Welcome to Tuesday's Look North. On the programme tonight. Laid to | :00:08. | :00:11.
rest near his South Yorkshire home. Friends and family pay their final | :00:11. | :00:14.
respects to Private Matthew Thornton, the TA soldier killed in | :00:14. | :00:24.
:00:24. | :00:26. | ||
Afghanistan. He will be sorely missed by everyone. He was a | :00:26. | :00:28.
wonderful guy. Harry Ramsdens, the world's most | :00:28. | :00:31.
famous fish and chip shop, announces it is to close its | :00:31. | :00:39.
original branch And will be getting have reaction of from Companies Act | :00:39. | :00:42.
to the Autumn statement by the Chancellor. | :00:42. | :00:52.
:00:52. | :00:54. | ||
Yet infrastructure announced today. This Gaia was looking bright before | :00:54. | :01:04.
:01:04. | :01:09. | ||
Good evening postop Hundreds of people lined the | :01:09. | :01:12.
streets of Darton near Barnsley today for the funeral of volunteer | :01:12. | :01:15.
soldier Matthew Thornton. The 28- year-old was killed in an explosion | :01:15. | :01:21.
in Afghanistan at the start of the month. As Matthew's funeral was | :01:21. | :01:24.
taking place, in a different part of Yorkshire, people were taking in | :01:24. | :01:27.
the news another young soldier has been killed out there. Ian White | :01:27. | :01:37.
:01:37. | :01:39. | ||
From schoolchildren to war veterans, dignitaries and the local MP, the | :01:39. | :01:43.
people of Darton came out in their hundreds to say goodbye to Private | :01:43. | :01:48.
Matthew Thornton. Traffic stood still as his coffin was brought to | :01:48. | :01:52.
All Saints Church. The mourners were led by his appearance Michael | :01:52. | :01:57.
and Susan. He was an easy man to get to know, partly because of his | :01:57. | :02:03.
physical stature, and is enormous and belt buckle of which he was | :02:03. | :02:12.
rightly proud. But mainly because he was a man of real character. | :02:12. | :02:18.
Matthew had been serving in Afghanistan as a Territorial Army | :02:18. | :02:24.
soldier. He was killed are just a few days after his 28 per day when | :02:24. | :02:31.
he was caught in a roadside explosion in Helmand province. -- a | :02:31. | :02:40.
28th of birthday. Everyone is sad, he will be sorely missed. He was a | :02:40. | :02:46.
wonderful guy and there will be avoided in the company is now. | :02:46. | :02:52.
Friends as well of of fun loving a man who lived life to the full. | :02:52. | :02:57.
knew how to party. There were not many out weekends when he did not | :02:57. | :03:03.
come out of us in town. Matthew's fun personality was reflected in | :03:03. | :03:13.
:03:13. | :03:14. | ||
charge than one of his favourite pieces of music was played. The | :03:14. | :03:19.
congregations clapped along inside. They say they look out for their | :03:19. | :03:25.
own in Darton, that was evident today. As well as great sadness, | :03:25. | :03:31.
there is also great pride. It has affected everybody, you can say | :03:31. | :03:41.
:03:41. | :03:43. | ||
that. It makes you think that it can happen every over. It brings it | :03:43. | :03:48.
home. As his body was taken away for a private the rail service, a | :03:48. | :03:51.
different Yorkshire committee was taking in the news that another | :03:51. | :03:56.
young life had been lost. Rifleman Sheldon Steel was killed in | :03:56. | :04:01.
Afghanistan on Sunday. His neighbours paid this tribute to him. | :04:01. | :04:09.
He was a genuinely nice lad. They do not get enough police forehead. | :04:09. | :04:19.
:04:19. | :04:21. | ||
-- enough praise for it. Our condolences to the families of | :04:21. | :04:23.
both men - Private Matthew Thornton and Rifleman Sheldon Steel. | :04:23. | :04:27.
