appears to show members of boy band One Direction taking drugs emerges

on the day of their big show here in the North.

shadow over the start of the UK leg of the group's world tour on

Wearside tonight. The concert begins in an hour's time and our reporter

Stephanie Cleasby is live for us now at the Stadium of Light. This video

has come as a bit of a shock? Disappointment and dismay among

fans, parents and drugs workers, as Yes, absolutely. Thousands of firms

have been gathering here for tonight 's concert, there will be 50,000

firms in the stadium. They have been queueing all day in the miserable

rain. But as the image of the band being tarnished by this? The website

showed two members allegedly smoking cannabis and talking about it in

Pettigrew, for they weren't to the last month. It is uncertain who

filmed the footage, but the band are keeping very quiet about it

alternate. They said that the matter was known in the hands of lawyers.

merchandise is mine. They are very down to earth. After watching the

video, Zoe says she feels let down. I was really disappointed. I was

unsure at first, but I realised what they have done. I have not totally

change my opinion, but I would not stop liking the band, because there

is more than one person in the burn. Her friend says the ban should be

setting a better example. They do do a lot of practical jokes, and if

that is what it is, they should not be doing that with drugs. They

should know how high`profile VR. They should not even be mentioning

drugs. The only really should be mentioning them is to see Noel to

them. The band have a huge following and social media and many have been

quick to react to the video. Some have ripped up the concert tickets,

but others say that the band members responsible for note in their 20s

and are adult enough to do for the want. It is not a very good role

model for children. It is a bit disappointing. I do not expect it

will put many people off, but it is disappointing. My daughter is

intelligent enough to know that she should not take them. I have no

problem. It is the choice, it is up to them what they do. I am not

bothered. I think it is fine. Everybody makes mistakes. They are

young. Let them get on with it. If you have a view on that video,

why not let us now what you think by It is not just the fans who are

concerned about the video? No, we have been talking to drugs agencies

who seek the help in setting a very bad example and are asking that the

band give some of their profits to helping combat drug abuse. I would

like them to come down here just to see the effect that jobs have one

families and the communities. The children can get psychotic and

aggressive. But smoking cannabis in small doses socially, would not do a

lot of harm? It is a bad job. It is often must mass`produce them drawn

with a lot of other chemicals. If you ask some of the families who

have two live with some of these children who are now hooked on

harder drugs, it is terrible. Aside from the video, exciting teams are

building in Sunderland, even in the awful rain. The band will take to

the stage about quarter past eight. People are waiting to go in. The

support act is on just before seven o'clock. This is the highest profile

event at the stadium so far. Sunderland cannot wait.

It is quick and easy money, to help cover a short`term shortfall, but

interest rates can be sky high. So what could be worse than being

unable to settle a payday loan? Well, perhaps being asked to pay

back a loan you did not even take out in the first place. It could be

a new kind of scam, now being investigated, after a case Look

North learned about. Construction manager Steve Roberts

has worked since the day he left school and always paid his bills. I

am lucky enough to be in the position where they do not need

loans, I do not need credit. To suddenly receive this bill, it was

quite shocking. The first letter arrived one month ago. It said that

they had been instructed by a loan company to retrieve money and the

ticket faked his own status and future. They also said there was

another problem with his account. I did not have any way of proving I

had not taken it, apart from giving them my bank details. I had no way

of proving it was not mine. The details they gave matched. My own.

Do you know how much they were claiming? I could not even tell you

that. The account was not actually mean. Tricky one, that. The payday

loan company also sponsors one of football teams, but it was not down

to the company. The loan amount was ?100 and they have now launched an

investigation. Explain this. It seems a false bank account was set

up in his name. It is a scam known about by the police reporting

centre. It seems someone has secured the best loan on the best terms

possible. No repayments whatsoever. It is not just the fans who are

concerned about the video? No, we The chaplain of Durham School has

been arrested on suspicion of the historical sex offence. The

50`year`old was arrested and later bailed. The offences alleged to have

happened in the e`mail to save area. Plans to scale`back the level of

children's and maternity services at the Friarage Hospital in

Northallerton will now go ahead without further review. The

proposals, that would see all high`risk births and overnight

children's care going elsewhere, were referred to the Health

Secretary. But today, Jeremy Hunt confirmed there were no grounds for

a further review and said the plans should go ahead. Our health

reporter, Sharon Barbour, joins me now. This has all gone on for a long

time. Is this the end of the line for those who wanted to keep

services at the Friarage? The controversial plans have been

around for about three years. The local people said they were appalled

by the proposals. There was a 10,000 petition signatures. The health

secretary refused the proposals and referred to the independent panel.

