Good evening, welcome to Look North. Is it time for a new law to stop a | :00:10. | :00:16.
metal theft? Trains, graveyards, even statues, they have all been | :00:16. | :00:20.
targeted. We will investigate whether the authorities should | :00:20. | :00:25.
crack down harder on people buying stolen metal. There is their | :00:25. | :00:29.
problem now we believe to be tackled with tougher legislation. | :00:29. | :00:38.
Also tonight, what caused the Majestic Hotel blaze? A fire swept | :00:38. | :00:42.
through the best-known hotel harried good. The night-time | :00:42. | :00:49.
filming that is uncovering the Secret Life of lions. The weather | :00:49. | :00:54.
is exactly the same. A dull over the next couple of days. The five- | :00:54. | :01:04.
:01:04. | :01:07. | ||
day forecast coming up. Our top story tonight is the calls | :01:07. | :01:14.
for tough new laws to curb the metal theft. Everything from a | :01:15. | :01:20.
well-travelled to ancient monuments, ancient stones, Yorkshire has | :01:20. | :01:28.
emerged as the metal theft hotspot. South Yorkshire is the worst place | :01:28. | :01:36.
for phone cables to be stolen. -- phone cables been stolen. As MPs | :01:36. | :01:43.
prepare to debate it, businesses are working together to prevent it. | :01:43. | :01:48.
The rail network, street lighting, even be a statue, nothing has been | :01:48. | :01:54.
spared. A plague of modern-day society. Yorkshire is one of the | :01:54. | :02:01.
worst affected regions. Now the authorities are fighting back, BT, | :02:01. | :02:05.
electricity companies, and enforcement officers. Have teamed | :02:05. | :02:13.
up with the police. Because of its industrial past, Rotherham has an | :02:13. | :02:18.
unusually high density of scrapyards. We had metal coming | :02:18. | :02:23.
from Newcastle, we have arrested people coming from East Yorkshire, | :02:23. | :02:25.
Nottinghamshire, we are trying to get them to regulate themselves. We | :02:25. | :02:29.
are trying to drive down the demand for metal coming into South | :02:29. | :02:35.
Yorkshire. The price of metal has rocketed in racing years. Scrap has | :02:35. | :02:40.
never been so valuable. Reputable dealers take a record of customers. | :02:40. | :02:49.
They know what to look out for. are working closely, they resisted | :02:49. | :02:52.
coming out, they are going to e- mail us on a regular basis, telling | :02:52. | :03:00.
us what has been stolen, and to identify stolen material. Despite | :03:00. | :03:04.
these stringent checks, copper cable theft is on the rise in the | :03:04. | :03:14.
region. The railways are one of the hardest hit. In 2009-2010, there | :03:14. | :03:20.
were 224 incidents. That has risen in the last year. It has caused | :03:20. | :03:27.
hours of the day's -- delays, and cost a network while millions of | :03:27. | :03:37.
:03:37. | :03:39. | ||
pounds. -- network rail. It is the infrastructure, the track, the | :03:39. | :03:43.
overhead wires. It seems to be growing, it is their problem we | :03:43. | :03:48.
believe could be tackled with tougher legislation. It is not just | :03:48. | :03:53.
Industry in Leeds that is feeling the effect. The A63 has been | :03:53. | :03:56.
plunged into darkness because thieves have stolen the cables on | :03:56. | :04:05.
the street lamps. Police have appealed for witnesses. It is one | :04:05. | :04:09.
of many investigations until the way -- many investigations under | :04:09. | :04:15.
way. Earlier I spoke to Ian Hetherington, | :04:15. | :04:25.
:04:25. | :04:25. | ||
he represents many scrapyards. The increased cost is seen as the | :04:25. | :04:30.
reason of theft. I asked him what are the reasons? There is demand | :04:30. | :04:37.
for metal of all types. It is coupled with the factor that copper | :04:37. | :04:41.
has become an investment opportunity for many financial | :04:41. | :04:51.