Next tonight. The most famous fish and chip shop in the world is to | :04:27. | :04:29.
close. Harry Ramsden started his business in Guiseley near Leeds in | :04:29. | :04:35.
the 1920s. It has since become an international brand. Today, just as | :04:35. | :04:38.
the Chancellor was unveiling his plan to help the economy, staff | :04:38. | :04:42.
were told it has become another victim of the downturn. We'll have | :04:42. | :04:44.
more on what George Osborne's statement will mean for Yorkshire | :04:44. | :04:52.
in a moment. First, Len Tingle reports from Guiseley. | :04:52. | :04:56.
Harry Ramsden's in Guiseley, I Yorkshire Institution, | :04:56. | :05:02.
internationally famous. But tonight, another casualty of tough times. | :05:02. | :05:12.
:05:12. | :05:12. | ||
Tragic, Beauly. It will be a shame. Assume for the economy as well. | :05:12. | :05:17.
Harry Ramsden opened his first fish and chip shop here in 1928 in a | :05:17. | :05:23.
wooden hut. He targeted at working- class day-trippers, then coach | :05:23. | :05:27.
parties began to come. It later became it the largest fish and chip | :05:27. | :05:36.
shop in the world. But let that history, the most of them is a | :05:36. | :05:39.
fish-and-chip restaurant in the world has survived numerous | :05:39. | :05:45.
recessions, competition, but the slowdown of 2011 has proved too | :05:45. | :05:54.
much. This site is making a loss. There has always been a sense of | :05:54. | :06:03.
history here. Staff still wear 1930s style uniforms. In baby the | :06:03. | :06:10.
19... I last reported here in the 1990s as the company expanded into | :06:10. | :06:16.
Hong Kong, Singapore and Australia. The stress that today's used only | :06:16. | :06:22.
affects Guiseley. The brand is strong throughout. But do be able | :06:22. | :06:29.
to survive long term, we need to make tough decision. Guiseley does | :06:29. | :06:36.
not look as if it has a commercial future. 24 jobs will go here, but | :06:36. | :06:46.
:06:46. | :06:49. | ||
so will really 100 years of Tonight's news about Harry | :06:49. | :06:51.
Ramsden's comes two weeks after we reported that Yorkshire had the | :06:51. | :06:54.
fastest growing unemployment rate in Britain. Today, the Chancellor | :06:54. | :06:57.
promised action to try to help. Among the measures in his autumn | :06:57. | :07:02.
statement: The M1 will be widened in West Yorkshire. New railway | :07:02. | :07:05.
stations will be built in Apperley Bridge and Kirkstall, and Sheffield | :07:05. | :07:10.
will get more trams. As we told you yesterday, train times from Leeds | :07:10. | :07:13.
to Manchester will be cut. And there will be more tax breaks for | :07:13. | :07:17.
businesses in the South Yorkshire Enterprise Zone. | :07:17. | :07:27.
:07:27. | :07:29. | ||
Nik's at one such business now. Nik. I am a packaging company on the | :07:29. | :07:32.
outskirts of Sheffield. They have been working with great interest | :07:32. | :07:41.
the Chancellor's statement today. Quite a few new announcements about | :07:41. | :07:45.
infrastructure projects are right across Yorkshire today. | :07:45. | :07:55.
:07:55. | :07:58. | ||
The Chancellor - - The Chancellor can't do much about | :07:59. | :08:02.
the weather, but he can help drivers by widening the M1 to cut | :08:02. | :08:05.
congestion and speed up journeys. And that's exactly what he promised | :08:05. | :08:07.
today, bringing forward an upgrade project that'll transform one of | :08:07. | :08:09.
Yorkshire's key arteries. It does not speak their traffic, but it | :08:09. | :08:13.
means the road is more reliable. There is less stop-start traffic. | :08:13. | :08:16.
Managed Motorways use the hard shoulder as an extra traffic lane. | :08:16. | :08:19.
There are refuges every few hundred yards in case of breakdowns. | :08:19. | :08:21.
Overhead gantries can set legally binding speed limits and instant | :08:21. | :08:24.
lane closures. They're linked to sensors in the road so officials at | :08:24. | :08:27.
regional control centres, like the one at Wakefield, can instantly | :08:27. | :08:35.
take control if congestion builds up or there's an incident. 10 years | :08:35. | :08:37.
ago Sheffield's Supertram network was seen as a white elephant | :08:37. | :08:40.
because it was carrying so few passengers. Now it's a roaring | :08:40. | :08:43.
success and will get more trams to ease overcrowding. The Chancellor | :08:43. | :08:46.
also announced that two new railway stations will be built between | :08:46. | :08:48.
