First tonight, a man and a woman, believed to be partners, have | :00:44. | :00:49. | |
fallen to their deaths from a 16- storey tower block in Leeds. The | :00:49. | :00:53. | |
bodies of the couple, who were in their twenties, were found at the | :00:53. | :00:55. | |
bottom of Clyde Court flats in Wortley at four o'clock this | :00:55. | :00:59. | |
morning. Police had been called a short time before, but were unable | :00:59. | :01:03. | |
to stop the double tragedy, which has shocked the local community. | :01:03. | :01:13. | |

Clyde Court is one of a twin block of high-rise flats. It was here in | :01:23. | :01:26. | |
the early hours of the morning that the double tragedy happened. Police | :01:26. | :01:35. | |
are still trying to explain it. It has shocked many members of the | :01:35. | :01:43. | |
community. The couple fell 100 ft from their death from a 12th floor | :01:43. | :01:49. | |
window. Police say they are not looking for anyone else in | :01:49. | :01:53. | |
connection with the tragedy. Shortly after 4 o'clock this | :01:53. | :02:00. | |
morning, police were alerted by a distressed call from a flat in | :02:00. | :02:05. | |
Clyde Court. Shortly after they arrived, a man and woman that fell | :02:05. | :02:11. | |
from the window to the ground. They both died at the scene. Neighbours | :02:11. | :02:15. | |
at Clyde Court spoke of hearing screaming shortly before the fall. | :02:15. | :02:21. | |
Today it was a community in shock. I looked out the window because my | :02:21. | :02:26. | |
partner had them screaming. Then there was a loud and thump. It was | :02:26. | :02:36. | |
really bad. There should be a risk assessment before they move people | :02:36. | :02:46. | |

into these flats. An investigation is continuing to ascertain the | :02:49. | :02:54. | |
reason behind this tragedy. So, who were these people and how did they | :02:54. | :02:59. | |
come to fall from those windows? All those answers still to be cut, | :02:59. | :03:04. | |
but a further police statement has pointed out that duped that there | :03:04. | :03:13. | |
was police involvement immediately prior to the deaths, West Yorkshire | :03:13. | :03:15. | |
Police's professional standards department has been informed, as | :03:15. | :03:25. | |

has the eye -- IPCC. Thank you. Pregnant women in North Yorkshire | :03:27. | :03:31. | |
are being told they will no longer be able to choose to have a | :03:31. | :03:33. | |
Caesarean section. Health officials say the operations will now only be | :03:33. | :03:36. | |
granted for medical reasons. It could save the Primary Care Trust | :03:36. | :03:39. | |
hundreds of thousands of pounds a year, but not everyone's happy | :03:39. | :03:43. | |

To put this into some context for you, there were 1,738 Caesarean | :03:46. | :03:51. | |
sections carried out in North Yorkshire in the last year. Those | :03:51. | :03:56. | |
operations cost the NHS more than �5 million. But the vast majority | :03:56. | :03:59. | |
were carried out in the best interests of the mum and baby - in | :03:59. | :04:02. | |
other words there was a genuine health reason that meant a | :04:02. | :04:06. | |
Caesarean was the safest option. But according to North Yorkshire | :04:06. | :04:09. | |
and York Primary Care Trust, 114 of these operations were carried out | :04:09. | :04:19. | |
:04:19. | :04:22. | ||
despite there being no medical reason. These are called elective | :04:22. | :04:25. | |
Caesareans and they cost �155,000 last year. Well now the Primary | :04:25. | :04:28. | |
Care Trust say they have changed their policy to stop women having a | :04:28. | :04:31. | |
Caesarean for convenience. They say it's not about cost cutting and | :04:31. | :04:33. | |
that natural births are safer. But today midwives have raised concerns | :04:33. | :04:42. | |
about the decision. I think it is terribly wrong. I think doctors | :04:42. | :04:48. | |
have spent such a long time telling women how safe Caesareans are. For | :04:48. | :04:55. | |
the small section of women who elected have a Caesarean, it is a | :04:55. | :05:00. | |
devastating thing to do to them. Back in 1992, 13% of babies in | :05:00. | :05:03. | |
England were delivered by Caesarean section. But that figure's almost | :05:03. | :05:06. | |
doubled today to 24% and most health experts agree that's too | :05:06. | :05:08. | |
high. Today, parents have been speaking to us about North | :05:08. | :05:15. | |
Yorkshire's plans to stop elective Caesarean. I do believe that people | :05:15. | :05:21. | |
should have a choice, however there are a lot of celebrities who choose | :05:21. | :05:25. | |
to have a Caesarean because they are too posh to posh and I do not | :05:25. | :05:30. | |
agree with that. If you can afford to have a Caesarean section then | :05:30. | :05:40. | |

have it. It is unfair to be NHS. The choice should be there for | :05:42. | :05:48. | |
medical reasons which is completely different. | :05:48. | :05:51. | |
Well this afternoon NHS Yorkshire and Humber have said that they | :05:51. | :05:53. | |
follow national guidelines and encourage medical staff to plan | :05:53. | :06:00. | |
Caesarean sections only when there is a clinical reason. | :06:00. | :06:06. | |
