Rochelle Monte works for a private care agency contracted to Newcastle

City Council. Like many care workers, she's on a zero`hours

contract, but compared to some others, she's relatively well off.

She says most agencies don't pay travel expenses and don't allow

travel time between appointments, and it's the clients who are

suffering. It is absolutely impossible to

provide dignified, safe care in 15 minutes. By nonpayment of travel

:02:19.:02:25.

time, most carers effectively have to steal time off people so a 15

minute call is more than likely going to be cut bound to five or ten

minutes. But providing care is about much

more than practicalities. Sometimes you are the first contact

that person will have all day, maybe the only contact. All they want is,

I would like to stay and have a cup of tea and a chat but I need to get