Leeds and Bradford. They'll be at Kirkstall Forge and Apperley Bridge | :08:48. | :08:55.
and should cut congestion on local roads. There's a common thread | :08:55. | :08:59.
linking all these announcement. The Chancellor is desperate to get | :08:59. | :09:03.
Britain back to work, cutting unemployment figures and boosting | :09:03. | :09:13.
:09:13. | :09:23. | ||
tax figures. Can Chesham will be cut. -- the congestion. Joining me | :09:23. | :09:29.
here is a businessman myself. You are chairman of that small business | :09:29. | :09:36.
federation in South Yorkshire. Infrastructure projects, your | :09:36. | :09:40.
immediate have reaction? It could be very good for the local area as | :09:40. | :09:49.
long as local people and local businesses have the chance to go on | :09:49. | :09:59.
:09:59. | :10:00. | ||
it. But it is good for the rest of Yorkshire? Sheffield would benefit | :10:00. | :10:05.
in some way? Absolutely. There are certain things happening at the | :10:05. | :10:09.
moment that we are very pleased about. We think that everything | :10:09. | :10:15.
else will be coming along. It is a very difficult time, very difficult | :10:15. | :10:24.
for business. Stay with us. We will come back here in a minute. I have | :10:24. | :10:34.
:10:34. | :10:42. | ||
been gauging business -- reaction With lasting investment it... | :10:42. | :10:48.
Workers and management watching the Chancellor's statement. The company | :10:48. | :10:54.
is situated inside the Enterprise zone that will benefit from that | :10:54. | :11:02.
tax breaks. They have been debating whether to buy a new machinery to | :11:02. | :11:06.
help an expansion. Meanwhile, the new national long guarantee scheme | :11:06. | :11:13.
which aims to free up more back loans for small businesses could | :11:13. | :11:18.
help Richard Osborne and his small Sheffield-based company which | :11:18. | :11:26.
builds climbing walls of for schools and colleges. But -- I | :11:26. | :11:30.
think the government needs to do more to help and target small | :11:30. | :11:39.
businesses. Richard would also welcome help to employ more people. | :11:39. | :11:44.
The only be that a small business can go is by bringing in more | :11:44. | :11:49.
people to increase the capacity of the business. At the moment, that | :11:49. | :11:57.
is a stumbling block for a lot of businesses. But companies here are | :11:57. | :12:01.
not sure whether the government is right when they claimed we are not | :12:01. | :12:10.
heading for a double dip recession. The jury is out on that issue. | :12:10. | :12:14.
I also have the managing director here. I notice you interest level | :12:14. | :12:17.
go up when we talk about the Sheffield Enterprise zone getting | :12:17. | :12:23.
special help. This will mean you can offset the cost of capital | :12:24. | :12:28.
investment in the first year. capital relief is a huge advantage | :12:28. | :12:38.
:12:38. | :12:39. | ||
in company expenditure. It would persuade me if I knew scheme... | :12:39. | :12:42.
would allow you to buy new equipment, and encourage you to | :12:42. | :12:48.
take on more employees? If I buy another machine, I need another | :12:48. | :12:53.
operative. As far as this loan guarantee scheme is concerned, on | :12:53. | :12:59.
the surface, it sounds very good, making money it flawed through from | :12:59. | :13:05.
the banks to small businesses, but you have some reservations? Yes, | :13:05. | :13:11.
banks are not getting the competition. They are not passing | :13:11. | :13:16.
things are through at the moment. It does worry me that the banks are | :13:16. | :13:20.
going to be leading this. I think it should be spread around | :13:20. | :13:26.
enterprises. What about that C-diff fund to encourage new businesses? - | :13:26. | :13:36.
:13:36. | :13:38. | ||
- are seed fund. Absolutely, a seed fund is vital to getting your | :13:38. | :13:42.
business is going. There is a lot of things about the Government is | :13:42. | :13:48.
doing that I agree with. I think it is a step in the right direction. | :13:48. | :13:54.
