a massive change in how we deal with flooding. I do not accept that | :02:06. | :02:12. | |
criticism from the committee. They are wrong. But it has been tough to | :02:12. | :02:17. | |
recover from the summer's deluge in the Calder Valley. It was difficult. | :02:17. | :02:22. | |
Those people who could not claim on their insurance, because there were | :02:22. | :02:27. | |
not affected physically, because of a lack of food fault. But we get it | :02:27. | :02:31. | |
through together. It is a good town, the businesses work together. | :02:31. | :02:38. | |
local tourism body stepped in with a new avenue of assistants. Being | :02:38. | :02:41. | |

Committee. Thank you for joining us. What has been your reviewer is the | :03:30. | :03:37. | |
biggest issue? -- What is the biggest issue? It is the committee, | :03:37. | :03:42. | |
convinced that since 2007 we are facing the threat of more surface | :03:42. | :03:46. | |
water flooding. It is getting drains and order, making sure we | :03:46. | :03:50. | |
know that when new developments are built there are sustainable drains | :03:50. | :03:55. | |
in place to ensure we do not have a situation where sewage and surface | :03:55. | :04:00. | |
water come into people's homes. That is precisely what we have seen | :04:00. | :04:05. | |
in the last two months. I accept you are a member of that committee, | :04:06. | :04:10. | |
but you are speaking for them. It is your party in Government and you | :04:10. | :04:17. | |
are the MP foreign area badly hit. How can you make things happen now? | :04:17. | :04:21. | |
We are saying to the Government, asking why they have not introduced | :04:21. | :04:26. | |
drains regulations, which were due in 2012. We are asking which part | :04:26. | :04:31. | |
of those regulations are so complicated, to help us understand | :04:31. | :04:36. | |
why they are not in place and also looking at things -- looking at | :04:36. | :04:40. | |
affordable insurance for all. And giving the regulator our primary | :04:40. | :04:46. | |
duty, primary status of sustainable development. We are also looking at | :04:46. | :04:51. | |
reservoir guidance. So in times of water stress or flooding that we | :04:51. | :04:55. | |
can store the water to prevent it flooding into people's properties. | :04:55. | :05:00. | |
I am sure everyone would agree those sour grapes, but many | :05:00. | :05:04. | |
proposals made five years ago, -- that those proposals sound very | :05:04. | :05:09. | |
good, but many made five years ago to stop people are cynical. | :05:09. | :05:14. | |
committee is cynical. Successive governments have not been | :05:14. | :05:22. | |
successful. They were part of the 2007 recommendations, following | :05:22. | :05:27. | |
2007 flooding. They are very basic things that could be done. Parts of | :05:27. | :05:31. | |
the report are welcomed, such as opening up business to retail | :05:31. | :05:35. | |
competition. We think that will help. There is a lot more the | :05:35. | :05:40. | |
Government can do without passing more legislation. Let us put into | :05:40. | :05:45. | |

violence. A police presence on the streets. You have Ganz kicking your | :08:05. | :08:10. | |
car's doors, going into your taxi office and you feel lonely and | :08:10. | :08:15. | |
helpless. Those concerns of a taxi driver about racial attacks were | :08:15. | :08:19. | |
put to the new chief constable. want you to know that all officers | :08:19. | :08:25. | |
will listen to those concerns and engagement is key. I will be a | :08:25. | :08:28. | |
listening Chief Constable and I am very conscious of the fact that | :08:28. | :08:33. | |
have been high burglary rates and concern about anti-social behaviour. | :08:33. | :08:37. | |
Those concerns and many more to be taken up by Mark Gilmore when he | :08:37. | :08:41. | |
officially becomes chief constable in two months' time. | :08:42. | :08:45. | |
Later on Look North, trading up? The Sheffield market stall holders | :08:45. | :08:55. | |

