there's little support elsewhere in the country for the unit in Leeds | :01:13. | :01:22. | |
to stay open. So how close are we to a final decision? | :01:22. | :01:25. | |
This is an issue which provokes strong feelings. Let's just remind | :01:25. | :01:29. | |
you of where we are. At the moment there are currently 11 children's | :01:29. | :01:32. | |
heart units across England and Wales. The proposal is to reduce | :01:32. | :01:37. | |
that number by around half to six or seven. The campaign to keep the | :01:37. | :01:40. | |
heart unit open has attracted a big response. Half a million people | :01:40. | :01:43. | |
signed a petition in Yorkshire, which was sent to Downing Street, | :01:43. | :01:47. | |
calling for the Leeds unit to stay open. No decision is expected | :01:47. | :01:51. | |
before the end of the year. Any changes are not likely to take | :01:51. | :01:58. | |
effect until 2013. Ian White has today's latest development. | :01:58. | :02:03. | |
It is a dilemma that has divided the North of England. Should | :02:03. | :02:07. | |
children have a life-saving heart surgery in Leeds, or be forced to | :02:07. | :02:12. | |
travel to Newcastle or Liverpool instead? After the petitions came | :02:12. | :02:17. | |
the politicians, and now the result of a major NHS questionnaire. The | :02:17. | :02:21. | |
latest blow for Leeds comes in the form of this large document. It is | :02:21. | :02:27. | |
a very heavy reading. 75,000 people across the UK took part in the | :02:27. | :02:30. | |
survey. In it they were asked to choose one of four options - where | :02:30. | :02:36. | |
would they like children's heart surgery located? Newcastle and | :02:36. | :02:41. | |
Liverpool are appeared in three of the options, but Leeds' only | :02:42. | :02:44. | |
appeared in the 4th option. While it got a good response in Yorkshire, | :02:44. | :02:50. | |
Natalie, May the -- mich -- most people voted for the top two | :02:50. | :02:55. | |
options. It is disappointing, but not surprising. We were never going | :02:55. | :03:01. | |
to come out top because we were only in one out of four options. | :03:01. | :03:05. | |
is exceptionally difficult to fill in. I have got a degree and I | :03:05. | :03:09. | |
struggled. Also, it was not produced in other languages, which | :03:09. | :03:14. | |
is an issue for many parents in this unit where 25% of parents | :03:14. | :03:18. | |
don't have English as a first language. The campaign has been | :03:19. | :03:28. | |

hugely successful with more than 500,000 and a national survey. Half | :03:30. | :03:35. | |
a million people signed a petition wanting to save his unit. They | :03:35. | :03:39. | |
found it very difficult to fill in the online questionnaire. It was | :03:39. | :03:43. | |
very confusing. Even if we had difficulty with that. I don't want | :03:43. | :03:49. | |
this to be a Leeds - Newcastle thing. There is probably I would | :03:49. | :03:53. | |
obviously go for Leeds because of the geography and the fact that it | :03:53. | :03:57. | |
is a first-rate centre. Families say that despite today's | :03:57. | :04:00. | |
developments they will fight on to keep heart surgery in Leeds until a | :04:00. | :04:04. | |
final decision is known at the end of the deer. | :04:04. | :04:06. | |
A little earlier I spoke to Dr Graham Stuart, a consultant | :04:06. | :04:09. | |
cardiologist, who is advising the committee that will make the final | :04:09. | :04:12. | |
decision about children's heart surgery across England and Wales. I | :04:12. | :04:16. | |
put to him that the way this survey had been conducted wasn't fair to | :04:16. | :04:26. | |
:04:26. | :04:28. | ||
Leeds. I accept that the process was not | :04:28. | :04:33. | |
perfect. The problem in the North of England is a difficult one in | :04:33. | :04:39. | |
that it is a big region, and the population doesn't allow for three | :04:39. | :04:42. | |
centres to continue while at the same time each centre having | :04:42. | :04:47. | |
sufficient numbers to provide a safe and sustainable service with a | :04:47. | :04:51. | |
minimum of four surgeons. Therefore there has to be a cut down in | :04:51. | :04:55. | |
centres. How that is done is an extremely difficult decision. | :04:55. | :04:59. | |
500,000 people fear that you are about to make the wrong decision. | :04:59. | :05:04. | |
The individual decisions are very, very difficult, not just in the | :05:04. | :05:08. | |
north, but throughout different areas of the UK. That is why this | :05:08. | :05:15. | |
process has taken a long time. That is why the views of all those | :05:15. | :05:25. | |
people in Leeds he completed the survey, and also the overall 77,002 | :05:25. | :05:29. | |
completed the poll are very important. You say it is an | :05:29. | :05:34. | |
important decision, but can you categorically assure us tonight | :05:34. | :05:37. | |
that that decision has not been made, that the consultation is | :05:38. | :05:42. | |
still under way? Did the best of my knowledge, that is true, and I | :05:42. | :05:46. | |
genuinely believe it to be true, although I am not privy to the | :05:46. | :05:49. | |
final decision. I am part of the steering group that advises | :05:49. | :05:53. | |
decision-makers. You still seem to be hinting in some way that Leeds | :05:53. | :05:59. | |
has to go. Leeds was part of one option out of the different options, | :05:59. | :06:03. | |
and it was the least popular option. The reason for that was partly | :06:03. | :06:08. | |
because of the other two units, Liverpool has a very high | :06:08. | :06:13. | |
population density, and Newcastle provides two of the nationally | :06:13. | :06:22. | |
designated services. So, that does not preclude Leeds surviving, but | :06:22. | :06:28. | |
it does mean that a different solution has to be found. I will | :06:28. | :06:32. | |
emphasise again that the decision is not in your hands, you are | :06:32. | :06:35. | |
merely on the steering committee that makes the recommendations, but | :06:36. | :06:40. | |
I am hearing from you answers, I heard last week with David Cameron | :06:40. | :06:44. | |
when he visited Leeds, that half a million people are about to be very | :06:44. | :06:50. | |
disappointed. Well, I deal with children with heart disease every | :06:50. | :06:55. | |
day, as do my colleagues in Leeds. If you ask a family what they care | :06:55. | :06:58. | |
about, they care about knowing their child is going to have top | :06:58. | :07:01. | |
quality care. Obviously it has to be as close to home as possible, | :07:01. | :07:05. | |
