A Leeds man described by police as the most prolific user and | :01:03. | :01:10. | |
collector of indecent images of children in the UK was jailed today. | :01:10. | :01:13. | |
When police raided Daniel Taylor's home in Farnley, they found more | :01:13. | :01:16. | |
than 300.000 images, many of them of the most serious grade. Taylor | :01:16. | :01:26. | |
:01:26. | :01:27. | ||
also had an instruction video for abusing young children. 300The 31- | :01:27. | :01:30. | |
year-old was given an indefinite jail sentence today. None of the | :01:30. | :01:36. | |
charges, we must point out, related to his own children. To the outside | :01:36. | :01:40. | |
world Daniel Taylor was a caring family man, but behind the closed | :01:40. | :01:45. | |
doors of his home here in Farnley, he was someone altogether more | :01:45. | :01:49. | |
sinister. Inside his house, police found he possessed more than | :01:49. | :01:54. | |
300,000 indecent images of children, and that was when they stopped | :01:54. | :02:01. | |
counting. Taylor admitted this, and making indecent images of children | :02:01. | :02:06. | |
and taking indecent pictures. He also admitted to two sexual | :02:06. | :02:10. | |
assaults by taking pictures of babies. He used a covert camera | :02:10. | :02:16. | |
disguised as a cigarette lighter to film himself assaulting baby girls. | :02:16. | :02:22. | |
He had 47 devices, including hard drives and a laptop. Clearly, by | :02:22. | :02:27. | |
the nature of his store of images and his ability to share them | :02:27. | :02:31. | |
across the internet, then there are other people involved in that world. | :02:31. | :02:38. | |
The way we came about this is ground-breaking technology, which | :02:38. | :02:45. | |
we use to monitor activity like this on the internet. The court | :02:45. | :02:48. | |
said he'd shown deep remorse for his acts and that he'd lost | :02:48. | :02:54. | |
everything in his life. It's the most severe case we have | :02:54. | :02:58. | |
experienced and one of the most significant nationally in terms of | :02:58. | :03:02. | |
the sheer volume of images shared across the internet. Daniel Taylor, | :03:02. | :03:05. | |
described as a high risk to children, will not be released | :03:05. | :03:11. | |
after his three years in jail unless or until the authorities are | :03:11. | :03:19. | |
satisfied he's no longer a threat. Dr Bernard Gallaher is from | :03:19. | :03:22. | |
Huddersfield University. He's one of the leading experts on child | :03:22. | :03:26. | |
abuse and paedophile rings. I suppose this case really proves | :03:26. | :03:31. | |
there is no such thing as a stereotypical paedophile. Very true. | :03:31. | :03:35. | |
If there is anything we can draw from this case is the fact there's | :03:35. | :03:41. | |
whole range of people that present risks to children. It's not that | :03:41. | :03:43. | |
old-fashioned, stereotypical picture of the lone male in a dirty | :03:43. | :03:48. | |
raincoat. That couldn't be further from the truth, particularly with | :03:48. | :03:51. | |
these child pornography cases. It has been shown that lots of | :03:51. | :03:55. | |
different people from lots of different walks of life do download | :03:55. | :04:02. | |
these images. Hundreds of thousands of images - thousands of the most | :04:02. | :04:06. | |
serious category found on this computer. Does it make people want | :04:06. | :04:10. | |
to mistrust everyone? I mean, I think if I had very young children, | :04:10. | :04:15. | |
I'd want to lock them up. Unfortunately, we do hear about | :04:15. | :04:19. | |
quite a lot of child abuse stories these days, and the natural | :04:19. | :04:23. | |
reaction is to be quite fearful for your children, but I think it's | :04:23. | :04:25. | |
important to bear in mind that there are only probably a small | :04:25. | :04:31. | |
minority of people committing these offences, and it's important that | :04:31. | :04:36. | |
they don't make us alter the way we live our lives. Nevertheless, as I | :04:36. | :04:41. | |
have said, hundreds of thousands of images, presumably, a lot of them | :04:41. | :04:45. | |
shared images - there must be a lot of other people out there who pose | :04:45. | :04:50. | |
a danger to our children and even young babies. Do we have numbers | :04:50. | :04:56. | |
yet There are no hard-and-fast numbers. This problem is growing | :04:56. | :05:00. | |
all the time, but a conservative estimate is there are tens of | :05:00. | :05:04. | |
thousands, if not hundreds of thousands, of individuals in the | :05:04. | :05:07. | |
United Kingdom who are at least downloading child pornography | :05:07. | :05:11. | |
images. It is a significant problem. Hundreds of thousands means that | :05:11. | :05:14. | |
there's tens of thousands in Yorkshire. The one thing I suppose | :05:14. | :05:20. | |
we can take heart from is that the police are forever vigilant. They | :05:20. | :05:23. | |
are checking every internet possibility to close these | :05:23. | :05:28. | |
paedophiles down, aren't they? are, although a lot of the police | :05:28. | :05:31. | |
action and law enforcement more generally and also the internet | :05:31. | :05:35. | |
industry - a lot of the action they're taking tends to be reactive. | :05:35. | :05:41. | |
They wait for suspicions to be raised or reports to be made to | :05:41. | :05:44. | |
them,ed a then they investigate them, which is all very important, | :05:44. | :05:50. | |
but we do need far more resources so the police can go out | :05:50. | :05:53. | |
proactively protecting these individuals, because the ones | :05:53. | :05:56. | |
they're detecting at the moment will only be the tip of the iceberg. | :05:56. | :06:01. | |
They do need those resources to be able to go on the internet and | :06:01. | :06:06. | |
detect far more. While the internet facilities child porn offences, it | :06:07. | :06:11. | |
also assists the police in catching these offenders, but they do need | :06:11. | :06:13. | |