Health and safety and employment law is quite important to you. | :13:54. | :13:58.
huge amount of time is spent looking after staff and the welfare, | :13:58. | :14:02.
the Government is talking about reducing that legislation by about | :14:02. | :14:06.
a third over the course of the next year. Any less administration is | :14:06. | :14:16.
:14:16. | :14:23. | ||
Well, the Chancellor's Autumn Statement has raised lots of | :14:23. | :14:26.
questions. And to answer some of those, we're joined now by the | :14:26. | :14:36.
BBC's financial expert Paul Lewis. It strikes me that a lot of people, | :14:36. | :14:42.
born around 1960, but not get their pensions too later? Yes, there will | :14:42. | :14:52.
:14:52. | :14:56. | ||
be a big rise in the state pension age. It does not affect anyone who | :14:56. | :15:02.
is less than about, who is more than about 51 at the moment. If you | :15:02. | :15:08.
were born in April 1960, or later, you will find your state pension | :15:08. | :15:14.
age is not 66, but 67. That will be quite a blow for that group of | :15:14. | :15:24.
:15:24. | :15:25. | ||
people. We know there are massive strikes for tomorrow, how were the | :15:25. | :15:35.
:15:35. | :15:41. | ||
Chancellor's plants -- plans go down? public sector pay cuts are | :15:41. | :15:46.
only going to be 1%. Contributions into the pensions will start rising | :15:46. | :15:51.
from April. Those contributions will go up, but they will be frozen | :15:51. | :15:55.
and then will go up slowly. They will be taking or less because of | :15:55. | :16:00.
that. I think it is going to make a difference to took tomorrow's | :16:00. | :16:06.
strike. I think people will be annoyed about it. Those are outside | :16:06. | :16:14.
the public sector are not that sympathetic. | :16:14. | :16:17.
He has asked pay review bodies to be more responsive to local labour | :16:17. | :16:20.
markets. How do you interpret this? Will people in the north be paid | :16:21. | :16:27.
less? I do not think so. There are national pay scales for just about | :16:27. | :16:31.
all public sector jobs. Instead of that, he is suggesting that if | :16:31. | :16:35.
wages are lower in the north, they could be less than people in other | :16:35. | :16:41.
parts of the country. How it that will work, we do not know. It is | :16:41. | :16:45.
not a definite proposal, it is a consultation. I think the unions | :16:45. | :16:55.
:16:55. | :17:05. | ||
will look very hard at that. Some of our viewers have also been | :17:05. | :17:07.
getting in touch with their questions. Simon Charlott got in | :17:07. | :17:10.
touch via Facebook. He wants to know ,"Wouldn't the easier answer | :17:10. | :17:14.
be to help out the retail sector - reduce VAT and that way more people | :17:14. | :17:16.
would start to spend?" That is the Labour Party policy. The coalition | :17:16. | :17:18.
Government is against it because they see it will cost the | :17:18. | :17:21.
government a lot of money. They would rather spend the money on | :17:21. | :17:23.
boosting the infrastructure, things you talked about earlier tonight. I | :17:23. | :17:27.
think that will be very popular and will create jobs. With people | :17:27. | :17:30.
feeding for their jobs, there is not that much evidence that if you | :17:30. | :17:35.
cut the price of things by a few % that they will go out and start | :17:35. | :17:38.
spending again. I think the government does not believe that is | :17:38. | :17:45.
the way forward. The thing that will kick-start the economy is for | :17:45. | :17:49.
the economy to start growing and there is no indication of that. | :17:49. | :17:59.
:17:59. | :18:01. | ||
There forecast is for it to be pretty stagnant. By two very much. | :18:01. | :18:06.
It is predicted to be the biggest right in generations, thousands of | :18:06. | :18:14.
public sector workers are going out on strike tomorrow. | :18:14. | :18:18.
The inquest into the death of Gary Speed has been opened and adjourned. | :18:18. | :18:20.
Thousands of tributes were made to the former Leeds and Sheffield | :18:20. | :18:24.
United player after he was found hanged at his home in Cheshire on | :18:24. | :18:27.
