Good evening. One of the biggest flood defence projects in the region | :00:11. | :00:15.
is millions of pounds over budget and running late. It's five years | :00:16. | :00:20.
since Morpeth in Northumberland was deluged and a thousand homes were | :00:21. | :00:24.
flooded. The town won a battle for new flood defences, but residents | :00:25. | :00:27.
fear they could be flooded again before the work's finished. Sharon | :00:28. | :00:32.
Barbour reports. Paul Gillie's B B in Morpeth has | :00:33. | :00:36.
been flooded twice ` in 2008 and again in 2012. | :00:37. | :00:44.
He's among residents here fed`up that a flood defence scheme to | :00:45. | :00:47.
protect his home still hasn't been completed. They need to be pulling | :00:48. | :00:51.
their finger out and getting on with it. There is no excuse for them | :00:52. | :00:55.
being this late over. I don't accept any of their excuses for why they | :00:56. | :00:59.
are not finished. We have had some delays in building the world in the | :01:00. | :01:04.
town. So in terms of the flood defence scheme, are they working? By | :01:05. | :01:07.
the autumn, by November we are expecting them to be complete. `` | :01:08. | :01:16.
building the walls. The project is now ?3 million over budget. Costs | :01:17. | :01:23.
are likely to be higher than originally planned, but how much, we | :01:24. | :01:26.
don't know. A few percent in the overall budget at the start. Three | :01:27. | :01:30.
million on top of 21 million is closer to 10% extra cost. It is. | :01:31. | :01:44.
Well, Sharon joins us now in our newsroom. So these defences are late | :01:45. | :01:47.
and over`budget ` what has gone wrong? Firstly, I should say that | :01:48. | :01:54.
the budget could be overrunning by up to 14%. What has gone wrong? The | :01:55. | :01:58.
Environment Agency and make that the building of the defence walls has | :01:59. | :02:02.
been late, they have been held up with service problems and also | :02:03. | :02:09.
gardens access. The whole project should be finished by November. As | :02:10. | :02:14.
regards the cost, it has been really complicated, especially with | :02:15. | :02:19.
building a huge reservoir. With the change needed to the height of that | :02:20. | :02:23.
reservoir, that has really added to the price. ?3 million over budget so | :02:24. | :02:29.
far, we believe, money that has to be found by Northumberland County | :02:30. | :02:32.
Council and the Environment Agency, both of those organisations already | :02:33. | :02:35.
in financial trouble, financially stressed. I expect there is going to | :02:36. | :02:41.
be a few sleepless nights ahead. Thank you. | :02:42. | :02:48.
The Prime Minister has promised Government support for the police | :02:49. | :02:51.
inquiry into allegations of physical and sexual abuse at a Medomsley | :02:52. | :02:54.
Youth Detention Centre in County Durham. More than 200 men have now | :02:55. | :02:57.
come forward after last week's revelations on BBC Inside Out about | :02:58. | :03:00.
brutality at the centre, as Dan Farthing reports. Since Inside Out | :03:01. | :03:05.
broadcast shocking revelations about the years of abuse at Medomsley, 232 | :03:06. | :03:09.
potential new victims have contacted the police and they believe there | :03:10. | :03:18.
could be more to come. I am delighted that they have had the | :03:19. | :03:21.
confidence in Durham Police to come forward and tell us their story. But | :03:22. | :03:25.
I am saddened by the fact that so many people have had a bad | :03:26. | :03:28.
experience at Medomsley. Kevin Champley from Teesside is one of the | :03:29. | :03:31.
scores who've come forward. There was physical abuse every day. You | :03:32. | :03:35.
were forced to fight other boys. Sort of like in gladiatorial | :03:36. | :03:37.
tournaments for the amusement of officers. The first time I seen a | :03:38. | :03:44.
dead body was in Medomsley. It was in a cell. To men have already been | :03:45. | :03:52.
jailed for raping boys at the youth jail. They've both since died. The | :03:53. | :04:01.
priority is the victims. We have to give people a chance to talk, and | :04:02. | :04:05.
work our way through the victims. My priority is them. We will be talking | :04:06. | :04:11.
to suspects later in the year. And Medomsley took on a new political | :04:12. | :04:14.
dimension today, as the Prime Minister guaranteed Government | :04:15. | :04:16.