investigation into how a consultation exercise looking at | :06:15. | :06:19. | |
plans to close care homes in Leeds has been carried out. Look North | :06:19. | :06:21. | |
has seen confidential documents which some councillors claim show | :06:21. | :06:24. | |
the process of gauging public reaction has been nothing more than | :06:24. | :06:27. | |
a sham. Today another petition against the closures was handed in, | :06:27. | :06:34. | |
our local government reporter Danni Hewson went along. | :06:34. | :06:39. | |
Box after box of signatures delivered to Leeds Council - over | :06:39. | :06:42. | |
9,000 people have penned their objection to plans to close six | :06:43. | :06:50. | |
council-run old people's homes in the city. The people of this area | :06:50. | :06:56. | |
have very much - are very much annoyed, upset, angered at the fact | :06:56. | :07:03. | |
that the home will close. They promised me a life in - in there | :07:03. | :07:11. | |
for life. They - they're going to go off their word if they shut it. | :07:11. | :07:15. | |
All here hope their hard work will make a difference, but tonight, | :07:15. | :07:19. | |
there are fears a decision has already been made. Documentation | :07:19. | :07:24. | |
obtained by the BBC relates to a cabinet meeting held on July 25 | :07:24. | :07:26. | |
about the proposals. It proposes that they recommend the | :07:26. | :07:31. | |
decommissioning of the six homes to the executive pending the final | :07:31. | :07:36. | |
completion of the consultation. am hearing rumours, and I have | :07:36. | :07:39. | |
great concerns, and I am told that the decision has already been made | :07:40. | :07:44. | |
and that this consultation process is nothing more than a sham. I am | :07:44. | :07:48. | |
getting angry thinking about it, so it really does need looking into | :07:48. | :07:52. | |
because if people say that a consultation process is open and | :07:52. | :07:55. | |
that there is a deadline, then decisions should not be taken | :07:55. | :08:01. | |
before that deadline. Amidst all the political rhetoric, it's easy | :08:01. | :08:05. | |
to lose sight of the fact that we're talking about people's homes | :08:05. | :08:08. | |
- and not just any people - some of the most vulnerable in society. | :08:09. | :08:13. | |
That's one of the reasons a Leeds MP has waded into the row and | :08:13. | :08:19. | |
demanded answers. I think this needs a proper inquiry. I also will | :08:19. | :08:22. | |
be referring this matter to the local Government ombudsman, but | :08:22. | :08:25. | |
this process must be stopped now because the way this is being | :08:25. | :08:28. | |
conducted is an entirely unacceptable way to carry out | :08:28. | :08:32. | |
public service. For the campaigners, they're not much bothered with the | :08:32. | :08:38. | |
process. They just want their homes to stay open. See you, love. | :08:38. | :08:43. | |