:04:51. | :04:52. | ||
institutions. It is a world price, it changes on a daily basis. It is | :04:52. | :04:54.
extraordinary that thieves should be so well connected to these world | :04:54. | :04:59.
prices. What do we do to stop its? Is it increase the penalties? | :05:00. | :05:04.
all too frequently the valley of the metal is very low. What we are | :05:04. | :05:09.
seeing is a very, very large societal impact. We believe that | :05:09. | :05:14.
all crimes, charges brought against people should be a company with | :05:14. | :05:22.
impact statements. -- company to. It is more than just the Valley of | :05:23. | :05:31.
metal. -- the value of metal. very difficult to stop all of the | :05:31. | :05:36.
fact that source. The easiest way is to go for some of your members, | :05:36. | :05:39.
who are inevitably some of the people who are dealing with this | :05:39. | :05:44.
material. He is that the way forward in South Yorkshire -- is | :05:44. | :05:51.
that of the way for in South Yorkshire? It is clearly a | :05:51. | :05:57.
combination of illegal, unregulated dealers, receiving stolen goods | :05:57. | :06:03.
knowingly, and processing them. Equally the trials will police are | :06:03. | :06:11.
very clear -- the Transport Police are aware that some of the material | :06:11. | :06:21.
is being shipped out of the UK, it is not going all near our trade. In | :06:21. | :06:28.
the long term, the heart of it is that we have a long tail of | :06:28. | :06:36.
unregulated scrap-metal dealers and operating -- dealers operating. We | :06:36. | :06:39.
asked the government to tighten up on the enforcement of these illegal, | :06:39. | :06:45.
unregulated officers. Thank you very much. | :06:45. | :06:51.
Next tonight, you may have thought this is a thing of the past, but | :06:51. | :06:58.
trading standards officers say they have smashed a car clocking racket. | :06:58. | :07:06.
One car had 200,000 miles wide of the clock. The scam went on for | :07:06. | :07:14.
nearly two years, and chipped -- trekked hundreds of people. -- | :07:14. | :07:24.
:07:24. | :07:27. | ||
trait. It seemed like a good deal. This | :07:27. | :07:33.
clock reads 97,000 miles, it should have done two years ago. How do you | :07:33. | :07:41.
feel now, you were conned? It has done almost a two years of driving. | :07:41. | :07:46.
It says Robson the art of a year were the driving. -- it has robbed | :07:47. | :07:56.
:07:57. | :07:58. | ||
me out of a year. This man was jailed by 18 months. -- jailed for. | :07:58. | :08:04.
They sold on the cards after reducing the declared mileage. One | :08:04. | :08:10.
car had more than 200,000 miles wide of the clock. It was recovered | :08:10. | :08:15.
by Trading Standards officers. There were bonus books for services | :08:15. | :08:23.
that were never carried out. Ruth Andrews, the head of fraud, says it | :08:23. | :08:31.
is very easy to change the clocks. Those people in the know, they can | :08:31. | :08:39.
Clarke these cars a lecturer Jean - - clock these cars electronically. | :08:39. | :08:46.
This is on a modern car? Absolutely, in the old days you had to do it | :08:46. | :08:52.
manually, but now it is done electronically. It is something | :08:52. | :08:59.
that this young father found out to his cost. A saw a bargain, and I | :08:59. | :09:08.
went for it. I should have inquired about it first. It is hoped that | :09:08. | :09:17.
the people duping these people will be made to pay it back. | :09:17. | :09:23.
Coming up later, just days before Children In Need, we will find out | :09:23. | :09:30.
about the sporting project. An inquest has heard that a dropped | :09:30. | :09:34.
cigarette may have caused a blaze at a famous Harrogate hotel which | :09:34. | :09:39.
caused the life -- took be like the one of its staff. | :09:39. | :09:46.
The blaze at the Majestic Hotel happened last year. | :09:46. | :09:51.
It was in the early morning that the fire swept prithee upper | :09:51. | :10:00.
storeys of the hope -- the Majestic Hotel. A 41-year-old kitchen porter | :10:00. | :10:04.
was unaccounted for. His body was found the next day in his room on | :10:04. | :10:12.
the fifth floor. He had died from smoke inhalation. The inquest | :10:12. | :10:19.
opened today. Nigel Butterfield had not had an easy life. He had spent | :10:19. | :10:24.
much of his childhood in care, and Supple's -- suffered from epilepsy | :10:24. | :10:34.