Sunday. He was discovered by his wife. The full inquest is due to | :18:27. | :18:34.
take place on the 30th of January. In other news now. A 22-year-old | :18:34. | :18:37.
man has appeared before magistrates charged with causing death by | :18:37. | :18:39.
dangerous driving after an alleged hit-and-run in which a six-year-old | :18:39. | :18:43.
boy was killed. Owen Wightman was struck by a car close to his home | :18:43. | :18:46.
in Wakefield in June. Peter Renshaw is also charged with failing to | :18:46. | :18:49.
stop at the scene of an accident and failing to report an accident. | :18:49. | :18:52.
The case will be heard at Leeds Crown Court next month. | :18:52. | :18:54.
A 47-year-old woman has been arrested following a hammer attack | :18:54. | :18:57.
on an 84-year-old woman in Leyburn in North Yorkshire on Monday. | :18:57. | :19:00.
Police say the woman who is from the area allegedly stole a large | :19:00. | :19:03.
amount of money in the attack. The elderly victim was taken to | :19:03. | :19:10.
hospital with head injuries and has now been discharged. | :19:10. | :19:13.
Hundreds of thousands of public sector workers are preparing to go | :19:13. | :19:15.
on strike tomorrow. Teachers, bin collectors, hospital porters and | :19:15. | :19:18.
police community support officers are just some of the people walking | :19:18. | :19:21.
out in a row over their pensions. Our local government reporter Emma | :19:21. | :19:28.
Glasbey is here to tell us more. Well, the walk-out tomorrow could | :19:28. | :19:31.
have an impact on almost anyone. The strike is expected to be the | :19:31. | :19:33.
biggest in a generation. In Yorkshire and the Humber, unions | :19:33. | :19:37.
are predicting that up to half a million workers could take part in | :19:37. | :19:42.
the industrial action. Amongst the services affected will be health, | :19:42. | :19:48.
education and local council services. We'll hear more about the | :19:48. | :19:51.
impact in just a moment. But why is this happening? I've been speaking | :19:51. | :19:59.
to one of the public sector workers joining the strike. | :19:59. | :20:06.
For 16 years, this woman has worked as part of Leeds City Council. She | :20:06. | :20:10.
deals with housing in the City. But now she is making preparations to | :20:10. | :20:17.
go on strike because she is angry about changes to her pension. What | :20:17. | :20:27.
:20:27. | :20:38. | ||
I'm a single parent, I have probably children up on my own and | :20:38. | :20:46.
I have always worked. I did not want to be reliant on benefits. To | :20:46. | :20:50.
all those people who will be inconvenienced, I am sorry, but | :20:50. | :20:55.
this is my life. This is what I have worked for all my life. I do | :20:55. | :21:04.
not think that one day's inconvenienced is anything to | :21:04. | :21:09.
complain about when I am looking at a lifetime of poverty in my old age. | :21:09. | :21:13.
The Government argues that the strike could damage the economy. | :21:13. | :21:20.
Ministers say there is no money on the table to settle the dispute and | :21:20. | :21:26.
they have already made a good offer. The message from hospitals across | :21:26. | :21:32.
our region is that some non essential appointments have been | :21:32. | :21:37.
cancelled, but if you have not been contacted, your appointment still | :21:37. | :21:42.
stands. But they say that some delays are inevitable. It will be | :21:42. | :21:47.
like a bank holiday or Christmas Day service. Both sides have | :21:47. | :21:51.
emphasised that this dispute is not the general public but with the | :21:51. | :21:55.
Government and the boy do everything they can to put the | :21:55. | :22:01.
general public at risk. Over 1000 schools across Yorkshire will be | :22:01. | :22:08.
affected by tomorrow's strike action. The picture does the very | :22:08. | :22:18.
:22:18. | :22:19. | ||
much from a local authority to local authority. Them one area, 97% | :22:19. | :22:27.
will be closed, in another on their 40%. Parents are being urged to | :22:27. | :22:35.
check school's or website. Universities are saying that some | :22:35. | :22:39.
lectures will be cancelled and that students have to check the website | :22:39. | :22:47.
so to find if they can attend lectures tomorrow. | :22:47. | :22:49.