who say new premises will leave In the '80s, it was known as the | :08:56. | :09:00. | |
Socialist Republic of South Yorkshire. But a study looking at | :09:00. | :09:03. | |
inequality in Sheffield has found stark differences between the rich | :09:03. | :09:06. | |
and poor. The independent Fairness Commission says Sheffield is one of | :09:06. | :09:11. | |
the most unequal cities in the UK. And more needs to be done to make | :09:11. | :09:19. | |
For example, take one bus route. The 83 from Ecclesfield to | :09:19. | :09:24. | |
Millhouses. This route goes from some of the poorest areas in the | :09:24. | :09:28. | |
country to one of the richest. And the lives of people living along it | :09:28. | :09:36. | |
differ sharply. Life-expectancy for Ecclesfield is 78 for men. 81 for | :09:36. | :09:42. | |
women. In Millhouses, it rises to 84 for men and 86 for women. House | :09:42. | :09:46. | |
prices alter dramatically, too. The average house price in Southey, for | :09:46. | :09:50. | |
example, is �56,000. Near the end of the route, it is over �300,000. | :09:50. | :09:55. | |
So what needs to be done to make the city fairer? Tom Ingall got on | :09:55. | :10:04. | |
Ten o'clock on Friday morning. The number 83 is starting a 70-minute | :10:04. | :10:07. | |
journey from Ecclesfield to Millhouses. This isn't the Bishop | :10:07. | :10:11. | |
of Sheffield's normal commute. But as a member of the city's Fairness | :10:11. | :10:14. | |
Commission, it is one way he can see for himself the differences | :10:14. | :10:19. | |
across districts. One of the things that surprised me was the link | :10:19. | :10:23. | |
between the air quality and health and what a difference that makes | :10:23. | :10:27. | |
across the city and, in particular, how much the motorway affects | :10:27. | :10:31. | |
people's health on the East side of the city. And the connection | :10:31. | :10:35. | |
between road traffic accidents and children and young people and the | :10:35. | :10:42. | |
link with poverty and how many more there are in broad areas. -- poor | :10:42. | :10:45. | |
areas. Cutting speed limits is just one recommendation from the | :10:45. | :10:48. | |
commission. The others include getting employers to sign up to the | :10:48. | :10:51. | |
living wage and making it cheaper for young people to use public | :10:51. | :10:54. | |
transport. As the bus heads through Southey Green and Shirecliffe, it | :10:54. | :10:59. | |
starts to fill up. This end of Sheffield, they do not seem to | :10:59. | :11:04. | |
bother with us, the city council. People should be getting out more. | :11:04. | :11:08. | |
The 83 heads past the town hall doors. The council have �1 millions | :11:08. | :11:11. | |
from a previous budget underspend to back the commission's words with | :11:11. | :11:17. | |
actions. If you have money to spend, couldn't you spend it on immediate | :11:17. | :11:21. | |
budget priorities like the Leger centres that might close instead of | :11:21. | :11:26. | |
chasing future aspirations about fairness? It is important we | :11:26. | :11:32. | |
address inequalities. Those have been around in Sheffield for | :11:32. | :11:37. | |
probably 10-15 years, if not longer. We should look at long-term rather | :11:37. | :11:41. | |
than short term. Back on board, the bus heads out of the city up | :11:41. | :11:46. | |
towards Millhouses. The problem is not to say we and a divided city. I | :11:46. | :11:51. | |
am certain we are. But it is a case of I cannot see it being possible | :11:51. | :11:55. | |
to change it. I do not think people can be trusted that the other end | :11:55. | :12:00. | |
of town. I could be wrong, I do not know. At the terminus, the bus | :12:00. | :12:04. | |
empties. And the driver prepares to thread back along the 83's diverse | :12:04. | :12:08. | |
route. It will make the journey countless more times before every | :12:08. | :12:13. | |
stop can be declared equal. Police searching for a missing | :12:13. | :12:16. | |
woman from Helmsley are asking people who work in or visit | :12:16. | :12:19. | |
churches to look out for her. 68- year-old Barbara Colling has | :12:19. | :12:26. | |
Alzheimer's. She was last seen near the B1257 at Abbots Hag on Monday. | :12:26. | :12:29. | |
Officers are asking people to be vigilant near churches, because she | :12:29. | :12:32. | |