:10:34. | :10:38. | ||
and spinal to be better -- spinal be better. He suffered a fit, and | :10:38. | :10:45.
was taken up to his room. That night the fire broke out. His boss | :10:45. | :10:49.
told the inquest that he was worried about the man of's fits. A | :10:49. | :10:54.
toxicology report revealed he may have taken medication which | :10:54. | :10:59.
affected his ability to respond. The detectives found a nose sign of | :10:59. | :11:07.
arson in his room. -- no sign of arson. Today jurors were taken to | :11:07. | :11:10.
the hotel on a site visit. They will hear evidence for the next | :11:10. | :11:17.
five days. Tributes have been paid to a | :11:17. | :11:22.
volunteer soldier from Barnsley he was killed by a bomb in Afghanistan. | :11:22. | :11:29.
Matthew Thornton, who served with the Yorkshire Regiment, died was on | :11:29. | :11:39.
patrol. He will be a patch rated next Thursday -- the repatriated. | :11:39. | :11:43.
would like to pay tribute to Matthew Thornton. This was a brave | :11:43. | :11:51.
young man, serving his country, I'm sure the whole House will want to | :11:51. | :11:58.
send their best wishes. A taxi driver was sentenced for | :11:58. | :12:08.
:12:08. | :12:11. | ||
wanting to have under-age children to have sex in the back of his car. | :12:11. | :12:16.
Animal-rights activists claimed that dogs it were incinerated in | :12:16. | :12:25.
this plant. The owners have not comment on the on the process. | :12:25. | :12:28.
Plans for a free school in Leeds for children with autism have been | :12:28. | :12:35.
approved. Agree their parents want to open the Lighthouse School. It | :12:35. | :12:40.
will provide education for 50 people with autism. We will be | :12:40. | :12:48.
speaking to some of the patients -- parents later tonight. Images have | :12:48. | :12:52.
been released for renewed power plant in Sheffield. The | :12:52. | :13:02.
:13:02. | :13:11. | ||
construction get -- get under the It is children ended this week and | :13:11. | :13:13.
then we will be visiting projects that have benefited from Your Money. | :13:13. | :13:23.
:13:23. | :13:29. | ||
-- Children In Need. Last year, we Bic -- raised to 1.1 million. | :13:29. | :13:32.
Our first film is from the Keighley Play Rangers. It's a project that | :13:32. | :13:35.
was set up to stop children from joining street gangs. The Rangers | :13:35. | :13:38.
go into schools and host after- school and holiday play sessions. | :13:38. | :13:41.
Here is nine-year-old Owais Majid. My name is Owais, I am nine years | :13:41. | :13:45.
old and my birthday is on 20th November night. I have been born -- | :13:46. | :13:55.
been blind since I was born, I was born blind. Everything is black. | :13:55. | :14:00.
Nice big throw. Owais actually came into the | :14:01. | :14:09.
project a few years ago. You would find that Owais, he was desperate | :14:09. | :14:19.
:14:19. | :14:22. | ||
to take part in activities. Perfect. | :14:22. | :14:28.
I think it has given him a believe, really. It is so nice to see how | :14:28. | :14:33.
many friends he has made it -- a belief. It has made a lot of | :14:33. | :14:38.
difference, because I was really bored most of the time before. Now | :14:38. | :14:47.
it is much better. I have started to believe in myself, and I have | :14:47. | :14:51.
believed that I can do things. Like in the park, I used to be really | :14:51. | :14:57.
scared. I wouldn't even go on the swing. We need this project, | :14:57. | :15:00.
because you find that people grow up too quickly and this project | :15:00. | :15:04.
really brings it down to earth and says, you are wreckage, stay a kid | :15:04. | :15:10.
and enjoy yourself. -- You are a kid. They have really made my life | :15:10. | :15:14.
much better than I thought it would be. They have made me much more | :15:14. | :15:24.
:15:24. | :15:26. | ||
confident than I was before. Great stuff. | :15:26. | :15:30.
And on Friday, of course, we'll be looking the fun you've been having | :15:30. | :15:33.
to raise money for Children In Need. Free internet access through wi-fi | :15:33. | :15:43.
:15:43. | :15:44. | ||
has been launched on some streets Amy Garcia and Keeley Donovan will | :15:44. | :15:47.
be live in Pudsey. And if you've been fundraising and would like to | :15:47. | :15:56.
bring your cheques along, get in touch. | :15:57. | :16:01.