In terms of other services, bin collections right across Yorkshire | :22:49. | :22:53.
will be affected. Most councils say daycentres are likely to be closed | :22:53. | :22:55.
along with many community centres and children's centres. The | :22:55. | :22:58.
majority of the region's libraries, museums, castles and art galleries | :22:58. | :23:04.
will also shut. Our police forces say they will be maintaining vital | :23:04. | :23:07.
policing services. North Yorkshire Police say they expect front | :23:07. | :23:10.
counters at stations to be closed. More details on all the services | :23:10. | :23:12.
affected tomorrow can be found on your local BBC websites. | :23:12. | :23:15.
Thank you. We will be covering that tomorrow. Let's have a look at | :23:16. | :23:19.
sport. Huddersfield Town's incredible | :23:19. | :23:23.
unbeaten run of 43 league matches has come to an end. It took the | :23:23. | :23:26.
league leaders Charlton to end it, but Town lost at the Valley 2-0. | :23:26. | :23:29.
Before the game, there was a minute's applause in memory of Gary | :23:29. | :23:39.
:23:39. | :23:39. | ||
Several members of the Huddersfield team and staff knew Gary Speed well | :23:39. | :23:49.
:23:49. | :23:52. | ||
The first has is probably one they will want to forget. The defending | :23:52. | :23:59.
wasn't good enough against the topside. The clerk was angry that a | :23:59. | :24:08.
decision was not given. But he could have had it few complaints at | :24:08. | :24:13.
the second goal. But the site was much improved in the second half. | :24:13. | :24:18.
They had their chances, but it was not to be. There run had been a | :24:18. | :24:28.
:24:28. | :24:37. | ||
great one, but now it is over. Now finally, a tanker found itself | :24:37. | :24:40.
in a sticky situation this morning after it crashed near Sheffield | :24:40. | :24:43.
carrying 20 tonnes of what was thought to be Marmite. It brought | :24:43. | :24:45.
the commuter traffic to a standstill. It happened between | :24:45. | :24:48.
junction 32 and 33 just before ten o'clock last night. The environment | :24:48. | :24:51.
agency has been checking none of the yeast spilled into the River | :24:51. | :24:54.
Rother and Ulley Brook. We're glad to say that the driver | :24:54. | :24:58.
of the tanker is fine. But the story has got you posting on our | :24:58. | :25:00.
Facebook page. Helena Mountain commented "I see they were able to | :25:00. | :25:04.
extract it all then." David Raynor asked, "Did the police rise to the | :25:04. | :25:06.
occasion?" Steve Blackburn, "Motorists are being advised to | :25:06. | :25:09.
stick to their own lanes." And one from Mat Best, "Let's be honest | :25:09. | :25:11.
your either gonna love or hate this your either gonna love or hate this | :25:11. | :25:19.
story!" I would never describe you as a Marmite whether man. | :25:19. | :25:23.
The first cold snap of the winter to come late weekend. | :25:23. | :25:28.
Freezing? Yes, there might be some snow in | :25:28. | :25:33.
places. But fairly short lived. Let me assure you two pictures that | :25:33. | :25:43.
:25:43. | :26:03. | ||
His mother said he is being held up The headline for the next 24 hours | :26:03. | :26:09.
is went, unsettled. There will be a scattering of showers as well. | :26:09. | :26:14.
There is tomorrow's weather chart, this system at bringing the end | :26:14. | :26:18.
further heavy rain from the West. It was a very active cold front | :26:18. | :26:23.
that came through. There it is. Reports of a tornado across East | :26:23. | :26:30.
Yorkshire. Some very squally winds as well. Thankfully, that | :26:30. | :26:33.
wintertime cold front is now into the North Sea and being followed by | :26:33. | :26:38.
a number of showers. One or two over the tops of the Pennines. It | :26:38. | :26:43.
may be a little on the wintry side. Further east, there should be a | :26:43. | :26:53.
:26:53. | :27:00. | ||
good deal of fine weather, Tomorrow, sometimes large amount of | :27:00. | :27:06.
clouds, and a scattering of showers, especially across western areas. | :27:06. | :27:12.
The further east you go, the more likely you are to stay dry. | :27:12. | :27:20.
Temperatures around normal, nine Celsius. But it will feel cold in | :27:20. | :27:29. |
