duty free shop staff made redundant, they say, because of the airport's

:08:43.:08:47.

failings. It is just sad that they do not have that vision, they do not

:08:48.:08:52.

see what I see, what passengers see. They want to focus on the plans they

:08:53.:08:57.

have, they can do that, but they also have to focus on passengers and

:08:58.:09:03.

getting flights in. Maybe the airport has exhibited some vision

:09:04.:09:06.

today, however. It has recognised that this is the past. And it won't

:09:07.:09:14.

be coming back. Its future possibly driven by up to 400 houses and

:09:15.:09:18.

offices. And if it works nearly 4,000 jobs could be created between

:09:19.:09:23.

now and 2020. An outcome worthy of the title of masterplan.

:09:24.:09:29.

It's an area with some of the highest unemployment figures in the

:09:30.:09:30.

region. But today 1,000 jobs were up for

:09:31.:09:34.

grabs in South Shields. A jobs fair in the town attracted hundreds of

:09:35.:09:38.

people looking for work as our Political Correspondent Mark Denten

:09:39.:09:43.

reports. South Tyneside College, employers

:09:44.:09:47.

with jobs face to face with people that want them. To be honest, it is

:09:48.:09:54.

no surprise that it is busy here today. Although there are over 1000

:09:55.:09:58.

jobs on offer here, there are over three times as many people out of

:09:59.:10:05.

work in South Shields. People like this man, 58 and looking for factory

:10:06.:10:14.

work. It gets you down. To see everybody going to job centres and

:10:15.:10:20.

not getting jobs. This week, the North East's unemployment figures

:10:21.:10:26.

fell by 7000. But for people like this young man, it is little

:10:27.:10:31.

consolation. It is very difficult to get a job around here. The message

:10:32.:10:41.

you today `` the message here today is employers want staff. We have to

:10:42.:10:52.

bridge the gap between getting a job and getting the experience. They

:10:53.:10:56.

have to be enthusiastic, willing to learn and be able to turn up on

:10:57.:11:01.

time. There were queues out of the door this morning for this job is

:11:02.:11:10.

fair. `` jobs fair. Unemployment is falling, but it is still higher in

:11:11.:11:17.

this area than in the rest of Britain.

:11:18.:11:23.

12 months on from their election, and a BBC survey suggests Police and

:11:24.:11:28.

Crime Commissioners are still struggling to win people over. Only

:11:29.:11:33.

around 15 per cent of voters turned out last November and, a year on,

:11:34.:11:39.

only five per cent can even name their PCC. Our Political Editor,

:11:40.:11:46.

Richard Moss, reports. Starting with a whimper rather than

:11:47.:11:54.

a bang. A poor election turnout, a confused and disinterested public.

:11:55.:11:58.

But one year on, have people in Durham become more engaged? This is

:11:59.:12:02.

Ron Hogg. How many people here know who he is? Is he knew at the

:12:03.:12:12.

Cathedral? Do you know who it might be? No. Somebody in government? He

:12:13.:12:18.

looks like your dad. He is the police commissioner. What is his

:12:19.:12:25.

name? Good question. No wonder Ron Hogg is keen to get out on the

:12:26.:12:29.

street then. In this case, Chester`le`Street. Part of a regular

:12:30.:12:33.

series of walkabouts to meet the public. But research by the BBC

:12:34.:12:38.

suggests that although two thirds of people across the north know they

:12:39.:12:43.

have a police commissioner, only 5% can name them. It does worry me a

:12:44.:12:50.

little bit. If I am to do the job I want to do, the more people who know

:12:51.:12:57.

how to get in contact with me, the better. That is why if events like

:12:58.:13:03.

this are imported. In my policing plan I have community engagement is

:13:04.:13:08.

a key `` as a key aim. But sometimes you can get the wrong

:13:09.:13:13.

kind of publicity. Cumbria's police Commissioner will give a news

:13:14.:13:19.

conference soon... Cumbria's commissioner Richard Rhodes was

:13:20.:13:22.

caught in controversy over his expenses, and the arrests of those

:13:23.:13:27.

who leaked the details. But he doesn't believe his first year has

:13:28.:13:31.

left him and the job tarnished. When I talk to people face to face, they

:13:32.:13:37.

are interested in by our eggs being thrown at my front door, why are

:13:38.:13:42.

people drunk in the streets? They are more interested in that than

:13:43.:13:46.

something which happened ten months ago.

:13:47.:13:49.

