Good evening. for the news where you are. | :00:11. | :00:12.
Hundreds of mourners gathered at York Minster today, | :00:13. | :00:15.
to celebrate the life of seven-year-old Katie Rough, | :00:16. | :00:18.
who was killed in the city last month. | :00:19. | :00:20.
members of the public were invited to help remember her short life. | :00:21. | :00:28.
Outside York Minster this afternoon, Katie Rough's hearse arrived pulled | :00:29. | :00:36.
by two white horses. Mourners and onlookers fell silent. | :00:37. | :00:38.
Her parents, Paul and Alison, were met by the Archbishop of York, | :00:39. | :00:46.
Doctor John Sentanu, who was leading the thanksgiving service. | :00:47. | :00:48.
The coffin was decorated with characters from one | :00:49. | :00:50.
of the writers that Katie loved the most, Dr Seuss. | :00:51. | :00:53.
The congregation joined to sing some of Katie's favourite hymns, | :00:54. | :00:58.
and her uncle Stephen held back tears as he paid tribute, | :00:59. | :01:03.
describing her as "a smart and beautiful child | :01:04. | :01:05.
who will live on forever in our hearts." | :01:06. | :01:08.
and the grief in fact has brought them together more so. | :01:09. | :01:19.
So I got to know them. | :01:20. | :01:20.
And I actually think Stephen has been a tower of strength. | :01:21. | :01:23.
Before the funeral, Katie's family released a video | :01:24. | :01:27.
which shows a compilation of photos of the seven-year-old's short life. | :01:28. | :01:30.
They want people to remember her for what she was like, | :01:31. | :01:32.
She was found with serious neck and chest injuries | :01:33. | :01:43.
on a playing field near her home and died later in hospital. | :01:44. | :01:47.
A 15-year-old girl has been charged with her murder. | :01:48. | :01:51.
Her tragic death has affected many communities across the city, | :01:52. | :01:55.
and hundreds of people packed into York Minster today | :01:56. | :01:58.
to pay their respects to a little girl they didn't know, | :01:59. | :02:00.
There's a couple of events on later this week that we | :02:01. | :02:06.
We are helping to raise money for two York charities, | :02:07. | :02:10.
one of them for disadvantaged children, and just to remember her | :02:11. | :02:16.
as a lovely little girl and leave a legacy | :02:17. | :02:18.
and not a memory that something awful happened. | :02:19. | :02:20.
After the service, the coffin was carried out from York Minster | :02:21. | :02:27.
to the hymn, "he's got the whole world in his hands" with | :02:28. | :02:31.
the words change to "he's got Katie in his hands". | :02:32. | :02:33.
As her body was driven away for a quiet service of | :02:34. | :02:36.
committal, there was spontaneous applause. | :02:37. | :02:37.
This personal family tragedy has become something very public. | :02:38. | :02:39.
And now, her parents are going to set up a lasting memorial to the | :02:40. | :02:43.
daughter that they say made them so happy. | :02:44. | :02:53.
The Prison Officers' Association says it's not surprised | :02:54. | :02:55.
by the findings of a BBC investigation, | :02:56. | :02:57.
which secretly filmed widespread drug abuse and security failings | :02:58. | :02:59.
A Panorama reporter spent two months undercover at | :03:00. | :03:06.
HMP Northumberland near Morpeth, which is privately run. | :03:07. | :03:08.
On the undercover reporter's first day inside, 2.5 kilograms of Spice, | :03:09. | :03:18.
an illegal high with a prison value of quarter of a million pounds, | :03:19. | :03:23.
Despite this, Panorama was told that there was no | :03:24. | :03:32.
lock down so that the block could be completely searched. | :03:33. | :03:54.
During filming, the BBC discovered a serious security breach. | :03:55. | :03:56.
Alarms on two doors were not working. | :03:57. | :04:06.
Nearby, officers found wire-cutting tools | :04:07. | :04:08.
and later a hole in an inner security fence. | :04:09. | :04:14.
The reporter asked the governor what went wrong. | :04:15. | :04:29.
A former officer says that the company that | :04:30. | :04:32.
now runs the prison, Sodexo, is to blame for the influx | :04:33. | :04:34.
of drugs, a situation that he describes as "ballistic". | :04:35. | :04:42.
Sodexo cut their nose off with things like drugs, | :04:43. | :04:44.
saying that they didn't have drug problems. | :04:45. | :04:49.
If you can't catch drugs and you don't report drugs you don't | :04:50. | :04:52.
I think Sodexo should have been into special measures | :04:53. | :04:58.
and consideration immediately be given to taking the contract from | :04:59. | :05:02.
Sodexo and that the state take control of that prison. | :05:03. | :05:16.
Well earlier I asked Damian what the prison and the government had to | :05:17. | :05:20.
Neither Sodexo, which is the company that runs the prison | :05:21. | :05:23.
or the government, actually took part in the programme but they've | :05:24. | :05:26.
Sodexo says the safety of staff and inmates is their top priority. | :05:27. | :05:29.
And the Ministry of Justice said it would urgently investigate the BBC's | :05:30. | :05:32.
footage and that the government is determined to reform our prisons. | :05:33. | :05:38.
Police searching for a man last seen at Hartlepool Marina have found | :05:39. | :05:41.
a body. 51-year-old Andrew Roy failed to show up for work | :05:42. | :05:44.
The body hasn't yet been formally identified | :05:45. | :05:47.
but Mr Roy's family has been informed. | :05:48. | :05:54.
A father and daughter have appeared in court in Carlisle | :05:55. | :05:56.
charged with the manslaughter of their 91-year-old relative. | :05:57. | :05:59.