Coming go before seven, we will find out about some really wild | :16:01. | :16:05.
nightlife. How were filming during the hours of darkness helped to | :16:05. | :16:15.
:16:15. | :16:23. | ||
shed new light on how these lions are settling into their new home. | :16:23. | :16:27.
On to sport now and it was FA Cup weekend - a chance for some of the | :16:27. | :16:30.
league's smaller clubs to have their moment in the spotlight. But | :16:30. | :16:33.
also a potential pitfall for the big names - with a few tricky | :16:33. | :16:37.
fixtures on the cards. There were goals aplenty. But would we get an | :16:37. | :16:38.
upset? At stadiums around the country, it | :16:38. | :16:42.
was a weekend to remember. First up Morecambe, where The Shrimpers | :16:42. | :16:50.
first is the else -- against the else. And it was Chris lines who | :16:50. | :16:55.
took the first bite of with a smart finish. Soon after the restart and | :16:55. | :16:59.
Chris O'Grady looked to seal the victory. Morecambe, however, had | :16:59. | :17:04.
other ideas. A helping hand gave them off soft penalty. Firmly | :17:04. | :17:10.
finished. -- a sop penalty. It said that the nail-biting last half-an- | :17:10. | :17:15.
hour, but in the end, Sheffield Wednesday held on. They will be | :17:15. | :17:20.
joined by their nearest neighbours. Evans giving Sheffield United a | :17:20. | :17:25.
comfortable 3-0 win over Oxford. And making it a South Yorkshire | :17:25. | :17:29.
hat-trick, Rotherham, who came from behind to beat non-League Barrow. | :17:29. | :17:35.
No such success for Chesterfield, he went down to Torquay. Finally to | :17:35. | :17:38.
West Yorkshire, where Bradford might have only beaten Rochdale by | :17:38. | :17:44.
one goal, but not a bad way to do it. Huddersfield Town are | :17:44. | :17:49.
unbeatable in the league, but not in the Cup, it seems. They lost 4-1 | :17:49. | :17:55.
at Swinton. Finally, Halifax against Charlton, where they were | :17:55. | :18:00.
playing live on TV for the first time ever. And they were making it | :18:00. | :18:08.
a debut to be proud of. Just one goal down, 10 minutes to go. When... | :18:08. | :18:12.
Two down and Halifax were chasing the tide. Q Charlton running away | :18:12. | :18:21.
with it. A red card and two more quick-fire goals -- Kew. It was a | :18:21. | :18:25.
scoreline that if mask a brave Live TV debut from Halifax. | :18:25. | :18:30.
Unfortunately, you don't get the sequel. | :18:30. | :18:33.
On to the draw for the Second Round and Sheffield Wednesday will play | :18:33. | :18:35.
either Maidenhead or Aldershot, while neighbours Sheffield United | :18:35. | :18:45.
:18:45. | :18:49. | ||
have been drawn at home to Torquay. It has to be said, my son was at | :18:49. | :18:53.
the Bradford City game and it was a belting goal, but he had gone to | :18:53. | :18:57.
the toilet at the time! It is always the case. | :18:57. | :18:59.
Now, Doncaster Rovers have already made headlines by signing three | :18:59. | :19:03.
former Premier League players. And it seems they've been trying | :19:03. | :19:06.
for another! But unfortunately it seems ex-Arsenal and France star | :19:06. | :19:12.
Robert Pires doesn't fancy the Dean Saunders revolution. He broke the | :19:12. | :19:15.
news on Twitter - saying he is "happy they think I can help them | :19:15. | :19:21.
but it's not in my plan to play there". | :19:21. | :19:25.
I had a great weekend in London but I was envious, because you were in | :19:25. | :19:28.
Hull. The stage is set for a cracking | :19:28. | :19:30.
Four Nations final, with England facing Australia at Elland Road | :19:30. | :19:34.
next Saturday. You will be there as well. | :19:34. | :19:41.
I well. -- England booked their place with a comprehensive win over | :19:41. | :19:43.
the world champions New Zealand. Leeds winger Ryan Hall scored yet | :19:43. | :19:46.
another stunning try, and was today shortlisted for the International | :19:46. | :19:53.