is a meeting with the cabinet last week that I attended and that | :09:13. | :09:16. | |
officers prepared a presentation for - we would be expected to | :09:16. | :09:19. | |
discuss with elected members what some of the themes coming out of | :09:20. | :09:24. | |
the consultation was, and to actually consult them, indeed, as | :09:24. | :09:27. | |
elected members about what some of these options should be. In fact, | :09:27. | :09:31. | |
the next stage of the process is that, as the director responsible | :09:31. | :09:36. | |
for these services, I will be ensuring a report is prepared and | :09:36. | :09:39. | |
submitted to the executive board. At this moment in time, I don't | :09:39. | :09:44. | |
know the content of that report. But this fact you can have a look | :09:44. | :09:48. | |
at. The consultation period hasn't even ended yet, and already we're | :09:48. | :09:52. | |
told that the builder, Barrett Homes, has plans to build on a | :09:52. | :09:56. | |

will be devastated if it goes. York St John University wants to expand | :11:52. | :12:02. | |
on the site. And the city council's leader says he would like to see | :12:02. | :12:04. | |

a demonstration has been taking place. | :12:07. | :12:10. | |
Yeah, they have made a noise outside. Now they're planning to | :12:10. | :12:14. | |

one aim - to try to persuade York's council not to sell off their car | :12:19. | :12:25. | |
park, and despite the fact they're at a meeting, they say this is not | :12:25. | :12:29. | |
about politics. This is about livelihoods. Another coach, another | :12:29. | :12:32. | |
group of tourists, another York wage packet, because everybody who | :12:32. | :12:38. | |
gets off the bus here walks past these businesses, these businesses | :12:38. | :12:41. | |
and these businesses on their way here. | :12:41. | :12:46. | |
Hundreds of jobs will be lost in tourism if we end up with a | :12:46. | :12:51. | |
diminished coach park that isn't workable because it's a health and | :12:51. | :12:55. | |
safety hazard, and he's also forgetting the fact that tourism in | :12:55. | :12:59. | |
the city is increasing 5% a year, so therefore, there is more jobs | :12:59. | :13:07. | |
being created all the time. Tourism is worth �433 a year to York. Six | :13:07. | :13:12. | |
million people come to the city annually. Around 7% of them come by | :13:12. | :13:17. | |
coach. The recently-expanded York St John | :13:17. | :13:21. | |
University wants to expand yet further into the car and coach park. | :13:21. | :13:26. | |
City of York Council is keen to help, but they have had to change | :13:26. | :13:30. | |
their plans after furious protests by the traders, and there could be | :13:30. | :13:37. | |
a knock-on effect across the city. I bring around 260 to 300 coaches | :13:37. | :13:40. | |
every year, but you can estimate that for every coach I serve, there | :13:40. | :13:45. | |
are two or three other Continental coaches. German tour companies, | :13:45. | :13:50. | |
knowing about this problem, addressed already that they'll | :13:50. | :13:54. | |
probably go to Lincoln because they're going to build a new coach | :13:54. | :13:58. | |
park. The council says they have listened, and they have compromised | :13:58. | :14:01. | |
and will consult on five new proposals. It's important that we | :14:01. | :14:05. | |
help grow our knowledge, economy and grow jobs in a very difficult | :14:05. | :14:11. | |
time while at the same time trying to protect our assets. None of that | :14:11. | :14:15. | |
satisfies the protesters. They want the whole plan scrapped and the | :14:15. | :14:19. | |
university to find an entirely different site. | :14:19. | :14:23. | |
And if you're wondering why they're all taking it so seriously, let's | :14:23. | :14:29. | |
do a little bit of maths. There are 420,000 people come here in coaches | :14:29. | :14:33. | |

they said it wasn't flash flooding, so we were stuck. We had to get a | :17:52. | :17:56. | |
friend to go out and get sandbags. By that time it was already in, so | :17:56. | :18:01. | |
we were just trying to minimise. These homes have never flooded | :18:01. | :18:04. | |
before and escaped the devastation seen elsewhere in South Yorkshire | :18:04. | :18:08. | |
in 2007. Last night, though, the water came so fast, there was very | :18:08. | :18:15. | |
little time to react. Well, you heard some criticism | :18:15. | :18:18. | |
there of Doncaster Council. They have issued a statement saying that | :18:18. | :18:23. | |
members of the Highways Team responded to the torrential | :18:23. | :18:26. | |
downpours. They used jetting equipment to pump the water away | :18:26. | :18:29. | |
from here. They say members of the neighbourhood response team were | :18:29. | :18:34. | |