Peter Fairclough, who's 72, and his 43-year-old daughter Julie, | :06:00. | :06:03.
both from Cockermouth, deny unlawfully killing Maude White | :06:04. | :06:06.
- their mother-in-law and grandmother respectively, | :06:07. | :06:09.
A tanker's overturned and fallen 30 feet | :06:10. | :06:15.
down a railway embankment in Northumberland. | :06:16. | :06:17.
The vehicle, containing heating oil, left the road | :06:18. | :06:19.
between Fourstones and Warden while travelling towards Hexham. | :06:20. | :06:25.
The oil had to be removed before the tanker could be moved. | :06:26. | :06:27.
The driver escaped with minor injuries. | :06:28. | :06:32.
Recruitment's begun for a new team of bell ringers for York Minster | :06:33. | :06:35.
after 30 volunteers were sacked last year | :06:36. | :06:39.
following concerns about safeguarding. | :06:40. | :06:40.
An advert has appeared on the Minster's website | :06:41. | :06:42.
Part of the role includes hiring volunteer bell ringers. | :06:43. | :06:50.
Campaigners against fracking in North Yorkshire say they'll be | :06:51. | :06:52.
fielding candidates in this year's local council elections. | :06:53. | :06:56.
A new group, 'Frack Free United' was officially | :06:57. | :06:57.
Protests, petitions, and legal challenges have become part of the | :06:58. | :07:09.
anti-fracking story over the past couple of years in North Yorkshire. | :07:10. | :07:12.
But, so far, they have had little practical effect. | :07:13. | :07:14.
If local councillors can't be persuaded to turn down planning | :07:15. | :07:19.
permission, then elect different councillors. | :07:20. | :07:23.
We've got County Council elections coming up in North Yorkshire. | :07:24. | :07:26.
With several others right across the country. | :07:27. | :07:28.
And we are looking for people who are going to stand in those | :07:29. | :07:35.
elections for whatever political party who will, as part of their | :07:36. | :07:37.
manifesto, pledge that they are anti-fracking. | :07:38. | :07:47.
We need people who are going to come to County Hall who are not | :07:48. | :07:50.
just passionate about environmental issues, | :07:51. | :07:52.
passionate about education, about child protection, | :07:53. | :07:55.
a sustainable library service, maintaining our roads. | :07:56. | :07:58.
Protests in the past outside North Yorkshire County Council | :07:59. | :08:05.
headquarters in Northallerton have already failed to convince | :08:06. | :08:18.
councillors on this Conservative controlled planning authority who | :08:19. | :08:20.
control the planning authority to turn down the one | :08:21. | :08:22.
fracking application they have had to decide on so far. | :08:23. | :08:25.
The real test as to whether this political initiative is going to | :08:26. | :08:27.
after the local government elections. | :08:28. | :08:30.
Across all those county councils, there are companies that asking them | :08:31. | :08:33.
to grant permission for them to frack. | :08:34. | :08:36.
Paul's here with the weather for the week ahead. | :08:37. | :08:38.
The short answer is yes. But don't go writing winter off completely. As | :08:39. | :08:52.
we head through this coming week. Yesterday, some cloud, a breeze and | :08:53. | :08:57.
some rain but temperatures are on the rise as well. Quite a quiet | :08:58. | :09:02.
night tonight. Mostly dry and the clouds are breaking up. There are | :09:03. | :09:06.
some clear spells around. The combination of that patchy cloud and | :09:07. | :09:10.
the East to south-easterly breeze means most places stay frost free at | :09:11. | :09:17.
round about two Celsius. A dry start tomorrow, staying dry through the | :09:18. | :09:21.
day. The cloud more broken in the east than it was today so many | :09:22. | :09:25.
places should see some sunshine at times although it tends to cloud | :09:26. | :09:29.
over from the West as we head into the evening. Top temperature, 10 | :09:30. | :09:33.
Celsius in the West, south-easterly winds and lighter than they have | :09:34. | :09:36.
been so it should feel that bit milder. Heading into tomorrow | :09:37. | :09:41.
evening, that cloud begins with some patchy rain spreading in from the | :09:42. | :09:44.
south and west. It tends to die away again by the end of the night. That | :09:45. | :09:49.
cloud will keep ours frost free again with five the overnight low as | :09:50. | :09:55.
we head into Wednesday morning. Wednesday, misplaces dry with broken | :09:56. | :09:59.
cloud and sunny intervals. Temperatures broadly speaking into | :10:00. | :10:02.
double figures with highs of around pence osseous with a southerly | :10:03. | :10:08.
breeze. That southerly breeze will become more south-westerly into the | :10:09. | :10:14.
latter part of the week. We have weather fronts are content with, but | :10:15. | :10:18.
because the wind is coming from that south-westerly direction that will | :10:19. | :10:21.
help maintain those higher temperatures as we head through the | :10:22. | :10:25.
second half of the week towards the weekend. Thursday, fairly cloudy on | :10:26. | :10:30.
the whole with power pick enough to produce some rain at times, | :10:31. | :10:33.
especially in the West. Temperatures east of the Pennines in double | :10:34. | :10:40.
figures with highs of 11 Celsius in Middlesbrough, but a windy day on | :10:41. | :10:45.
Thursday. Friday, a similar day in some respects, lots of cloud around, | :10:46. | :10:49.
most of the rain will be in the West, the best of any bright spells | :10:50. | :10:55.
in the east with highs of around about 11 Celsius. The rain much | :10:56. | :11:00.
light on Friday. That is how it is looking, stay tuned to your | :11:01. | :11:04.
at the weekend it will be mild. Largely dry, perhaps | :11:05. | :11:05. |