Golden Boot award. Could offload. - - good. Yet again, somehow Ryan | :19:53. | :19:57.
Hall managed to get the ball down, following two similar tries at | :19:57. | :20:03.
Wembley. He has marked himself out as a world-class wing and has been | :20:03. | :20:06.
earmarked for that prestigious Golden Boot award. His finishing | :20:06. | :20:09.
has been top drawer and that has grab everyone's attention, when you | :20:09. | :20:14.
look at his work elements as well. I can't remember the last time the | :20:14. | :20:18.
winger was nominated for this award, which shows you the impact he has | :20:18. | :20:22.
made. England were composed, patient and in the end, dominant | :20:22. | :20:27.
against New Zealand. The first job is done. We were third favourite | :20:27. | :20:31.
going in, so reaching the final was beyond most expectations but we | :20:31. | :20:36.
have a good sharp. Not beyond the expectations of yourself, though? | :20:36. | :20:40.
You are setting the standards. have got to come back there is no | :20:40. | :20:44.
point going out to do something if you don't think you can do it and | :20:44. | :20:47.
the goals will remain high. Both coaches talk today about wanting a | :20:47. | :20:51.
big crowd at Elland Road. The Aussies know they will get booed | :20:51. | :20:55.
but they don't mind that. That atmosphere generally brings the | :20:55. | :21:00.
best out of the team, but teams draw energy from it and I hope it | :21:00. | :21:08.
is a great game and people talk about it for some time. England | :21:08. | :21:14.
came close at Wembley, maybe this time they can make a bit of history. | :21:14. | :21:22.
Another outstanding dry -- try! Some quality ones for me, but the | :21:22. | :21:27.
one where Brisco to have the ball at the end, it gave you the sense | :21:27. | :21:29.
of relief. He was buzzing at the press | :21:29. | :21:31.
conference today. But as a great night dead. | :21:31. | :21:37.
I think they can do it. -- it was a great night out. | :21:37. | :21:39.
Now, here on Look North you'll remember we've followed the story | :21:39. | :21:43.
of the lions who were rescued from cramped conditions in a zoo in | :21:43. | :21:44.
Romania last year and brought to Doncaster. | :21:44. | :21:47.
So how are they settling in at the Yorkshire Wildlife Park? Well, | :21:47. | :21:50.
night-time filming for the BBC's Inside Out programme has uncovered | :21:50. | :21:53.
some of their secrets. Let's talk to Leeds expert Rae Kokesh from the | :21:53. | :21:58.
African Lion and Environmental Research Trust. How can you tell if | :21:58. | :22:03.
a lion is happy? One of the main things his play behaviour, that is | :22:03. | :22:09.
one of the main things I look out for. -- ease. An animal that is | :22:09. | :22:14.
playing is an animal that is happy, and throughout the night-time | :22:14. | :22:18.
filming at Doncaster, we saw plenty of play, so it was fantastic to see. | :22:18. | :22:22.
You can also hear them as well. I wanted to turn the microphone then, | :22:22. | :22:27.
because before coming back to Look North, I had been working in Africa | :22:27. | :22:34.
and she would often hear this... -- you would. Let's hear this. Does it | :22:34. | :22:41.
show you whether you are happy? ROARING. | :22:41. | :22:48.
That is a bit deeper than you. Can they be happy in a wildlife | :22:48. | :22:52.
park? There is always the ongoing debate, but for me personally, | :22:52. | :22:56.
Doncaster, the Yorkshire Wildlife Park, it is fantastic and when you | :22:56. | :23:01.
compare it to do -- to the conditions in Romania, they have | :23:01. | :23:04.
come on in leaps and bounds. It is to do with their diet but their | :23:04. | :23:09.
enclosure is one of the best I have seen for lions in the country. When | :23:09. | :23:13.