We'll look at all the to health care, big changes, and they decided

that after looking at the issues with resources that the down grading

was in the interests of patients. The changes will now be implemented

in October. This mean? It essentially means that midwives will

run the service, as opposed to doctors. Children with complicated

medical conditions will have to find another hospital. Have we had

reaction from those who wanted to keep the hospital as it was? Yes, we

have heard from supporters, such as William Hague, who said the changes

could be complicated. The support group have said the changes were

supported by local doctors and midwives will provide a better

service for the children. There is also another story from the

hospital. Investigations are underway in terms of outpatients and

how they are cared for. When the condition deteriorates. The local

pressure group says they are working with the local trust to find out how

patients are being looked after. They will not tell us what prompted

the investigation, but hopes the outcome will lead to improvements

for the patient. Pony`trekking firms in the Lake

District are worried that proposed "speed restrictions" on horses using

off`road routes could drive them out of business. Some say the National

Park Authority wants to limit horses to no more than a trot, to protect

walkers and cyclists. But officials say they Are only consulting on

"sensible measures for all bridleway 6000 people a year, pony trekking

here. It is nearly every of the animals can canter freely. They are

unhappy about the new proposed guidelines. We cannot be imposed

with the speed limit on the bridleways. We wade across Fells and

mountains. We need to go on the route and it needs that amount of

cantering in sections to be able to get round the distance that we need.

People in Yarm have voted by an overwhelming majority to separate

from Stockton Council. 89% of people who took part in a local referendum

supported plans to transfer to Hambleton in North Yorkshire.

Campaigners in Yarm say they have been ignored by Stockton, with

unpopular parking charges and redevelopment schemes "foisted" on

them. But less than a quarter of people in Yarm took part in the

referendum, which is not legally binding. It hs also cost ?4,000 and

opponents say that is a waste of public money.

This is a story of two places. Yarm Let us call one of them and the

other Stockton. The first got together 40 years ago. They have

shared many things. But after all those years together, they are going

their separate ways. Yarm Once a divorce. In a referendum, nearly 90%

of people wanted to break it off with Stockton. In a relationship, it

is a build`up of different things, street parking, building work on the

cobbles. No, another council has come in and Yarm wants to join

forces with Hambleton. They have been undermining and this

satisfaction going on for two or three years. We have given them the

opportunity to come out and say something, but they have not. So,

I'll be celebrating? It should be in Yorkshire. Do you think North Yorks

would be better? But the referendum is not legally binding and the cost

of ?4000 as upset opponents. It did not give the true picture. In

Stockton, we have excellent services. 40 years as long time, but

local authorities on. In North Hambleton, they are ready to welcome

Yarm back. They might as well come back. And none of this means the

separation is going to happen. North Stockton, Hambleton and Yarm would

all have to officially agree that they could move on.

Mark Denten joins me now, So a vote to move Stockton into North

Yorkshire, but what does it actually mean?

As I say, the three councils have to agree that the boundary commission

can have a look at this. We have heard from Hambleton council this

afternoon. They say they are flattered by the results of the

referendum, but they are not seeing anything else. The council are sing

the waiting for the boundary commission to contact them. As far

as I can gather, nobody is picking up the phone in Stockton.

Thousands of visitors are expected on Gateshead quayside over the next

three days, as Children's BBC comes to town. The special, live, event is

aimed at youngsters from six to 12 and, of course, their parents, and

will feature some of CBBC's biggest stars and shows. We will be live

Over the next few days, there is a high pressure of which should keep a

strike over the next few days and into the weekend. It is not going to

be particularly good with regard to sunshine, pitiless least it will be

dry, for the most part. Here are the temperatures for Thursday and
