approved by local authorities across Yorkshire, as they try to | :01:03. | :01:09. | |
save tens of millions of pounds. Amy has more details. | :01:09. | :01:13. | |
This is the time when councils meet to set their budgets for the next | :01:13. | :01:16. | |
financial year. Their decisions have an impact on things like bin | :01:16. | :01:19. | |
collections, care of the elderly, and repairing the roads. But | :01:19. | :01:23. | |
thousands of jobs are also at stake. Yesterday, between them, Leeds and | :01:23. | :01:28. | |
Kirklees announced 1,000 posts are to be cut. Today, four other | :01:28. | :01:32. | |
councils are meeting. In Bradford, 600 jobs are at risk, as it tries | :01:32. | :01:38. | |
to save �29 million. The numbers are lower in Barnsley, | :01:38. | :01:41. | |
but 45 people still face redundancy there. | :01:41. | :01:45. | |
In Doncaster, 350 jobs are under threat, with all staff facing a pay | :01:45. | :01:49. | |
cut. And in York, where a meeting has | :01:49. | :01:53. | |
just started, 100 jobs are to go, and council tax is to rise. | :01:53. | :02:01. | |

House in York. Inside, the meeting has just started. Tonight, York | :02:16. | :02:22. | |
City Council is setting a two year budget with savings of �20 million. | :02:22. | :02:28. | |
It has been a day of talking about where to make the cuts. | :02:28. | :02:32. | |
Caring for the elderly and frail. Cleaning the streets of our towns | :02:32. | :02:38. | |
and cities. And, running local libraries. Some of the services at | :02:38. | :02:42. | |
risk, as four Yorkshire councils are confirmed huge savings. | :02:42. | :02:48. | |
Doncaster, Barnsley, Bradford and York are all Labour councils but | :02:48. | :02:51. | |
have different ideas on where the cuts should fall. In Doncaster, | :02:51. | :02:56. | |
they are reducing staff pay, with talks being held. The pay cut plan | :02:56. | :03:02. | |
could be dropped but the council still wants to save �4 million by | :03:02. | :03:07. | |
changing terms and conditions for workers. Make no mistake, we don't | :03:07. | :03:13. | |
waste money in Doncaster any more. But terms and conditions relate to | :03:13. | :03:16. | |
car mileage allowance, sick pay, that will save a considerable | :03:16. | :03:21. | |
amount. In York, the council has decided council tax will have to | :03:21. | :03:26. | |
rise. It's a very difficult decision, we want to protect the | :03:26. | :03:30. | |
most vulnerable in society which is why we have had to increase it by | :03:30. | :03:34. | |
2.9% to bring �2 million to look after children and elderly people's | :03:34. | :03:39. | |
care. The Barnsley council leader of wants people to maintain their | :03:40. | :03:44. | |
own communities, instead of relying on the Council for services likely | :03:44. | :03:50. | |
to collections. In Bradford, the council wants to save �29 million | :03:50. | :03:55. | |
this year. 600 job losses are one way they plan on doing that. It is | :03:55. | :04:00. | |
very hard. Where we can make savings, on reducing everything we | :04:00. | :04:05. | |
do, we will. The vast majority of government spending are on our | :04:05. | :04:10. | |
people. With cuts of these sizes, it is inevitable it will affect | :04:10. | :04:15. | |
them. All local services are being looked at but several other | :04:15. | :04:19. | |
Yorkshire councils setting budgets will need to make more tough | :04:20. | :04:28. | |
decisions. One of the protesters is here, | :04:28. | :04:34. | |
councils are led -- are getting less money from the government. | :04:34. | :04:39. | |
don't want to let the coalition government off the hook. It is true | :04:39. | :04:44. | |
they are making big cuts, but the council has a choice of colluding | :04:44. | :04:50. | |
with that of four define them and joining our movement. It has been | :04:50. | :04:56. | |
done in the past, in Derbyshire at the 70s. It is possible to defy the | :04:56. | :05:01. | |
government. York City Council is actually define the Commons because | :05:01. | :05:04. | |
it is rejecting the government grant and increasing the council | :05:04. | :05:09. | |
tax which the government does not want to do. It is not doing enough, | :05:09. | :05:15. | |
in our view. We have the figures in our leaflet. Raising council tax | :05:15. | :05:21. | |
isn't the solution because it will hit local residents in York. Lots | :05:21. | :05:27. | |
of people could be taxed in this society. We are in this crisis | :05:27. | :05:31. | |
because of the banking system. Those people should be taxed rather | :05:31. | :05:36. | |
than the citizens of York. York City Council has taken the step of | :05:36. | :05:41. | |
allowing our TV cameras into the budget meeting tonight and we will | :05:41. | :05:44. | |
be the latest at 10:25pm. Councillor Steve Houghton, from | :05:45. | :05:52. | |
Barnsley, is with me now. When I pay my council tax, I expect | :05:52. | :05:57. | |
certain services, but Barnsley will be saying some will be missing. Can | :05:57. | :06:03. | |
you be specific? One of our big worries is the closure of an | :06:03. | :06:08. | |
intermediate care home where people were rehabilitated after coming out | :06:08. | :06:14. | |
of hospital. That is set to close. We will have less youth workers, | :06:14. | :06:20. | |
grounds maintenance will be reduced. The Future Jobs Fund will be | :06:20. | :06:25. | |
brought to an end. People will see a real difference. Why don't they | :06:25. | :06:31. | |
seem less in their council tax then? If it were the case of the | :06:31. | :06:35. | |
council tax funding local services, that might be possible. Most of our | :06:35. | :06:41. | |
money comes from central government which is being reduced by 30%. That | :06:41. | :06:47. | |
means services will have to be cut. Some people will say, the idea of | :06:47. | :06:51. | |
the Big Society is we should do more. Aren't you doing his work for | :06:51. | :06:56. | |
him? I think we have a responsibility as local authorities | :06:56. | :07:00. | |
to fill the gaps which will be created. That means councils doing | :07:00. | :07:05. | |
things in different ways. Sometimes that is sharing services with other | :07:05. | :07:09. | |
councils. We are working with the Post Office to put a Post Office | :07:09. | :07:13. | |
into a library which is good for both organisations. But it means | :07:13. | :07:19. | |
local communities having to do more. The only 45 redundancies in | :07:19. | :07:23. | |
Barnsley, is that a measure of success? We have worked very hard | :07:23. | :07:30. | |
with the trades unions to protect services. We have to bear in mind | :07:30. | :07:34. | |
there are another four years of cuts to come and it will be very | :07:34. | :07:43. | |