support for what has become Durham Police's biggest ever inquiry. Some | :04:17. | :04:24.
of our smallest police forces are hugely capable but when they are | :04:25. | :04:27.
doing large and complex investigations like this, on | :04:28. | :04:29.
occasion they need help and support so we should make sure that is | :04:30. | :04:33.
available. The And that support could well be needed as hard cash ` | :04:34. | :04:36.
as the police inquiry will continue for months to come and is expected | :04:37. | :04:44.
to cost many millions. A man presumed dead after falling | :04:45. | :04:48.
overboard from a cruise ship in the South Atlantic has been identified | :04:49. | :04:51.
as Wearside journalist Bob Horn. Mr Horn, who was 69, was for decades | :04:52. | :04:54.
the Houghton`le`Spring reporter for the Sunderland Echo. He fell from | :04:55. | :04:57.
the ship shortly after it left the Uruguayan capital, Montevideo. | :04:58. | :05:02.
Developers behind controversial plans to build a wind farm near one | :05:03. | :05:06.
of the region's most famous landmarks are offering local people | :05:07. | :05:10.
?5,000 each to help them find a job. Banks Renewables wants to build five | :05:11. | :05:13.
giant wind turbines close to Roseberry Topping, near Guisborough | :05:14. | :05:18.
in east Cleveland. They say the wind farm will benefit the community, and | :05:19. | :05:21.
today they announced a scheme to help people living nearby take up a | :05:22. | :05:24.
new job, training or an apprenticeship. But those opposed to | :05:25. | :05:34.
the plans are not convinced. If you get an apprenticeship, a local | :05:35. | :05:37.
employer was to take on a young person or somebody, then they get up | :05:38. | :05:41.
to 5000 pounds to put towards that salary. It will destroy tourism | :05:42. | :05:46.
revenue and a house prices will fall in the area. | :05:47. | :05:51.
The BBC's annual North East Sports Awards took place tonight at the | :05:52. | :05:57.
Billingham Forum Leisure Centre. We've been celebrating a remarkable | :05:58. | :06:00.
year of sport for the North East, with top`class athletics at | :06:01. | :06:03.
Gateshead, and the Ashes test match coming to Chester`le`Street for the | :06:04. | :06:06.
first time. Hundreds of sports fans were there tonight to see some of | :06:07. | :06:09.
the region's top performers. The top prize ` Sports Personality of the | :06:10. | :06:13.
Year ` went to Darlington boxer Stuart Hall. He became the region's | :06:14. | :06:16.
first world champion in 25 years when he won the IBF world | :06:17. | :06:19.
bantamweight title. There's more on all the award | :06:20. | :06:22.
winners on BBC Tees tomorrow ` and, of course, there'll be a full report | :06:23. | :06:25.
in Look North. Well, that's all from me tonight. | :06:26. | :06:28.
The national weather forecast is coming up ` but first, here's Paul | :06:29. | :06:31.
Mooney with the weather for our region. | :06:32. | :06:31.
The national weather forecast is Thank you. After a wet and | :06:32. | :06:36.
Windygates Road most of us today, tomorrow looks a little bit quieter. | :06:37. | :06:42.
`` after a wet and windy day for most of us. There will be some drier | :06:43. | :06:47.
interludes tonight but when those showers, long, they could be on the | :06:48. | :06:51.
heavy side. Temperatures will not go any lower than five Celsius and as | :06:52. | :06:57.
the winds turn to south`westerly they will leave slightly. Tomorrow | :06:58. | :07:00.
morning, some showers will clear out way fairly quickly, most places dry | :07:01. | :07:04.
and by the afternoon a few bright spells appearing here and there. | :07:05. | :07:07.
Temperatures peaking at nine Celsius. It is not as windy as it | :07:08. | :07:13.
was today. More rain on way tomorrow night, that might take a little | :07:14. | :07:18.
while to clear. Most places will be dry before further wet and windy | :07:19. | :07:21.
weather spreads into the course of the weekend. In a moment, you will | :07:22. | :07:27.
get the full national forecast. I will leave you this evening with | :07:28. | :07:29.
tomorrow's summery for the North East and Cumbria. | :07:30. | :07:38.
As you have just heard, the little respite between one storm system and | :07:39. | :07:44.
another and | :07:45. | :07:46. |