I went to see them when I did the filming, everything from their | :23:13. | :23:17.
condition, they would lead and have lost weight, their fur is a lot | :23:17. | :23:22.
more vibrant and their behaviour in general, you can tell they are | :23:22. | :23:27.
happy. What other things you'd learn? At night time, the real | :23:27. | :23:33.
lions come out. On average, they sleep 21 hours a day, so they do | :23:33. | :23:38.
sleep that night but they are more active around the desk hours. -- | :23:38. | :23:46.
dusk. As the air gets colder and it gets lighter, lions will roar, and | :23:46. | :23:51.
they will make use of their territorial behaviour. It can | :23:51. | :23:56.
travel up to five miles away, and this is then saying it, this is our | :23:56. | :24:01.
territory, locating one another, -- this is then saying. We can see | :24:01. | :24:05.
them during the day as well. Is there any question of them being | :24:05. | :24:09.
taken from Doncaster and returning to the wild or would they be killed | :24:09. | :24:17.
by rival lions, Paul Wood A*? combination of both. -- or would | :24:17. | :24:24.
they start. If it is done in a well-managed conservation programme. | :24:25. | :24:29.
-- it can work. That is what by charity is a tempting to do in | :24:29. | :24:35.
Zambia, but the Doncaster Lions are much older -- attempting. Some of | :24:35. | :24:39.
the male lions are very old and they wouldn't stand a chance in the | :24:39. | :24:43.
wild, but they do have the instinctive behaviour. And you see | :24:43. | :24:48.
them still changing while they are there, getting more used to it? | :24:48. | :24:54.
was doing so. Going back to instinct, they wouldn't last very | :24:54. | :24:58.
long if they put a zebra in the enclosure. Forgive me for my | :24:58. | :25:02.
impression. It was fine. And you can see more about the | :25:02. | :25:08.
Doncaster lions on Inside Out at 7:30 tonight on BBC One. | :25:08. | :25:12.
Time for another lion, this time of the weather business. | :25:12. | :25:15.
Can I show you some of pictures. Can I show you some of pictures. | :25:15. | :25:19.
The first one with the sunshine. This was this morning, almost like | :25:20. | :25:24.
a landscape painting. And the second one, very nice, with the fog | :25:24. | :25:28.
in the bottom of the valley, up towards Bradford. Keep the pictures | :25:29. | :25:38.
We have obviously started a new week, but we are stuck in the same | :25:38. | :25:42.
pattern. We had a bit of sunshine on Saturday but on Sunday and for | :25:42. | :25:48.
tomorrow and Wednesday, Doll and damp, with high pressure -- doll. | :25:48. | :25:52.
Feeding in a lot of low cloud from the south-east. But it will change | :25:52. | :25:57.
on Thursday and Friday. Look at all of that low cloud which continues | :25:57. | :26:01.
to feed up from the south-east than anything, it is going to thicken, | :26:01. | :26:05.
producing a little drizzle in places. If you are travelling | :26:05. | :26:10.
across the Pennines now or later tonight, it will be extensive fog, | :26:10. | :26:15.
especially over 900 feet, drizzle wherever you are. As has been the | :26:15. | :26:19.
theme for much of November, it is going to be frost-free. Unusually | :26:19. | :26:27.
mild of this month, loads of 7C, 45 Fahrenheit. The sun will rise at | :26:27. | :26:36.
7:33am and set at four awake pm. -- 4:08pm. Another dreary start to the | :26:36. | :26:42.
day, drizzly Andover cast. As we head through the second part of the | :26:42. | :26:46.
day, it may well be that East End and southern parts brighten up a | :26:46. | :26:51.
little bit but essentially, it is over cast -- Eastern. Nothing to | :26:51. | :26:55.
get excited about temperature wise, they are where they should be in | :26:55. | :27:02.
the middle of November, 10C or so, but Malath over the tops of the | :27:02. | :27:09.
hills. -- lower. A damp start to Wednesday, possibly brighter away | :27:10. | :27:15.
from the Pennines. Patches of rain on Thursday, Friday looks much | :27:15. | :27:17.
brighter and mostly dry. So it improvement. | :27:17. | :27:22.
It will be nice at the weekend. I will pass. A low confidence. | :27:22. | :27:23.
I will pass. A low confidence. Christa will be back tomorrow. And | :27:23. | :27:30.
thank you for all your messages asking about Harry. I n just the | :27:30. | :27:33.
stand-in. I'm pleased to say he's recovered well from a recent | :27:33. | :27:37.
operation and will be back here on the sofa on Thursday November 24th. | :27:37. | :27:42. |
