As part of a crackdown Middlesbrough Council is | :06:10. | :06:11. | |
sending officers into pubs, shops and businesses | :06:12. | :06:13. | |
to see if they're breaking the smoking ban. | :06:14. | :06:19. | |

in the country and smoking is seen | :06:26. | :06:26. | |
as the main reason for that. What we now is that smoking accounts | :06:27. | :06:37. | |
for almost half of the life expectancy gap that exists between | :06:38. | :06:38. | |
ourselves and the national `verage. The sale of illegal cigarettes, | :06:39. | :06:40. | |
the council says, shouldn't be seen as | :06:41. | :06:42. | |
victimless crime, especially when half of all | :06:43. | :06:43. | |
smokers die from their habit. A man who died after taking part in | :06:44. | :06:54. | |
the Great North Swim on Windermere has been named as Colin Pringle who | :06:55. | :06:57. | |
was 52 and lived in South London. He became ill during the two`mile | :06:58. | :07:01. | |
swim on Friday afternoon. He was taken by Air Ambulance to the | :07:02. | :07:05. | |
Cumberland Infirmary but later died. His death isn't being | :07:06. | :07:08. | |
treated as suspicious. A 12`year`old boy who was injured in | :07:09. | :07:13. | |
a head`on`bus crash in County Durham 50 children, from two schools, | :07:14. | :07:16. | |
were involved in the collishon on the A693 in Stanley | :07:17. | :07:20. | |
just under two weeks ago. 28 children and | :07:21. | :07:24. | |

was spent on. The million pounds was added to | :08:17. | :08:19. | |
seven million of the companx's own. And here's a new factory, | :08:20. | :08:22. | |
creating 86 jobs. It is advantageous and shows | :08:23. | :08:32. | |
commitment from the British government to the industry sector | :08:33. | :08:37. | |
and manufacturing in general, especially in the north`east. | :08:38. | :08:39. | |
Happy here, but the Regional Growth Fund has its critics. | :08:40. | :08:42. | |
The National Audit Office found more than ?400 million | :08:43. | :08:44. | |
promised to companies has yet to be released. | :08:45. | :08:46. | |
But about half of that total are accounted for | :08:47. | :08:51. | |

marriages for her children. The abuse started within months | :10:24. | :10:33. | |
of him coming into England. Anything he ever did was never | :10:34. | :10:44. | |
questioned. In fact, me questioning him, beating raping me was putting | :10:45. | :10:51. | |
me in the wrong straightawax. It was horrible. | :10:52. | :10:57. | |
Sima was forced by her family to marry a cotsin | :10:58. | :10:59. | |
She suffered 13 years of phxsical, sexual and mental abuse. | :11:00. | :11:03. | |
And when her family starting making plans | :11:04. | :11:06. | |
to force them into marriage too she'd had enough. | :11:07. | :11:08. | |
It was cut`off point. I was not going to have my daughters with the | :11:09. | :11:14. | |
same life I had lived. So I left for them. I left so they could have a | :11:15. | :11:17. | |
better life. Sima went through the civil | :11:18. | :11:18. | |
courts to protect her children. It meant giving evidence | :11:19. | :11:21. | |
against her entire family. I don't think they had ever thought | :11:22. | :11:29. | |
they had done anything wrong. Probably the hardest thing for me is | :11:30. | :11:35. | |
exposing them. Exposing thel for what they were. Having a judge tell | :11:36. | :11:42. | |
them that they were wrong. So you felt overwhelming guilt putting them | :11:43. | :11:47. | |
through that? I still do, it is the one thing that absolutely broke me. | :11:48. | :11:50. | |
Going through the civil courts, getting a forced marriage | :11:51. | :11:52. | |
protection order, was the only legal route open to Sima at the thme. | :11:53. | :11:55. | |
For the first time it is now a criminal offence to forciblx make | :11:56. | :12:08. | |
someone marry either here or take them abroad and marry them. They | :12:09. | :12:14. | |
talk about luring people to a different state or country to force | :12:15. | :12:20. | |
them into marriage. They will be looking at a fine or a prison | :12:21. | :12:24. | |
sentence of seven years in dxtreme cases. | :12:25. | :12:27. | |
Last year more than 1,300 c`ses were reported to the | :12:28. | :12:29. | |
Out of them 40% of those involved the Pakistani commtnity, | :12:30. | :12:35. | |
and 40% involved girls under the age of 17. | :12:36. | :12:39. | |
The new law is designed to send a strong message to communities | :12:40. | :12:43. | |
saying forced marriage will not be tolerated. | :12:44. | :12:46. | |
On the ground, organisations who work with abused women | :12:47. | :12:50. | |
like the Angelou Centre in Newcastle have reservations. | :12:51. | :12:58. | |
It will not stop families from forcing girls to marry. For many of | :12:59. | :13:09. | |
the women who take out civil orders, the majority have withdrawn it a few | :13:10. | :13:12. | |
years down the line. It is predominantly because going to court | :13:13. | :13:19. | |
is not seen as an honourabld thing to do. Unfortunately we think it is | :13:20. | :13:24. | |
going to deter people seeking support. | :13:25. | :13:25. | |
Despite those concerns, Northumbria police are keen | :13:26. | :13:27. | |
for those affected to know that they are committed to helping thdm. | :13:28. | :13:33. | |
Yes, specific effort is are being made to send the message out, and I | :13:34. | :13:44. | |
think it is key to send it to the potential victims and anyond who | :13:45. | :13:47. | |
sees this starting to happen or suspect that it can happen. It | :13:48. | :13:53. | |
sounds so simple, but this hssue is not. Cultural beliefs run ddep and | :13:54. | :13:59. | |
could take generations to shift That is why criminalising | :14:00. | :14:02. | |
perpetrators poses a moral dilemma. If this new law had been in | :14:03. | :14:09. | |
place... It is hard enough taking your mum or dad into a courtroom and | :14:10. | :14:13. | |