But opinion on the effectiveness of commissioners is mixed. While 42% of

:13:50.:13:54.

people surveyed in the north thought they had had a positive impact on

:13:55.:13:59.

policing, 42% thought the impact was nonexistent or negative. This is

:14:00.:14:03.

completely new, so they have to learn on their feet. We have seen

:14:04.:14:08.

some good examples where they have engaged the public and tried to seek

:14:09.:14:12.

the views of victims and tried to make the police more accountable.

:14:13.:14:16.

The jury is still out. But some critics feel they've

:14:17.:14:21.

already seen enough. I am afraid my fears are being confirmed. Far too

:14:22.:14:33.

much power concentrated in one pair of hands. Nominal responsibility for

:14:34.:14:39.

a huge area. It is ridiculous. It is still early days though for

:14:40.:14:43.

our first wave of police commissioners. They have until their

:14:44.:14:46.

re`election in spring 2016 to make an impact and silence the doubters.

:14:47.:14:49.

And Northumbria's Police and Crime Commissioner, Vera Baird, will be

:14:50.:14:54.

quizzed about her first 12 months in office, on Sunday Politics on BBC

:14:55.:14:58.

One at 11am. And Cumbria's PCC Richard Rhodes will be in the hot

:14:59.:15:04.

seat with Mike Zeller on BBC Radio Cumbria tomorrow at 1130.

:15:05.:15:08.

You're watching Look North. Still to come, Mark has the sport

:15:09.:15:13.

and we're live in Durham for the opening night of the Lumiere light

:15:14.:15:15.

festival. Plus X Factor winners Little Mix

:15:16.:15:19.

were back on Tyneside this evening to meet their adoring fans.

:15:20.:15:26.

I hope they are well laptop because with clear spells, we could be in

:15:27.:15:33.

for a touch of frost. `` wrapped up.

:15:34.:15:39.

More than 150,000 people are expected to descend on Durham City

:15:40.:15:43.

over the next four nights for its spectacular Lumiere festival. It's

:15:44.:15:46.

claimed that the show, which is staged every two years, has brought

:15:47.:15:50.

around ?6 million into the local economy since the first Lumiere in

:15:51.:15:56.

2009. But its popularity has led to problems with congestion and this

:15:57.:16:00.

year, for the first time, tickets are needed to access to the city

:16:01.:16:05.

centre. Stuart Whincup is there now. Good evening. I have already made a

:16:06.:16:27.

friend. Let me introduce you. This is Elephantastic. People out and

:16:28.:16:34.

about with cameras. This is a third time the festival has been here,

:16:35.:16:40.

what is so special this time? It is a privilege for us to be back here.

:16:41.:16:45.

The crowds are friendly and welcoming. We try as hard as we can

:16:46.:16:52.

to play with their town. We find every nook and cranny we can and

:16:53.:16:57.

then it with the imagination of artists. Who would've thought anyone

:16:58.:17:01.

would put an elephant in the middle of the gateway to the city? Everyone

:17:02.:17:07.

is going through hard times at the moment, but we know there is a huge

:17:08.:17:13.

benefit in terms of employment and money spent by people coming in

:17:14.:17:19.

here. It all contributes to the local economy. You have had problems

:17:20.:17:25.

in recent times with congestion, too many people coming in. How other

:17:26.:17:35.

ticketing `` how is ticketing working? We have introduced a free

:17:36.:17:42.

ticket system. For the first three hours up until 7:30pm, you need a

:17:43.:17:50.

ticket to get into the old part of the city. But there are 17

:17:51.:17:55.

installations not in the old part of the city. It was a way of getting

:17:56.:18:04.

families and young children through. Perhaps people with mobility

:18:05.:18:07.

issues. It seems to be working really well. What are people been

:18:08.:18:19.

saying? Fantastic. Elephantastic Is what they are saying. Reaction from

:18:20.:18:34.

the opening night tomorrow. And if you listen to BBC Newcastle's

:18:35.:18:37.

Breakfast show tomorrow morning, you can find out what visitors thought

:18:38.:18:41.

of Lumiere. That's with Alfie and Charlie from 6.30.

:18:42.:18:44.

I think the tickets are good idea. It was a victim of its own success

:18:45.:18:48.

in previous years. Aitor Karanka was meeting his

:18:49.:18:51.

Middlesbrough players for the first time today as he sets out to turn

:18:52.:18:55.

