They have been certified either by himself or by a GP. The company says | :02:29. | :02:32. | |
they've tried everything and gone through all the proper procedures, | :02:33. | :02:35. | |
but there came a point where he had to be dismissed. The unions say, | :02:36. | :02:42. | |
rubbish, that's wrong. That the company has used these procedures to | :02:43. | :02:45. | |
simply get rid of this man and he shouldn't have been sacked. I hope | :02:46. | :02:51. | |
you can hear me. Yes. Has either side said anything this evening? | :02:52. | :02:56. | |
I've spoken to the union and they are livid. They say that what was | :02:57. | :03:00. | |
put to them was derisory. They've also spoken a short while ago to a | :03:01. | :03:04. | |
representative from the parent company. We hope to continue talks | :03:05. | :03:09. | |
and reach a successful resolution and will work hard to achieve that. | :03:10. | :03:14. | |

In the Durham Tees Valley area, all such cases were being handled by a | :03:45. | :03:50. | |
But under new restructuring plans some sex offenders are | :03:51. | :03:54. | |
now being dealt with by regular probation officers instead. | :03:55. | :03:58. | |

This is the sex offenders wing inside Durham Prison. | :04:08. | :04:09. | |
It houses rapists, paedophiles and child abusers. | :04:10. | :04:11. | |
When they leave here it's the probation service?s job to make | :04:12. | :04:14. | |
But officers say they haven't been properly trained to deal with | :04:15. | :04:18. | |
them and they worry about the risk they still pose to the public. | :04:19. | :04:26. | |
We are dealing with child rapists, rapists, paedophiles. People who | :04:27. | :04:33. | |
have abused children. The staff qualified but not in dealing with | :04:34. | :04:36. | |
sex offenders. Because we aren't equipped there is a fear we may not | :04:37. | :04:40. | |
pick up on things. Are we opening up a can of worms which in actual fact | :04:41. | :04:43. | |
can cause significant harm to more victims? | :04:44. | :04:48. | |
Durham Tees Valley Probation Trust has its own specialist public | :04:49. | :04:52. | |
protection unit and one of its offices used to be based here | :04:53. | :04:55. | |
Now those highly trained officers have been dealing with all | :04:56. | :04:59. | |
But now, as part of a shake`up of the Probation Service, | :05:00. | :05:04. | |
some of those offenders are being managed by regular probation staff. | :05:05. | :05:07. | |
And they're telling us they don't have the skills, training and | :05:08. | :05:10. | |
For the families of loved ones who have been killed by sex offenders, | :05:11. | :05:15. | |
They'll be more and more victims. I would like people to have to go | :05:16. | :05:25. | |
Mike Hall's 17`year old granddaughter Ashleigh was | :05:26. | :05:29. | |
kidnapped, raped and murdered by a prolific sex offender in 2009. | :05:30. | :05:32. | |
Peter Chapman was supposed to have been monitored by the authorities | :05:33. | :05:35. | |
but they lost him, and more than a year later he killed the teenager. | :05:36. | :05:39. | |
When it happened to Ashley, they blamed an unqualified lass who had | :05:40. | :05:46. | |
been shoved in on the job and didn't know what she was doing. They | :05:47. | :05:49. | |
promised us that there would be a proper shake`up and they'd have | :05:50. | :05:53. | |
qualified people to look after these sort of people. We were promised the | :05:54. | :05:56. | |
Working with sex offenders after they've been released back | :05:57. | :06:00. | |
into the community, is, the union says, difficult and | :06:01. | :06:02. | |
specialised work that shouldn't be carried out by probation officers | :06:03. | :06:05. | |
We are getting messages from staff that they are concerned about the | :06:06. | :06:16. | |
public safety angle, concerned about managing the cases effectively and | :06:17. | :06:19. | |
protecting the public and also how they are going to cope in terms of | :06:20. | :06:23. | |
work load and stress levels. Those anxieties are bringing the probation | :06:24. | :06:25. | |
Responding to our investigation, the Probation Service said... | :06:26. | :06:40. | |
And it says it's introducing lie detector tests for high`risk | :06:41. | :06:42. | |
offenders, with satellite tagging to track their movements. | :06:43. | :06:45. | |
This, it says, will give it one of the world's | :06:46. | :06:47. | |
toughest approaches to managing this group in the community. | :06:48. | :06:50. | |
Probation staff say they've been offered some training, | :06:51. | :06:53. | |
There will be two days of training. That sits badly with me. There is a | :06:54. | :07:05. | |
presumption from senior managers that two days is better than | :07:06. | :07:09. | |
nothing, so really it's a case of shut up and get on with it. Our | :07:10. | :07:12. | |
biggest worry is these people could reoffend and cause further harm to | :07:13. | :07:17. | |
others. If we aren't equipped to deal with that person, are we not | :07:18. | :07:19. | |
These sex offenders have often committed appalling crimes and | :07:20. | :07:23. | |
when they leave prison it is the job of probation officers to | :07:24. | :07:26. | |
Their worry is they're now struggling to do either. | :07:27. | :07:33. | |
Stuart, are these concerns about the training | :07:34. | :07:37. | |
This isn't just one disgruntled employee. We spoke to a number of | :07:38. | :07:47. | |
probation officers and they said these views are held by a number of | :07:48. | :07:51. | |
people. The union says staff in Durham and Teeside are now dealing | :07:52. | :07:56. | |
with around 200 sex offenders cases. The Ministry of Justice made | :07:57. | :07:58. | |
the point this evening that probation officers are | :07:59. | :08:01. | |
well`qualified, well`trained and can deal with any offenders, that | :08:02. | :08:05. | |
includes sex offenders. But we are hearing from officers on the ground | :08:06. | :08:08. | |
that they don't feel they have this training and they worry about the | :08:09. | :08:12. | |
public, worry that something will slip through the net. | :08:13. | :08:15. | |
Police are questioning a lorry driver after a crash | :08:16. | :08:18. | |