Boro into genuine promotion contenders. The international break

:18:56.:18:58.

means there's some breathing space for the new manager. One of his star

:18:59.:19:04.

names, meanwhile, has been speaking about his hopes for a brighter

:19:05.:19:09.

future at the Riverside under the Spaniard. Peter Harris reports.

:19:10.:19:12.

Poor Kei Kamara, and you live in England, but after just ten weeks in

:19:13.:19:17.

Middlesbrough, he is already on to his third boss. But he does have one

:19:18.:19:24.

thing in common with his new coach, both have been stars of the American

:19:25.:19:30.

league. He used to play in America. That is a good history for both of

:19:31.:19:36.

us. He has got a good history, a good background in football. He will

:19:37.:19:45.

be on the same page as all the players. Finally be settling into

:19:46.:19:50.

his new job, his new striker was helping a charity working with

:19:51.:19:55.

unemployed young people. Alongside players from Hartlepool United.

:19:56.:20:00.

Street league builds confidence and skills through sport. It gives me

:20:01.:20:11.

motivation. We do sport session, classroom work, interview

:20:12.:20:17.

techniques. The support of local professionals is imported. It is

:20:18.:20:22.

brilliant, ringing everybody together `` bringing. It is a

:20:23.:20:29.

brilliant setup and under brilliant charity to be involved in.

:20:30.:20:35.

Another assistant boss who recently made the step up to the top job is

:20:36.:20:40.

Graeme Kavanagh. He watched his League One Carlisle United side get

:20:41.:20:44.

dumped out of the Johnstone's Paint Trophy by the League Two leaders

:20:45.:20:47.

Fleetwood. The live television summariser was

:20:48.:20:59.

Greg Abbott who has got a new job. Carlisle fell behind to an early

:21:00.:21:05.

goal. Perhaps things might have been different if this effort had not hit

:21:06.:21:09.

the post shortly afterwards. But just when the Cumbrians were getting

:21:10.:21:14.

back into the game, Fleetwood sealed their victory. Graeme Kavanagh is

:21:15.:21:25.

predicting a relegation scrap if his players do not improve soon.

:21:26.:21:31.

Now, they continued a fine North East tradition of X Factor winners.

:21:32.:21:36.

Little Mix, featuring South Shields girls Perrie Edwards and Jade

:21:37.:21:40.

Thirlwall, were the first group to win the TV talent contest when they

:21:41.:21:43.

triumphed in 2011. Their debut album charted at number

:21:44.:21:48.

four in the United States, smashing a girl band record set by the Spice

:21:49.:21:53.

Girls, and this week they released their second album, Salute. This

:21:54.:21:57.

evening they've been signing copies and meeting

:21:58.:22:03.

this Move is. The latest single from Little Mix, taken from their new

:22:04.:22:18.

album Salute. In Newcastle, around a thousand fans waited to meet the

:22:19.:22:23.

girls. The album is more mature, will call harmonies have stepped up

:22:24.:22:34.

`` vocal. We are very proud of it. The band has come a long way in a

:22:35.:22:40.

short time. We are just working so hard, I feel that it is paying off.

:22:41.:22:46.

We want to be the best of the best, the biggest girl band ever. We have

:22:47.:22:54.

to work hard. The girls have already sold over 3 million records in just

:22:55.:22:58.

over 18 months. There are periods here tonight was a bright spot for

:22:59.:23:08.

fans. Are you big Little Mix fans? Yes. We want their autograph. I love

:23:09.:23:11.

them. Towards Christmas, everybody is

:23:12.:23:27.

releasing now. If you look at the numbers, they are absolutely

:23:28.:23:31.

amazing. We could not ask for better seals. Are just loving it. `` we are

:23:32.:23:36.

just loving it. A beautiful, sunny day. But cold.

:23:37.:23:56.

Yes, Pudsey bear was out and about today. He was at Gateshead

:23:57.:24:06.

Metrocentre and lots of people came along and bought a copy of the new

:24:07.:24:13.

calendar. Tomorrow, Pudsey will be joining me in Hexham, selling the

:24:14.:24:27.

last calendars. The calendar is selling very well, won't use of that

:24:28.:24:33.

soon. Back to the weather. `` more news. The wind is easing, the skies

:24:34.:24:41.

are clear, so a touch of frost in places through the night. There is a

:24:42.:24:47.

ridge of high pressure coming in from the west. The rich edges ever

:24:48.:24:55.

closer and the wind. To ease. `` and the wind will start to ease. A few

:24:56.:25:08.

clouds around the North East coast. But cold enough for a touch of
